A railway-station seller should not charge more than the bottle’s printed MRP. The MRP on a packaged water bottle is a maximum price inclusive of all taxes, so a separate GST charge that takes the total above that figure is not valid for the sealed bottle. From 22 September 2025, the Railway Board reference price for Rail Neer and other IRCTC/Railways-shortlisted packaged drinking water is ₹14 for 1 litre and ₹9 for 500 ml. Check the label, ask for a receipt, and report overcharging through RailMadad on 139, its web service, app or SMS.

At a glance: what you should pay

Check What applies What to do
Printed MRP The maximum retail price printed on that particular bottle, inclusive of all taxes Do not pay more than the printed amount for a sealed bottle
Railway reference price from 22 September 2025 ₹14 for 1 litre and ₹9 for 500 ml Rail Neer and other IRCTC/Railways-shortlisted packaged drinking water Use the bottle’s own label as the final ceiling and check the size
GST Already included in MRP; a 2018 Finance Ministry clarification placed railway and IRCTC catering supplies at 5% GST without input tax credit Reject a separate GST line that pushes the sealed bottle above its MRP
Receipt A transaction record identifying the seller or unit, date or time, item, quantity and amount Ask for one and photograph it; a missing GSTIN alone is not conclusive proof of tax evasion
Complaint RailMadad accepts grievances through 139, its website, app and SMS Submit the label, receipt, payment and stall details

These rules concern a sealed packaged commodity. The practical test is simple: identify the bottle, read its declarations, compare the demanded total with its MRP, and preserve evidence if the seller refuses to comply.

Why the printed MRP is the ceiling

The Department of Consumer Affairs’ Legal Metrology package-declaration framework requires the declaration “Retail sale price in the form of Maximum Retail Price (MRP) Rs….. Inclusive of all taxes.” “Maximum” is important: the printed figure is not a suggested price that a station vendor may increase at will. A packaged commodity cannot be sold above its declared MRP.

Because the MRP is tax-inclusive, the price printed on the bottle already accounts for applicable taxes. A seller may offer the bottle for less, but cannot add a new tax, service charge or other surcharge that makes the final amount higher than that printed ceiling. This applies even when the buyer is in a hurry on a platform or boarding a train.

The declaration also lets you verify that you are dealing with the item you think you are buying. Required package information includes net quantity, the date of manufacture or packing, a best-before date where applicable, MRP inclusive of taxes and consumer-care details. Photograph these details before payment if there is any dispute.

Current Rail Neer and railway packaged-water prices

Railway Board Commercial Circular No. 18 of 2025 states that, with effect from 22 September 2025, the maximum retail price of Rail Neer is revised to:

Bottle size Railway Board reference MRP Previous figure quoted in the circular
1 litre ₹14 per bottle ₹15 per bottle
500 ml ₹9 per bottle ₹10 per bottle

The same circular covers other packaged drinking-water brands shortlisted by IRCTC or the Railways, subject to the relevant approval and packaging requirements. Treat ₹14 and ₹9 as the post-22 September 2025 railway reference figures, not as a substitute for reading the bottle. A different lawful printed MRP, a different volume or a later official revision must be checked against the actual label and transaction date.

If a 1-litre bottle displays ₹14 and the stall asks for ₹20, the demanded amount is above the bottle’s MRP. If a 500-ml bottle displays ₹9 and the seller asks for ₹10 plus GST, the combined amount is still above the printed ceiling. The arithmetic does not change because the purchase is made at a station, on a platform or from a railway-approved outlet.

How GST should appear on a sealed bottle

A 2018 Ministry of Finance clarification placed supplies of food and drinks by Indian Railways, IRCTC or their licensees at trains, platforms and stations under a 5% GST rate without input tax credit. That tax treatment explains why GST may appear in a supplier’s accounting records or on a proper tax invoice. It does not authorize a consumer-facing seller to stack 5% on top of the bottle’s printed MRP.

For the buyer, the relevant total is the amount demanded for the sealed bottle. Since the MRP is inclusive of all taxes, a receipt or invoice may show a tax component within the total, but the final amount charged for that bottle should not exceed its MRP. Ask the seller to remove any separate GST add-on or other surcharge that would take the total above the label.

  • 24-ounce insulated stainless-steel water bottle with a FreeSip spout and push-button lid with lock
  • Patented FreeSip spout designed for either sipping upright through the built-in straw or tilting back to swig from the spout opening
  • Protective push-to-open lid keeps spout clean; convenient carry loop doubles as a lock
  • Double-wall insulation keeps drinks cold for up to 24 hours; wide opening for cleaning and adding ice; cup holder-friendly base
  • This bottle is wider than standard cupholders and may only fit in oversized or specialty cupholders designed for larger containers

Do not assume that every walk-up station transaction must display a GSTIN. The available official material does not establish one universal invoice rule for every station seller, and the absence of a GSTIN by itself does not prove tax evasion. It is still reasonable to request a receipt and record the seller’s identity so that an overcharge can be investigated.

Six checks to make before handing over money

  1. Read and photograph the label

Hold the bottle under good light and capture the brand, net volume, printed MRP, batch or lot number, packing or manufacturing date and best-before date where shown. Include the complete front and back label in at least one photograph. These details establish which product and price were involved.

  2. Compare the demanded amount with the bottle’s MRP

Use the MRP printed on that bottle as the legal ceiling. For a railway-approved 1-litre bottle, the Railway Board’s reference from 22 September 2025 is ₹14; for 500 ml it is ₹9. If the label shows another amount, record that amount and use it for the transaction check. Count every component of the demand, including a proposed GST line or “cooling” or handling charge.

  3. Refuse a GST add-on that exceeds the ceiling

Calmly point out that the printed MRP is inclusive of all taxes. Ask the seller to charge no more than the MRP for the sealed bottle and to correct the receipt if a separate line has raised the total. Do not tear off the label or discard the bottle while the issue is unresolved.

  4. Ask for a receipt

Request a paper or electronic receipt showing the seller or unit, transaction date and time, item description, quantity and amount paid. If a GSTIN, licence number or outlet identifier is printed, photograph it as well. A receipt that identifies the transaction is useful even when it does not contain every tax field expected on a business invoice.

  5. Check approval and package integrity

Indian Railways says only Rail Neer and other Bureau of Indian Standards-approved packaged drinking water shortlisted by zonal railways are permitted for sale in trains. Look for an intact factory seal, readable declarations and a bottle that has not been refilled, opened or visibly damaged. If the seller offers an unfamiliar brand, ask whether it is an approved packaged-water product rather than assuming that any sealed-looking bottle is authorized.

  6. Record the transaction while details are fresh

Note the station, platform, stall or kiosk name, train number if you were buying onboard, vendor identifier, date and time, amount demanded, amount paid and payment reference. Photograph the stall sign or licence board and retain the bottle and receipt. This information allows a complaint handler to identify the outlet instead of treating the report as an anonymous price allegation.

What a useful bill or receipt contains

A receipt is your quickest way to connect the price dispute to a particular seller. At minimum, it should let you identify:

  • the seller, caterer, kiosk or railway unit;
  • the date and time of purchase;
  • the product description and bottle size;
  • the quantity sold;
  • the amount charged and any tax line; and
  • an invoice, receipt, transaction or payment reference where available.

For digital payments, save the confirmation screen and the bank or wallet entry. A payment record proves that money moved, but pair it with a photograph of the bottle and the stall so the amount can be matched to the product. If the seller refuses any receipt, write down that refusal and include it in your complaint. The refusal is relevant evidence, but the legal price question still turns on the bottle’s MRP and the amount demanded.

What to do when a vendor charges above MRP

First, preserve the evidence

Keep the bottle in the condition in which you bought it. Take close photographs of the MRP, volume, batch or lot, packing date, best-before date and seal. Photograph the receipt, payment confirmation and the stall or kiosk sign. Record the exact words used if the seller said that GST, a platform fee or another charge was compulsory. Note whether the sale occurred at a platform, concourse, station shop or onboard coach.

Use RailMadad for a live railway complaint

RailMadad accepts grievances through 139, its web service, mobile app and SMS. Describe the transaction in concrete terms: station and platform, date and time, vendor or stall identity, bottle brand and size, printed MRP, amount demanded, amount paid and whether a receipt was refused. Attach the label, receipt, payment and stall photographs when the channel permits attachments. Keep the complaint or reference number so you can follow up.

Use Legal Metrology for a packaged-goods price violation

For a packaged commodity sold above its declared MRP, the state Legal Metrology enforcement authority is the relevant statutory route. The Department of Consumer Affairs identifies Legal Metrology as the enforcement framework for package declarations and maximum retail price requirements. Send the same evidence, including the state, station, seller identity, bottle label and transaction record. RailMadad addresses the railway service context; Legal Metrology addresses the packaged-goods price rule.

Approved water, seals and hygiene at railway outlets

Indian Railways states that only Rail Neer and other BIS-approved packaged drinking water meeting the required standards and shortlisted by zonal railways are permitted for sale in trains. The policy is intended to support quality and hygiene checks as well as price control. A bottle that is leaking, unsealed, cloudy, tampered with or missing readable declarations should not be treated as an ordinary price dispute only.

Do not refill or reuse a bottle while you are collecting evidence. Keep the cap, seal and label intact. If the product appears unsafe, mention the condition in the RailMadad complaint and identify the outlet immediately, because the location and time help inspectors check the remaining stock.

How common situations should be handled

Situation Correct comparison Practical response
1-litre Rail Neer, label ₹14, seller asks ₹14 Total equals the printed MRP and the 22 September 2025 railway reference Pay only ₹14; request a receipt
1-litre bottle, label ₹14, seller asks ₹20 Demand is ₹6 above the bottle’s ceiling Decline or request correction; photograph the stall and report through RailMadad and Legal Metrology if needed
500-ml bottle, label ₹9, seller asks ₹9 plus 5% GST GST add-on raises the total above the tax-inclusive MRP Ask for a total of no more than ₹9 and retain the proposed receipt
Brand is unfamiliar and seal or declarations are unclear Approval and package integrity are uncertain Ask for an approved product; document the outlet and report the concern
Seller provides no GSTIN on a walk-up slip Missing GSTIN alone does not establish a violation Check the total against MRP, request a transaction receipt and preserve seller details
Seller refuses a receipt but charges the printed MRP Price may be correct, but the transaction is harder to verify Record the refusal and payment details; report if the outlet’s conduct or another rule requires investigation
Onboard sale instead of platform sale Use the same label, MRP, approval and evidence checks Record the train number and coach or vendor details for RailMadad

Platform, station shop and onboard sales

The location does not turn a tax-inclusive MRP into a negotiable minimum. A sealed bottle sold by a platform kiosk, station shop, authorised caterer or onboard vendor remains a packaged commodity with a declared MRP. The Railway Board price circular and Indian Railways’ approval requirement are especially useful reference points in railway channels, but you should still read the actual label because volume, printed price and official revisions can differ.

For an onboard transaction, add the train number, coach, direction and approximate kilometre or station to your notes if you know them. For a platform purchase, identify the platform number and stall or kiosk. These details are more actionable than a general statement that “a railway vendor overcharged.”

Why the date matters

Railway prices and GST notifications can change. The figures of ₹14 for 1 litre and ₹9 for 500 ml are tied to the Railway Board’s 22 September 2025 effective date. Always preserve the transaction date and the label photograph. If an official circular later changes the reference price, the applicable comparison may depend on when and where the sale occurred; the bottle’s printed MRP remains the immediate ceiling for that transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 5% figure comes from the Ministry of Finance’s 2018 clarification for supplies of food and drinks by Indian Railways, IRCTC or licensees at trains, platforms and stations, without input tax credit. It explains the tax treatment of the supply; it does not override the package declaration that the consumer-facing MRP includes all taxes.

Five-minute checklist

  • Read the bottle’s net volume and printed MRP.
  • Photograph the label, batch or lot, packing date and best-before date.
  • Compare the complete demanded total—not just the base price—with the MRP.
  • For railway-approved reference sizes, remember ₹14 for 1 litre and ₹9 for 500 ml from 22 September 2025.
  • Reject a separate GST or surcharge that takes the sealed bottle above MRP.
  • Check for Rail Neer or another BIS-approved, zonal-railway-shortlisted product and an intact seal.
  • Ask for a receipt and save any digital payment confirmation.
  • Record station, platform, stall, vendor, train number where applicable, time and amount.
  • Report through RailMadad on 139, its web service, app or SMS; use state Legal Metrology for the packaged-price violation.

Bottom line

For a sealed packaged water bottle at an Indian railway station, the printed MRP is the tax-inclusive maximum. A seller cannot lawfully make a ₹14 bottle cost ₹20 by adding GST or another surcharge. Since 22 September 2025, the Railway Board reference prices are ₹14 for 1 litre and ₹9 for 500 ml Rail Neer and other shortlisted railway packaged water. Check the label, ask for a receipt, keep evidence and use RailMadad and Legal Metrology when the vendor overcharges or refuses to document the sale.
