Google may ignore or misinterpret hreflang annotations when localized pages do not link back to one another, use invalid locale codes, or publish incomplete or conflicting signals. Check the live hreflang cluster, its language and region values, the implementation Google can retrieve, and each page’s canonical URL. Hreflang describes relationships between localized alternatives; it does not tell Google what language a page is or guarantee that a particular version will appear in search.
What hreflang does—and what it cannot do
Hreflang annotations identify pages that are localized alternatives, such as versions for different languages or regions. Google uses them as a signal about which URL may suit a user; they are not a command that guarantees a chosen page will appear.

Google determines a page’s language algorithmically. Hreflang, and the HTML lang attribute, do not act as language detectors or make content written in one language count as another. The page itself needs to be an appropriate localized version. See Google’s localized versions documentation and its guidance on managing multi-regional sites.
Check the hreflang cluster for return links
Every page in a localized group should list itself and every other version in that group. If page A names page B as an alternate, B must name A in return. Google warns that when this is not true for all pages using hreflang, annotations may be ignored or not interpreted correctly.

- List the exact URLs in the intended language or regional group.
- Inspect the hreflang entries on each URL, including its self-reference.
- Compare the sets: each page should name every member of the group, and every alternate relationship should be reciprocal.
- Correct missing, stale, or mismatched entries, then inspect the live output again.
Validate language and region codes
Each hreflang value needs a valid language identifier. Google documents language values in ISO 639-1 format, optionally followed by an officially assigned region code in ISO 3166-1 Alpha 2 format. A region alone is not a valid language identifier.
Do not use reserved region values such as EU, UN, or UK to target users in Google Search; Google says these values have no effect there. Check every code in the cluster rather than only the page that appears to be missing from results.

Inspect the implementation Google can retrieve
Google supports hreflang in HTML link elements, HTTP Link headers, and XML sitemaps. It treats these methods as equivalent for Search. Choose the method your team can maintain reliably and verify that the live version—not just a template or CMS setting—contains the intended annotations.

Publishing the same annotations through all three methods does not provide an additional Search benefit, according to Google, and creates more opportunities for inconsistencies. If the site does use multiple methods, compare them for missing or conflicting URLs.

Compare hreflang targets with canonical URLs
For every localized URL, inspect the declared canonical and, where available, the canonical URL Google selects. Confirm that the hreflang target is the intended indexable version and that canonicalization is not consolidating it to a different URL. Google’s separate guidance on canonicalization and duplicate URLs is useful for this check.
A canonical mismatch is a diagnostic lead, not proof that hreflang was ignored: the presence of a difference alone does not establish the cause. Review the canonical and alternate signals together before deciding what to change.

Verify the live pages, not only the template
Rendered output can vary by page type, locale, or deployment layer. Check representative pages and every URL in the affected cluster. If annotations are delivered through headers or a sitemap, inspect those exact responses or entries too. A template that appears correct does not establish that every deployed page emits a complete, reciprocal set.

- Check self-references and reciprocal links across the full cluster.
- Validate every language and region value.
- Inspect the chosen implementation method in its live form.
- Compare hreflang targets with canonical URLs.
Why the right language or country version may still not appear
Correct, consistent annotations help Google understand relationships between localized pages, but they do not guarantee a particular search result or provide a promised processing timeline. If the checks above pass and the expected URL still does not appear, the title alone cannot identify the cause. A site-specific diagnosis requires the affected URLs and the signals Google can retrieve: their HTML, response headers, sitemap entries, and canonical behavior.
