The quote also needs written limits: what you will deliver, what revisions are included, and how you will price requests outside the agreed scope.
Your hourly rate is a planning baseline, not a universal price for the project. The right estimate depends on the work, your costs, the client’s needs, and how certain the scope is.

1. Set a sustainable hourly baseline
Start with an hourly rate that reflects what your freelance business needs to earn, rather than treating every working hour as billable. Account for income needs, business expenses, taxes, and the number of hours you can realistically bill. Skill, experience, location, market conditions, project complexity, and the value of the work to the client can also affect your rate.
These inputs vary by country, profession, and client. An hourly target is therefore a starting point for calculating your own quote, not proof that a rate is right for every market. For example, Upwork’s guide uses a hypothetical $50,000 annual salary divided by 1,920 working hours to illustrate about $26 per working hour; those are example assumptions, not a recommended rate or market benchmark. Upwork’s hourly-rate guide was published April 20, 2026.

2. Estimate all the work the project requires
Break the job into phases and estimate the time for each. Do not count only the visible production work: fixed-fee projects also consume time in communication, coordination, revisions, and delivery. Include administration when it applies.
- Core work: the research, design, writing, development, or other work that produces the deliverable.
- Communication and coordination: discovery calls, messages, status updates, feedback review, and collaboration with the client or other contributors.
- Included revisions: the changes you expect to make within the agreed revision limit.
- Handoff and administration: file delivery, documentation, setup, or project administration required to complete the job.
Estimate the higher end of a reasonable task range when uncertainty remains, rather than assuming the fastest possible completion. The Upwork pricing workbook also advises accounting for revisions, meetings, correspondence, administration, and taxes when estimating total service hours. Its simple fixed-fee illustration is 10 hours × $75 = $750; it is a worked example, not a current market recommendation.

3. Calculate labor, expenses, and uncertainty
Use this formula:
Project estimate = (hourly rate × (core hours + communication hours + included revision hours)) + direct project expenses + uncertainty allowance
Add direct costs that exist specifically because of this project, such as purchased assets, software, or subcontractor work. Then decide whether an uncertainty allowance is needed and size it according to what is still unknown—for example, unclear requirements or feedback that may affect the effort. There is no universal buffer percentage established for every freelance project. An allowance covers uncertainty in estimating the agreed work; it does not make additional deliverables or new requests part of the original scope.

Illustrative calculation
RateClarity’s calculator demonstrates the arithmetic with sample inputs: a $75 hourly target, 40 core hours, four communication hours, four revision hours, $100 in expenses, and a 10% buffer. Labor is $3,000 for core work, $300 for communication, and $300 for revisions, totaling $3,600. Adding $100 in expenses gives $3,700 before the buffer; the example’s $370 buffer produces a $4,070 quote. These are illustrative assumptions from the calculator, not market pricing or a recommended quote. See the RateClarity project-pricing calculator.
4. Check the implied hourly return
Divide the proposed project fee by the full number of hours you expect to spend, including communication and revisions:

This check can reveal that you have overlooked project time or set a fee that does not meet your own target. It is a planning tool, not proof that your quote matches a market rate. The result also depends on what you include in the fee and whether the estimate accurately reflects the work.

5. Choose a pricing model that fits the scope
| Pricing model | Best fit | What to consider |
|---|---|---|
| Fixed fee | A defined deliverable with a clear finish line and stated assumptions. | Provides an upfront amount for the agreed scope, but puts more estimate risk on you if the work takes longer. Written boundaries and an uncertainty allowance help manage that risk. |
| Hourly | Open-ended work or work likely to change as it proceeds. | Billing follows time worked, so the final cost is less predictable for the client than a fixed fee. |
| Value-based | Work whose likely client impact you can credibly explain. | Depends on connecting your work to outcomes; it is not simply an hourly calculation with a different label. |
Upwork’s guide says fixed-price contracts fit work with clearly defined deliverables and scope, such as a website redesign or logo. The guide’s pricing discussion offers platform guidance, not a rule that one model is right for every freelancer or client.
6. Put the quote’s boundaries in writing
A number alone does not define a fixed-price project. Make the quote specific enough that both sides can tell what the fee covers and what happens when the request changes.
- Deliverables: describe the work and the final items the client will receive.
- Included revisions: state how many revision rounds are included and what counts as a revision.
- Assumptions and exclusions: identify client inputs or approvals you rely on, and name work that is not included.
- Communication and deadlines: set expectations for feedback, meetings, milestones, and delivery dates.
- New requests: explain that work outside the agreed scope will be assessed and priced separately, such as at an agreed hourly rate or through a revised fixed quote.
If requirements change, pause before doing the extra work and agree on its cost and effect on timing. This keeps the original estimate attached to the original scope rather than quietly absorbing new work.
A practical decision rule
Use a fixed quote when you can describe the deliverable, assumptions, and finish line clearly enough to estimate the full effort. Prefer hourly billing when the work is open-ended or likely to change; consider value-based pricing when you can credibly connect the work to client outcomes. In any model, distinguish the work already priced from work that has not yet been agreed.
