If you can already read a page through a legitimate subscription, Chrome’s DevTools Protocol (CDP) can save its rendered view as a screenshot or PDF. Use a separate Chrome profile, sign in through the publisher’s normal login page, and capture with CDP’s Page.captureScreenshot or Page.printToPDF command. Since Chrome 136, remote-debugging switches require a non-default user-data directory. This method does not bypass a paywall or establish permission to keep or share a copy.
Before you capture: confirm access, permission and purpose
This workflow is for a page you are authorized to view. Check the publisher’s terms for rules about printing, downloading and automated access before using remote debugging. Subscription access alone does not settle whether making or sharing a full-page copy is allowed.

This guide does not assess the terms of any particular publisher or the legality of an individual capture. For U.S. uses, the Copyright Office says fair use depends on the circumstances, with no fixed word count or percentage that is automatically allowed. The four statutory factors are purpose and character of the use, the nature of the work, the amount and substantiality used, and the effect on the work’s potential market or value. Courts decide whether a particular use is fair. See the U.S. Copyright Office fair-use guidance and 17 U.S.C. § 107; consult the rules that apply where you are.
Why Chrome needs a separate profile
Chrome changed remote-debugging behavior in version 136. In its March 17, 2025 announcement, Chrome security engineer Will Harris said the --remote-debugging-port and --remote-debugging-pipe switches “will no longer be respected if attempting to debug the default Chrome data directory.” Chrome requires a non-standard directory supplied with --user-data-dir. The change helps keep debugging data separate from your everyday Chrome profile. Read the Chrome Developers announcement.

A new data directory is a separate browser profile. It will not automatically inherit your regular profile’s subscription login. Sign in to the publisher inside the debugging profile using its normal login flow. Do not extract, paste or transmit session cookies.
Start an isolated Chrome instance and sign in
-
Check the publisher’s rules and close ordinary Chrome windows if needed, so you do not accidentally target the wrong browser.
-
Create a dedicated directory and start Chrome with remote debugging enabled. Replace the executable path if Chrome is installed elsewhere.

In the newly opened browser, visit the publisher and complete its ordinary sign-in flow. Navigate to the page you are authorized to read, then wait until its content has loaded.
-
Keep the debugging port local and use it only with software you trust. Do not open unrelated sensitive tabs in this profile. An enabled debugging port is a browser-control interface, not a read-only export switch.
Choose a screenshot or PDF
| Output | CDP command | Best suited to |
|---|---|---|
| PNG screenshot | Page.captureScreenshot |
A visual image of the rendered page or viewport. |
Page.printToPDF |
Page-oriented reading or printing. |
CDP documents both commands in the Page domain reference. The result depends on the site’s rendering and print styles; check the saved file for pagination, missing figures, lazy-loaded content and completeness. The commands do not guarantee identical fidelity across publishers or layouts.
Runnable Node.js example
With Chrome running as above, use Node.js 21 or later, which provides a global WebSocket. Save this as capture.mjs. It finds a page tab in the local debugging instance, sends either CDP command and writes the returned base64 data to a file.

Run one of these from a terminal:
node capture.mjs png
node capture.mjs pdf
The screenshot call requests capture beyond the viewport, but site behavior and rendering can still affect what appears in the file. The PDF call uses Chrome’s print rendering. Inspect the output rather than assuming either file contains every dynamically loaded element.
Protect the session and resulting files
Chrome’s DevTools MCP documentation warns that any application on the machine may connect to an enabled debugging port and control that browser. Chrome’s personal-browser auto-connect documentation describes how a connected agent can access open tabs and data exposed through browser APIs, including cookies, session storage and local storage. A dedicated profile limits exposure to your everyday browser, but the dedicated profile still contains an authenticated session and the page itself. See Chrome DevTools MCP documentation and Chrome personal-browser auto-connect documentation.
- Keep the debugging endpoint available only to trusted local software. Localhost describes where it listens; it does not make every local process trustworthy.
- Close the debug-enabled browser when you finish, and store the screenshot or PDF somewhere appropriate for the sensitivity of the page.
- Do not distribute the captured page unless the publisher’s terms and applicable law permit it.
If you need network evidence while troubleshooting, a HAR file is not the same as a readable page capture. Chrome DevTools offers sanitized HAR export that excludes sensitive headers such as Cookie, Set-Cookie and Authorization by default. A separate export option includes sensitive data; do not share such a file casually. See the DevTools Network panel documentation.
Troubleshooting
-
Chrome opens, but the debugging endpoint does not work: confirm the browser was launched with both
--remote-debugging-port=9222and a non-default--user-data-dir. Chrome 136 and later ignore remote-debugging switches when aimed at the default data directory.Rank #4

The page asks you to sign in: a new user-data directory is a separate profile. Sign in through the publisher’s normal login flow in that instance; do not copy cookies from your everyday profile.
-
The script reports no debuggable page: make sure the dedicated Chrome instance is still open and a page tab is loaded. Confirm that the local endpoint at
http://127.0.0.1:9222/json/listresponds. -
The script cannot connect: check that Chrome and the script are running on the same machine and that the port matches. Keep the port local; do not expose it to a network or an untrusted process.

The image is incomplete or the PDF pagination looks wrong: wait for visible content to finish loading, inspect the result, and account for the site’s lazy loading and print styles. CDP supports capture and printing, but it does not promise consistent fidelity for every publisher.

The publisher blocks automation or printing: stop and follow its restrictions. This workflow assumes existing authorized access and does not bypass a paywall or site control.

For pages you are permitted to capture and that are accessible to the API, ScreenshotNeo offers a one-request screenshot API and an MCP server for AI agents. It is not a substitute for a signed-in Chrome session; the example below does not transfer your subscription login or bypass a paywall. Do not send session cookies or credentials unless you have confirmed that doing so is permitted and appropriate.
Example request using the documented Stripe URL:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for request options. ScreenshotNeo removes cookie/consent banners, newsletter popups and chat widgets before capture; bot checks, blank pages, failed loads and cache hits are not billed. Its MCP server provides take_screenshot, get_page_info and capture_pdf tools for AI agents. The free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots. Frequently Asked Questions
Does remote debugging let me bypass a paywall?
No. This workflow assumes you can already access the page and that the publisher permits the access method.
Will my regular Chrome subscription login carry over to the dedicated profile?
No. A separate user-data directory creates a separate profile; sign in there using the publisher’s normal login flow.
