When goods are being transported in India, an authorized GST officer may intercept the vehicle to verify the e-way bill and, under the prescribed process, inspect the goods and related documents. The person in charge should be able to provide the applicable invoice, bill of supply or delivery challan, along with the e-way bill copy or number. Some information may be presented electronically; a qualifying e-invoice’s QR code with its embedded IRN can be produced electronically instead of the physical tax invoice.
What an officer may verify
The check concerns whether the movement is supported by the required transaction documents and e-way bill information, and whether those details correspond with the goods and conveyance. Rule 138B authorizes interception to verify an e-way bill for inter-State and intra-State movement. CBIC’s procedure also describes checking documents relating to the goods and conveyance and, where appropriate, inspecting the goods. This is authority exercised under the rules and applicable authorization—not an unlimited power detached from the prescribed process.

Officer authorization matters
Under Rule 138B, the Commissioner or an officer empowered by the Commissioner may authorize a proper officer to intercept a conveyance. Physical verification is generally carried out by a proper officer authorized by the Commissioner or an empowered officer. Another officer may physically verify a specific conveyance when specific information about tax evasion is available and the required approval has been obtained. Documents and information to have available
For road transport, the practical checklist is the applicable transaction document and e-way bill information. The rules allow the e-way bill to be available in physical or electronic form, or mapped to a Radio Frequency Identification (RFID) device, subject to the rule’s exceptions. A printout is therefore not invariably required.

- Invoice: The applicable invoice for the supply.
- Bill of supply: The applicable bill of supply where that document is used instead of a tax invoice.
- Delivery challan: The applicable challan where goods are moved on that basis.
- E-way bill: A copy or the e-way bill number, in physical or electronic form, subject to the rule’s transport-mode exceptions.
- Imported goods: The rule also specifies the bill of entry for imported goods.
Electronic presentation of an eligible e-invoice
For an invoice issued under the e-invoice method in Rule 48(4), Rule 138A(2) allows the QR code containing the embedded Invoice Reference Number (IRN) to be produced electronically for verification in lieu of the physical tax invoice. This provision applies to the qualifying e-invoice case; it does not mean every transaction document can be omitted. The GST Council reproduces the provision in its 45th GST Council Meeting material.
What happens during physical verification
The rules provide for inspection reporting through the e-way bill system. Rule 138C requires a summary report in Part A of EWB-03 within 24 hours and a final report in Part B within three days. For sufficient cause, the final-report period may be extended by no more than a further three days. The rule counts the time from midnight of the date the vehicle was intercepted. These are reporting deadlines for the officer’s inspection process.

CBIC Circular 41/15/2018-GST describes administrative steps and forms, including recording the person’s statement in MOV-01, an inspection order in MOV-02, inspection reporting in MOV-04, and release in MOV-05 where no discrepancy is found. It also describes detention and notice forms where the officer considers detention under section 129 applicable. The circular was modified by Circular 64/38/2018-GST, so its 2018 form sequence should not be treated as an unqualified statement that every procedural detail remains unchanged. Safeguards for repeat checks and lengthy detention
Repeat physical verification
After physical verification of a conveyance at one transit location in a State or Union territory, the rules bar another physical verification of that conveyance in the same State or Union territory unless specific information relating to tax evasion becomes available subsequently. The exception is tied to later specific information; the provision is not a blanket bar on every kind of check.

Vehicle detained for more than 30 minutes
If a vehicle is intercepted and detained for more than 30 minutes, Rule 138D allows the transporter to upload information about the detention in EWB-04 through the portal. This is a reporting facility, not a guarantee of immediate release or compensation.

- Make sure the e-way bill copy or number is accessible in an allowed form.
- For an eligible e-invoice, ensure the QR code with embedded IRN can be presented electronically if relying on it instead of the physical tax invoice.
