1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteStart with the GPU’s exact model and its Export Control Classification Number (ECCN), then check the destination against the U.S. Commerce Department’s rules and review the recipient and end use. A brand name or country name alone cannot establish whether a shipment is allowed, and a country-chart result is not an export authorization.
Why the exact GPU model and ECCN matter
U.S. export controls do not operate as one universal list of “restricted countries.” Whether a shipment needs a license can depend on the item’s classification, destination, recipient, end use, and transaction type. Different NVIDIA models may be treated differently, so do not assume that a rule covering one chip applies to every NVIDIA graphics card or accelerator.

Ask the exporter or manufacturer for the GPU’s ECCN. If the classification is unclear, use BIS classification resources or consult a qualified export-control adviser. The BIS EAR definitions explain terms such as export, reexport, and transfer; identifying which kind of transaction is involved helps frame the check.

- Identify the transaction. Record the exact NVIDIA model, ship-from country, destination country, buyer, consignee, end user, and intended end use. Note whether the transaction is an export, reexport, or transfer.
- Obtain the ECCN. Request the classification from the exporter or manufacturer and keep its response. Do not substitute a product family name or a retail listing for the exact model’s classification.
- Check the destination in the BIS Country Chart. Select the destination in the BIS Interactive Commerce Country Chart, then compare the chart’s applicable reasons for control with the ECCN. BIS says the chart is used together with the Commerce Control List (CCL) to determine when a license is required; it is not a standalone yes-or-no shipping decision. The chart page reports that its content was current from the eCFR as of October 3, 2026.
- Review the parties and their connections. Check the buyer, consignee, end user, and any relevant parent entity for separate restrictions. For covered advanced-computing items, BIS guidance dated May 31, 2026 says a license requirement continues for certain transactions involving entities headquartered in Country Group D:5 or Macau, or entities whose ultimate parent is headquartered there, even when the entity itself is located elsewhere. The guidance is subject to the stated EAR provisions and any applicable license exception; it does not establish the same rule for every GPU or transaction. Read the BIS advanced-computing guidance for its scope and conditions.
- Check end use, restricted-party screening, and exceptions. A destination lookup does not replace checks on the intended use or the people and organizations involved. Determine whether a license exception is available and whether the transaction satisfies every condition attached to it.
- Check current model-specific policy and retain records. Rules and policies can change. Keep the ECCN support, chart and CCL review, party-screening results, end-use information, and any applicable license or exception analysis with the transaction file.
How current chip policy can affect the answer
BIS’s January 13, 2026 announcement illustrates why checking the exact model and conditions matters: it said license applications for NVIDIA H200, AMD MI325X, and similar chips destined for China receive case-by-case review when stated conditions are met. Case-by-case review is not blanket permission to ship every NVIDIA GPU to China. Consult the BIS semiconductor licensing policy announcement and assess whether its requirements apply to the specific transaction.

What to do if the result is unclear
Do not infer authorization from a seller’s willingness to ship, a purchase listing, or a chart entry viewed without the item’s ECCN and the CCL. Pause the shipment and seek transaction-specific guidance from BIS or a qualified export-control professional if the classification, applicable controls, parties, end use, or exception status remains uncertain.
