Build the tutor offline-first: lessons, exercises, answer checks, and learner progress must work from content stored on the device, without relying on a server. Add local AI only for features that need it, such as generating another example or interpreting speech. If you offer cloud AI as an optional enhancement, label it as online-only; it is not part of the offline capability.
The hardest work is not choosing a model. It is defining exactly what “works offline” means, getting the right lesson and model assets onto the device in advance, and testing the experience on the languages and devices you intend to support.

Define what “works without internet” means
Write down the actions learners should be able to complete in airplane mode or where there is no usable connection. Keep core navigation, lesson content, exercise logic, and learner history independent of network calls. Decide separately whether local AI is required for any core action or whether it is an enhancement.
- Open a lesson and view its text, examples, and instructions.
- Review saved vocabulary and complete exercises.
- Check answers that have a defined correct response.
- Hear example audio, if listening practice is included and its audio is stored locally.
- Record speech and receive feedback, if the selected speech tools can do so on the target device.
- Save progress locally and make it available after the app is closed and reopened.
Test each promised action with connectivity disabled and any cloud service unavailable. Android’s developer guidance distinguishes on-device inference, which can support offline AI features, from cloud inference, which requires network access. A hybrid app can offer both, but only its local path counts toward a no-internet promise.

Choose the inference approach for your target devices
There is no universally best local model or minimum device established for every tutor. Model size, memory use, latency, battery draw, runtime support, and language coverage differ. Select the device range and language coverage you actually intend to support, then test candidate approaches on representative devices before committing to them.

Use a model for a bounded task, such as producing an additional practice example or a brief explanation, rather than making it the sole source of course content or correctness. Keep expected-answer checks and essential lesson flow inspectable and testable.

Build the learning experience around structured content
Start with lessons that have explicit vocabulary or grammar objectives, explanations, examples, exercises, and answer criteria. Store the content needed for the promised offline activities on the device. Use a generative model selectively; it can add variety, but learners still need a coherent path through the material when the model is unavailable or produces an unsuitable response.

For objective exercises, define expected answers and acceptable variations in logic you can test. For open-ended responses, decide what useful feedback means and how the app should behave when it cannot confidently provide it. Do not present generated feedback as authoritative correction by default: the reviewed sources do not establish the accuracy of any particular model for language teaching.

Decide whether speech belongs in the first version
Speech recognition adds a separate model and data problem. Choose it for the exact target language and variety, not on the assumption that a broadly available speech model will work equally well for every learner. A text-first tutor can be a more dependable initial offline product if suitable speech support has not been established for the languages and devices you plan to serve.
Mozilla Common Voice’s public platform page reports “290 languages and growing” and publicly accessible open speech datasets in “130+ languages.” Those are project coverage counts, not evidence of equivalent dataset size, quality, model support, or recognition performance across languages. Mozilla.ai’s blueprint describes a workflow for downloading Common Voice or custom datasets, fine-tuning a speech-to-text model, and testing transcriptions; it is development documentation, not a turnkey production mobile runtime or an accuracy guarantee.

If speech is part of the promise, validate it with representative speakers and natural learner answers, not only scripted read-aloud sentences. Include accents and speaking conditions relevant to your intended audience. Define what happens when recognition fails: for example, let the learner retry or switch to a text response rather than blocking lesson progress.

Choose an asset delivery policy based on the learner’s likely connectivity and the size of the package. Android’s Play for On-device AI documentation describes install-time, fast-follow, and on-demand delivery modes and notes model-pack size limits. Each option creates a different setup experience.

Show the download size, required free space, progress, and a clear ready-for-offline state. Treat setup as complete only after required files are downloaded and verified. If a language pack or model is missing, explain which feature is unavailable and offer a path that still lets the learner use the content already on the device.
Build and test in a sequence that exposes offline failures early
- Write the offline contract. List every core action and mark whether it works with no connection, whether it needs a local model, and what the app does if that model is missing.
- Build the content and exercise flow first. Store lessons and learner progress locally; implement answer checks that do not depend on server access. Confirm a learner can complete and revisit a lesson offline.
- Select a device and model matrix. Choose representative target devices and evaluate candidate local inference options for support, memory, responsiveness, battery impact, and target-language behavior. Documentation describes available Android paths, but does not establish one minimum device for every implementation.
- Add speech only if the language case is supported. Check data and model availability for the intended language and variety, then test with representative speakers and natural answers.
- Implement asset setup and readiness. Select install-time, fast-follow, or on-demand delivery for each required asset. Make downloads resumable where possible and do not show offline-ready status before the files are available.
- Test the failure cases as well as the ideal path. Disable connectivity, remove or withhold a model, use low-storage conditions, interrupt an asset download, and check whether progress survives closing and reopening the app. Record where learners can continue and where they receive a clear explanation.
- Verify content and model rights before distribution. Check the exact license and redistribution terms for each model, dataset release, and lesson corpus you plan to ship.
Set expectations for what the evidence supports
Android’s documentation supports on-device inference as a way to keep AI features working when a user is offline, and it documents both system-managed and custom-model routes. Mozilla’s resources document speech-data availability and a model-development workflow. They do not establish that an offline AI tutor improves learning outcomes, identify a universally best model, or guarantee speech accuracy for a particular language, accent, or device.
Make product claims match what you have verified: name the languages and tested device range, distinguish offline features from online conveniences, and say when speech or generative feedback is unavailable. Confirm rights against the exact files and content you distribute rather than inferring them from a dataset or platform overview.
