First identify the systems and data that matter, then compare providers on the same criteria and put responsibilities, service levels, incident handling, and exit terms in writing. Outsourcing work does not transfer your responsibility for protecting your business and customers’ information.
Start with what your business needs
Before requesting proposals, write down the outcomes you need and the constraints a provider must meet. A managed IT services provider (MSP) may handle routine support, security work, infrastructure, or a mix; package names alone do not tell you what is covered.

- Map critical assets and dependencies: list users, devices, locations, applications, cloud services, and the data your business relies on.
- Describe current capacity: note what employees or existing IT staff can manage, where coverage is missing, and what work should remain in-house.
- Set coverage expectations: define support hours, on-site needs, response expectations, and whether you need ongoing preventive work, project help, security support, or all three.
- Identify obligations: check applicable legal, regulatory, customer-contract, and insurance requirements before deciding what to outsource. Requirements vary by jurisdiction, sector, and the data you handle.
NIST says a business’s needs, resources, and risk determine whether internal staff, outsourced support, community support, or a combination is appropriate; not every small business needs a full-service MSP. See NIST’s guidance on building a small-business cybersecurity team.

Compare proposals on the same criteria
Ask several providers for written proposals or quotes, then compare them against a common scorecard. NIST advises considering experience and fit alongside cost, rather than making price the sole deciding factor.

| Area | What to compare |
|---|---|
| Scope and fit | Covered users, devices, locations, applications, cloud services, support hours, on-site work, projects, and explicit exclusions. |
| Relevant capability | Small-business and industry experience, and demonstrated ability to meet your documented requirements. |
| Service performance | Severity levels, support windows, response and restoration or resolution definitions, escalation, reporting, measurement rules, exclusions, and remedies. |
| Security and data governance | Access controls, staff training or vetting, separation of customer data, logs and retention, incident handling, remediation, subcontractors, and evidence you can verify. |
| Continuity | Who handles backups and recovery, maintenance windows, outage notices, incident coordination, and transition support. |
| Commercial terms | Recurring and project costs, included labor, add-on fees, contract term, renewal, termination, and transition costs. |
A headline uptime or response percentage is not meaningful without its measurement period, service hours, exclusions, and remedy. Ask the provider to define each term in the proposal and agreement. CISA’s customer guidance for MSPs highlights specific service-level agreements and clear responsibility assignments; see CISA’s risk considerations for managed service provider customers.
Ask finalists how they protect access and data
An MSP may receive privileged access to business systems and sensitive information. Ask each finalist the same questions, keep the answers with its proposal, and request evidence for material security claims.

- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

- Which activities are preventive and ongoing, and which are separately billed projects?
- What comparable small-business or industry clients have you supported?
- Which security outcomes will you own, which remain ours, and which are shared?
- Who can access our systems and data? How are administrator privileges controlled, staff trained or vetted, and access removed when someone leaves?
- How are our data and management tools separated from other customers? Which subcontractors may access our systems or information?
- How are incidents reported, escalated, contained, and documented? What decisions or costs could require our involvement?
- Which logs and records are retained, for how long, and how can we obtain them?
- How are maintenance and unplanned outages communicated?
- What onboarding, documentation, credential handoff, data-return, and transition help is included if the relationship ends?
- What evidence can you provide for your security commitments, and how can we verify compliance during the relationship?
FTC guidance recommends asking vendors how they secure data, who can access it, and how employees are trained; it also advises putting expectations in contracts and checking that the vendor follows them. See the FTC guide to protecting personal information.

Make the managed services agreement and its exhibits specific enough that both parties can tell what work is expected and how performance will be assessed. Avoid relying on verbal assurances or vague promises such as “24/7 support” without definitions.

CISA’s MSP customer guidance identifies service levels, ownership changes, incident management, remediation, data separation, logs, personnel vetting, subcontractors, outages, and transition planning as issues to address. NIST’s July 8, 2026 announcement on supplier due diligence describes due diligence as research and investigation before procurement decisions; it does not establish a universal MSP certification requirement. See NIST’s announcement about its C-SCRM Due Diligence Assessment Quick-Start Guide.

Keep oversight after signing
Outsourcing can add expertise and capacity, but it does not make the provider solely accountable for the business’s information. NIST puts it plainly: “Recognize that even when you outsource some of your cybersecurity needs, you do not transfer your liability for protecting your business and your customers’ information.” The statement appears on NIST’s Building Your Small Business’s Cybersecurity Team: From In-House to Outsourcing page.
