Build or customize when the capability depends on distinctive workflows, business-specific data, or requirements that products cannot meet. For many organizations, the practical choice is hybrid: use an existing model or platform for generic capabilities, then build the integration and experience that make it useful.
Make the decision by comparing the whole lifecycle—not just a vendor quote against an imagined development budget—and by deciding who will own the system after launch.

Start with the task, not the technology
Describe the business problem before choosing a model, platform, or product. Specify who will use the capability, what outcome it must produce, how good that outcome needs to be, what data it needs, and where it must fit into existing work. Then identify non-negotiable security, privacy, and compliance requirements.
This separates commodity needs from meaningful differentiation. If generic responses or standard functionality are sufficient, an existing service may be enough. If the value depends on business-specific data, unusual requirements, or a distinctive customer workflow, customization or custom development may be warranted. Microsoft’s guidance on AI workloads frames the choice around fit, data, upkeep, security, and compliance.

Compare buying, customizing, and building
The decision is not strictly binary. Microsoft’s AI strategy guidance describes buying, customizing, and building as choices that can apply to different capabilities: use established general-purpose models, customize AI-enhanced features where needed, and build the workflow or user experience that differentiates the business. See Build an AI Strategy for your SaaS Business.
| Decision area | Buying tends to fit when… | Building or customizing tends to fit when… |
|---|---|---|
| Functional fit | An available product meets the task and quality requirements. | Requirements are unusual or require control and customization. |
| Time to value | Faster deployment is important and implementation is manageable. | The time investment is justified by a distinctive capability. |
| Lifecycle cost | Licensing, support, and integration compare favorably with full internal ownership. | Internal skills and expected value justify development and continuing upkeep. |
| Expertise and ownership | Internal AI or software capacity is limited, and vendor support is suitable. | The organization can staff development, reliability, updates, security, and support. |
| Security and compliance | The vendor’s controls and terms meet the specific requirements. | Available products cannot meet a constraint, and the organization can implement and operate a compliant alternative. |
| Control | Standard functionality and the vendor’s roadmap are acceptable. | Control over roadmap, workflow, or product experience matters materially. |
| Exit and change | Contract terms, data portability, and switching costs are acceptable. | The organization can maintain and migrate its own system; in-house status alone does not guarantee portability. |
These are tendencies, not universal rules. Microsoft’s cost guidance and AWS’s discussion of “tailor” highlight costs, control, deployment time, skills, maintenance, and opportunity cost as factors to assess.

Calculate the full lifecycle cost
A vendor subscription is visible; the cost of building is often spread across teams and time. Compare equivalent scopes and include the costs of getting each option into production and keeping it useful.
For a purchase
- Subscription or license fees and any support plan.
- Implementation, configuration, integration, and data preparation.
- Training, change management, and operational work.
- Costs or constraints associated with contract terms, usage, and future migration.
For a build or customization
- Engineering and specialist time, including work diverted from other priorities.
- Model, platform, and infrastructure costs.
- Testing, deployment, security, and integration.
- Ongoing operations, maintenance, updates, user support, and future development.
Microsoft’s cost optimization principles call attention to indirect lifecycle costs such as technology choices, training, operations, automation, and change management. AWS also warns that opportunity cost can make an apparently inexpensive internal build costly in practice in Buy vs. Build Revisited: 3 Traps to Avoid. There is no universal break-even figure: use your organization’s workload, staffing, contract, and operating assumptions rather than treating “we can build it for less” as established.

Account for time, skills, and ongoing ownership
A purchased product may reach users sooner, while a custom solution requires development and testing before it is ready. The relevant comparison is not simply launch dates: include the value or cost of waiting, the people needed to deliver the work, and who will keep it reliable after launch. Microsoft’s provider cost guidance identifies deployment time, expertise, support, and maintenance among the build-versus-buy considerations.
Before approving a build, name the owners for reliability, security, updates, user support, and future development. If those responsibilities have no realistic owner, the initial development estimate is incomplete. Buying does not eliminate internal work either: integration, configuration, training, and operational processes still need attention.

Evaluate security, control, and the cost of switching
Assess a specific service against your actual data and use requirements. Do not assume every purchased service fails security or compliance checks, and do not assume custom software automatically satisfies them. Microsoft’s AI workload guidance treats security and compliance as factors in choosing among service and custom approaches.
Compare control and exit plans on both sides. A vendor can change its product or roadmap, and contract or data terms can affect the effort of leaving. An internal system gives the organization more direct control, but it can still be difficult to replace if it is poorly documented, dependent on a few people, or built around technology that is hard to migrate.

AWS defines vendor lock-in in terms of switching costs that make moving prohibitively difficult or risky in its whitepaper on vendor lock-in. Apply the same practical question to an internal build: what would it take to change providers, architecture, or implementation later? Check data portability and contract terms for a purchase; check documentation, maintainability, key-person dependence, and migration options for a build.
Use a staged decision when the answer is uncertain
If a product appears close to the need but its limits are unclear, test the smallest useful scope before committing to a broad rollout or a full custom build. A pilot can establish whether the offering meets quality, workflow, security, and integration requirements in your context. Define success measures and review points in advance, then decide whether to expand, customize, or replace only the parts that fail.
- Write down the requirements. Record the task, users, expected result, data needs, and non-negotiable security or compliance constraints.
- Check the market fit. Determine whether an offering meets those requirements without extensive customization. Estimate implementation, licensing, support, and integration costs.
- Estimate full internal ownership. Include specialist and engineering time, infrastructure and model costs, testing, deployment, security, operations, maintenance, and opportunity cost.
- Test strategic value. Decide whether owning this capability would materially distinguish the product or customer experience, or whether it is commodity infrastructure.
- Confirm capacity and timing. Compare time to value and identify both the delivery team and long-term operating owners.
- Plan for change. Model contract and data portability for a purchase; assess documentation, maintainability, staffing dependence, and migration for an internal system.
- Choose a review point. Pilot a bought capability, build a differentiating integration, or replace only the parts that do not meet requirements. Decide beforehand what evidence will justify the next investment.
Where to look if buying is the right route
For organizations using AWS, AWS Marketplace is one example of a catalog for finding, buying, deploying, and managing third-party software, including machine-learning listings. Treat a catalog as a discovery route, not as proof that a listing meets your requirements; evaluate current offerings, terms, controls, and fit directly.
