Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Choose a manufacturing site by converting your production plan into measurable labor, utility, and logistics requirements, eliminating parcels that fail non-negotiable tests, and then scoring the feasible options with documented evidence. Labor depth, utility capacity and reliability, and inbound and outbound transportation should be evaluated together: a low-wage area is not economical if hiring is impossible, and a cheap parcel is not viable if power or wastewater cannot arrive before commissioning.
There is no universal ranking of states, cities, or industrial parks. The right answer depends on your product, volumes, equipment, customers, suppliers, service promises, and target geography. Use the process below to make that dependence explicit and to expose expensive surprises before you commit capital.

1. Turn the production plan into a site requirement
Site selection should start before a broker presents properties. Assemble a cross-functional team from operations, engineering, finance, human resources, real estate, logistics, legal, information technology, and environmental or permitting functions. Each group sees a different failure mode: engineering knows the load profile, HR knows the hiring ramp, logistics knows shipment constraints, and permitting specialists know which uses and discharges are acceptable.
Write a one-page requirements sheet and date every assumption. It becomes the test against which every region and parcel is measured.

Operating and market assumptions
- Annual production, product mix, seasonality, and expected growth.
- Inbound materials by supplier, origin, weight, cube, hazard class, packaging, and delivery frequency.
- Customer destinations, delivery windows, service-level commitments, and peak shipping periods.
- Target start-of-production date, construction milestones, commissioning sequence, and acceptable schedule risk.
Workforce assumptions
- Headcount by occupation, credential, skill, shift, and employment status.
- Hiring waves, training time, overtime policy, absenteeism and turnover assumptions, and the maximum practical commute.
- Whether the plant will operate one, two, or three shifts and whether each shift needs the same skills.
Facility, utility, and regulatory assumptions
- Building area, clear height, floor loading, docks, yards, process layout, parking, and expansion reserve.
- Electric demand and voltage, natural-gas pressure and volume, water quality and peak flow, wastewater volume and characteristics, fire protection, and telecommunications.
- Emissions, hazardous materials, noise, stormwater, zoning, environmental permits, and resilience requirements.
- Rail, port, airport, highway, or specialized-carrier needs that are truly required rather than merely desirable.
Separate requirements into Must and Want categories before viewing sites. A Must is a feasibility gate; a Want helps rank sites that already work. For example, legal truck access, wastewater acceptance, utility capacity by the commissioning date, and a minimum reachable workforce are normally Musts. A training partnership, a larger expansion reserve, shorter average freight distance, or an incentive package is usually a Want.
2. Use a two-stage decision model
A weighted scorecard is useful only after infeasible sites have been removed. Combining a fatal constraint with a desirable feature in one average score can allow a large tax incentive to hide an electrical shortfall or a beautiful building to hide an impossible hiring plan.
Stage one: the feasibility gates
Reject a candidate that fails any of these tests unless the project plan changes and the requirement is formally reapproved:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Enough qualified workers can be reached within the intended commute and hiring ramp.
- Electricity, gas, water, wastewater, fire service, and telecommunications can be delivered with adequate capacity, reliability, and redundancy by the required date.
- Trucks have legal, practical access for the expected vehicle types and loads; required rail, port, or air connections are confirmed for the parcel, not just the region.
- Zoning, environmental conditions, permits, and wastewater acceptance are compatible with the process and schedule.
- Parcel geometry, building condition, flood or hazard exposure, parking, yards, and expansion space fit the operating plan.
Stage two: weighted scoring
Score only the survivors. A practical comparison includes the axes below. Set weights from the production plan, record the evidence and date beside every score, and make the model rerunnable when volumes or processes change.
| Decision axis | What to measure | Questions that expose risk |
|---|---|---|
| Labor depth and skill fit | Reachable employment by occupation, credentials, shift coverage, competing employers, training pipeline | Can the site fill every shift, including the ramp and future growth? |
| Fully loaded labor cost | Wages, benefits, payroll taxes, overtime, recruiting, training, turnover, and absenteeism | Does the apparent wage advantage survive realistic hiring and retention costs? |
| Utilities | Capacity, delivered cost, tariffs, redundancy, outage performance, connection work, and schedule | Can the provider commit capacity and service by commissioning? |
| Inbound freight | Annual and peak tonnage, shipment frequency, modes, transit time, drayage, accessorials | Will supplier lanes work during congestion or a single-route disruption? |
| Outbound freight | Customer-weighted distance, delivery windows, mode choice, fuel and inventory effects | Can the site meet service promises without excess finished-goods inventory? |
| Schedule and permitting | Entitlements, environmental work, utility extensions, construction duration, commissioning float | What event could move start of production? |
| Expansion and resilience | Land reserve, utility growth, flood, fire, seismic, weather, and supplier or route diversity | Can the plant grow and recover from a disruption? |
| Taxes, incentives, and recruiting conditions | Verified programs, employee amenities, commute, housing, and quality-of-life factors | Are benefits durable, available to this project, and secondary to feasibility? |
Run sensitivity cases for wage inflation, utility-rate changes, freight-rate changes, demand growth, and delayed utility construction. Show the ranking under each case instead of presenting one false-precision number.
3. Evaluate labor as a reachable, shift-specific resource
A state or metropolitan average is not a workforce plan. The relevant labor market is the population that can reach the plant reliably at the hours your shifts begin and end. A labor analysis should cover skill availability, wages and benefits, shifts, labor relations, training, demographics, and the workforce reachable within the intended commute.
Define the jobs before counting workers
List every role by skill and shift: production operators, maintenance technicians, electricians, welders, quality staff, supervisors, engineers, warehouse workers, drivers, laboratory personnel, and administrative support. Specify licenses, certifications, language needs, physical requirements, software or controls experience, and the time needed to become productive. A site with enough general labor may still fail if it cannot supply maintenance or controls technicians.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesMap the realistic labor shed
Use a commute-time map rather than a circular radius. Test the intended shift-change times, public-transit availability, bridge or mountain crossings, winter conditions where relevant, and parking capacity. The Minnesota Department of Employment and Economic Development recommends quantifying labor resources within the stated commute distance after a site is selected; apply that logic to each finalist and use the same commute assumptions for a fair comparison.

Build the fully loaded cost
Collect local wage and employment data from official labor sources, then validate it with workforce agencies, technical colleges, recruiters, and comparable employers. Add benefits, payroll taxes, shift premiums, overtime, recruiting advertising, onboarding, training wages, retention programs, temporary labor, turnover replacement, and absenteeism. Ask employers in the same labor shed how long critical roles remain open and which skills are hardest to retain.
Stress-test the hiring ramp
Model the first shift, the second and third shifts, maintenance coverage, vacation relief, and expected growth. A market that can supply one shift may not supply three shifts competing for the same technicians. Test a slower hiring case, higher turnover, and a temporary training cohort. Identify who will provide classrooms, instructors, equipment, and credentials, and obtain written commitments where a partnership is essential.
Check labor relations and demographic direction
Review labor-management conditions, union representation where applicable, mandated benefits, age distribution, migration, competing plants, and announced expansions or closures. These factors affect both recruitment and stability. Treat official statistics as a baseline, not a guarantee: conditions can change before the plant opens.
4. Verify every utility, not just the advertised rate
Your project cannot operate without utility services, so confirm that adequate and reliable service is available for current and future needs. Utility analysis must cover capacity, reliability, redundancy, cost, connection or extension work, and the date service can be delivered for electricity, gas, water, wastewater, and telecommunications.
Request a written provider response
For each candidate, ask the utility or municipality to document:
- Available and firm capacity, voltage, pressure, service class, and allowable future growth.
- Redundant feeds, backup arrangements, outage history or reliability information, maintenance practices, and restoration expectations.
- Connection points, line sizes, easements, extension or upgrade work, one-time charges, engineering responsibilities, and construction sequence.
- Tariff structure, demand charges, seasonal rates, minimum charges, pass-through items, treatment fees, and expected rate assumptions.
- Permitting dependencies and the date service can be energized or placed in operation.
Do not treat a verbal statement that “capacity is nearby” as a commitment. Capacity at a substation, main, or treatment plant may not be deliverable to your parcel without costly upgrades or a long construction queue.
Electricity and natural gas
Provide the utility with monthly and peak demand profiles, ramp rates, power quality requirements, voltage, backup-generation plans, and process-critical loads. Ask about interruptible or curtailment tariffs, demand-response obligations, harmonics, and the consequences of an outage. For gas, specify pressure, peak hourly demand, gas quality, redundancy, and whether winter constraints affect firm service.
Water, wastewater, and fire service
State water volumes, peak flow, temperature or quality needs, process contaminants, discharge characteristics, pretreatment, and fire-flow requirements. A municipality may have adequate average capacity but not the peak flow or treatment capability your process requires. Obtain written wastewater acceptance, limits, sampling requirements, fees, pretreatment construction obligations, and a schedule for approvals.

Telecommunications and operational resilience
Confirm physically diverse fiber paths, carrier availability, latency requirements, cellular coverage, service-level terms, and restoration procedures. Manufacturing execution, quality, security, and remote support can all depend on communications. Include backup power and network failover in the same resilience plan as electric and gas.
Model total delivered utility cost
Compare more than a posted unit rate. Include demand and seasonal charges, treatment and discharge fees, backup generation and fuel, water-quality treatment, connection fees, extension capital, maintenance, and the cost of carrying additional inventory or stopping production during outages. The U.S. government site-selection guidance defines utilities to include capacity, the cost of adding capacity, sources, rates, and time to extend or tap service. Commerce guidance recommends starting from production requirements for water, sewer, electricity, and natural gas and using Energy Information Administration data for electrical-rate comparisons. Those data sets are useful for screening; provider quotes and project-specific studies control the final model.
5. Analyze inbound and outbound transportation together
Transportation is not just distance to the nearest highway. Calculate annual and peak inbound and outbound ton-miles, shipment frequency, load type, delivery windows, and the cost and time of every feasible mode. Include truck, rail, marine, air, parcel, and specialized carriers when the product requires them.
Map the complete network
List suppliers and customers by lane, then estimate volume, frequency, equipment type, dwell time, and service requirement. Model drayage, fuel assumptions, accessorial charges, tolls, border or port procedures, and inventory carrying cost caused by longer transit. A site that is close to customers but far from heavy raw materials may still lose on total delivered cost.
Measure mode choice and node risk
Transportation guidance from the U.S. government describes logistics in terms of customer accessibility, proximity to ports, railroads, and airports, and inbound and outbound shipping cost. Distance from the primary transportation node and congestion at that node can raise freight cost. Compare normal and peak conditions, appointment availability, chassis or container constraints, and the consequences of a closure or labor disruption. Prefer practical route diversity when a single bridge, tunnel, port, or rail interchange would create a material single point of failure.
Verify parcel-level access
During a site visit, drive the actual routes at operating hours. Check limited-access highway interchanges, turning radii, bridge weight limits, low clearances, seasonal restrictions, truck bans, neighborhood conflicts, queue space, and gate design. Confirm whether a rail line can serve the parcel: an active line next to a property does not necessarily mean there is a siding, turnout, transload facility, operating agreement, or service frequency. Obtain written confirmation from the railroad or short-line operator when rail is part of the plan.
Use quotes and scenario modeling
Request comparable freight quotes for representative lanes and shipment sizes. Model peak season, fuel changes, accessorials, missed delivery windows, and alternative carriers. Transportation-modeling tools can help compare network cost and service, but the assumptions must match your packaging, load factors, appointment rules, and actual parcel access.

6. Validate shortlisted parcels before commitment
Shortlisting is not validation. Before signing an option, purchase agreement, or incentive contract, create a closing checklist with an owner and due date for each item.

Evidence to obtain
- Utility provider letters, maps, capacity studies, tariff assumptions, reliability information, and extension schedules.
- Wastewater acceptance, pretreatment requirements, discharge limits, and fire-service confirmation.
- Zoning confirmation, permit matrix, environmental and geotechnical reports, flood and hazard reviews, and known remediation obligations.
- Property title, easements, access rights, road-improvement responsibilities, and restrictions on truck, rail, or utility use.
- Traffic counts, turning analysis, truck-route verification, rail-service confirmation, and port or airport operating constraints.
- Workforce data by occupation and commute, recruiter feedback, training-provider capacity, and written workforce-partner commitments.
- Building condition, surveys, drainage, soil bearing, expansion area, parking, stormwater, and construction-cost assumptions.
Visit at the hours that matter
Revisit each site during shift changes, peak freight periods, and poor-weather conditions when relevant. Observe queues, congestion, employee access, nearby residential conflicts, noise exposure, flooding, and the practical movement of trucks from gate to highway. Ask local officials and neighboring employers about recurring disruptions that do not appear in a brochure.
Keep an auditable decision record
Store the requirement sheet, raw data, provider letters, quotes, maps, assumptions, score calculations, sensitivity cases, and approval history together. Record who supplied each fact and when it expires. If an incentive, rate, labor count, or available parcel is conditional, show the condition beside the value rather than treating it as guaranteed.
7. Common mistakes and how to correct them
Choosing the lowest wage market
Why it fails: headline wages omit benefits, turnover, overtime, training, and the cost of unfilled skilled roles.

Assuming nearby utility infrastructure equals capacity
Why it fails: a nearby line or substation may lack firm capacity, redundancy, an available connection, or a schedule compatible with construction.
Correction: obtain written capacity, upgrade, cost, and delivery commitments from the provider.
Using a highway or rail label as a logistics analysis
Why it fails: the parcel may have poor turning access, bridge restrictions, no rail connection, infrequent service, or severe node congestion.

Correction: verify the truck route, legal loads, siding or transload arrangement, service frequency, and peak travel time.
Best Value
Letting incentives decide the site
Why it fails: incentives can expire, depend on job or investment thresholds, or be outweighed by labor, utility, freight, and schedule penalties.
Correction: apply incentives only after Must criteria pass, document eligibility and clawbacks, and rank the site on durable operating economics.
Scoring before defining requirements
Why it fails: an arbitrary weighting hides which constraints are truly non-negotiable and makes the result impossible to defend.
Correction: approve the one-page requirements sheet and Must/Want definitions before collecting property scores.
Ignoring future scale and resilience
Why it fails: a site that works at launch may lack utility headroom, labor depth, expansion land, route diversity, or hazard tolerance.
Correction: include growth, outage, severe-weather, supplier-loss, and delayed-construction scenarios in the same scorecard.
8. A practical approval sequence
- Define the operating requirement. Document production, people, materials, customers, utility profiles, building needs, regulations, and schedule.
- Set Must and Want criteria. Agree on labor, utility, access, permitting, site, and resilience gates before looking at scores.
- Screen regions. Use official labor data, utility territory information, transportation nodes, environmental constraints, and a customer-weighted freight centroid to narrow the search.
- Shortlist parcels. Apply the same labor-shed, utility, freight, building, and schedule assumptions to each candidate.
- Request written validation. Obtain provider letters, wastewater acceptance, permit information, access documentation, workforce evidence, freight quotes, and technical reports.
- Score the feasible sites. Use weighted criteria, preserve raw evidence, and run sensitivity cases for costs, growth, and delays.
- Visit and challenge the model. Inspect routes and operations at relevant hours, interview local partners, and update assumptions with observed conditions.
- Approve with conditions. List unresolved risks, responsible owners, deadlines, contingencies, and the exact evidence required before financial close.
What a defensible site decision looks like
A defensible recommendation can explain why the selected parcel passes every feasibility gate, how its labor and utility plans work at launch and at growth, what each inbound and outbound lane costs, and which assumptions could change the ranking. It distinguishes a provider commitment from a preliminary estimate, a reachable workforce from a regional statistic, and a rail line nearby from actual rail service.
