First determine whether your data must go to a designated or discipline-specific repository; then compare providers using the same representative workload, region, and retention period.
Start with the research workflow and its obligations
Before comparing vendors, describe what the data must do from collection through analysis, sharing, retention, and eventual transfer or deletion. NIH cloud-suitability guidance recommends considering collaboration, whether research tools are cloud-ready, variable demand, funding stipulations, and who is accountable for information-security controls. See NIH guidance on whether cloud is right for a research project.

- Data profile: Current volume, expected growth, file or object counts, typical and largest object sizes, and ingest method.
- Compute and access: Where analysis runs, required throughput or latency, who needs access, how often data will be retrieved, and whether collaborators need shared access.
- Sharing and sensitivity: Whether data will be public, controlled-access, or restricted; any privacy, security, or data-location requirements; and applicable institutional review.
- Time horizon and ownership: Retention period, project and grant end dates, the person or team responsible for administration, and a funding source for ongoing storage and operations.
- Alternatives and constraints: Existing institutional infrastructure, cloud-ready tools, funding terms, and any required repository or archive.
This profile turns “cloud storage” into a workload that can be priced and assessed. If you cannot identify who will manage access, billing, security controls, and continuity, include that operational capacity in the decision rather than treating it as free.
Check repository and funder requirements before choosing storage
Cloud object storage is infrastructure for storing and retrieving data; it is not automatically a curated, persistent research repository. NIH advises researchers to use a mandated repository when one applies and to prioritize discipline- or data-type-specific repositories when appropriate. Its repository-selection guidance highlights considerations such as persistent identifiers, sustainable stewardship, useful metadata, curation, access, privacy safeguards, breach plans, and download controls.

NIH cautions that cloud resources are not guaranteed indefinitely and should not replace proper repositories or archives. As NIH puts it, “Therefore, the cloud should not be seen as a replacement for contributing data to a proper data repository or archive.” Read the full NIH cloud-suitability guidance alongside your funder, institution, and data steward’s requirements.
Also plan for reuse rather than assuming that uploading data makes them ready to find or use. NIH states: “Data uploaded into the cloud are not automatically FAIR.” Preparing metadata, selecting appropriate access controls, and documenting reuse conditions are separate work.
Compare the full lifecycle cost for the same workload
A low storage rate can be outweighed by charges incurred when the project writes, reads, retrieves, manages, or moves data. NIH specifically warns that egress can become expensive for large volumes. AWS lists storage, requests, retrieval, data transfer, and additional features among its S3 charging categories; some storage classes also have minimum object sizes, minimum storage durations, or restore costs. Review the current AWS S3 pricing page for its terms, but obtain current, region-specific quotes from every shortlisted provider rather than treating one provider’s schedule as a market comparison.

| Cost item | What to include in the estimate |
|---|---|
| Stored data | Expected volume over time, growth, storage class, region, and any minimum billable object size or retention duration. |
| Requests | Expected writes, reads, listings, and other operations generated by ingestion, pipelines, analysis, and users. |
| Retrieval and restore | Retrieval fees and any delay or process required to restore colder or archival data. |
| Transfer and egress | Data moved to compute, collaborators, other regions, institutional systems, or a different provider. |
| Management and support | Required management features, support arrangements, and any associated charges. |
| Migration and operations | Practical cost of exporting data at project end, staff time, and the effort needed to administer the service. |
Model a representative period that includes ordinary use and a realistic retrieval or exit event. Estimate the data profile, request counts, retrieval cadence, transfer volumes, and retention horizon consistently for each quote. This avoids comparing a storage-only estimate for one provider with a fuller operating estimate for another.
Match the storage tier to access and latency needs
Frequently analyzed data and data retained for years but rarely opened have different cost and retrieval profiles. Hot, infrequent-access, and archival tiers may trade storage cost against access latency, retrieval fees, or restore steps. AWS documents these patterns for its own service classes in its S3 storage-class overview; verify the equivalent terms for the particular provider and region you are considering.
Classify data by actual use rather than labeling an entire project “archive” or “active.” For example, recently collected files being processed repeatedly may need prompt access, while completed, seldom-used outputs may fit a colder tier if the science can tolerate its retrieval conditions. Check whether a tier’s minimum duration, object-size rules, and restore behavior fit the data and the project’s obligations.

Evaluate performance, resilience, and practical exit
Compare providers against the performance your workflow needs: ingest method and speed, required latency and throughput, location of compute, geographic or zone placement, and recovery expectations. Review the provider’s documented availability and recovery design for the service and region in question. A durability target is not the same as a complete backup, recovery, or preservation plan.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →For example, AWS documents a designed durability figure of 99.999999999% for Amazon S3 Standard. That is a design figure for that named AWS class, not a cross-provider benchmark or a reason to skip independent backup and recovery planning. See the AWS storage-class documentation for the service context.
Interoperability matters at both setup and exit. Check compatibility with institutional tools and workflows, APIs and data formats, available transfer routes, and the cost and effort of moving data elsewhere. Microsoft’s AWS-to-Azure storage mapping can orient readers to broad service families—for example, S3 and Azure Blob for object storage—but it is not an independent benchmark and does not establish equivalent features, terms, or costs.

Assess governance, security, and continuity
Confirm that the provider’s documented safeguards and service terms meet the project’s requirements, and obtain review from institutional IT, security and privacy staff, and the data steward. The comparison should address:
- Data residency or location restrictions, privacy obligations, and access-control needs.
- Authentication, authorization, audit records, and key-management responsibilities.
- Breach response and the institution’s security controls and accountable owner.
- Retention, deletion, backup, recovery, and any repository or archive destination.
- Account and billing ownership, support, staff capacity, and what happens when a grant or project ends.
For sensitive data, verify requirements with the responsible institutional offices rather than assuming a general cloud service or storage tier is sufficient. NIH’s STRIDES FAQ says protected health information workloads require a business associate agreement; review the STRIDES FAQ and confirm the applicable arrangement directly.
Check NIH STRIDES if the research is eligible
For NIH-supported researchers, STRIDES is a program intended to reduce economic and process barriers to using cloud services. NIH lists Google Cloud, AWS, and Microsoft Azure as partners, with partnership dates of July 2018, September 2018, and July 2021 respectively. The NIH STRIDES page describes the program; its FAQ currently identifies negotiated pricing agreements with AWS and Google Cloud and provides contact channels for all three providers. Confirm eligibility, current terms, and pricing directly, since arrangements can change.

- Plug-and-play expandability
- SuperSpeed USB 3.2 Gen 1 (5Gbps)
Do not treat a program discount as a substitute for lifecycle costing. NIH’s FAQ says storage after an active NIH award ends must have another funding source or be moved unless another arrangement is made. Include that transition in the funding and exit plan before selecting a service.
Use a like-for-like shortlist
Once requirements and repository obligations are clear, compare two or more providers using the same workload assumptions and region. Record the evidence and the person who confirmed each institutional or program requirement.
- Set the constraints: Write down repository obligations, data sensitivity, geography or residency rules, approved services, and any required agreements.
- Describe the workload: Estimate current and growing volume, object sizes and counts, ingest, compute location, users, retrieval cadence, transfer, and retention.
- Choose plausible service classes: Match active, infrequently accessed, and archival data to documented latency, retrieval, restore, and minimum-duration terms.
- Request comparable estimates: Use identical assumptions for storage, operations, retrieval, egress, features, support, and migration in the same region and time period.
- Review operational fit: Check tools, staff effort, account and billing ownership, security controls, recovery design, and support.
- Approve continuity and exit: Specify preservation or repository destination, backups and recovery responsibilities, funding after the project, and a realistic data-export path.
A local external hard drive may be useful for transfer or as a supplemental copy within an established recovery plan. It is not, by itself, a scientific archive or a replacement for an institutional repository, and the appropriate capacity depends on the project’s data volume and workflow.
