Wholesale auction exposure generally calls for a wholesale transaction index; consumer replacement-cost exposure calls for a retail-oriented CPI measure; lease residual and guaranteed-future-value exposure often fits an MSRP-relative retention index. The objective is to minimize basis risk—the gap between how your portfolio changes in value and how the index moves—not to find the index with the most sophisticated methodology in isolation.
What a vehicle value index does in a hedge
A vehicle value index converts a broad set of vehicle prices into a time series that can be used to measure, price or settle an exposure. A fleet owner might need protection against falling wholesale sale proceeds. A leasing company may need protection against lower-than-expected auction values when vehicles return. A lender may be concerned about collateral values, while a contract writer may need an objective measure of consumer replacement-cost inflation.

Those exposures are not interchangeable. Wholesale auction prices, dealer-retail prices and consumer price measures can move differently, particularly during supply shortages, rapid model-year changeovers or abrupt shifts in demand. An index can be statistically robust and still hedge poorly if it represents the wrong market or vehicle mix.
Basis risk is the residual risk left when the index does not track the exposure exactly. It comes from differences in:

The right selection process therefore starts with the liability, then tests whether an available series behaves like that liability.
Start with the cash flow you need to hedge
Wholesale sale or auction proceeds
If your fleet, dealership or auction business will sell vehicles into the professional wholesale market, begin with an index built from wholesale transactions. The exposure is the price received when vehicles are sold, less any costs or contractual deductions. A retail or consumer CPI measure may rise while your auction proceeds fall if retail and wholesale conditions diverge.
The Manheim Used Vehicle Value Index (MUVVI) is designed as a broad wholesale-market indicator. Cox Automotive describes it as a measure of used-vehicle prices that is independent of underlying shifts in the characteristics of vehicles being sold. It is produced through statistical analysis of millions of used-vehicle transactions annually. Its natural application is dealer inventory, auction purchases and disposals, and other cash flows tied to wholesale values.

Use a CPI-like measure when the obligation is explicitly linked to what consumers pay for used vehicles or to a broader inflation formula. The U.S. Bureau of Labor Statistics (BLS) used-cars-and-trucks CPI covers used vehicles between two and seven years old. Monthly prices come from J.D. Power Valuation Services estimates for sampled vehicles. BLS applies depreciation adjustments and model-year changeover adjustments to maintain constant quality.
This measure is appropriate when the contract references consumer price inflation or when replacement cost is defined at a consumer level. It is not a quote for one VIN, one trim or one fleet. Its geographic and expenditure weighting can differ materially from a particular fleet, lender book or lease portfolio. In the BLS December 2025 relative-importance table, used cars and trucks represented 2.759% of the CPI basket; that share describes the CPI weighting, not the hedge ratio for your portfolio.
Lease residuals and guaranteed future values
For a lease-return book, residual-value guarantee or other liability naturally expressed as a percentage of original equipment value, consider a retention index. Black Book’s Used Vehicle Retention Index is calculated from its Wholesale Average value for two- to six-year-old vehicles as a percentage of original typically equipped MSRP.
Black Book adjusts the series for vehicle age, mileage, condition, inflation, registration-weighted mix, model-year mix and seasonality. Those controls can make a retention percentage more comparable across periods than a simple average sale price. The trade-off is that an MSRP-relative index may hedge retention percentage while leaving absolute-dollar exposure to MSRP levels, trims, incentives and vehicle-specific depreciation.
Collateral or lender exposure
A lender should first determine how collateral is valued in its loan documents. If collateral is marked to wholesale auction values, a wholesale index is the starting point. If the covenant or loss model uses consumer replacement prices, a CPI-oriented series may be more appropriate. If advance rates or residual assumptions are stated as a percentage of original MSRP, a retention index may better match the liability.

Do not assume that the index used for underwriting is automatically the index that best hedges future losses. Compare the valuation convention, age distribution, mileage and geographic concentration of the collateral with the index methodology.
How the main index choices are constructed
| Index | Market and population | Construction and adjustments | Most natural hedge |
|---|---|---|---|
| Manheim Used Vehicle Value Index (MUVVI) | Broad U.S. wholesale market; based on used-vehicle transactions | Statistical analysis of millions of used-vehicle transactions annually; designed to be independent of shifts in the characteristics of vehicles sold | Dealer inventory, auction purchases and disposals, and other wholesale-linked cash flows |
| BLS used cars and trucks CPI | U.S. consumer price measure for used vehicles aged two to seven years | Monthly J.D. Power Valuation Services estimates for sampled vehicles; BLS applies depreciation and model-year quality adjustments | Consumer replacement-cost inflation and contracts explicitly tied to retail consumer prices |
| Black Book Used Vehicle Retention Index | Wholesale Average values for two- to six-year-old vehicles, expressed as a percentage of original typically equipped MSRP | Adjusts for age, mileage, condition, inflation, registration-weighted mix, model-year mix and seasonality | Residual-value guarantees, lease-return books and MSRP-relative liabilities |
The BLS methodology also distinguishes its CPI from a separate monthly Manheim wholesale index. BLS states that Manheim’s series is constructed from professional-only auction sales and is not adjusted for depreciation or quality changes. That distinction matters when comparing a CPI movement with a wholesale hedge: the series measure different markets and apply different controls.
Match the index to your vehicle population
Age bands
Age is a first-order source of basis risk. BLS covers vehicles from two through seven years old, while Black Book’s retention index covers two- to six-year-old vehicles. A portfolio concentrated in one-year-old off-lease vehicles, eight-year-old trucks or mixed-age commercial equipment will not have the same response as either population.
Map every vehicle to an age bucket on the same valuation date used by the index. Then compare the portfolio’s exposure by age with the index’s stated population. If your book is outside the published band, treat the relationship as an assumption requiring validation rather than as a direct match.
Segment, body style and powertrain
A national index can hide divergent moves among compact cars, pickup trucks, sport-utility vehicles, luxury models, electric vehicles and other segments. Record the portfolio share by body style, segment and powertrain. Compare those shares with any segment weights or mix controls disclosed for the candidate index.
Do not infer that a quality-adjusted index eliminates all segment risk. MUVVI is designed to be independent of shifts in the characteristics of vehicles sold, and Black Book adjusts model-year and registration-weighted mix, but your portfolio can still be concentrated in a segment that moves differently from the aggregate.
Mileage and condition
Lease returns and fleet disposals often have predictable mileage and condition patterns. Black Book’s retention methodology explicitly adjusts for mileage and condition. BLS maintains constant quality through depreciation and model-year changeover adjustments, but its sampled estimates are not a direct appraisal of your vehicles. For a wholesale hedge, document how your vehicles’ mileage and condition compare with the transaction population represented by the chosen index.

Account for geography before selecting a national series
A national index is useful only to the extent that your prices co-move with the national market. A fleet concentrated in one state, a lender serving a regional economy or a dealer drawing inventory from a single auction corridor may experience a different mix of demand, weather effects, logistics costs and buyer preferences.

Measure the geographic concentration of the exposure and identify the index’s coverage. If the index is national and the exposure is regional, estimate the resulting basis risk rather than treating the national value as a local quote. A regional hedge may be preferable when available, but a regional series can also be thinner, less transparent or less easy to settle. The decision is a trade-off between representativeness and hedgeability.
Compare index design, not just the headline level
Transaction prices versus estimates
MUVVI is derived from wholesale transactions. The BLS used-cars-and-trucks CPI uses J.D. Power Valuation Services estimates for sampled vehicles. A transaction-based series may respond quickly to executed market prices, while an estimated series may provide consistency across sampled vehicle specifications and a consumer-oriented weighting. Neither construction is universally superior; the relevant question is which one resembles the cash flow in your contract.
Quality, depreciation and mix controls
Adjustments determine what a month-to-month change means. BLS applies depreciation adjustments and model-year changeover adjustments to maintain constant quality. Black Book adjusts for age, mileage, condition, inflation, registration-weighted mix, model-year mix and seasonality. MUVVI is intended to be independent of underlying shifts in vehicle characteristics.
These controls can reduce noise caused by a changing vehicle sample, but they may also make an index behave differently from an unadjusted book of assets. Document which adjustments are present and whether your liability is based on an adjusted value or on the actual mix of vehicles you own.
Weighting and representativeness
Ask how vehicles, transactions or expenditures are weighted and whether the weights change over time. A CPI expenditure weight answers a consumer-inflation question; a wholesale transaction index answers a market-price question; a retention index answers an MSRP-relative value-retention question. A hedge can fail even when each index is correctly calculated if the weighting concept does not match the liability.
A practical selection sequence
- Define the exposure. Write down whether the cash flow is wholesale sale proceeds, retail replacement cost, a lease residual, collateral value or a macroeconomic contract. Specify whether the value is an absolute dollar amount or a percentage of original MSRP.
- Freeze the valuation convention. State the market level, vehicle age range, segment and condition assumptions, geography and valuation date. Use the same conventions when comparing your portfolio with candidate indexes.
- Shortlist compatible series. Start with MUVVI for wholesale-linked exposure, BLS used-cars-and-trucks CPI for consumer-price-linked exposure, and Black Book’s retention index for MSRP-relative residual exposure. Treat these as starting points, not automatic recommendations.
- Test historical co-movement. Compare changes in the portfolio’s observed or modeled values with changes in each index over the same dates. Examine both normal periods and sharp declines. Correlation alone is insufficient if the hedge fails during the stress that matters most.
- Test downside behavior. Review whether the index responds with the same direction, speed and approximate magnitude as the liability during supply shocks, rapid model-year transitions and other periods relevant to your risk.
- Document methodology. Record depreciation, quality, mileage, condition, model-year mix, seasonality, geographic coverage, segment weights and any provider changes. This prevents a methodology revision from being mistaken for a market move.
- Verify operational terms. Confirm publication frequency, observation window, publication lag, revision policy, release calendar, calculation transparency, licensing, redistribution rights and whether a derivative or insurance contract may reference the series.
- Set the settlement rule. Identify the exact publication used, the fallback if a release is delayed, the treatment of revisions and the date on which the index is fixed for payment. A hedge that cannot be settled unambiguously is not complete.
- Approve residual basis risk. State which differences remain between the index and the portfolio, who owns that risk and how it will be monitored.
How to test whether the hedge is actually tracking
Use a consistent valuation history for both the exposure and the index. For each observation date, calculate the change in the portfolio value and the change in the index. Examine the relationship in both percentage terms and dollars, because an MSRP-relative index can track a percentage while leaving a large absolute-dollar mismatch.
- Level comparison: Does the index represent the same market level as the liability?
- Timing comparison: Does publication occur soon enough for the hedge to respond before the cash flow is fixed?
- Direction test: During falling markets, does the index fall when your proceeds or collateral values fall?
- Stress test: Are the worst portfolio losses accompanied by a meaningful index move, or does the relationship break under stress?
- Composition test: Do age, segment, body style, powertrain, mileage and condition remain similar through the hedge term?
- Revision test: Would later revisions change the amount owed under the contract?
A high historical correlation is not a substitute for these checks. A portfolio can correlate well in ordinary months and diverge when its vehicle mix, geography or sale channel differs from the index.
Settlement and licensing are part of hedge design
Before naming an index in a derivative, insurance policy, lease agreement or internal transfer-pricing rule, obtain the provider’s current terms. Confirm that the intended parties may reference, reproduce or redistribute the series and that the contract can use the exact published value. A public description of methodology does not by itself grant permission to redistribute data or settle a financial contract against it.

Specify the release edition and timing. Monthly series can have a lag between the observation period and publication. If a value is revised after settlement, the agreement should say whether the first release, a revised release or another defined value controls. Include a fallback for a discontinued series, a material methodology change or a missed publication.
Also identify whether the index is national or regional, the relevant segment weights and the date on which the series becomes observable. These details affect hedge effectiveness even when the headline index name remains unchanged.
When a blended hedge is justified
No single index may match a diversified exposure. For example, a fleet may sell some vehicles through wholesale auctions while replacement obligations are tied to consumer prices, or a lease book may combine several age bands and vehicle segments. In that case, a documented blended hedge can allocate different portions of the risk to compatible indexes.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Build the blend from identifiable cash flows rather than from an arbitrary average. Assign the wholesale portion to a wholesale measure, the consumer-price portion to a CPI-like measure and the MSRP-relative residual portion to a retention measure. Record the allocation rule, rebalance triggers, data dates and remaining basis risk. The blend should be explainable to a counterparty, auditor and risk committee.
A blend does not remove mismatch. It makes the mismatch explicit and can prevent one broad index from silently dominating an exposure it does not represent.
Common selection mistakes and their fixes
Using a retail CPI to hedge auction proceeds
Why it fails: The BLS series is a consumer price measure, while auction proceeds are wholesale transactions.
Fix: Start with a wholesale index and validate the relationship against the actual sale channel and geography.

Treating an index as a vehicle-specific appraisal
Why it fails: Broad indexes represent populations and weighted samples, not a single VIN, trim or condition report.
Best Value
Fix: Compare the portfolio’s age, mileage, condition and segment distribution with the index population, and quantify the remaining mismatch.
Ignoring the denominator in a retention index
Why it fails: A percentage of original typically equipped MSRP can track retention while absolute dollars change because of trims, incentives or MSRP levels.
Fix: Hedge the percentage and the dollar exposure separately, or document why the denominator is sufficiently stable for the liability.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOverlooking age-band differences
Why it fails: BLS covers two- to seven-year-old vehicles; Black Book’s retention index covers two- to six-year-old vehicles. A book outside those ranges may depreciate differently.
Fix: Segment the portfolio by age and test the index against the specific bands that drive the loss.
Assuming quality adjustment means zero basis risk
Why it fails: Quality and mix adjustments improve comparability but do not make a national aggregate identical to a concentrated portfolio.
Fix: Continue to test segment, geography, powertrain, mileage and condition differences after accounting for the published adjustments.

Leaving publication and revision rules until the contract is signed
Why it fails: A delayed or revised release can create a dispute over the settlement value.
Fix: Define the observation window, release version, fallback, revision treatment and fixing date in the hedge documentation.
Decision checklist
- What exact cash flow is being hedged?
- Is the liability tied to wholesale, retail or consumer CPI pricing?
- Is value expressed in dollars, as a percentage of MSRP, or through another formula?
- Which vehicle ages, segments, body styles and powertrains drive the exposure?
- How do mileage and condition compare with the index population?
- Is the exposure national, regional or local?
- Does the index use transactions, estimates or a combination?
- How does it treat depreciation, quality, model-year mix, inflation and seasonality?
- What are the publication lag, frequency, revision policy and settlement date?
- Does the provider permit the intended licensing, redistribution and contract use?
- What historical and stress-period evidence supports the hedge?
- What basis risk remains, and how will it be monitored?
The defensible choice
Choose MUVVI when your cash flow is driven by broad wholesale auction prices, the BLS used-cars-and-trucks CPI when the obligation is explicitly consumer-price or replacement-cost based, and Black Book’s Used Vehicle Retention Index when the liability is naturally expressed as retention relative to original MSRP. Then verify age, mix, geography, timing, revisions and licensing against the actual contract. If none is a close match, split the exposure into documented components and use a blended hedge rather than hiding the mismatch inside a single headline index.
