How to Check What Backs a Stablecoin—and Where Its Reserves Are Held

A reserve total is only one part of the picture. Learn how to verify a stablecoin’s dated backing figures, asset mix, assurance report, custody disclosures, and redemption rules.

To check what backs a stablecoin, start with the issuer’s latest reserve disclosure, then compare its dated reserve assets with the token’s outstanding units. Read the accountant’s assurance scope and trace custody and redemption terms separately: a reserve total, an attestation, and a promise that you can redeem directly are different pieces of evidence.

What “backed” does—and does not—tell you

A stablecoin’s stated backing is a claim to verify, not proof supplied by a steady market price. Compare the disclosed value of reserve assets with the number of tokens outstanding, making sure the figures use comparable dates and definitions.

Reserve composition matters as much as the total. Cash deposits, short-term government securities, repurchase agreements, and money-market funds differ in liquidity, credit exposure, custody arrangements, and access. A reserve that equals or exceeds token liabilities at a stated point in time does not, by itself, establish uninterrupted future redemption.

Requirements depend on jurisdiction and issuer. For U.S. dollar-backed stablecoins issued under its supervision, the New York Department of Financial Services (NYDFS) says reserves must be worth at least the nominal value of outstanding units at the end of each business day. Its guidance also calls for monthly CPA attestations. These requirements are not a blanket description of every stablecoin: NYDFS guidance on U.S. dollar-backed stablecoins.

How to verify a stablecoin’s reserves

  1. Identify the exact token and issuer

Use the issuer’s official site to confirm the token, network or version, issuing legal entity, and relevant jurisdiction. A similarly named token or a wrapped token may have a different issuer and reserve arrangement. Circle, for example, says regulated affiliates issue USDC; check which entity and jurisdiction apply to the token you hold: Circle’s transparency page.

  2. Find the latest disclosure and note its dates

Open the issuer’s reserve or transparency page and record the report’s “as of” date, the period covered, and publication date if shown. A live dashboard and a monthly assurance report are not the same thing: the dashboard may show a newer snapshot than the latest accountant’s report. Treat every balance and circulation figure as dated rather than as a permanent guarantee.

  3. Compare reserve value with outstanding units

Find the reported reserve value and outstanding token count or circulation. Check their units, dates, exclusions, reconciliation items, and definitions. NYDFS guidance calls for comparison of reserve market value with the nominal value of outstanding units for issuers under its supervision. If the disclosure does not make the relationship clear, do not infer full coverage from a headline reserve figure alone.

  4. Inspect the assets behind the total

Look beyond the total to the amounts in deposits, Treasury securities, money-market funds, repos, and other categories. Where given, review maturity or tenor and concentration. NYDFS guidance for covered issuers lists eligible categories such as short-dated Treasury bills, eligible repurchase agreements, government money-market funds, and deposit accounts. Federal law’s preliminary text also specifies disclosure of reserve amount and composition, including average tenor; the requirements apply to permitted payment stablecoin issuers as defined in the law, not to every token automatically: GENIUS Act text.

  5. Trace custody, not just the institution names

“Where reserves are held” may refer to the asset’s location, a bank or fund holding it, the relevant legal entity, or the geographic location of custody. Look for each category’s custodian, bank, fund, manager, account segregation, and location where disclosed. A fund manager is not necessarily the custodian, and the issuer is not necessarily the bank holding cash. Public disclosures may name institutions and describe categories without listing every account or facility.

For example, Circle says BNY custodies the Circle Reserve Fund portfolio and BlackRock manages it. Circle describes the fund as potentially holding cash, short-dated U.S. Treasuries, and overnight U.S. Treasury repurchase agreements; its disclosure also says Treasury and overnight reverse-repo holdings may be held in custodial accounts, a separately managed account, or the Circle Reserve Fund. Circle says cash reserves are held at regulated financial institutions. These statements describe disclosed arrangements, not an account-by-account inventory: Circle’s USDC information.

  6. Read the assurance report’s scope

Check the accounting firm, report date, assurance standard, and exactly what was examined. An attestation is limited to its stated assertions and measurement dates; do not automatically treat it as a comprehensive audit of every risk or proof of future redemption. NYDFS calls for a monthly independent CPA attestation addressing reserve market value by asset class, outstanding units, adequacy, and whether reserve conditions were met. Its guidance describes testing at period-end and at least one randomly selected day during the period.

The SEC’s statement about “proof of reserves” is specifically framed around covered stablecoins; it notes that some issuers publish such a report as a verification method or audit to demonstrate sufficient reserves. Read the actual report rather than treating the phrase as a uniform assurance standard: SEC statement on covered stablecoins.

  7. Check direct redemption terms separately

Find who may redeem directly with the issuer, the required onboarding or other conditions, timing, and fees. A token trading near its target price on an exchange is not the same as a right for every holder to redeem one-for-one with the issuer. NYDFS guidance calls for clear redemption policies and describes par redemption for lawful holders subject to reasonable conditions; that framework applies to issuers under NYDFS supervision.

How to read the evidence chain

For many stablecoins, token supply can be observed on a blockchain, while reserve assets such as bank deposits and securities are held off-chain. On-chain supply data alone does not verify an off-chain bank balance or establish where an asset is custodied. The issuer’s records and the accountant’s work are the bridge between token liabilities and reported reserves. Check that the report actually covers both sides of that comparison and states its date and scope.

Also distinguish the issuer, reserve fund, fund manager, custodian, cash bank, and regulator. Each has a different role. A named asset manager does not establish that it holds the assets; a named custodian does not necessarily tell you where every reserve category sits or how it is treated if an issuer becomes insolvent.

Examples: why dates and categories matter

Circle’s pages showed different USDC snapshots because the figures were dated differently. Its USDC page displayed $74.1 billion in circulation and $74.3 billion in reserves as of October 5, 2026. Its transparency page displayed $75.2 billion in circulation and $75.5 billion in total reserves as of September 24, 2026. These are dated Circle disclosures, not interchangeable live figures; use the latest issuer disclosure available when checking a token.

A Federal Reserve note dated April 8, 2026, analyzed issuer attestations and reported approximately 1.04x total reserves per USDT in circulation, with approximately 0.74x in the note’s higher-quality categories; for USDC, it reported 1.0x backing in higher-quality reserves. These are the Federal Reserve’s dated figures and category definitions, not October 2026 balances or a substitute for current issuer disclosures: Federal Reserve note on stablecoin reserves.

Comparing two stablecoins

Use the same questions for each issuer, but do not assume reporting labels or assurance scopes are directly comparable. A useful comparison includes:

  • Reserve asset types, quality, liquidity, maturity, and concentration.
  • Reserve value versus outstanding units, with dates and definitions.
  • Disclosure freshness and frequency, and how much time passes before assurance is published.
  • Accountant independence, assurance standard, dates tested, and assertions covered.
  • Custody institutions and locations, account segregation, and the legal entity holding assets.
  • Issuer jurisdiction and applicable regulatory regime.
  • Direct redemption eligibility, process, timing, and fees.

The Federal Reserve’s comparison of issuer attestations illustrates that reserve mixes can differ. For present-day holdings and terms, use each issuer’s latest primary disclosure alongside the applicable regulator’s rules.
