Choose a data center provider by matching a defined AI workload to capacity the provider can demonstrate and contractually commit—not by relying on an “AI-ready” label. Start with the workload, then verify power, cooling, network performance, delivery timing, site risks, resilience, sustainability evidence and total cost. Cloud, colocation, retrofit and new construction make different trade-offs in speed, control, capital and staffing; there is no universally best option.
1. Define the workload before comparing providers
A facility that suits one AI deployment may be a poor fit for another. Training and inference can have different utilization patterns, latency needs and infrastructure demands. The buyer’s scale, growth plan, data sensitivity, service-level targets and ability to operate hardware also affect the right hosting model. Schneider Electric’s March 4, 2026 framework, “Build, buy, or retrofit: Choosing where AI workloads run,” treats workload and operating constraints as inputs to that decision.
As an Amazon Associate I earn from qualifying purchases.
- Workload: Is the deployment for training, inference or both? Describe utilization patterns and anticipated changes over time.
- Scale and growth: Specify the initial deployment and planned expansion, including when each phase must be available.
- Performance: Set latency and service-level targets, and explain how much communication the workload requires among GPUs, servers or sites.
- Data and control: Identify sensitivity, location or residency requirements, and who must control the hardware and data.
- Operating capacity: State what staff, facilities expertise and incident response the organization can provide itself.
Use this profile consistently when asking providers for proposals. If vendors assess different workloads, timelines or staffing assumptions, their prices and capacity claims will not be meaningfully comparable.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems2. Choose a hosting model that fits your constraints
Cloud, colocation, retrofit and new construction are not interchangeable service tiers. Compare them against the same workload, schedule, compliance needs, staffing assumptions and lifecycle cost.

| Option | What the buyer gets | Main trade-off to examine |
|---|---|---|
| Cloud or GPU cloud | Compute service that can reduce the time and internal operating burden required to begin. | Compare recurring economics, capacity guarantees, workload control and data location against the deployment’s needs. |
| Colocation | The organization supplies or controls IT hardware while leasing facility space, power and cooling. | Confirm supported rack density, network ecosystem, remote support, service levels and expansion commitments. The U.S. Department of Energy Better Buildings & Better Plants Initiative’s colocation guidance also flags split incentives and service-level operating conditions as issues to examine. |
| Retrofit | An existing facility is adapted for the workload. | Suitability depends on whether its space, power, cooling and structure can support the deployment; engineering, commissioning and coordination between IT and facilities are required. |
| New private construction | A facility designed around the organization’s requirements, with the greatest direct design control. | Requires capital, time and expertise, as well as delivery certainty across utilities, equipment, permitting and operations. |
Schneider Electric estimates that AI compute, storage and networking infrastructure account for 55–65% of total site capital expenditure in its 2026 report. Treat that as the report’s estimate, not a universal project ratio; the estimate also underlines why facility costs and IT-equipment costs should be distinguished in a financial comparison.
3. Verify that power will be delivered when you need it
“Planned capacity” is not the same as power available for your deployment. Ask the provider to distinguish what is operational, what is secured and committed, what is permitted, and what still depends on utility or construction milestones. ASHRAE’s AI Data Center Energy Performance Framework site-planning guidance recommends checking power and grid conditions early, alongside workload-density planning.
- What rack power density can this specific facility support today, and what capacity is contractually committed to your deployment?
- What is the energization date for the required capacity? Which utility, interconnection or transmission upgrades, transformers, permits or other projects does that date depend on?
- Which expansion phases are operational, secured, permitted or still conditional? What evidence supports each status?
- What backup-power arrangements support the deployment, and what are the provider’s plans if utility delivery or expansion is delayed?
- What does expansion require from the buyer—in capital, equipment, notice periods or schedule—and how is it addressed in the contract?
Ask for milestones and dependencies in writing, not only a projected availability date. Sam V. Tabar, CEO of WhiteFiber, told TechTarget that providers should be clear about what is secured and what is still planned rather than presenting future capacity as existing capacity.
4. Test cooling and water plans against sustained load
Ask whether the cooling design can support the proposed rack density continuously, not merely whether the provider offers liquid cooling or another named architecture. The relevant questions concern demonstrated performance, redundancy, maintenance and failure response at the density your deployment will use.

Windows 11 Pro, performance-mode switching, Wake-on-LAN and auto power-on support flexible workstation use.
- What cooling architecture supports the proposed density, and what evidence demonstrates its performance under sustained workload?
- Where is redundancy provided? What happens if a cooling loop or coolant-distribution component fails?
- How are maintenance and component replacement handled, and what conditions could interrupt service?
- What is the facility’s water consumption at full load, how is it measured, and what local water restrictions or drought conditions could affect availability?
ASHRAE’s site-planning guidance includes water and energy assessment, permitting coordination, stakeholder engagement, hazard assessment and operational resilience. The International Energy Agency figure reported by TechTarget is up to 2 million liters per day for a typical 100 MW U.S. data center, counting on-site cooling and electricity generation; that figure is not a per-site prediction for a different facility or accounting boundary. Ask for the provider’s own facility-specific figures and measurement basis.
5. Evaluate the network as part of the AI system
Compute capacity alone does not establish that a facility can deliver useful AI throughput. GPU clusters rely on communication among components, and latency, bandwidth, fabric design or interconnection can become bottlenecks. As software engineer Satyam Dhar of Galileo put it to TechTarget, “The most expensive GPU in the world creates no value while waiting for the rest of the system to catch up.”
Request details tied to your workload rather than a generic connectivity description:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Available bandwidth and latency for the required GPU fabric and between nodes.
- Network design and redundancy, including how the provider supports the intended cluster topology.
- Cloud connectivity, interconnection options and links to other facilities or sites.
- Any expected contention, capacity limits or dependencies that could affect performance as the deployment grows.
Where possible, set workload-relevant network expectations in the design and contract. A network feature list is not a substitute for confirming that the proposed configuration fits the actual cluster.

6. Check delivery, location and community risks
A site’s risks can affect both the first deployment and later expansion. Power-grid constraints, permitting, water availability, hazards and local concerns can alter schedules or operating conditions. Ask for a milestone schedule that identifies approvals and infrastructure dependencies, plus contingencies if they slip.
- Which permits and approvals are complete, pending or required for the deployment and planned expansion?
- Are there unresolved utility, water, hazard or local stakeholder issues that could change timing or operations?
- What site hazards are assessed, and how are continuity and disaster recovery addressed?
- What alternative capacity or recovery arrangements are available if the site cannot operate or expand as planned?
TechTarget reported in 2026, citing Data Center Watch, that local opposition reportedly contributed to delays or cancellations of projects representing $156 billion in planned investment. This is a reported planned-investment total, not a measure of completed losses or a forecast for any particular site. Brad Johnson, director of electric utilities at Bentley Systems, told TechTarget that infrastructure and sustainability constraints can be visible in public utility filings and regulatory processes but are not always analyzed holistically by enterprise buyers. Local engagement is therefore part of delivery diligence, not merely a permitting formality.
7. Compare sustainability evidence, not a single headline metric
Request facility-specific energy, emissions and water information, the measurement boundaries behind it, and whether an independent party has verified it. UNEP’s June 12, 2025 Sustainable Procurement Guidelines for Data Centres and Servers identify PUE, WUE, IT equipment energy efficiency and cooling effectiveness ratio as procurement criteria. ITU-T Recommendation L.1304, approved December 14, 2020 and shown in force on the recommendation record accessed October 7, 2026, is another procurement reference. These indicators do not remove the need to assess local resource availability and the provider’s measurement boundaries.
MSCI analysis cited by TechTarget in 2026 projects that about one in four of roughly 14,000 global data center sites could face increasing water-scarcity risks by 2050; this is a projection, not a claim that those sites are currently water-stressed. TechTarget also reported an International Telecommunication Union finding that major AI-focused technology companies’ indirect emissions rose by an average of 150% from 2020 to 2023. That result concerns the named group and period, not all data center providers.

Ask who verified the provider’s capacity, certifications, energy, water and emissions information, and request the underlying reports or current documents. A sustainability claim without a clear boundary, date and verification basis is difficult to use in procurement or compare with another site.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Check resilience, security and contract remedies
Translate business obligations into facility and contract requirements. Redundancy, incident handling, security controls and assurance needs vary by workload, jurisdiction and buyer policy; do not assume a generic certification or service-level label covers your obligations.
- How are power, cooling and network failures handled, and what redundancy applies to the proposed deployment?
- What security controls and independent attestations are relevant to your data, hardware and jurisdiction?
- What availability commitments, maintenance windows and incident-notification requirements appear in the actual contract?
- What remedies apply if the provider misses an agreed service level or delivery milestone?
- What exit rights, data or equipment removal steps, and transition support are provided?
Review current provider documents and contract language rather than relying on a sales summary. In colocation, the U.S. Department of Energy guidance notes that service-level conditions and split incentives can shape operations; clarify who is responsible for each facility and IT action when an issue occurs.
9. Compare total economics, cash flow and control
Build a five-to-ten-year total-cost model for each viable option using the same workload, schedule and growth assumptions. Ownership can require more initial capital and may have lower long-run total cost under some assumptions; cloud and colocation can reduce initial spending while shifting more cost toward operating expense. Neither pattern determines the outcome without a workload lifecycle and staffing model.

Include facility and IT costs as separate line items, along with operations staffing, power and cooling charges, network costs, expansion, migration and exit. Model delayed capacity or lower utilization if those are plausible, and document assumptions about workload growth and asset life. Compare what the organization controls—hardware, data location, deployment timing and operating decisions—against what the provider operates or guarantees.
10. Use a due-diligence scorecard and written evidence
Score candidate sites against the same workload and require a document or contract reference for every critical claim. A promising answer without evidence should remain an unresolved risk, not count as available capacity.
| Decision area | Evidence to request | What it establishes |
|---|---|---|
| Workload match | Training/inference profile, utilization, latency and SLA targets, scale and growth plan | Whether the proposal addresses the IT and facility requirements the workload creates. |
| Power | Supported rack density, committed capacity, energization date, utility/interconnection status, backup and expansion plan | Whether power is deliverable for the deployment and what could delay additional capacity. |
| Cooling and water | Architecture, supported density, redundancy, failure response, maintenance and full-load water demand | Whether cooling can sustain the workload and what local water exposure may affect operations. |
| Network | Bandwidth, latency, GPU fabric design, cloud connectivity and cross-site links | Whether the network fits the cluster and its communication needs. |
| Delivery and scalability | Operational versus planned capacity, permit status, equipment dependencies, phases and contingency plans | Which schedule and expansion claims are firm and which depend on future milestones. |
| Resilience and assurance | Power, cooling and network redundancy; hazard and disaster planning; security controls; independent attestations; SLA remedies | How the provider addresses availability, security and risk obligations relevant to the buyer. |
| Sustainability | Energy and emissions mix, independent verification, PUE, WUE, IT equipment efficiency, cooling effectiveness and water sourcing | Whether environmental information is comparable and whether local resource exposure is understood. |
| Economics and control | Five-to-ten-year TCO, capex/opex, staffing, data control, migration and exit costs | How cash flow, operational responsibility and control compare over the deployment lifecycle. |
For each item, record the responsible party, evidence date, contract status and dependency. ASHRAE’s site-planning guidance supports early coordination across grid, density, permitting, stakeholders, hazards and resilience; keeping these linked in one evaluation helps surface schedule risks that a facility-only review can miss. Provider availability, pricing, service levels, security reports and permitted capacity must be verified for the specific location and procurement date.
