Before bridging funds to an Ethereum layer 2 (L2), check what kind of network it is, where its data is available, how it validates state changes, who can censor transactions or upgrade contracts, and how you could exit if something goes wrong. Use L2BEAT’s current project assessment as a starting point, then verify the project’s own documentation and the exact bridge route you plan to use. A risk rating describes assumptions and controls; it is not a guarantee that funds are safe.
First confirm that it is an Ethereum L2
“L2” is sometimes used loosely in marketing. Ethereum.org’s L2 criteria recognize optimistic and zero-knowledge rollups and require projects listed as L2s to make data available on Ethereum Mainnet. A sidechain or a validium may connect to Ethereum without inheriting the same Ethereum-based security or data-availability properties. The name alone does not establish which design a network uses.

Look up the network in Ethereum.org’s L2 listings and in L2BEAT’s project assessments. Read how each describes the system rather than relying on a logo, wallet network list, or the word “rollup.” If a project does not meet the criteria for an L2, assess it according to its actual design and trust assumptions instead of treating it as equivalent to a rollup.

Check where the data needed to verify the network is published
Find out whether transaction data—or the data needed to reconstruct the network’s state—is posted to Ethereum, or whether the system relies on an external data-availability (DA) layer, a committee, or another arrangement. This affects whether independent parties can rebuild the state and whether challengers can obtain the information needed to dispute an invalid update.

In L2BEAT’s framework, DA-layer security and DA-bridge security are separate questions. Check both where relevant: a system’s DA provider and the mechanism that connects or attests to its data availability may have different assumptions. If the project relies on external parties, identify who they are, what they must do, and what users can do if the data is unavailable.
Understand how state updates are proved or challenged
A network needs a way to establish that proposed state transitions are valid. Identify the proof system or dispute process, who is allowed to submit a proof or challenge, and what happens if the mechanism or its configuration fails. Do not infer the answer from labels such as “optimistic” or “zero knowledge”; inspect the project’s current mechanism.
For optimistic systems, determine who can challenge a disputed update and whether participation is permissionless or restricted. For proof-based systems, find out how proofs are checked and what role, if any, trusted parties or upgradeable components play. L2BEAT’s proof-system assessment can help identify these distinctions, but the project documentation is needed to understand the implementation and its current configuration.

Map the sequencer, censorship, and failure routes
Identify the sequencer that orders transactions and the proposer or other actor responsible for submitting updates. Then ask what users can do if these operators stop working, censor a transaction, or become unavailable. Check whether the project supports a route to submit through Ethereum, self-sequence, or otherwise force inclusion, and whether that route is usable in the situation you care about.
For each fallback, establish the required steps, waiting periods, and dependencies. An escape mechanism that depends on data being available or on specific contracts continuing to operate may not help in every failure scenario. Ethereum.org explains that L1-published data can support state reconstruction and user exits in optimistic rollups, but projects do not all implement the same recovery path. Do not assume that a route offered by one L2 exists on another.
Inspect upgrade authority and time to exit
Find who can change the network’s contracts or proof system, how many keys or actors must approve a change, whether regular upgrades have a delay, and whether emergency powers can bypass it. A long upgrade delay may give users time to withdraw before a change takes effect; a privileged emergency path can change that calculation.

L2BEAT’s Risk Rosette Framework classifies the exit window for regular upgrades as follows: green at 30 days or more, yellow from 7 days up to—but not including—30 days, and red under 7 days. These are framework thresholds, not measured probabilities of loss. The framework treats the stated onchain-attributable-bug case separately. Check the project’s own assessment for how that qualification applies.
Also look for a security council or similar body with authority to perform instant emergency upgrades. The existence of a delay for ordinary upgrades does not mean an emergency change must wait. Ethereum.org notes that compromise or collusion involving a security council may put funds at risk or freeze them. Read the current permissions and council configuration, not just a general governance description.
Assess the bridge route, not just the destination network
Every bridge hop adds assumptions. For the exact asset and route you intend to use, identify the bridge contracts, how withdrawals or transfers are verified, and whether verification relies on the source chain, external operators, or another party. Consider custody, censorship, and technical risks across the full route. Ethereum.org describes smart-contract and technology risks for bridges generally, with custody and censorship risks also arising when trusted operators are involved.

If a route uses more than one bridge or network, assess every hop and the way balances are accounted for between them. Multiple contracts mean multiple potential points of failure, and outages or accounting mismatches can affect the route even when the destination L2 itself is operating. A network-level assessment is not a substitute for reviewing the bridge you will actually use.

Ethereum.org’s listing policy uses open source, external security review or equivalent, sustained usage, and more than six months live on Mainnet as criteria for established projects; newer projects are less likely to be listed. These are screening signals, not proof that a system is safe, and time in operation does not eliminate technical or governance risk. Treat missing or stale evidence as uncertainty to account for, not as evidence that a control exists.

Compare projects on the same dimensions
When comparing two networks, use the same questions for each one. A concise comparison can expose differences that a single overall rating hides:
| Dimension | What to establish |
|---|---|
| Network category and data availability | Whether the project is a rollup, sidechain, validium, or another design; whether relevant data is on Ethereum or depends on external availability arrangements. |
| Proof and challenge model | How state transitions are verified, who can prove or challenge them, and what permissions or dependencies apply. |
| Sequencing and fallback | Who orders and proposes transactions, what users can do during censorship or downtime, and whether a forced-inclusion or recovery path exists. |
| Upgrades and exit time | Who can change contracts or proof systems, what approvals and delays apply, what emergency powers exist, and how much time users have to exit. |
| Bridge route | Which contracts and parties are involved in the specific asset route, and what verification, custody, censorship, and operational assumptions each hop adds. |
| Security evidence and history | Source availability, security reviews, development activity, operating history, and whether current documentation supports the stated controls. |
Make the comparison project-specific: rollups can differ materially in their trust assumptions, even when they use similar terminology. L2BEAT’s project assessments and Risk Rosette Framework provide a structured way to organize the review, while the project’s current technical documentation is necessary to verify individual mechanisms.
Keep withdrawal delays and upgrade exit windows distinct
Ethereum.org describes an approximately seven-day withdrawal challenge period for optimistic rollups. That is a withdrawal delay, not the same measure as L2BEAT’s regular-upgrade exit window. The latter asks how long users have to exit before a regular upgrade; the former concerns the challenge period associated with optimistic-rollup withdrawals. Check both where they apply, and do not treat either figure as a universal property of every L2 or bridge.

Make the decision based on the risks you can accept
Before transferring a meaningful amount, write down the assumptions you are accepting: where data is available, who can validate or challenge updates, what happens during sequencer failure, who can upgrade contracts, how an exit works, and which bridge parties or contracts stand between you and the destination. If an answer is unclear, verify it in current project documentation or treat it as an unresolved risk rather than filling the gap with an assumption.
Project controls, contracts, bridge routes, and assessments can change. Reopen the current project assessment and primary documentation when you are ready to use the network. Ethereum.org characterizes L2 technologies as young and somewhat experimental and advises users to decide whether they are comfortable with the risks involved.
