Choose Windows web hosting by verifying application compatibility first, then comparing measured performance, scaling, isolation, and operational control. Azure App Service is a managed option with compute allocated at the plan level; self-managed IIS on a Windows server offers more direct operating-system control but also leaves server setup and maintenance to you. A “high-performance” plan name is not proof of speed: benchmark your application under representative load before settling on capacity.
Start with Windows and runtime compatibility
Before comparing capacity or price, list the components your application actually needs. A hosting environment that cannot run a required framework, native dependency, or legacy component is not a viable candidate, regardless of its advertised performance.

- Runtime and framework: Confirm support for the application’s .NET Framework or ASP.NET Core version, and check the provider’s current supported-runtime information.
- Native dependencies and bitness: Identify native libraries, x86 or x64 requirements, and any dependencies that must be installed on the server.
- Operating-system customization: Check whether the application needs custom Windows configuration, middleware, or legacy Windows components that a managed service may not expose.
- Deployment constraints: Verify that the hosting mode and publishing format work together. For example, Microsoft’s IIS guidance documents a limitation for in-process hosting with single-file executable publishing.
Microsoft describes App Service Managed Instance for Windows web apps that need operating-system customization or legacy component support. Its SKU and regional availability can change, so confirm current limits and availability for the deployment region rather than assuming it is offered everywhere.

Azure App Service and a self-managed Windows server solve different operational problems. The right choice depends on what the application needs you to control and what you want the hosting provider to manage.

| Factor | Azure App Service for Windows | Self-managed IIS on a Windows server |
|---|---|---|
| Operating system and server operations | Managed web-hosting environment; available customization depends on the service and plan. | Direct server and IIS administration; you are responsible for configuration and maintenance. |
| Compute allocation | Plan defines operating system, region, VM size and count, and pricing tier. Paid dedicated tiers allocate VMs to the plan. | Depends on the server or virtual-machine configuration you select and administer. |
| Isolation | Apps in a dedicated plan share its instances. IsolatedV2 adds dedicated VMs on dedicated virtual networks. | Depends on the server, network, and deployment architecture you provision. |
| Scaling behavior | Apps in a plan share instances and scale together by default; shared tiers cannot scale out. | Depends on your architecture and the scaling mechanisms you configure. |
| Price comparison | Plan-level billing; current cost varies with configuration and region. | Configuration- and provider-specific; compare the full service and operating cost. |
The App Service plan is the unit to examine, not just the individual app. Microsoft describes it as the set of compute resources on which a web app runs. Dedicated plan resources are reserved for that plan rather than shared with other customers, but multiple applications within the plan still compete for those resources.
Understand what App Service plan sharing means
Apps in one plan normally run on the same instances. If one app consumes substantial CPU or memory, it can affect other apps sharing those instances. Scaling the plan changes capacity for its apps together by default, rather than independently for each app.

Plan resources can also be used by features such as diagnostics, backups, deployment slots, and WebJobs. Include those workloads when you measure demand; sizing only for foreground web requests can leave too little headroom for the rest of the plan.
Microsoft identifies a separate plan as an option when an app is resource-intensive, needs independent scaling, or must run in a different region. That separation can reduce competition for compute, but plan-level billing means it can add cost. Compare the actual region and configuration cost before splitting applications.

Free and Shared tiers use shared VM instances and cannot scale out. They are therefore not equivalent to dedicated production capacity when horizontal scaling or dedicated compute is a requirement. Dedicated and isolated options provide different levels of compute and network isolation; confirm the specific tier’s current capabilities before choosing it.
Benchmark the application, not the plan name
There is no broadly applicable hosting-performance figure that predicts how a particular Windows application will behave. Results depend on the application, its dependencies, request mix, data access, configuration, and the resources available to it. Before committing to an instance size, run a repeatable load test using representative traffic and deployment settings.

Measure the behaviors that matter
- Latency: Track response times under normal and peak load, including slow requests rather than relying only on an average.
- Throughput: Measure how many representative requests the application can serve while meeting its response-time requirements.
- CPU and memory: Observe sustained use and peaks, and check for resource pressure as load increases.
- Storage and data access: Include the application’s real storage and database interactions; web-server capacity alone does not describe the full request path.
- Startup and background work: Test startup behavior and include scheduled or queued work, such as WebJobs, where applicable.
Test capacity and scaling choices
- Use a representative build, configuration, and data set in the intended hosting region.
- Generate repeatable traffic that resembles expected usage, including peak concurrency and relevant background jobs.
- Record latency, throughput, CPU, memory, and storage behavior at each load level.
- Repeat the test after changing instance size, instance count, plan membership, or IIS hosting mode. Change one relevant factor at a time so the result is interpretable.
- Select capacity based on the application’s measured requirements and headroom, then validate again after deployment.
Microsoft’s Premium v4 announcement reports a “>50% performance improvement for P1v4-P3v4 plans, relative to the prior generation of non-memory optimized P1v3-P3v3 plans” in Microsoft’s own testing. That is a vendor-reported comparison between those plan generations, not a forecast for every Windows application. Your own workload test is the relevant evidence for your choice.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAccount for IIS hosting mode when using ASP.NET Core
For ASP.NET Core hosted with IIS on Windows, the hosting mode can affect request overhead. Microsoft documents that in-process hosting runs inside the IIS worker process and avoids proxying requests over the loopback adapter; Microsoft characterizes it as offering improved performance over out-of-process hosting for that reason.

That guidance does not establish an end-to-end speedup for every application. Check the mode against the application’s publishing and compatibility requirements—including the documented single-file publishing limitation—and benchmark the supported configuration under representative load.
Make the selection against your actual requirements
Use these decision checks to narrow the candidates before comparing configuration-specific prices.
- Choose managed App Service when the application fits its Windows runtime and customization boundaries, and you want managed web hosting with compute organized around a plan.
- Consider a separate App Service plan when an app is resource-intensive, needs independent scaling, or must run in another region. Account for the additional plan-level cost.
- Consider an isolated option when the required compute or network isolation justifies its specific configuration. Verify the current tier and regional availability.
- Choose self-managed IIS when you need direct Windows Server and IIS control and can take responsibility for server configuration and maintenance.
- Do not select on a tier label alone: validate compatibility, then compare repeatable workload measurements and the complete configuration cost.
Region, SKU availability, runtime support, and pricing are configuration-dependent and may change. Confirm them for the intended deployment before making a final commitment.
