You can call your parents without owning a phone if you can use an internet-connected computer or another suitable device and a service that can reach them. A library may provide the computer or internet access. The key is to check whether your chosen service can call your parents’ app account or their regular phone number.

Can I call my parents from a computer?

Yes. Services such as Google Voice support internet calls from a computer or mobile device. You’ll need an internet connection and a way for your parents to receive that kind of call. Check the service’s current features and setup requirements before relying on it.

An app-to-app call reaches another person through a compatible app or account. That is different from dialing an ordinary mobile or landline number: an app does not necessarily support calls to regular phone numbers. Confirm that the service can reach the exact destination your parents use.

Google Voice Help estimates that its calls use about 0.2 MB of data per minute, and notes that data use can vary with network quality and speed. This is a Google Voice estimate, not a figure for every calling service. Google Voice Help: Make calls over the internet

Can I make a phone call over Wi-Fi without a phone?

Yes, if you mean an internet call made on a computer or another device. No, if you mean carrier Wi-Fi Calling: that feature routes ordinary phone calls over Wi-Fi on a supported phone with a participating carrier, so it does not work as a phone-free solution.

Carrier support and requirements vary. Google notes that not all carriers support Wi-Fi Calling and that charges may apply. Apple says an emergency-services address may need to be entered, and emergency calls may use Wi-Fi when cellular service is unavailable. T-Mobile’s requirements include internet access, an active account, and an E911 address; those are T-Mobile-specific conditions, not universal rules. Can I use a library computer or Wi-Fi to call someone?

Possibly. Some libraries offer free Wi-Fi, public computers, technology help, or hotspot lending, but services and rules are local. For example, Burlington Public Library lists free open Wi-Fi and internet-connected computers, while Centuria Public Library lists public Wi-Fi, public computers, and technology help. These examples do not guarantee that another library offers the same access. Burlington Public Library: Technology · Centuria Public Library: Using the Library

The Seattle Public Library says its SPL HotSpot devices may be borrowed by cardholders for 21 days. It also says devices connected through a hotspot can use Skype, FaceTime, and WhatsApp to call. The 21-day period is specific to that program, not a general library lending term. The Seattle Public Library: SPL HotSpot

Before making a trip, ask your local library whether it has a computer or Wi-Fi available, whether you need a library card or account, what its hours are, and whether its phone-use policy permits calls. Do not assume staff can lend a phone, that a public phone is available, or that a library will lend a device.

Where can I get internet access to make a call?

  • A library: Ask about public computers, guest Wi-Fi, hotspot loans, access rules, and any time limits.
  • A trusted person’s computer or tablet: With their permission, use a compatible internet-calling service and check that it can reach your parents.
  • A borrowed hotspot: If a library or community provider lends one, confirm the borrowing rules and bring a suitable device for the call.

Availability, costs, and borrowing rules depend on the provider. If a call is urgent, confirm access and test the connection and calling service ahead of time when possible.
