How to Build Mill-Side AI That Counts Billets and Rebar on Authority-Owned Hardware

A practical architecture for counting billets and rebar at the mill: choose the measurement point, validate each vision task, and preserve a traceable record for review.

A credible mill-side counting system is more than a camera pointed at steel. It must define where production is measured, distinguish billet tracking from rebar counting, preserve each observation with its context, and send discrepancies to a reviewable process. A recent architecture proposal describes one way a revenue authority could do this with local industrial computers; it is a proposal, not evidence that the system has been installed or independently validated.

Start by defining what the system is meant to count

“Count every billet” can mean several different measurements. A camera at a casting strand might track billets as they emerge; a camera at a cooling bed might count pieces after they have been separated; a bundle station might verify bundled rebar; and a dispatch or weighbridge point might record material later in the process. Those counts answer different questions and should not be treated as interchangeable.

The proposed architecture places cameras at production installation points such as a casting strand or cooling bed and processes images on a local industrial PC. Its stated motivation is that mill paperwork, weighbridge tickets and filings may not be joined into a single reviewable record. That is the proposal’s problem statement, not a verified description of every mill or of an authority’s current systems.

Choose a measurement boundary

Decide whether the authoritative observation is made at caster output, the cooling bed, bundle formation, dispatch or weighbridge. Record the chosen boundary and its physical location. If the system observes the same material at more than one point, define how those observations relate; otherwise, duplicate counts or unexplained differences can look like production changes.

Also decide what one count represents: an individual billet, a bar in a bundle, a bundle, or another product unit. The count should be associated with product type and, where relevant, physical measurements such as weight. A visual count does not by itself establish a material’s weight or reconcile every difference between production and dispatch.

Billet tracking and rebar counting need different vision workflows

Billet identity and rebar quantity are related production-control problems, but they are not the same computer-vision task. A design that works for one should not be assumed to work for the other.

Billets: detect, track and identify

Billet tracking may combine object detection, tracking the same billet across frames or camera views, and reading markings such as a serial number. The system needs to handle steel moving through a scene without counting the same item repeatedly or losing it when it is obscured.

CSEM describes work with SMS Concast on reading billet serial numbers in harsh conditions, including temperature changes and dust; an earlier system included a three-color illuminator. CSEM reports 99.8% identification accuracy for that billet-identification application in 2023. This is evidence that industrial billet identification is an established vision use case, not a billet-counting accuracy result and not a performance claim for the proposed authority deployment.

Rebar: count a cross-section, bundle or moving flow

Rebar systems may inspect the visible cross-section of a bundle or count material moving along a line. Dense, overlapping or partly hidden bars make the measurement boundary and image quality especially important. An operator-captured bundle image is a different workflow from continuous counting on a running production line.

PixeVision describes a cloud-hosted smartphone app in which workers capture bundle images and can confirm uncertain results. MITECH describes a tablet-based device that lets users mark a region and adjust recognition results. Those operator-assisted approaches may suit bundle checks; they do not establish performance for fixed cameras counting continuous line output.

Separate counting from machine control

DBM describes optical rebar counting and automated separation integrated with production-line control, emphasizing harsh operating conditions and control integration. That is a vendor description, not a controlled comparison with other approaches. Integration can make a count operationally useful, but a vision result should not directly command machinery without mill-specific safety engineering, interlocks and acceptance testing.

Compare workflows by where and how they measure

Workflow Measurement point and processing Operator role What it does not establish
Fixed-camera line vision Camera at a production point; the proposed architecture processes locally on an industrial PC. The proposal describes automated detection and tracking; a review process is still needed for uncertain counts. A bundle-photo result does not demonstrate performance at line speed.
Operator-captured bundle image Worker captures a bundle image with a smartphone app; PixeVision describes cloud-hosted processing. Workers may confirm uncertain results. It is not continuous fixed-camera counting on a running line.
Tablet-based bundle counter MITECH describes a tablet device for bundle recognition. Users can mark a region and adjust recognition results. The description does not establish equivalence to automated line counting.
Optical counting with line integration DBM describes optical counting and automated separation tied to production-line control. Control integration is part of the vendor-described workflow. The description does not establish that model outputs can safely control machinery at another mill.

The descriptions do not provide a controlled, head-to-head evaluation. Compare candidate workflows against the actual measurement point, line speed, product geometry, occlusion, lighting, operator confirmation, local or cloud processing, record corrections, commissioning effort and integration with production or weighbridge records.

Design the installation around mill conditions

The camera and inference computer are only part of the installation. Lighting, mounting, protective enclosure, communications, power, calibration and operator workflow all affect whether the system can produce usable evidence in a mill.

  • View and mounting: Fix the camera position and field of view around the selected measurement boundary. Confirm that the image captures the relevant product consistently across the range of operating conditions.
  • Lighting: Specify lighting for the actual material, background and environment. CSEM’s account of a billet-identification system that included a three-color illuminator illustrates that illumination can be part of the system design, rather than an afterthought.
  • Protection and uptime: Select enclosure, mounts, cabling and power arrangements for the installation conditions. Define how the system reports camera downtime, lost communications and periods when it cannot produce a count.
  • Local processing and communications: A local industrial computer can keep inference near the camera, as the proposal describes. Define what data leaves the site, what network path is permitted, and what happens when that path is unavailable.
  • Calibration and workflow: Record calibration changes and model versions alongside observations. Specify who checks exceptions and how a correction is entered without erasing the original observation.

Authority ownership of the hardware can support local processing and operational control, but ownership alone does not establish accuracy, reliability, cybersecurity or legal sufficiency. Those depend on the system’s engineering, operating controls and evidence practices.

Make each count traceable to its source

The proposed design describes linking count events with product type, installation point, mill, declared production, discrepancy case, calibration record, weighbridge record, field officer, audit team, uptime and tamper or offline alerts. Treat this as a useful data-design pattern, not as an adopted system or a demonstrated legal-evidence model.

At minimum, a count record should make it possible to determine what was observed, where and when it was observed, and which system configuration produced the result. Keep the original observation and any later correction together so a reviewer can distinguish what the camera recorded from what an operator or authority later changed.

  • Identify the mill and installation point, and define the counting boundary.
  • Record the product type and the relevant production period.
  • Associate the event with the model and calibration versions in force at that time.
  • Link the observation to the corresponding declared production and, where applicable, weighbridge record.
  • Log downtime, dropped frames, offline periods, tamper alerts and corrections rather than silently treating gaps as zero production.
  • Preserve who reviewed or amended a discrepancy and retain the original value with the correction history.

These records support reconciliation; they do not automatically prove why a difference occurred. The system should create a discrepancy case for human review rather than treating every disagreement between visual counts, declarations and other measurements as evidence of wrongdoing.

Validate against ground truth before relying on a count

A model’s output is only meaningful relative to a defined reference measurement. Choose an independent ground-truth method for each task, such as a manual recount or a calibrated instrument, and specify how the reference is recorded. A weighbridge measurement may help reconcile material totals, but it is not automatically a ground-truth count of individual billets or bars.

Test separately by product type, line speed, lighting, occlusion and operating condition. Define how uncertain or unreadable items are handled, how missed and duplicate detections are measured, and what level of error triggers manual review. Include conditions such as downtime and offline operation in acceptance criteria, not only clean images captured during stable production.

Vendor-reported figures illustrate why context matters. PixeVision reports a 75% production-output increase and an 80% reduction in counting time for its Masteel rebar-counting case; the publication date is not established, and the results are vendor-reported rather than an independent evaluation or general forecast. WebOccult’s 2026 steel-bar counting case page reports 100% accuracy, but does not provide enough public test methodology or sample detail to use that figure as a general benchmark. Neither claim predicts performance at another mill.

Set governance and security responsibilities explicitly

Before connecting mill-side equipment to authority systems, define who owns and operates each component, who can access or amend records, and who responds to outages or suspected tampering. Assign responsibility for key management and incident response, and document the allowed network route between mill equipment and authority systems.

Also decide which system supplies the authoritative clock and how timestamps are handled when devices are offline. A count without a reliable time context can be difficult to reconcile with a production declaration or weighbridge record. The architecture proposal does not establish legal compliance or that its data model satisfies Pakistan’s legal evidence requirements; those questions require assessment against the applicable rules and operating procedures.

Commission in stages, with acceptance criteria

  1. Map the process: Select the measurement boundary, product units and records the count must reconcile with. Document where material can be obscured, diverted or counted more than once.
  2. Specify the installation: Set the camera view, lighting, mounting, enclosure, power and communications requirements for the chosen location. Define local-processing and network constraints.
  3. Agree on the evidence record: Decide which fields identify a count event, how model and calibration versions are captured, and how original observations, corrections and exceptions are retained.
  4. Define the reference test: Choose ground truth, sample operating conditions and error measures for each product and workflow. Set acceptance thresholds before judging results.
  5. Run and review the test: Compare system counts with the agreed reference across the specified conditions. Record downtime, ambiguous observations and manual corrections as part of the result.
  6. Approve production use: Confirm that the installation meets acceptance criteria, that reviewers know how to resolve exceptions, and that control-system integration—if any—has separate safety approval.

A system should be treated as a measurement and review aid, not an unquestionable source of truth. Its value depends on a clearly chosen counting boundary, validation under real mill conditions, and a traceable path from observation to declared production and human-reviewed exception.
