Inventory what your applications store and how they use it, then compare actual services under the same performance, residency, recovery, and cost assumptions.
Start with the workload, not the provider
Storage that suits one application may be a poor fit for another. Begin by recording the data and the way each application reads, writes, and depends on it. Amazon Web Services’ storage decision guide, last updated October 5, 2026, likewise emphasizes aligning service choice with access patterns to meet performance, cost, efficiency, security, and resilience goals.

- Data and scale: Identify formats, current volume, expected growth, and whether data is structured, unstructured, or a mix.
- Access pattern: Record how often data is read or written, whether access is steady or bursty, and whether users need frequent retrieval or can tolerate delays.
- Performance: Specify acceptable read/write latency and required throughput. Include peak as well as typical demand.
- Application dependencies: Note protocols, operating systems, integrations, and existing infrastructure the application expects.
- Deployment shape: Establish whether the workload is cloud-only, hybrid, or needs edge access.
These details help determine whether the workload calls for object, file, block, or multiple storage services. Object storage is commonly suited to data accessed as discrete objects; file storage to shared files and directory structures; and block storage to volumes used by applications and systems. Check the target service’s protocols and application compatibility rather than assuming that a storage category alone guarantees a fit.
Compare the service and architecture you would actually use
There is no meaningful provider-wide ranking without a defined workload. Compare specific services and regions against the same requirements. A business may use more than one storage service, or more than one provider, if different workloads need different capabilities.

| Comparison area | What to establish |
|---|---|
| Storage type and protocol | Object, file, block, or a combination; required protocols, interfaces, and application compatibility. |
| Performance | Expected latency and throughput for typical and peak workloads, plus any limits that affect the application. |
| Availability and durability | The service’s availability commitment and design, and how each is defined. Do not treat durability as a promise that an application will always be available. |
| Replication and recovery | Replication scope and timing, along with your required recovery point objective (RPO) and recovery time objective (RTO). |
| Location and residency | Available service locations and whether the selected configuration meets legal, contractual, and operational requirements. |
| Protection and governance | Encryption, key control, identity and access controls, audit records, retention, versioning, and recovery options. |
| Operations and exit | Migration and integration effort, staff workload, support arrangements, and a practical route to export or move data. |
| Total workload cost | Capacity, operations, retrieval, transfer, redundancy, retention, migration, and ongoing administration under consistent assumptions. |
What the provider documentation establishes
AWS’s official decision guide covers services across object, block, file, backup, migration, transfer, and hybrid or edge storage. Its guidance supports evaluating the service that matches a workload; it does not establish a universal winner across AWS, Azure, and Google Cloud.
Google Cloud Storage offers regional, dual-region, and multi-region location types. The selected bucket location determines where object data resides and affects replication, availability characteristics, and pricing. Confirm the exact locations available for the service and configuration you need.
Microsoft’s migration guidance calls for assessing reliability, performance, business, security, and compliance requirements before selecting a target and migration tools. Azure Storage Mover is documented for moving data from on-premises sources or AWS S3 into Azure Storage. These migration capabilities are relevant when comparing fit, but do not by themselves establish that Azure is the best target for a particular workload.

Make geography and residency an explicit requirement
Write down where data is permitted or required to reside before choosing a storage configuration. A geographic label is not enough: confirm the exact locations offered for the service, the data placement behavior, and whether replication crosses the boundaries that matter to your business. Check legal, contractual, customer, and operational requirements with the people responsible for them.
Location is also an architecture and cost decision. For Google Cloud Storage, regional, dual-region, and multi-region choices affect data placement, replication, availability characteristics, and pricing. Compare the actual configurations available in your required geography; do not assume that similarly named choices across providers have identical behavior.
Separate availability, durability, and disaster recovery
Availability concerns whether a service can be accessed when requested. Durability concerns protection against data loss or corruption over time. Neither term alone tells you how quickly your business can resume work after an incident or how much recent data it might lose. Ask for the service definition and applicable contractual terms, and assess application-level recovery separately.

Google Cloud documentation says Cloud Storage is designed for at least 99.999999999% annual durability, regardless of storage class and location type. This is Google’s design statement; it is not a cross-provider benchmark, and it does not guarantee the availability of an application built on the service.
Replication timing matters to recovery-point exposure. Google documents cross-region replication as asynchronous: data not yet replicated when a region becomes unavailable may be inaccessible until that region returns. Its stated targets are provider-specific:
| Google Cloud replication option | Documented target | Qualification |
|---|---|---|
| Default cross-region replication | 99.9% of newly written objects within one hour; 100% within 12 hours | Google Cloud target; year not stated on the cited documentation page. |
| Optional turbo replication for dual-region buckets | 100% of new objects within 15 minutes | Google Cloud design target for this option; year not stated on the cited documentation page. |
These figures describe Google Cloud options, not universal cloud benchmarks or guaranteed recovery outcomes for your whole application. Redundancy and replication can support business continuity, but Google advises administrators to plan a full continuity and disaster-recovery architecture appropriate to the workload.
Rank #4

Set recovery requirements before selecting redundancy
- RPO: The maximum amount of recent data the business can afford to lose, expressed as time.
- RTO: The maximum acceptable time to restore the service after disruption.
- Restore method: Define who can recover data, from which backup or replica, and how application dependencies will be restored.
- Validation: Schedule restore tests and record whether they meet the required RPO and RTO.
Do not assume that a replicated copy is a complete backup or that provider redundancy alone proves a recovery plan will work. Evaluate the selected service’s recovery features and test the wider application process.
Check protection, access control, and retention
Protection needs depend on the data and the consequences of deletion, alteration, or unauthorized access. Compare the actual controls available for the chosen service and configuration, including:
- Encryption and who controls the encryption keys.
- Identity, access policies, and administrative separation.
- Audit logging and the evidence needed for internal or external review.
- Versioning, soft delete, object holds, and retention locks.
- Backup frequency, retention periods, and tested restore procedures.
Google Cloud documents object holds, soft delete, versioning, and bucket lock among its Cloud Storage protection controls. Confirm how each control behaves for the particular workload and whether it meets your retention duties. Do not infer equivalent coverage or behavior across providers from product names alone.

Estimate total cost for one defined workload
There is no defensible universal cheapest provider without knowing the volume, region, access mix, retention period, resilience target, discounts, and current rates. Model one representative workload for each candidate using the same assumptions. Include recurring and one-time costs:
- Stored capacity and the storage class or tier selected.
- Location and redundancy configuration.
- Requests, operations, and data retrieval.
- Transfer into and out of the service, including egress where applicable.
- Retention, versioning, backup, and recovery requirements.
- Migration, testing, application changes, and expected downtime.
- Staff time for administration, monitoring, security, and support.
Use current provider pricing tools and rate pages for the geography and configuration you intend to use. AWS notes that access-pattern fit affects cost, and Google identifies location as a pricing factor. Compare the modeled workload rather than comparing isolated advertised rates; rates and service terms can change.
Plan migration and test the exit path
Migration affects security, compliance, downtime, transfer cost, and the operational risk of changing how applications use data. Microsoft’s migration overview frames a complete migration as assessment, target selection, planning, tool selection, and execution. Apply those stages even when the destination is not Azure.

- Select the target: Match the workload to a specific service, region, and configuration, then verify compatibility with the application.
- Plan: Define sequencing, cutover, validation, rollback, security controls, and how the business will operate during migration.
- Select tools: Check supported sources and targets, transfer methods, and how the migration will be monitored and verified.
- Execute and validate: Reconcile transferred data, test application behavior and recovery, and confirm the destination meets requirements before retiring the source.
Before committing, establish how data could be exported or moved later, what that process would require, and how long it might take. A service that meets today’s requirements is a stronger choice when the business also understands the practical cost and effort of leaving it.
A practical decision sequence
- Inventory data, applications, formats, protocols, volume, growth, access frequency, latency needs, and current dependencies.
- Decide whether each workload needs object, file, block, or multiple storage services.
- Document location and residency constraints, retention duties, data sensitivity, and control of keys, identities, and access.
- Set availability and recovery requirements: acceptable downtime, RTO, RPO, backup frequency, versioning needs, and restore-test expectations.
- Model monthly and one-time costs using identical volume, request, retrieval, transfer, region, redundancy, retention, and migration assumptions.
- Test a representative workload and migration path; validate security, compliance, recovery, and exit requirements against the actual service documentation and contract.
Select the provider and configuration that meet the workload’s mandatory requirements with an acceptable operational burden and modeled cost. If a candidate fails a residency, compatibility, recovery, or security requirement, a favorable price comparison does not make it a suitable choice.
