How to Build Decentralized Infrastructure for a Digital Economy

Decentralized infrastructure combines networks, protocols, wallets, applications, and external services. Its actual control, privacy, and performance depend on how those parts are designed and governed.

Decentralized infrastructure can let multiple organizations maintain shared digital records, process transactions, and run applications without placing every operation under one operator’s control. It is not a single finished architecture: the level of decentralization, privacy, performance, and control depends on choices about network participation, validation, wallets, software rules, and governance.

What is blockchain infrastructure?

Blockchain infrastructure is one form of decentralized infrastructure. It combines a shared ledger with rules for recording and validating transactions. Depending on the design, several participants may maintain the record or help execute transactions. The network’s operating rules determine who can participate, who validates activity, and how changes are approved.

The broader idea includes the technology and arrangements that support digital records, transactions, and applications across organizations. A blockchain may be one component; wallets, applications, connections to external services, and governance processes are part of the working system too.

MIT’s explainer, “Blockchain, Explained,” describes implementations as varying with their objectives and discusses potential applications involving digital and physical goods, information, and online platforms. That is a range of possible uses, not evidence that every implementation is suitable for them or delivers the same benefits.

How do decentralized networks work?

A participant submits a transaction, such as a transfer or a request to run application logic. Network rules determine whether it is valid, how participants agree on its status, and how the resulting record is shared. In some systems, software called a smart contract can apply programmed rules to transactions.

“Decentralized” does not necessarily mean that every participant has equal authority or that the network has no trusted intermediaries. A network may restrict who validates transactions, rely on a small group of operators, or depend on centralized services for access and support. The design determines where control sits.

What is Web3 infrastructure?

Web3 infrastructure is a broad label for technologies and services used to build applications around blockchain networks, tokens, and digital wallets. In practice, that can include the network itself, the software that defines token and transaction rules, tools for managing accounts, application logic, and connections to external data or services.

The label does not guarantee a particular governance model, privacy level, or degree of decentralization. To understand what a Web3 application actually relies on, examine its components and identify which parties operate or control each one.

What are the main layers of a decentralized infrastructure stack?

NISTIR 8301, a technical overview of token design and management, provides a useful lens for examining tokens, wallets, transactions, protocols, and interfaces. The following stack shows how those parts fit together, alongside the network and external connections that an application may need.

Layer What it does Questions to ask
Network and consensus Shares transactions among participants and establishes how the network accepts and orders them. Who may participate or validate? Who operates the infrastructure? What happens when participants disagree or go offline?
Protocol and token rules Defines transaction formats, token behavior, and the rules software uses to interpret activity. Who can change the rules? How are changes proposed and adopted? What rights does a token represent, if any?
Wallets and custody Provides an account interface and manages the credentials used to authorize activity. Who controls the keys? Who can recover access? What does a service provider control?
Smart contracts and applications Applies programmed rules to transactions and provides user-facing functions. What does the code do? Who can update it? Does the application depend on an operator or another service?
External data and services Connects an application to information or operations outside the ledger. Who supplies the information? How is it checked? What happens if the source is wrong, unavailable, or changed?

Network and consensus

Consensus is the process by which a network’s participants settle on the transactions the system accepts. The important design question is not simply whether a system uses consensus, but who is allowed to take part and what authority those participants have. A system with a shared record can still concentrate validation or operational control.

Protocol and tokens

Protocols define how participants and software interpret transactions. Tokens can represent digital ownership or other programmed rights, but the representation is not the same thing as a guarantee that a claim is valid outside the system. The Senate hearing record discusses blockchains, smart contracts, digital identity, and commerce infrastructure as policy topics; testimony and forecasts in a hearing should be understood as the views of their speakers, not as technical findings by the hearing itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wallets and custody

Wallets are a core infrastructure choice because they shape who controls the keys used to authorize transactions and how users regain access. NISTIR 8301 covers wallet and custody models, including distinct arrangements for managing tokens. The practical options can be self-hosted, externally hosted, or hybrid:

  • Self-hosted: The user controls the credentials directly. This can reduce dependence on a custodian, but the user’s ability to authorize transactions and recover access depends on the chosen setup.
  • Externally hosted: A service provider manages some or all account functions. This can change the recovery experience, but it also gives the provider an operational role and may put access under its control.
  • Hybrid: Control and recovery responsibilities are divided between the user and a provider or other mechanism. The precise division matters more than the label.

Before choosing an account model, establish who can authorize a transaction, who can restore access, and what happens if the service or recovery method becomes unavailable.

Smart contracts and external connections

Smart contracts can make transactions programmable, but code only processes the inputs and rules available to it. If an application depends on off-chain information, such as a real-world status or event, the contract alone cannot establish that information’s accuracy. The source of the data and the process for supplying it are part of the trust model.

What trade-offs should a design address?

NISTIR 8301 covers scaling, privacy techniques, wallets, interfaces, and protocol design. These areas interact: a choice intended to improve one property may alter who can participate, what information is exposed, or how the system is operated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Participation and validation: More open participation may affect the way a network coordinates and is governed. Identify who validates transactions and whether that role is restricted.
  • Scaling and settlement: Designs may use off-chain processes to handle activity beyond the shared ledger. Establish which operations happen on-chain, which happen elsewhere, and how the final result is reflected in the shared record.
  • Privacy: A shared transaction record is not automatically confidential. Determine what transaction and account data participants can see, and what privacy mechanisms the design uses.
  • Interoperability: A system’s ability to exchange data or value with other networks and services depends on its interfaces and operating arrangements. Confirm what is actually connected and who maintains those connections.
  • Governance: Software rules and decision processes can change. Identify who proposes changes, who approves them, and how users are affected if an update is disputed.
  • Centralized service providers: Wallet hosts, application operators, and external data providers may remain important even when the underlying ledger is distributed. Map those dependencies instead of assuming the ledger removes them.

Decentralization by itself does not guarantee security, privacy, efficiency, inclusion, fair governance, or accurate off-chain information. Those are properties to assess in the specific system and its operating arrangements.

How should an organization evaluate an implementation?

Compare concrete designs against the same operational questions rather than treating “decentralized” as a complete specification.

  1. Define the job. Specify what records, transactions, or application functions need to be shared across organizations, and why a shared system is needed.
  2. Map authority. Record who can join, validate transactions, change protocol rules, operate applications, and interrupt service.
  3. Trace account control and recovery. Identify who holds keys, who can authorize actions, and what recovery options exist if credentials or a provider become unavailable.
  4. Classify data. Separate data written to the ledger from data held elsewhere. Determine what participants can see and how external information is checked.
  5. Document operation and settlement. Identify which steps occur on the shared network, which rely on off-chain processes, and how results are reconciled.
  6. Test governance and failure cases. Ask how protocol or application changes are handled, what happens when participants disagree, and what users can do if a service fails.
  7. Compare alternatives on the same criteria. Evaluate participation, key control, visibility, throughput and settlement, interoperability, governance, and centralized dependencies without assuming that one design wins every category.

What claims about benefits deserve scrutiny?

Claims about real-world benefits should be attributed to the organization making them and separated from demonstrated properties of a particular implementation. For example, IOTA’s manifesto advocates digitizing trade infrastructure and representing trade-related assets on-chain. Those statements express IOTA’s vision and projections; they are not independent validation that the proposed outcomes have been achieved.

Likewise, company-authored material can explain how a platform presents its engineering role or intended uses, but it is not an independent assessment. Hashgraph’s 2025 brand guidelines describe its role in Hedera’s engineering and position the platform for application and enterprise use. Treat that description as the company’s positioning, not as proof of performance or suitability for a specific deployment.
