For most teams, Google Cloud is the practical default for cloud TPUs today because it publishes current TPU generations, regional prices, quota rules, software guidance and several capacity options. Choose a provider only after verifying the exact TPU generation, region, quota, framework path and support terms your workload requires. Then choose the capacity mode—on-demand, Flex-start, Spot, reservation or commitment—alongside the chip, because that decision controls interruption risk and lead time as much as price.
What a cloud TPU provider actually supplies
A cloud TPU is a Google-designed application-specific integrated circuit (ASIC) exposed as a cloud resource. TPUs are built for the dense matrix operations common in machine learning, rather than for every kind of general-purpose computation. The service you rent is more than a chip: it includes a host or virtual machine, a topology connecting chips, storage and networking, a compiler and runtime path, quota, and a capacity contract.

That combination determines whether a training run starts on time, whether a model reaches useful utilization, and whether a serving endpoint meets its latency target. A provider that advertises a low accelerator rate can still be the wrong choice if it lacks the generation you need, cannot offer enough chips in one topology, or requires extensive changes to your code.
Why Google Cloud is the evidenced starting point
Google Cloud publishes the broadest current TPU material available for this comparison, covering TPU v5e, v5p, v6e (Trillium) and TPU7x (Ironwood), along with prices, quota requirements and several provisioning modes. That does not make every Google region or generation available to every account. It means you can begin with documented specifications and then confirm live availability for your project.

Public lists of third-party “TPU clouds” should be treated as leads, not as equivalent provider choices. Current public capacity and pricing for a third-party rental could not be confirmed from a reliable primary source. Before signing up, ask that provider to identify the exact TPU generation, region, host shape, quota process, hourly unit, interruption policy, software versions, service-level terms and support channel. If those answers are not written down, you cannot make a meaningful cost or reliability comparison.
Choose the TPU generation before comparing hourly rates
Generation affects model memory, collective communication, compiler behavior and the number of chips needed. The following summary uses Google’s documented positioning; availability and prices change by region and date.
| Generation | Best-fit workloads | Documented characteristics | Questions to verify |
|---|---|---|---|
| TPU v5e | Combined training and serving; single-host inference and multi-host training | Google describes it as a combined training and inference product. Training configurations emphasize throughput and availability, while serving configurations emphasize latency. Documentation covers JAX, TensorFlow and PyTorch/XLA. | Whether your chosen zone has the host count you need, and whether your operators are supported by the documented framework path. |
| TPU v6e (Trillium) | Transformer, text-to-image and CNN training, fine-tuning and serving | Per chip: 918 BF16 TFLOPs, 32 GB HBM, 1,638 GB/s HBM bandwidth and 800 GB/s bidirectional inter-chip bandwidth. | Whether model memory, sequence length and collective traffic justify v6e, and whether your serving stack supports it at the required version. |
| TPU v5p | Large-scale parallel training | Google’s general guidance identifies v5p where fast inter-chip communication is required. | Pod topology, multi-host quota, collective performance and the exact software image available in your region. |
| TPU7x (Ironwood) | Newest-generation, large-scale workloads | Google’s general TPU guidance places TPU7x alongside v5p for high-speed inter-chip communication. The current pricing snapshot lists Ironwood at $12.00 per chip-hour in us-central1. | Whether the newest generation is available to your project, which regions support it, and whether your framework and custom operations are ready. |
Google’s TPU guidance also describes TPU7x and TPU v5p as designed for high-speed inter-chip communication. That matters when a model is distributed across hosts and spends substantial time in all-reduce, all-gather or other collective operations; a nominally faster chip can lose its advantage if the topology or software path is a bottleneck.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhen v5e is the safer first experiment
Use v5e when you need one product family for both training and serving, want documented support across JAX, TensorFlow and PyTorch/XLA, or need to validate a port before requesting a large slice of a newer generation. Its documentation distinguishes training configurations from serving configurations, so select the configuration that matches the objective rather than assuming one shape is optimal for both.
When v6e (Trillium) is a better fit
V6e is aimed at transformer, text-to-image and CNN training, fine-tuning and serving. The 32 GB of HBM per chip and the stated bandwidth figures can be useful for memory-intensive models and communication-heavy scaling, but they are not a guarantee of end-to-end performance. Benchmark your model, batch size, sequence length and serving software; Google’s published result of more than 3,500 tokens per second per v6e node for long-sequence, 70B-class inference is a vendor-reported result, not an independent benchmark.
When to investigate v5p or Ironwood
Investigate v5p or TPU7x when your training plan depends on large parallel jobs and fast chip-to-chip communication, or when the newest generation has a software feature your workload needs. Confirm access before rewriting a pipeline around an unreleased or quota-constrained shape. A newer generation is not automatically the best option for a small fine-tune or a latency-sensitive endpoint whose model already fits efficiently on v5e.

Match the provider to your software, not just your model
TPU selection is a software decision. Confirm the exact JAX, TensorFlow or PyTorch/XLA version path supported by the image or managed service you intend to use. Then inventory every operation outside the framework’s well-supported path.
- Framework and compiler: record the Python, framework, XLA and TPU runtime versions, and reproduce them in a small test environment.
- Custom CUDA or CPU operators: identify replacements or rewrites before committing. A model that depends on frequent branching, CPU-only operators or unsupported custom kernels may underuse a TPU or fail to compile.
- Precision: check BF16 and other required formats. Workloads that are heavily dependent on FP64 can be a poor fit for TPU economics and performance.
- Input pipeline: measure data decoding, sharding and host-to-device transfer. A fast chip cannot compensate for a stalled input pipeline.
- Serving runtime: verify batching, model loading, autoscaling and observability on the selected TPU generation, not only in a notebook.
Run a representative slice before requesting production capacity: compile the real model, execute warm-up and steady-state steps, exercise checkpoint save and restore, and include the preprocessing and communication that will exist in production. Record device utilization, step time, memory headroom and host wait time. A short synthetic matrix test is not enough evidence for a provider decision.
Decide whether you are optimizing training or inference
Training and fine-tuning
Training decisions are dominated by throughput, scaling efficiency, checkpoint time and the ability to restart. Determine the model’s parameter and optimizer memory, sequence length, global batch size and expected number of hosts. Then estimate how much time is spent in collectives and input processing. A topology with strong inter-chip bandwidth can matter more than a small difference in per-chip arithmetic throughput.
Inference and serving
Serving has two different objectives: latency for an individual request and throughput for a batch of requests. Establish a target for p50 and tail latency, maximum batch size, context length, concurrent requests and model warm-up time. V5e’s documentation explicitly separates serving configurations that prioritize latency from training configurations that prioritize throughput and availability. Treat a vendor token-per-second figure as a reference point only; your tokenizer, prompt mix, quantization, batching policy and service wrapper determine the result you will see.
Choose a capacity mode with the chip
Capacity mode determines how confidently you can start and how much interruption risk you accept.

| On-demand | You have an urgent job or an uncertain end date. | Flexible allocation, but Google says availability is not guaranteed. |
| Flex-start | An experiment, fine-tune, dynamic inference workload or other run can wait and will finish within seven days. | The service targets placement within that scheduling window rather than immediate start. |
| Spot | Pre-training, simulation or batch work can checkpoint and restart. | Lower pricing is exchanged for preemption; Google states Spot VMs can be shut down at any time. |
| Reservation | A known future training window or production launch needs capacity assurance. | You plan capacity ahead; Google documents future reservations up to 90 days. |
| Committed use | You expect sustained utilization over the commitment term. | Longer commitment can provide discounted pricing relative to on-demand in the documented plans, in exchange for less flexibility. |
For Spot, checkpoint at a cadence that limits lost work, store checkpoints outside the TPU VM, make jobs restartable, and test restoration rather than assuming it works. For reservations or commitments, align the quantity with a measured baseline; reserving peak capacity that sits idle can cost more than flexible capacity.

Calculate the real cost of a TPU provider
Start with the official regional per-chip-hour rate:
accelerator cost = chip-hour rate × number of chips × runtime hours
Then add the host VM, storage, networking, and egress. Confirm the billing unit shown in the console. Google gives an example in which a TPU v4 host contains four chips and is displayed as a VM-hour, so multiplying a chip price by a host count without checking the unit can produce a fourfold error.
| Published example | Qualification |
|---|---|
| $2.70 per chip-hour for Trillium | Listed for selected US regions in the current pricing snapshot; rates are volatile and must be rechecked for your region and purchase model. |
| $12.00 per chip-hour for Ironwood | Listed for us-central1 in the current pricing snapshot; this is not a universal regional rate. |
Do not compare either headline TPU rate directly with a GPU rate. Measure end-to-end utilization, including data movement, compilation, host time and idle periods. Include the engineering effort to port custom operators and the cost of keeping a parallel GPU path while the TPU path stabilizes. A lower chip-hour price loses its advantage when utilization is poor or large datasets and outputs cross expensive network boundaries.
Verify quota, region and topology before you commit
TPU quota is specific to the TPU version, size, zone and whether you request on-demand or preemptible capacity. A project that can create a small v5e slice in one zone may have no quota for a larger v6e or Ironwood topology elsewhere.
- Write down the exact shape: generation, chip count, host count, zone and capacity mode.
- Check regional support and price: use the current Google Cloud TPU pricing and product documentation for the selected region.
- Request quota early: submit the request with the expected start date, duration and capacity mode; do not wait until a training launch is blocked.
- Validate topology: confirm that all hosts can be placed in the intended slice and that the networking and collective-communication configuration matches your framework.
- Run a failure test: remove a worker or simulate preemption, then verify that orchestration, checkpoint restore, alerting and retry behavior work.
For Google Kubernetes Engine (GKE), test multi-host scheduling, device discovery, networking, logging, metrics and failure recovery with your own workload. A cluster that can schedule a pod is not necessarily ready to recover a distributed training job.

A provider comparison checklist
Use this checklist for Google Cloud or any third-party service:
- Exact TPU generation and revision, not merely “TPU access.”
- Region, zone, host shape, chip count and inter-chip topology.
- JAX, TensorFlow and PyTorch/XLA versions, compiler image and supported custom operations.
- Quota process, typical lead time and whether quota differs by capacity mode.
- On-demand, Flex-start, Spot, reservation and committed-use terms.
- Interruption notice, restart behavior and checkpoint recommendations.
- Billing unit: chip-hour, host-hour or VM-hour.
- Storage, network transfer and egress charges, plus minimums or idle fees.
- GKE or equivalent orchestration integration, monitoring and log access.
- Support response, maintenance policy and any written service-level agreement.
- Exit plan: how checkpoints, datasets and serving artifacts move to another provider or accelerator.
Reject a comparison that leaves any of these fields as an assumption. “Available” can mean that a marketing page exists, not that your account can obtain the requested slice in the required zone.
Recommended decision paths
Small proof of concept
Start with a documented v5e configuration and on-demand or Flex-start capacity. Port a representative model, measure compile time and steady-state utilization, and record every unsupported operator. Use the result to decide whether a larger topology or v6e is justified.
Fine-tuning with a flexible deadline
Use v5e or v6e according to model memory and communication needs. Flex-start is appropriate when the run can be scheduled within seven days; Spot can reduce cost only if checkpointing and restart are already reliable.
Long pre-training job
Choose the generation and topology that sustain the required scaling efficiency, then compare reservation or committed-use economics with on-demand. Keep checkpoint artifacts in durable storage and calculate the cost of lost work under interruption before selecting Spot.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Production inference
Select a serving-oriented configuration based on latency, throughput, model size and batching. Secure capacity with a reservation or a suitable commitment when an outage caused by placement failure is more expensive than paying for assurance. Validate tail latency and autoscaling on the real request distribution.
Best Value
Large distributed training
Evaluate v5p or TPU7x when fast inter-chip communication and large parallel scale are central requirements. Confirm quota, pod placement, framework readiness and support terms before relying on the newest generation.
Common mistakes and how to avoid them
Choosing by peak TFLOPs alone
Peak arithmetic does not include compilation, input stalls, host work, communication or unsupported operators. Use a workload benchmark that includes the complete training or serving path.
Assuming a TPU is a drop-in GPU replacement
CUDA-specific code, CPU fallbacks and frequent control-flow branching can require substantial changes. Inventory operators and test compilation before purchasing capacity.
Ignoring the billing unit
A host containing several chips may be billed or displayed as a VM-hour. Read the pricing definition for the exact resource in the console and multiply by the actual host and chip count.
Requesting quota after the code is ready
Quota varies by version, size, zone and mode. Submit requests while the port is being validated, and keep a smaller fallback shape for experiments.
Using Spot without restart engineering
Spot VMs can be shut down at any time. Without durable checkpoints, idempotent initialization and tested restore logic, the apparent discount can be erased by repeated lost runs.
Bottom-line selection rule
Choose Google Cloud first unless a verified alternative can document the same generation, topology, region, quota, software support, capacity assurance and total cost for your workload. Use v5e for a broadly documented combined training-and-serving path, v6e when its memory and bandwidth profile fits transformer, text-to-image or CNN work, and v5p or Ironwood for large-scale communication-heavy training after confirming access. Select on-demand, Flex-start, Spot, reservation or commitment according to interruption tolerance and scheduling needs—not simply the lowest advertised hourly figure.
