Treat certifications as useful evidence to examine—not as automatic proof that a product is deforestation-free or that every legal requirement has been met.
Start by checking the product’s materials and ingredients
The European Union’s Deforestation Regulation (EUDR), Regulation (EU) 2023/1115, covers cattle, cocoa, coffee, palm oil, rubber, soy and wood, along with certain products derived from them. That makes categories such as coffee, chocolate, some palm- or soy-derived ingredients, leather and other cattle products, rubber goods, wood products and paper worth checking when you are comparing purchases.

Those categories are a starting point, not a complete legal scope list. The regulation defines covered products through listed products and codes, so a product containing one of these materials is not necessarily covered. Nor does the presence of a sustainability label tell you, by itself, whether the product is within the regulation’s scope.

Use a notebook as a simple example
Paper is wood-derived, so a paper notebook is a reasonable category to investigate. You could ask what the notebook’s paper is made from and what evidence supports any sourcing claim. But the category alone does not establish that a particular notebook is covered by the regulation, certified, traceable or responsibly sourced. No specific notebook or retailer claim is verified here.

Ask for traceability, not just a broad sustainability claim
Words such as “sustainable” or “responsibly sourced” are difficult to evaluate without details. A useful next step is to ask whether the company can trace the relevant material to its production country and, where applicable, the production plot. Ask what records or checks support that information, and whether the evidence refers to the product you are considering rather than only to a company-wide policy.
These are practical consumer questions based on the EUDR’s formal due-diligence framework. They are not consumer legal obligations. The European Commission’s explanation of due diligence describes information that includes the country of production, geolocation of production plots, dates or periods of production, supply-chain counterparties, and conclusive, verifiable information that relevant products are deforestation-free.

Compare claims against the evidence they require
| What to check | Useful question | What it helps establish |
|---|---|---|
| Commodity and product scope | What relevant commodity or material does this product contain, and is this exact product within the applicable scope? | Whether the product category is relevant; ingredient or material presence alone does not settle legal scope. |
| Traceability | Can the company identify the production country and, where relevant, the production plot? | How specifically the source of the relevant material can be followed. |
| Verification | Who checks the information, and what supply-chain stages or materials does the check cover? | Whether the evidence is independently checked and relevant to the sourcing claim. |
| Claim-to-product match | Does the evidence apply to this product and support the exact wording on its label? | Whether evidence about one material, stage or practice is being used to imply more than it establishes. |
If a company cannot answer basic questions about origin or verification, the careful conclusion is that its claim is unsubstantiated by the information available to you. That is not, on its own, proof that the product is illegal or linked to deforestation.
Read certification labels as evidence, not a guarantee
Independent certification or third-party verification can provide useful supporting information, potentially including geolocation. But schemes vary in what they cover, and certification does not create a shortcut around the EUDR’s due-diligence duties. The European Commission’s guidance says covered operators remain responsible for compliance and may remain liable if they fail to meet those duties.

Check what the scheme actually covers
- Commodity: Does the standard apply to the material relevant to this product?
- Supply-chain stage: Does it cover production only, or does it also provide relevant information about later stages?
- Independence: Who performs the verification, and how is it carried out?
- Traceability: Does the scheme provide information relevant to the product’s origin, including geolocation where applicable?
- Claim: Does its evidence support the specific claim being made, rather than a broader impression of sustainability?
A label about farm practices does not automatically demonstrate traceability through every downstream stage. Likewise, a recycled-content claim does not establish the origin of any virgin material that may also be present. Match each piece of evidence to the material and claim it actually covers.
Understand what the EU rules do—and when they apply
The EUDR concerns certain covered commodities and derived products placed on, made available on or exported from the EU market. Its formal obligations are aimed at operators and traders, not designed as a consumer certification system. The European Commission overview reflects amendments made in December 2024 and December 2025 and lists these application dates:

| Who or what | Application date listed by the Commission |
|---|---|
| Large and medium operators | 30 December 2026 |
| Micro and small operators | 30 June 2027, except micro and small operators already covered by the EU Timber Regulation |
| Micro and small operators already covered by the EU Timber Regulation | 30 December 2026 |
| Certain products added by a 2026 delegated regulation | 30 December 2027 |
These are the dates on the Commission overview current to 4 October 2026. Check the Commission’s current guidance for later changes or details about a specific product. A product’s presence in a store, or a label on its packaging, does not by itself tell you whether an operator has met a legal requirement.
Put the potential impact in perspective
The European Commission describes the regulation’s intended annual emissions reduction associated with EU consumption and production of covered commodities as at least 32 million tonnes. That figure is an intended reduction, not a measured result; the overview does not state a publication year for it. It provides context for the policy, but it cannot establish the sourcing of an individual product.
