Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsStart by identifying the government that regulates the parcel. A property inside the incorporated City of Miami belongs in the City’s GIS and planning systems; a property in unincorporated Miami-Dade or another municipality belongs in Miami-Dade County’s mapping and application systems. The two jurisdictions use different zoning maps, case portals and record cutoffs, so searching the wrong system can produce a convincing but irrelevant result.
Use the maps to research a parcel, then verify any finding that affects a purchase, design, permit or legal decision with the responsible planning or zoning department. Interactive layers and downloadable maps are research aids, not a written zoning determination.

1. Determine whether the address is in the City of Miami or Miami-Dade County
“Miami” can mean the incorporated City of Miami, unincorporated Miami-Dade County, or one of the county’s other municipalities. Zoning authority follows that boundary. A City of Miami zoning district is not interpreted through the county’s municipal or unincorporated zoning layers, and a county parcel will not have a City of Miami zoning record simply because its mailing address says Miami.

Use county services for unincorporated or countywide research
Miami-Dade County’s Online Services directory links to the Land Management Map, property-zoning lookup, Citizen Self-Service Portal, pre-application status tools and zoning records. These county services are appropriate for unincorporated land and useful for countywide context, but a parcel inside another municipality may also have municipal zoning that must be checked with that municipality.
Confirm the boundary when the result is unclear
Boundary questions commonly arise near municipal edges, annexation areas and parcels with multiple mailing addresses. Compare the parcel location with the jurisdiction layer, not just the postal city. Record the parcel or folio identifier and the government source that displayed it. If the map does not clearly identify the governing jurisdiction, ask the relevant planning department before relying on a zoning district.
2. Check a City of Miami zoning map
The City offers several interfaces to the same general body of geographic information. Choose the one that matches your question, then save enough detail that another person can reproduce the search.
Option A: Zoning Interactive Tool
Open the City Planning Department’s Zoning Interactive Tool and search by address or parcel. The tool can display:
- Miami 21 zoning districts;
- Future Land Use;
- historic-preservation layers;
- NET Area boundaries; and
- commission districts.
Turn on one layer at a time when labels overlap. First identify the parcel, then enable the Miami 21 zoning layer, and finally inspect overlays such as historic preservation or a special-area plan. A land-use designation is not the same thing as a zoning district; record both separately when both appear.
Option B: MuniMap
MuniMap is a free City mapping interface that does not require registration. The Planning Department describes it as a parcel-level research tool that can show zoning regulations, allowed uses, development capacity and three-dimensional zoning massing. Search the address, select the correct parcel when several appear, and open the parcel details rather than relying on the color alone.
Use the capacity and massing information as an initial feasibility signal. It can help you understand how Miami 21 controls height, setbacks, frontage or intensity, but it does not replace a formal interpretation of the code or a project-specific review.

Option C: Miami Zoning WebGIS and the official Miami 21 service
The City’s ZoningMiami21 ArcGIS service is the official Miami 21 zoning map maintained by City GIS and Planning teams. Its layers include primary zoning, setbacks, special-area plans, design guidelines and transit-related information. It is useful when you need to inspect layer names, boundaries or map attributes more closely than a simplified public interface allows.
Check the service’s layer date or update information when available. A map that was exported or cached earlier can differ from the current service. Save the date you viewed the layer and the exact district or overlay name shown in the attribute panel.
What to record from a City result
- Street address and parcel identifier;
- Miami 21 district name or code;
- Future Land Use designation;
- special-area, historic-preservation, transit or design-guideline overlays;
- the applicable NET Area and commission district, if shown;
- map or application reference numbers; and
- the date and interface used.
3. Check a Miami-Dade County or unincorporated parcel
County mapping combines parcel information with the layers used in land-development review. The two principal interfaces are the Land Management Map and the Land Information Viewer.
Search by address, landmark or folio
- Open the Miami-Dade Land Management Map or Land Information Viewer.
- Enter the complete street address. If the address produces several candidates, use a nearby landmark or the parcel’s folio number.
- Select the parcel boundary that matches the site, not an adjacent condominium tract, roadway or common area.
- Open the parcel information panel and write down the folio and any legal-description information shown.
A folio search is often more reliable than an address search for vacant land, recently subdivided parcels and properties with multiple structures. Keep the folio in your notes because county application and historical searches may require it.

Turn on the layers that answer the question
Enable County Zoning, Municipal Zoning and parcels first. Add land records, environmental constraints, infrastructure or other context layers only when they are relevant to the decision. The County Zoning layer addresses county-controlled districts; the Municipal Zoning layer helps identify a city’s regulatory area within the countywide map.
Read the legend and layer metadata before interpreting colors. A color may represent a broad category while the parcel details contain the actual district code. Click the parcel and inspect the attribute table rather than estimating the district from a neighboring polygon.
Use the Land Information Viewer for development context
The Land Information Viewer is designed to combine mapping with databases used in land-development review. It can help you connect a parcel to records and surrounding conditions, but the data are periodically updated and may not reflect the current file. Treat the viewer as a way to locate records and identify questions for staff, not as a guarantee that every pending condition or recent amendment is displayed.

4. Understand what a zoning map does—and does not—tell you
A district label is the beginning of an analysis. The applicable code, overlays, recorded conditions and current application history can change what is possible on a particular site.
Separate the main zoning district from overlays
Write the primary district and every visible overlay as separate entries. Historic-preservation status, special-area plans, transit layers, design guidelines, environmental constraints and similar overlays may impose additional review or standards. A parcel can therefore have one primary district and several requirements that do not appear in the district name.
Do not confuse Future Land Use with current zoning
Future Land Use expresses a policy designation; zoning supplies development regulations. If the two layers differ, do not assume that one automatically changes the other. Record both, then ask the responsible department whether a rezoning, comprehensive-plan amendment or other process is needed.
Read parcel boundaries carefully
GIS boundaries are useful for research but can be generalized. A narrow strip, split parcel, condominium common element or public right-of-way can produce a misleading visual result. Use the legal parcel or folio information and, for a consequential decision, obtain written confirmation.
5. Find City of Miami development and zoning applications
The City Planning Department accepts applications online, allows applicants to upload plans and drawings, and lets users monitor plan review, corrective comments and markups. Begin from the City planning or zoning page and follow the current ePlan workflow rather than an old bookmark.
Use ePlan for the ordinary online review workflow
- Open the City’s planning application page and select the ePlan or online-application entry point.
- Search using the address, folio or application details requested by the portal.
- Open the matching record and verify that the site address and parcel are correct.
- Read the application type, filing date, current status and reviewing division.
- Open available plan-review comments, corrective comments and markups; note the date of each status change.
- Save the application number and the portal’s current status page for your project file.
Applications can move between intake, technical review, corrections and approval. A status such as “under review” does not establish that a project complies with every zoning standard, and an uploaded drawing is not proof that a permit has been issued.
Use ProjectDox for special permits and plan files
The City Zoning page identifies ProjectDox as the starting point for special permits such as waivers, covenants and alcohol reservations, and provides links to ePlan information. Use the case number, address or other search fields offered by the portal. Download or note the version date of documents when the system permits it; later revisions can supersede earlier plan sheets.

Distinguish an application from an approval
Keep these fields separate in your notes:
- application or process number;
- type of request;
- filing date;
- current status and status date;
- correction or comment dates;
- hearing, decision or approval date, if one exists; and
- conditions or recorded instruments referenced by the case.
A pending waiver, covenant or alcohol reservation may affect how a proposal is evaluated, but it is not the same as a final zoning determination. If the portal shows conflicting statuses, rely on the newest dated entry and ask the City for clarification.
6. Find Miami-Dade County zoning applications
Miami-Dade County uses the Zoning Self-Service Portal, powered by EnerGov, for recent and pending zoning cases. The date boundary is important: use EnerGov for applications filed on or after September 12, 2016, and for older applications that were still in progress on that date.
Search current and pending cases in EnerGov
- Open the County Zoning Self-Service Portal/EnerGov.
- Choose the search function available for zoning or land-development cases.
- Enter the property address, folio or application number. Use more than one identifier when the first search returns multiple records.
- Check the returned parcel against the map and legal description.
- Read the case type, filing date, status, assigned process and any posted documents or conditions.
- Record the case number and the status date, not just the current status word.
For a site with several related actions, search the folio and review all matching cases. A rezoning, variance, site-plan review or other process may appear as a separate record with its own timeline.
Use the historical Zoning Hearing Track for older finalized cases
The County’s historical Zoning Hearing Track is for applications that reached a final determination before September 12, 2016. Its map search accepts a section-township-range (STR) identifier or folio number. If an older case was still pending on the cutoff date, look for it in EnerGov instead of assuming the historical tracker is complete.
When a historical result appears, capture the final-determination date, hearing or process number and any linked decision documents. An old approval may have conditions, expirations or subsequent amendments; use it as a record lead and verify the current status with County staff.

8. Common problems and fixes
The address returns no parcel
Try the folio, a shorter street-name search, a nearby landmark or the parcel map. Vacant land, new construction and recently changed addresses are often easier to find by folio. Confirm that you selected the correct municipality before switching portals.
Best Value
Several parcels or cases match
Compare the street number, parcel outline and legal description. For a multi-lot project, search every folio and then look for a parent or consolidated application. Do not assume that the first result covers all lots.
The map color and district label disagree
Open the legend and attribute panel, refresh the layer and check the map’s update information. Colors can be difficult to distinguish and may represent an overlay rather than the primary district. Use the written district value and ask staff if the conflict remains.
A case is missing from the historical tracker
Apply the September 12, 2016 rule. Cases finalized before that date belong in the historical Zoning Hearing Track; cases filed on or after it, or still pending on that date, belong in EnerGov. Search by folio and application number, then contact County zoning records if neither system produces a complete history.
Recommended Free Tools
The portal shows an old status
Look for a status date, document upload date or hearing date. Online data can lag a recent filing or decision. Treat the displayed status as a lead and request confirmation when timing matters.
9. When online information is not enough
Miami-Dade describes its countywide PDF as a representational map and disclaims accuracy, timeliness and completeness. The Land Information Viewer likewise warns that its data are periodically updated and may not reflect the current file. Similar caution applies to screenshots, cached exports and color-coded GIS layers in any jurisdiction.
Obtain written zoning verification or direct confirmation from the relevant City or County department when you are:
- buying or financing property;
- relying on a development capacity, height or use conclusion;
- preparing permit or construction documents;
- evaluating a variance, waiver, covenant or historic-preservation issue;
- checking whether an approval remains valid; or
- using the result in a contract, dispute or other legal decision.
Give staff the address, folio, map findings, application numbers and dates you recorded. A precise question with supporting identifiers is more likely to produce a useful written response than a screenshot alone.
10. Quick tool selection
| Question | Best starting point | What to capture |
|---|---|---|
| Is an address inside the incorporated City of Miami? | City of Miami GIS Applications Portal | Jurisdiction, parcel and address result |
| What is the City zoning district or overlay? | Zoning Interactive Tool, MuniMap or ZoningMiami21 service | Miami 21 district, overlays and map date |
| What county or unincorporated zoning applies? | Land Management Map or Land Information Viewer | Folio, County Zoning and Municipal Zoning layers |
| What is the status of a City planning case? | City ePlan and, for special permits, ProjectDox | Process number, status date, comments and documents |
| What is the status of a County case filed recently? | EnerGov Zoning Self-Service Portal | Case number, filing date, status and conditions |
| What happened in a County case finalized before September 12, 2016? | Historical Zoning Hearing Track | STR or folio, final determination and decision record |
Bottom line
Jurisdiction comes first: use City of Miami GIS and planning portals for incorporated parcels and Miami-Dade’s Land Management, Land Information and EnerGov systems for county or unincorporated research. Use the September 12, 2016 cutoff to choose the County’s historical tracker or current self-service portal. Record the parcel, district, overlays and case dates, then obtain written verification before treating an online map or application status as legally decisive.
