How to Choose a Cloud Provider Using Energy and Water Disclosures

PUE and WUE can help screen cloud sustainability disclosures, but meaningful comparisons require aligned reporting boundaries, regional context, and workload-level evidence.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a cloud provider by comparing disclosures only after you have aligned their reporting periods, facility boundaries, metric definitions, geography, and assurance. Use PUE and WUE as screening measures—not as a complete sustainability score—then examine the electricity and water context of the regions you would actually use. Provider-wide averages cannot establish the impact of a particular workload.

What PUE and WUE tell you—and what they leave out

PUE measures facility energy overhead

Power usage effectiveness (PUE) is total data-center facility energy divided by the energy used by IT equipment. A lower PUE can indicate less facility overhead per unit of IT energy, but it is meaningful as a comparison only when the facilities, reporting periods, and calculation boundaries are sufficiently alike. PUE does not tell you the absolute energy used, the carbon intensity of the electricity, or the energy attributable to your workload.

WUE measures water intensity, but check the accounting basis

Water usage effectiveness (WUE) relates data-center water use to IT energy. Read the definition and unit carefully: a provider may report water withdrawn rather than water consumed, and those are not interchangeable. A global WUE also cannot tell you whether a facility relies on potable water, draws from a water-stressed basin, or has a reuse or replenishment program.

Neither metric is a stand-alone sustainability score. A low intensity value can coexist with high total resource use, a carbon-intensive grid, or pressure on a local watershed. Treat PUE and WUE as two pieces of evidence, not a verdict.

What current provider disclosures show

The figures below are examples from provider-published material, not a ranked comparison. Their periods and facility boundaries are not established as equivalent.

Provider Published figure Scope and qualification
Amazon Web Services (AWS) Global average PUE: 1.14 Amazon’s 2025 sustainability report summary; provider-reported data-center figure. Amazon says it is 9% better than its public-cloud industry average and 30% better than on-premises enterprise data centers; those comparisons are Amazon’s characterizations, and a harmonized independent benchmark is not established here.
AWS Global WUE: 0.12 liters per kWh of IT load AWS’s 2025 sustainability page describes this as water withdrawn per IT energy. Its statement that the result is more than seven times better than an industry average is Amazon’s characterization, not an independently verified harmonized baseline.
Microsoft Azure Comparable global PUE and WUE figures: not stated in the cited Microsoft material Microsoft identifies PUE and WUE as key efficiency metrics. Its FY25 efficiency data covers July 1, 2024–June 30, 2025, and only fully owned and controlled data centers operational for 12 months at calculation time.
Google Cloud Fleet-wide PUE: 1.09 Google’s company blog dated November 5, 2025. The cited statement does not establish a boundary or period matching the AWS or Microsoft figures.

Microsoft also reports a localized water outcome: its 2025 report says the Quincy Water Reuse Utility reduced Microsoft’s potable-water use in the Quincy region by 97% and provides 1.5 million cubic meters of water annually for community drinking-water needs. This is evidence about a regional reuse project, not a global WUE value.

How to compare disclosures for a real procurement decision

1. Define the deployment you are evaluating

Write down the workload, service class, candidate regions, expected operating pattern, availability and latency needs, data-residency constraints, and whether you are comparing providers, regions, or a migration from on-premises infrastructure. Provider, region, service, utilization, and workload design all affect the relevant result. Google’s sustainability framework likewise describes workload architecture and operations as factors in energy use, water impact, and carbon footprint.

2. Build a disclosure ledger before comparing numbers

Capture these fields for every reported figure. If a provider does not disclose an item, record that gap rather than filling it with an assumption.

  • Operating System:Win10Pro64bit
  • Metric and definition: Write down the precise numerator, denominator, units, and whether the figure is a total or an intensity. For water, label withdrawal versus consumption.
  • Period: Record the reporting year, fiscal or calendar dates, and whether the figure is an annual average or a point-in-time value.
  • Facility population: Note owned, leased, or controlled sites; operational-age criteria; regions included; and stated exclusions.
  • Organizational boundary: Distinguish corporate operations, data centers, cloud services, customer accounts, and individual workloads.
  • Assurance: Identify whether the figure is an internal estimate or independently assured, the assurance level, verifier, and covered boundary where disclosed.
  • Related accounting: Record how the provider treats purchased electricity, renewable-energy procurement, carbon-free energy, water reuse or replenishment, and local watershed conditions.

Do not silently convert unlike units or definitions into a league table. For example, an AWS withdrawal-based WUE figure should not be compared as though it were a consumption-based value.

3. Separate facility efficiency from electricity quality

Use PUE to assess facility overhead only after checking whether the reporting periods and site populations are comparable. Separately examine the electricity conditions in the regions you would use. Google publishes region-level carbon-free-energy percentages and grid carbon-intensity values; these illustrate why a fleet-wide efficiency average cannot stand in for regional electricity context. Carbon-free-energy and grid-intensity measures answer different questions, and neither alone represents your workload’s full lifecycle footprint.

4. Pair water intensity with local water evidence

Ask for region- or facility-level information on water sources, potable-water use, withdrawal and consumption, reuse, replenishment, and the provider’s accounting boundary. Add local basin or watershed stress context. A global WUE can support an intensity comparison, but it cannot establish whether the relevant site operates in a water-stressed location. Microsoft’s Quincy example shows why a local reuse result may matter while remaining distinct from a global metric.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Inspect customer-level reporting methods

If a provider offers customer carbon or sustainability reports, request the methodology, update cadence, service coverage, allocation assumptions, treatment of shared and idle infrastructure, emissions scopes, exclusions, and assurance. Google’s Carbon Footprint methodology describes allocating shared-infrastructure emissions to products and customers and documents boundaries and exclusions. Google also states that its customer-specific carbon data have not been third-party verified or assured, so those reports should not be treated as audited measurements.

6. Include workload design and operational constraints

Provider infrastructure is only part of the outcome. Compare viable architectures and expected utilization, then assess options to right-size resources, reduce idle capacity, scale dynamically, choose regions deliberately, and manage storage lifecycles. Google’s framework assigns infrastructure efficiency and water stewardship to providers while identifying resource optimization as a customer responsibility. A sustainability preference is useful only if the selected region and service also meet reliability, latency, residency, performance, cost, and portability requirements.

7. Make the recommendation conditional on evidence

State which provider disclosures support the recommendation and where the comparison remains uncertain. Distinguish provider-reported information from independent verification, and identify missing facility- or region-level figures explicitly. Google’s framework says moving to cloud can reduce energy use and associated emissions by 1.4 to 2 times compared with typical on-premises deployments; treat that as Google’s claim, not a general guarantee, and examine its underlying comparison before applying it to a specific migration.

Questions to send to providers

  • What are the reporting dates, facility population, ownership or control boundary, exclusions, and calculation method for each energy and water metric?
  • Does WUE refer to water withdrawn or consumed, and what water sources and uses are included?
  • Can you provide region- or facility-level energy and water figures for the sites serving the proposed workload?
  • What are the region’s grid carbon intensity and carbon-free-energy measures, and how are those values calculated?
  • What local watershed or basin context, potable-water share, reuse, and replenishment information is available?
  • How are shared infrastructure and idle capacity allocated in customer reports, what services and emissions scopes are covered, and are the results independently assured?
  • Can you estimate or report impacts for the proposed services and configuration, and what workload, utilization, and allocation assumptions would that estimate use?

What the available evidence can support

The published examples show that AWS reports global PUE and withdrawal-based WUE, Microsoft defines an FY25 efficiency reporting window and publishes a regional water-reuse result, and Google reports fleet-wide PUE alongside regional electricity measures and a customer-footprint methodology. They do not establish a fully normalized, independently assured facility-level comparison across AWS, Microsoft Azure, and Google Cloud for the same period, sites, and metric definitions. A sound selection should therefore be based on the best-matched regional and workload evidence available, with remaining uncertainty stated plainly.
