A citation beside an AI-generated sentence is not proof that the sentence is true. Verify it claim by claim: identify the exact proposition, open the cited source, find the passage that should support it, and compare the source’s wording, scope, date and qualifications with the AI’s wording. If the source is missing, irrelevant, contradictory or less certain than the answer suggests, mark the claim unverified until you correct it or confirm it independently.
This matters because fluent language can hide unsupported synthesis, dropped caveats and stale details. Microsoft Support says an untraceable statement should be treated as unconfirmed, while the House of Commons Library advises treating every factual statement produced by AI as unverified until it has been thoroughly checked.

What it means for a source to support a claim
“Supports” is narrower than “mentions the same topic.” A source supports a claim when the cited material establishes the proposition as written, with the same subject, population, time period, definitions, units and level of certainty. A page about a drug, law or statistic may be topically relevant while proving nothing about the particular statement attached to it.
Classify the relationship between each claim and its source before deciding that the citation passes:

Two complementary measures from the 2023 paper Evaluating Verifiability in Generative Search Engines help explain why a citation count is not enough. Citation recall is the share of generated statements that are fully supported by their citations. Citation precision is the share of citations that support the statements they accompany. An answer can have high citation precision but omit support for many claims, or cite many links that do not actually prove the attached sentences.
A claim-by-claim verification workflow
1. Break the answer into checkable claims
Do not review a paragraph as one unit. Mark every factual proposition, including dates, quantities, names, quotations, legal requirements, causal explanations, comparisons and recommendations. A single sentence such as “The rule took effect in 2024, applies to small businesses and carries a $5,000 penalty” contains at least three factual claims and may require three different passages or sources.
Separate the claim from the AI’s confidence, adjectives and conclusion. “The treatment is highly effective and safe for everyone” should become questions about the measured outcome, the studied population and the reported risks. Recommendations also need checking: ask which evidence supports the suggested action and whether the advice depends on circumstances the answer did not state.

Click the destination rather than trusting a citation label, a search-result snippet or the AI’s description. Confirm that the page loads, belongs to the named publisher and concerns the subject in question. The Province of British Columbia warns that AI-provided links may be outdated, lead nowhere or point to unrelated material.
- Check the page title, publisher, author or responsible organization.
- Look for the publication or update date and determine whether the page is a current version.
- Follow redirects and confirm that the final page has not changed to a different subject.
- Do not treat a search snippet, an automatically generated summary or a citation number as evidence.
3. Locate the exact supporting passage
Use the source’s search function for distinctive names, figures and phrases. Then read the complete paragraph, table row, chart note, methods section or legal clause that gives the result meaning. Write down the location so another person can reproduce the check.
Ask five matching questions:
- Is the source talking about the same people, product, place or dataset?
- Does the time period match the date in the AI answer?
- Are the units, denominators, definitions and thresholds identical?
- Does the source report an observation, or does the AI turn it into a cause, prediction or recommendation?
- Does the source express the same certainty, or has “may” become “will”?
4. Read around the passage
A sentence copied out of context can reverse the meaning of a result. Read enough surrounding text to find exclusions, footnotes, sample sizes, confidence intervals, methodology, exceptions and competing explanations. For a chart, inspect the axis, legend, date range and notes. For a law or policy, read the definitions, effective date, jurisdiction and exemptions.

Microsoft’s validation guidance specifically calls for checking whether an answer blended ideas, overstated certainty or filled gaps with assumptions. If removing a caveat changes the practical conclusion, the caveat belongs in your corrected answer.

5. Check authority and currency
Match the source to the claim. Original records, official data, legislation, court decisions, technical documentation, peer-reviewed research and accountable professional bodies are generally stronger for factual or regulatory questions than anonymous summaries. A news report may accurately describe an announcement but is not necessarily the authoritative record of the underlying data.
Currency is part of support. Verify names, dates, statistics, quotations, laws and technical specifications against the latest suitable record. A once-correct citation can become stale when a regulation, software version, price, study or officeholder changes. The House of Commons Library and British Columbia guidance both identify these changeable details as items requiring explicit verification.
6. Corroborate consequential or disputed claims
Find a genuinely independent confirmation for claims that could affect health, safety, finances, legal rights, employment, security or public decisions. Two pages that copy the same press release are not independent. Trace each page to its underlying document and prefer separate data, records or analyses where possible.
Independent confirmation does not mean forcing sources to agree. If credible sources differ, record the disagreement, explain why, and avoid presenting a contested interpretation as settled fact. High-impact decisions may require review by a qualified professional with access to current records.

7. Record the result and revise the answer
Keep a small verification log rather than relying on memory. For each claim, record the source, passage or page location, result, caveat and check date.

Microsoft recommends preserving verification and treating an untraceable statement as unconfirmed. If a claim fails, revise it to what the source actually establishes, replace it with a better-supported claim, or delete it. Do not leave an unsupported sentence in place merely because the rest of the answer is accurate.
The four-question test: Source, Verified, Context, Resilient
Microsoft’s Copilot validation framework provides a compact final pass. Apply the four questions to every material claim, not only to claims with suspicious wording.
Source: Does the response reflect the original material?
Confirm that the cited document exists, is correctly attributed and contains the evidence described. A link to a general homepage, a different edition or an unrelated article does not support a precise claim. Check quotations word for word and make sure a paraphrase has not changed the subject or conclusion.
Verified: Have important facts been independently confirmed?
Recheck consequential numbers, dates, names, quotes and legal or technical details against an authoritative record or a separate reliable source. Independence matters more than the number of links. A second article repeating the first article’s error adds visibility, not verification.
Context: Are caveats, dependencies and risks missing?
Look for conditions that determine whether the result applies: geography, edition, age group, sample, timeframe, eligibility, assumptions, side effects, uncertainty and exceptions. Restore those conditions in the answer. A narrow study result should not become a universal promise; a policy for one jurisdiction should not be described as a global rule.
Resilient: Would the answer hold under another reasonable interpretation?
Test the claim by changing the audience, time period, data definition or operating conditions. Ask whether a reader could reasonably interpret the wording more broadly than the source allows. If a small change in assumptions would reverse the advice, state the dependency instead of giving a categorical answer.

Failure patterns that make citations look stronger than they are
Nonexistent or mismatched sources
The title, author or publication cannot be located, or the link describes a different document. This can result from a fabricated citation, a transcription error or a source that has been replaced. Do not infer that the claim is true because the citation format looks plausible. Search for an authoritative version and mark the claim unverified if you cannot find one.

A dead link provides no evidence. A live page can also be stale, moved to a new edition or unrelated after a site redesign. Record the failure, look for the publisher’s current archive or canonical record, and check that the replacement covers the same date and scope.
Topical but non-supporting citations
An article can discuss renewable energy without establishing a particular cost, or discuss a medical condition without supporting a treatment recommendation. The test is whether the passage entails the attached proposition, not whether it contains the same keywords.
Overstatement of a qualified result
Watch for transformations such as “associated with” becoming “causes,” “in this sample” becoming “for everyone,” or “could reduce risk” becoming “prevents.” Restore the source’s verbs, probability and population.
Dropped caveats or omissions
An AI answer may quote the favorable result while omitting an exclusion, uncertainty interval, side effect or exception. Read notes and limitations, then decide whether the omitted information changes the decision a reader would make.
Wrong or stale details
Names, dates, statistics, legal references and quotations are easy for a model to alter while preserving a convincing sentence. Verify each detail against the current primary record, especially when the answer concerns a rapidly changing product, regulation or event.
Unsupported synthesis
The answer may combine true statements from several sources into a conclusion that none of them establishes. Check each inferential step. If the conclusion is your own analysis, label it as an inference and explain the evidence and assumptions rather than presenting it as a quoted fact.
What the available evidence says about citation reliability
Fluency, confidence and a visible link do not establish accuracy. The 2023 study Evaluating Verifiability in Generative Search Engines examined Bing Chat, NeevaAI, Perplexity.ai and YouChat using human evaluation. In that study’s particular sample, 51.5% of generated sentences were fully supported by citations, and 74.5% of citations supported their associated sentence. Those figures describe the systems, prompts and evaluation used by the study authors; they are not a current rate for every AI product, model or topic.
The practical lesson is to perform both checks: look for unsupported statements and inspect whether each supplied citation supports the exact sentence beside it. Counting links cannot answer either question.
Using an AI assistant to help with verification
You can provide the answer and the source text to an AI assistant and ask it to list claims, quote the relevant passage, identify mismatches and flag missing qualifications. This is useful for triage, especially in a long report, but it is not a verdict. Microsoft states that Copilot can help validate output but cannot certify its own correctness. The assistant may repeat the original error or misunderstand a technical passage.
Use a prompt that forces an auditable comparison:
For each factual claim in the answer, quote the exact supporting passage from the supplied source. Label the result direct, partial, contradicted or absent. Preserve differences in scope, dates, units and certainty. Do not infer support from topical similarity, and list any caveat the answer omitted.Then open the source yourself, especially for high-impact claims. OpenAI Help Center guidance similarly says to use ChatGPT as a first draft, not a final source, and to verify important information, quotes, data, technical information and references by visiting links directly.
When a source cannot be accessed
Do not treat an inaccessible page as supporting evidence. A paywall, login, regional block, removed document or broken archive may prevent inspection of the passage. Search the same publisher for an official mirror, downloadable report, newer edition or public record. If you find an authoritative equivalent, confirm that it contains the same evidence and date.
If you cannot inspect the relevant material, record the claim as unverified and say what remains unknown. A citation label alone cannot establish support, and a search snippet is not a substitute for the source.

- List the decision-relevant claims. Separate facts, predictions, risks, eligibility conditions and recommendations.
- Verify primary evidence first. Check the applicable official record, original study, technical documentation or responsible professional source.
- Match scope and timing. Confirm jurisdiction, population, version, units and effective date.
- Seek independent confirmation. Resolve or disclose disagreements rather than averaging them silently.
- Escalate when expertise is required. Ask a qualified clinician, lawyer, accountant, engineer or other appropriate professional to review the evidence and your circumstances.
- Preserve an audit trail. Keep the passages, versions and dates you relied on so the answer can be revisited when conditions change.
The Government of Canada’s guidance cautions that generated content may be inaccurate, out of date or incomplete and should be reviewed against trusted sources rather than treated as authoritative. That standard is particularly important when a wrong answer could cause harm.
A compact checklist before you rely on an AI answer
- Does every important factual statement have a real, reachable source?
- Is the source the one the answer names or implies?
- Where exactly does it support this exact claim?
- Does it support the whole sentence, with the same scope and qualifications?
- Are the source, data and links authoritative and current enough?
- Have dates, names, numbers, quotations, laws and technical details been checked?
- Did the answer omit a limitation, exception, dependency or risk?
- Is the conclusion an unsupported synthesis of otherwise true fragments?
- Do genuinely independent sources confirm consequential or disputed points?
- Have you recorded what you checked, when you checked it and what you changed?
Bottom line
Verify AI citations at the level of the individual claim, not the paragraph or link count. Open the original source, find and read the supporting passage in context, compare scope and certainty, check authority and currency, corroborate consequential facts, and record the result. If a statement cannot be traced or survives only after dropping an important qualification, it is not ready to rely on.
