Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The quickest unhedged estimate is fuel volume × change in delivered fuel price. A business that consumes 100 million gallons in a period therefore has a $10 million gross cost exposure to a $0.10-per-gallon increase. That is only the starting point: surcharges, contract repricing, hedges, volume changes, fuel mix and accounting treatment determine the amount that reaches operating profit, cash flow and equity.
A useful sensitivity report shows the gross fuel shock, the portion recovered from customers, hedge settlements, operating responses and the remaining net impact. It should state the fuel measure, period, geography, currency, benchmark, hedge status and whether each result is an earnings or cash-flow figure.

What a fuel-price sensitivity measures
Fuel-price sensitivity is the change in a company’s cost, profit, cash flow or margin when the price of a specified fuel moves by a specified amount. It is not a single universal percentage. A trucking company may measure dollars per $0.10 per gallon of diesel; an airline may use a 10% change in jet-fuel prices; a shipping company may model dollars per tonne of marine fuel.

- Product: diesel, jet fuel, gasoline, marine fuel, fuel oil or another product.
- Price measure: delivered local price, wholesale index, Brent, WTI, heating oil or another proxy.
- Location and currency: the geography where fuel is purchased and the currency used in reporting.
- Period: month, quarter, fiscal year or a stated remaining-term exposure.
- Output: pre-hedge cost, post-hedge cost, operating profit, EBITDA, cash flow, accounting earnings or equity.
These definitions prevent a common error: applying a crude-oil percentage change to a company’s delivered jet-fuel cost without measuring the basis difference between the two prices.

The three outputs every sensitivity report should show
Currency impact for a stated price move
State the result in a unit a manager can use: “A $0.10/gallon increase raises gross quarterly fuel cost by $10 million.” For metric products, use litres or tonnes and preserve the unit in every table and formula.
Profit or EBITDA impact
Translate the fuel change through customer recovery, hedges and operating actions. A $10 million gross increase is not a $10 million EBITDA decline if a surcharge recovers part of it or a derivative produces a settlement benefit.
Margin impact in basis points
Divide the net operating impact by the company’s stated revenue denominator and multiply by 10,000. For example, a $10 million net decline against $2 billion of revenue is 50 basis points. Identify whether the denominator is total revenue, segment revenue or another management measure.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCore formulas
For an unhedged first pass:
Fuel-cost change = physical fuel volume × change in delivered fuel price
For an income-statement or cash-flow bridge:
Net operating impact = fuel-cost change − recovered revenue from surcharges or repricing − hedge settlement benefit (or + hedge loss) ± volume and mix effects
Keep the gross and net figures side by side. Label each as pre-hedge or post-hedge and as pre-tax, after-tax, accounting earnings or cash flow.
Step 1: Reconcile the baseline fuel exposure
Start with physical consumption
Obtain gallons, litres or tonnes consumed in the reporting period and reconcile that quantity to the fuel expense in the general ledger. Investigate differences caused by inventory movements, in-transit purchases, foreign-exchange translation, taxes, transportation, supplier fees and timing between delivery and consumption.
Free tools Windows power users keep installed
One-click scans. No signup required.
For a forward-looking budget, use expected physical consumption rather than the prior period’s expense. Separate committed or fixed consumption from volume that changes with production, routes, capacity or demand.
Separate fuel from non-fuel costs
Fuel intensity should be visible rather than buried in total operating cost. The U.S. Department of Transportation’s airline methodology separates total operating costs into fuel and non-fuel components when calculating the change in operating cost per available seat-mile. The same discipline is useful in other industries: isolate fuel before assessing how a price shock affects total cost.

As a historical trucking reference, the Federal Highway Administration states that fuel can account for up to 20% of a trucking company’s operating cost. That is a broad historical observation, not a benchmark for every carrier; report your own fuel-cost-to-operating-cost and fuel-cost-to-revenue ratios.
Step 2: Select the price driver and measure basis risk
Use the delivered price when possible
The most direct driver is the price actually paid, including the relevant freight, taxes and supplier adjustments. If the budget is based on a wholesale index, document how that index historically relates to the delivered price.
Model a proxy when hedging uses one
Fuel derivatives may reference a commodity that is not identical to the fuel consumed. Southwest Airlines has disclosed derivatives based on WTI crude, Brent crude and heating oil when direct jet-fuel hedging is limited. In that situation, estimate the historical relationship between the proxy and delivered fuel, then model the residual basis difference.
A simple approach is to regress or otherwise compare changes in delivered fuel against changes in the proxy over a representative history. Report the average relationship and the range of residual differences; do not assume that a strong historical correlation eliminates basis risk.
Step 3: Build a transparent shock set
Use a central case, symmetric moderate cases and a severe case suited to the company’s risk appetite. A practical set is a baseline, +10%, −10% and a larger stress such as +25%, +50% or a historically relevant event. A percentage shock and a per-unit shock answer different questions, so include both when useful.
| Scenario | Price assumption | Purpose |
|---|---|---|
| Base | Budget or current delivered price | Reconciles the model to the operating plan |
| Moderate increase | +10% or a defined cents-per-gallon move | Shows a routine adverse movement |
| Moderate decrease | −10% | Shows upside and asymmetry in contracts or hedges |
| Severe stress | Company-specific extreme case | Tests liquidity, covenants and operational decisions |
Lufthansa’s annual-report disclosure illustrates the value of a symmetric table: it reports a +10% fuel-price shock with a €253 million effect on equity and a −10% shock with a −€228 million effect. The unequal magnitudes show why a positive and negative shock should not automatically be treated as mirror images when hedges, options or accounting rules create asymmetry.
The U.S. Government Accountability Office documented jet-fuel prices rising from $0.72 to $2.98 per gallon between 2002 and 2013, more than quadrupling over that period. That historical episode can inform a severe aviation scenario, but it should not be copied into a current budget without adjusting for the company’s fuel mix, contracts, hedges and operating scale.
Step 4: Hold volume constant, then add operating responses
Pure price sensitivity
First hold consumption constant. This isolates the effect of price and makes business-unit comparisons possible. If a fleet consumes 100 million gallons and the price rises by $0.10, the gross change is $10 million before recovery or hedging.
Management case
Then add realistic changes such as lower demand, route reductions, capacity restraint, fleet efficiency, speed changes, equipment substitution or procurement changes. Show these separately from the pure price effect so a favorable operating response is not mistaken for a lower underlying exposure.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
GAO reports that airlines have used capacity restraint, more efficient fleets and other operating changes to mitigate fuel increases. Such actions may reduce fuel consumption but can also reduce revenue, service capacity or customer retention. Assign a timing assumption and a one-time implementation cost where relevant.
Step 5: Model customer pass-through and its lag
Identify every mechanism that can recover fuel cost: fuel surcharges, fare changes, indexed contracts, spot-price repricing or negotiated adjustments. For each mechanism, record:
- the percentage of the fuel increase that is recoverable;
- the contract or tariff formula;
- the effective date and billing lag;
- any cap, floor or reset interval;
- the customers or routes excluded from recovery.
Use a time-phased model. A surcharge that starts 30 days after a price increase leaves one month of unrecovered exposure even if it eventually recovers 80% of the increase. Recovery may also apply to a benchmark rather than the company’s exact delivered price.
The Federal Highway Administration notes that predictable, long-term increases can be passed to customers, while unanticipated increases may be trapped by long-term freight contracts. Therefore report both the contractual recovery percentage and the near-term cash recovery percentage.
Step 6: Add hedges instrument by instrument
For every derivative, capture the notional volume, benchmark, strike or fixed price, maturity, premium, settlement convention and whether it is a swap, forward, future or option. Calculate the physical fuel cost and derivative settlement independently, then combine them.
A simplified fixed-price hedge for a price increase can be represented as:
Hedge benefit = hedged volume × (market settlement price − fixed price)
For a price decline, the same instrument may produce a loss. An option has a different profile because the premium is paid whether or not the option is exercised. Include premium amortization or cash payment in the applicable output.
HM Revenue & Customs gives the accounting example of a company committed to purchase a fixed quantity of fuel oil at a fixed price and date, with a commodity forward used as the hedging instrument when the risk is separately identifiable and reliably measurable. The economic hedge and the accounting designation are related but not identical questions.

Show hedge coverage by period
Do not use one annual hedge ratio to describe every month. A company can be highly protected in the next quarter and largely exposed later in the year. Lufthansa reported a fuel requirement of 9,842 thousand tonnes, hedging instruments covering 7,527 thousand tonnes and a 77% hedge ratio in its disclosed 2024 exposure. Present the numerator, denominator and period so readers can distinguish a physical requirement from derivative notional.
Southwest Airlines’ 2022 Form 10-Q listed maximum economic hedge volumes of 610 million gallons for the remainder of 2022, 769 million gallons for 2023 and 358 million gallons for 2024, with WTI, Brent and heating-oil underlyings disclosed for the periods shown. Those figures illustrate why exposure should be shown by maturity and benchmark rather than as a single lifetime percentage.
Step 7: Separate economic exposure from accounting presentation
A derivative can offset the economics of fuel consumption before its effect appears in profit. Southwest states that qualifying cash-flow-hedge changes are recorded in accumulated other comprehensive income until the fuel is consumed; non-qualifying or ineffective portions can affect earnings earlier.
Maintain two bridges:
- Economic bridge: delivered fuel cost, customer recovery, derivative cash settlement and operating actions.
- Accounting bridge: expense recognition, hedge-accounting reclassification, ineffectiveness, other comprehensive income, tax and balance-sheet effects.
State whether the headline sensitivity is pre-tax or after-tax and whether it measures EBITDA, operating income, net income, equity or cash. Never present an accounting equity sensitivity as if it were the same period’s cash requirement.
Step 8: Stress liquidity, working capital and covenants
Translate the post-hedge result into cash paid to suppliers and cash received from customers. Higher prices can increase inventory funding, receivables and collateral or margin requirements on derivatives even when the income-statement effect is partly offset.
For each stress case, calculate:
- peak incremental cash paid for fuel;
- timing of surcharge or repricing receipts;
- derivative collateral, margin or premium requirements;
- revolver or liquidity headroom;
- impact on leverage, interest-coverage or other covenant tests.
A profit sensitivity is not a cash-flow forecast until these timing and financing effects are included.
Step 9: Reconcile and back-test
At the end of each period, reconcile modeled baseline consumption and price with reported fuel expense. Compare prior sensitivity forecasts with realized prices, volumes, customer recovery and hedge settlements. Attribute the variance to price, volume, basis, mix, timing, pass-through, hedge performance or accounting classification. Preserve the original assumptions; do not silently replace them after the fact.
Worked example: a simple trucking exposure
Assume a carrier expects to consume 100 million gallons in a quarter at a delivered price of $3.00 per gallon. The baseline fuel cost is $300 million. A $0.10 increase produces a $10 million gross cost increase.
Recommended Free Tools
| Bridge item | Illustrative amount | Calculation |
|---|---|---|
| Gross fuel increase | $10.0 million | 100 million gallons × $0.10 |
| Customer recovery | −$6.0 million | 60% recovery assumption × $10.0 million |
| Hedge settlement benefit | −$2.0 million | Separate derivative calculation |
| Residual operating impact | $2.0 million | $10.0m − $6.0m − $2.0m |
The 60% recovery and $2 million hedge benefit in this example are assumptions, not industry facts. Replace them with contract terms and instrument-level settlements. If quarterly revenue is $500 million, the $2 million residual equals 40 basis points of revenue. If volume falls, model that as a separate management case rather than changing the pure price sensitivity.

How to compare business units or companies
A lower net sensitivity does not necessarily mean a more fuel-efficient operation. It may reflect more hedging, faster pass-through, a different benchmark or a shorter exposure period. Compare the following measures together:
| Comparison axis | What to calculate | Question it answers |
|---|---|---|
| Fuel intensity | Fuel cost/revenue and fuel cost/unit of output | How dependent is the operation on fuel? |
| Exposure volume and duration | Unpriced gallons, litres or tonnes by month | How much remains exposed, and for how long? |
| Benchmark and basis | Delivered-price relationship to hedge index | How closely does the hedge track the purchase price? |
| Pass-through | Recovery percentage and lag | How quickly can customers absorb the increase? |
| Hedge profile | Ratio, instrument type, strike and maturity | What protection and downside does the program create? |
| Operating flexibility | Efficiency, route, capacity and substitution options | How much consumption can management change? |
| Accounting versus cash | Separate earnings, equity and cash bridges | When does the effect appear in each measure? |
Publish both gross and net sensitivity. Gross figures reveal structural fuel dependence; net figures show the protection actually available during the modeled period.

Common mistakes and how to correct them
Using a percentage change without a physical volume
A 10% price increase has no dollar meaning until the company’s gallons, litres or tonnes are stated. Correct it by calculating the unit exposure first.
Applying crude oil directly to delivered fuel
Crude, refined products and delivered fuel can move differently. Correct it with a documented proxy relationship and a basis-risk sensitivity.
Counting all hedge notional as protection
A derivative can mature outside the exposure period, reference another benchmark or cover only part of consumption. Map notional by month and product, then calculate the effective settlement.
Assuming pass-through is immediate
Contracts may have caps, floors, reset dates or long billing lags. Model the unrecovered interim cash cost.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Mixing volume responses into price sensitivity
Lower consumption can reduce the dollar shock while also reducing revenue. Keep constant-volume and management cases separate.
Equating accounting gains with cash
Hedge accounting can defer or reclassify derivative effects. Maintain distinct accounting and cash-flow bridges.
Reporting only a company-wide average
Fuel intensity, contracts and hedge coverage often differ by route, fleet, plant or region. Segment the model wherever decisions or exposures differ.
Decision rule for management
Use the unhedged calculation to reveal the physical exposure, the net bridge to show what reaches profit, and the liquidity bridge to show what must be financed. A credible report carries the same price definition and period through all three views, identifies basis and timing differences, and explains every departure from the baseline.
