SSL VPN and IPsec VPN describe different things, and “SSL VPN” can mean either a network tunnel or an application portal. IPsec tunnel mode carries Layer 3 traffic; a portal typically grants access to selected applications. The practical choice depends first on what users need to reach, then on endpoint compatibility, identity and access policy, administration, and measured performance—not on a blanket claim that one protocol is more secure or faster.
What is the difference between SSL VPN and IPsec VPN?
IPsec is a set of mechanisms that protects IP traffic. In tunnel mode, it encapsulates Layer 3 packets so they can travel between endpoints or through a gateway. IKEv2 is commonly used to authenticate peers and establish and maintain the Security Associations (SAs) that define negotiated parameters and keys. The IETF describes IPsec as providing confidentiality, data integrity, access control, and data-source authentication for IP datagrams. RFC 7296 (October 2014)

“SSL VPN” is less precise. It can refer to a TLS-protected network tunnel, which carries traffic using TLS plus a separate encapsulation and routing mechanism, or to a portal that makes selected applications available through application protocols such as HTTP. A tunnel can provide network-layer reachability; a portal is application-specific. These are not interchangeable access models. RFC 7359 (August 2014)

How do the access models compare?
| Question | IPsec tunnel | SSL/TLS VPN tunnel | SSL/TLS VPN portal |
|---|---|---|---|
| What does it carry or expose? | Layer 3 IP packets in tunnel mode. | Layer 3 traffic over TLS with a separate encapsulation and routing mechanism. | Selected applications or services, often accessed through an application protocol such as HTTP. |
| What access does it suit? | Routed network access for users or systems that need to reach IP resources. | Network-tunnel access where the implementation and endpoint fit the deployment. | Access limited to the applications or services made available through the portal. |
| What should you verify? | Peer and endpoint support, IKE/IPsec configuration, identity controls, and allowed routes. | TLS tunnel implementation, client or endpoint requirements, routing, and policy. | Which applications are exposed, how users authenticate, and what each user is authorized to access. |
The distinction between portal and tunnel is architectural, not a guarantee about a particular product. Product behavior and policy determine what a connection can actually reach. RFC 7359 focuses on Layer 3 tunnel traffic and distinguishes that analysis from application-specific portals. RFC 7359

Which access model should an organization choose?
Choose application access when users need only specific services
If a user needs only a small set of web applications, a portal may provide a narrower access scope than a network tunnel. That is an architectural inference, not an automatic security property: confirm which services are exposed and how the product enforces authorization.
Choose a network tunnel when users need routed reachability
If users or systems need access to IP resources across a network, a tunnel may be a better fit. IPsec tunnel mode is explicitly designed to transfer Layer 3 packets; TLS-based tunnels can also carry network traffic through their own encapsulation and routing mechanisms.

Check endpoint and operational fit before deciding
Standards do not establish which current operating systems, unmanaged devices, clients, licensing models, or service features a specific product supports. Verify these details in the product documentation. Also compare provisioning, updates, logging, support burden, and incident-response workflows; those are deployment-specific rather than properties guaranteed by the protocol name.

Do not treat “SSL” or “IPsec” as a security score. Security depends on the implementation, supported algorithms and configuration, identity controls, authorization rules, segmentation, and ongoing operations. IKEv2 performs mutual authentication and establishes and maintains SAs, but the deployment still must configure who can connect and what they can access. RFC 7296

For IKEv2, algorithm support and usage guidance also affect interoperability: peers need compatible algorithm support and negotiated parameters. RFC 8247 covers IKEv2 algorithm implementation requirements and usage guidance; check the actual capabilities of the products and the requirements that apply to your organization. RFC 8247 (September 2017)
One specialized exception should not be generalized into a commercial rule: RFC 9206 specifies a CNSA profile for IPsec in US National Security Systems and other relevant high-value government systems, and says CNSA-compliant IPsec implementations must use IKEv2. That scope does not make IKEv2 a universal requirement for every VPN deployment. RFC 9206 (February 2022)

Is SSL VPN or IPsec faster?
There is no universal speed winner established by the standards. Standards documents specify behavior and interoperability guidance, not an apples-to-apples performance benchmark. Test the specific implementations on the intended endpoints and network, using representative traffic. Compare throughput, latency, reconnect behavior, and endpoint overhead under the configuration you expect to deploy; results can vary with those conditions.
