Where Project Zomboid stores zombie population settings
A dedicated server uses two different configuration layers:
As an Amazon Associate I earn from qualifying purchases.
- Server options (
.ini): identity and network controls such as the server name, ports, password, PvP and RCON. - Sandbox settings (
_SandboxVars.lua): world rules, including zombie population, population growth and respawning.
Changing the basic server .ini will not change how many zombies the world is meant to contain. The sandbox file is named after the server preset. For example, a preset called servertest uses servertest_SandboxVars.lua. Locate the sandbox file belonging to the preset your dedicated server actually starts; editing a different preset has no effect.
What the population multiplier does
The principal setting is PopulationMultiplier inside the ZombieConfig table in Build 42-style sandbox data. A community guide describes the multiplier as relative to the selected baseline: 0.5 represents half the intended population, 1.0 the baseline, and 2.0 twice the baseline. These are relative multipliers, not a guaranteed number of zombies per cell or a spawn timer.

In the in-game sandbox screen, this is represented by the Zombie Count dropdown. One Build 42 guide reports that the dropdown writes both a top-level Zombies index and ZombieConfig.PopulationMultiplier. Treat that mapping as a community observation rather than an official specification: the exact controls and values can change between builds.
Method 1: Change the value in the sandbox screen
This is the safer route when the server preset is available in the game’s settings interface, because the game writes the expected structure for your build.
Recommended Free Tools
- Open the server or host configuration screen that manages the preset’s sandbox rules. Do not use the basic server-options page that only shows ports, password, PvP and similar controls.
- Open the Zombie Count setting.
- Choose the required population preset, such as Normal, High or Low. If your build exposes an Advanced checkbox, enable it to reveal numeric controls. A Build 42.02 bug report described the multiplier as visible only in a description until Advanced was enabled; that report is old, so current behavior is not confirmed.
- If a numeric field is available, enter a value supported by your build rather than copying a value from a different version. Keep the value in the range accepted by the screen.
- Save the sandbox settings under the same preset used by the dedicated server.
- Stop and start the server after saving. A restart is the normal operational step for configuration-file changes; a hot reload is not established by the available documentation.
Before starting a long-running world, record the selected preset and its values. That gives you a reference when testing a new population level or diagnosing a later change.
Method 2: Edit the sandbox file directly
Direct editing is useful for a dedicated server managed outside the game interface or when you need a value that the dropdown does not offer. Make a backup first, and edit while the server is stopped so it cannot rewrite the file while you are saving it.

- Stop the dedicated server cleanly.
- Back up the complete
_SandboxVars.luafile. Keep the original filename and a dated copy so you can restore a known-good configuration. - Open the file for the active preset in a plain-text editor.
- Find the
ZombieConfigtable and itsPopulationMultiplierentry. On older or differently generated files, also look for the top-levelZombiesindex that the sandbox screen uses for presets. - Change only the numeric value, preserving the Lua punctuation and table structure. A Build 42-style excerpt looks like this:
ZombieConfig = {
PopulationMultiplier = 1.2,
PopulationStartMultiplier = 1.5,
PopulationPeakMultiplier = 2.0,
PopulationPeakDay = 28,
RespawnHours = 72.0,
RespawnUnseenHours = 16.0,
RespawnMultiplier = 0.1
}
- Save the file without changing the preset name or moving it to a different server profile.
- Start the server and verify that it loads without a sandbox/configuration error. If it fails to load, restore the backup and reapply the change carefully.
The excerpt above is a sample Build 42.20.0 block, not a universal default. Your file may contain additional keys, a different ordering or different values.
Population values by build
Do not assume that “Normal” means the same numeric multiplier in every release. Published community references disagree, and the disagreement is large enough to change the resulting population.

The same PZwiki material also lists preset values matching the Build 42.19 community table for Insane through Low, while its custom-sandbox explanation uses 4.0, 2.0, 1.0 and 0.35. Because both scales are published, the reliable procedure is to open your own build’s sandbox screen or inspect its generated file and use the value shown there. Do not overwrite a working value merely because another guide calls a different number “Normal.”
The Build 42.19 table describes the top-level Zombies index as running from 1 (Insane) to 6 (None). That index is a preset selector, whereas PopulationMultiplier is the numeric population value. They should not be treated as interchangeable without checking how your build writes them.

Population over time: start, peak and respawn controls
Changing the base multiplier does not describe every way the population can change during a world’s life. The sandbox has separate controls for the starting target, the peak target and respawning.
| Key | What it controls | Documented value or default |
|---|---|---|
PopulationStartMultiplier |
Desired population at the beginning of the game | Default reported as 1.0 |
PopulationPeakMultiplier |
Desired population at the peak day | PZwiki reports a default of 1.5 |
PopulationPeakDay |
Day on which the peak target is reached | PZwiki reports a default of 28 |
RespawnMultiplier |
Fraction of the intended local population that returns during a respawn cycle | Default reported as 0.1 |
RespawnHours |
Length of the respawn cycle | Community data reports 72 hours |
RespawnUnseenHours |
Unseen-area timing used by respawn behavior | Community data reports 16 hours |
A Build 42.20.0 sample contains PopulationMultiplier = 1.2, PopulationStartMultiplier = 1.5, PopulationPeakMultiplier = 2.0, PopulationPeakDay = 28, RespawnHours = 72.0, RespawnUnseenHours = 16.0 and RespawnMultiplier = 0.1. Those are sample values for that build, not a promise that every server starts with them.
Some community discussions interpret the base, start and peak multipliers as stacking together. That interpretation is not firmly established, so avoid calculating an exact final population by multiplying all three unless you have verified the behavior in your specific build. Change one related key at a time when balancing a live world.
Choosing settings for common server goals
More danger immediately
Raise the base population multiplier or select a higher Zombie Count preset. If the world should also begin crowded, inspect the start multiplier instead of assuming the base value controls the opening population.

A slower early game with a later crisis
Use a lower starting target and a higher peak target, then set the peak day deliberately. Because the way these values combine is not fully documented, validate the result in a copy or test world before applying it to an established map.
Fewer returning zombies in cleared areas
Adjust respawn settings rather than lowering the base population. The respawn multiplier, respawn cycle and unseen-area timing govern return behavior independently of the intended population target.
No intended population
The Build 42.19 community table lists a None preset at 0.0. Confirm that your own build exposes the same preset and value before relying on it.
Troubleshooting
The setting is in the wrong file
If you changed the server .ini and zombie numbers did not change, move the edit to the matching _SandboxVars.lua file. Also confirm that the filename matches the preset the server starts; a correctly edited file for another preset is effectively unused.
Best Value
The numeric field is missing
Look for an Advanced option in the sandbox screen. A report against Build 42.02 described a display-only multiplier until Advanced was selected, but that report does not establish how current releases behave. If the field remains unavailable, stop the server and inspect the generated sandbox file instead of guessing a value.
A value copied from a guide produces an unexpected population
Check the game build first. The Build 42.19 community preset table and the PZwiki 0–4 custom scale disagree on Normal and Low, and older builds use different conventions. Read the value generated by your own sandbox screen before changing it again.

The edit appears to do nothing
Confirm that the server was stopped before editing, that the file was saved, and that the server was restarted afterward. Then check the start, peak and respawn keys: a base multiplier change does not replace those separate rules. Test one key at a time and keep the backup so you can return to the previous state.
The server will not load after editing
Restore the backup, start the server to verify that the preset works, and reapply only the numeric change. A missing comma, altered table delimiter or accidental edit outside the intended key can invalidate the Lua configuration.
Quick Recap
A safe change-and-verify checklist
- Identify the exact game build and server preset.
- Use the sandbox settings, not the basic server-options
.ini. - Back up the active
_SandboxVars.luafile. - Change
PopulationMultiplieror the in-game Zombie Count value, not an unrelated respawn key. - Use the number shown by your build; do not transfer a Normal or Low value from another scale without checking.
- Restart the server after saving.
- Record the start, peak and respawn settings before judging the result.
- Keep one-variable-at-a-time changes when tuning an established world.
