A ransomware threat-hunting program is a repeatable way to look for attacker behavior that preventive controls missed, prove whether your controls can see and stop it, and move findings into incident response before encryption or extortion spreads. Build it as a cross-functional operating process—not as a collection of ad hoc searches owned by one analyst.
The practical sequence is: assign accountable owners, map the telemetry you actually retain, create behavior-based hunt hypotheses, run and document investigations, escalate using pre-agreed thresholds, validate detections against the techniques you care about, and rehearse the response. CISA’s #StopRansomware Guide explicitly directs organizations to “Initiate threat hunting activities” in its detection-and-analysis checklist.

What a ransomware hunting program must accomplish
Routine monitoring waits for an alert. Threat hunting starts with a plausible malicious behavior and searches available evidence for signs that the behavior is already occurring or occurred recently. The objective is not to prove that every event is malicious; it is to reduce the time between an attacker’s first useful action and your organization’s ability to contain it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHunting and incident response are different activities with a shared workflow. A hunt can remain a hypothesis-driven investigation with no confirmed incident. If evidence crosses your incident threshold, the hunt becomes, or feeds, an incident case with an incident commander, evidence controls, containment decisions and communications. Separating the teams so completely that a hunter cannot trigger response is a program failure.

- Hunting asks: “What attacker behavior could be present without a reliable alert, and what evidence would reveal it?”
- Detection engineering asks: “How can we turn a validated behavior into a durable alert or preventive control?”
- Incident response asks: “What is happening now, what is affected, and how do we contain, eradicate and recover while preserving evidence?”
Your program is working when these questions are connected by documented ownership, repeatable searches, escalation rules and a backlog of control improvements.
Assign ownership before writing a query
Give one leader accountability for the program, while making execution a shared responsibility. In a smaller organization, one person may hold several roles; the handoffs still need to be explicit.
Core roles
- Executive sponsor: approves risk priorities, funding, acceptable downtime and authority to isolate systems.
- SOC or threat-hunting lead: owns the hunt backlog, schedules work, reviews quality and reports coverage and unresolved risk.
- Identity and directory owners: explain account lifecycle, privileged access, authentication telemetry and emergency account actions.
- Endpoint and server owners: provide process, file, configuration, EDR and host-isolation capabilities.
- Network and remote-access owners: maintain VPN, RDP, firewall, DNS, proxy and east-west visibility, including retention.
- Backup and recovery owners: identify protected systems, backup administration paths, immutability controls and restore evidence.
- Incident-response lead and legal/communications contacts: receive escalations, preserve evidence and coordinate notifications and external support.
- Business service owners: identify critical applications and the operational impact of isolation or recovery decisions.
Write a one-page charter that names the accountable lead, participating teams, authority to request logs or isolate assets, severity definitions, review cadence and the system of record for hunt notes. Include an escalation contact for nights and weekends; ransomware activity does not respect office hours.
Inventory the evidence you can really search
Build the telemetry plan from the behaviors you intend to investigate and the evidence you must preserve. The categories below are implementation guidance derived from CISA’s examples of suspicious account activity, remote access, endpoint tampering and volatile-evidence preservation; they are not a literal CISA product checklist.
| Evidence area | Questions to answer | Minimum operating detail |
|---|---|---|
| Identity and Active Directory | Can you find newly created or escalated accounts, group membership changes, password resets and privileged logons? | Source systems, event types, actor and target fields, clock synchronization, searchable retention and an owner who can validate legitimate changes. |
| VPN and remote access | Can you distinguish normal device, location and time patterns from suspicious logins, RDP use or other external remote services? | Authentication result, source address, device identity, MFA result, session duration and administrative session records. |
| Endpoints and servers | Can you reconstruct processes, command lines, services, scheduled tasks, file changes and security-tool tampering? | Endpoint coverage map, sensor health, isolation method, retention and a way to retrieve volatile data such as memory when authorized. |
| Backup and recovery systems | Can you see deletion, disablement or configuration changes affecting backups, shadow copies, disk journaling or boot settings? | Separate administrative logs, immutable copies, alerting on destructive actions and a tested restore record. |
| Network controls | Can you trace management protocols, lateral movement and connections to exposed services? | Firewall, DNS, proxy, flow or packet data with known retention and asset identity. |
| Cloud and SaaS control planes | Can you investigate privileged sign-ins, token or key changes, storage access and security-setting changes? | Centralized audit logs, identity correlation, retention appropriate to your response window and documented API or export procedures. |
For every source, record the collection owner, time zone, clock source, retention period, search latency, access permissions and known blind spots. Test a query against a deliberately selected set of known-good events before relying on it in an incident. A source that exists but cannot be searched or exported during its retention window is not dependable hunting coverage.
Prioritize a ransomware hunt backlog
Rank hunts by business impact, attacker opportunity, visibility and the cost of a missed event. Start with behaviors that can enable broad access or destroy recovery, then add environment-specific priorities from current advisories. CISA’s Play ransomware advisory describes observed use of valid accounts, exploitation of public-facing applications, and external remote services such as RDP and VPN for initial access. The advisory search result states that it was updated June 4, 2025 and maps behaviors to MITRE ATT&CK Enterprise version 17; verify the live page at CISA’s Play ransomware advisory before using it to update your backlog.
1. Valid-account and privilege abuse
Hypothesis: An attacker is using a valid identity to blend into normal administration. Search for new accounts, privilege escalation, unusual group membership, password or MFA changes, service-account use from unfamiliar hosts, impossible travel patterns and privileged activity outside a change window.
Data and triage: Correlate directory, identity-provider, VPN and endpoint records. Ask the account owner whether the action was approved, identify the first and last known legitimate use, inspect the source device, and look for follow-on access to file servers, backup consoles or domain controllers.

Escalate when: The owner cannot validate the change, the account accesses high-value systems unexpectedly, MFA was bypassed or reset, or the same identity appears across unrelated administrative hosts.
2. Suspicious remote access
Hypothesis: An external actor has entered through VPN, RDP or another remote service using a stolen credential or compromised device.
Compare source geography, device posture, login timing, MFA results, session duration and command activity with the user’s baseline. Search for first-time RDP peers, remote sessions followed by administrative-tool execution, and a single account connecting to many systems in a short period. Treat a successful login as a lead, not proof; validate the user, device health and business context.

3. Exploitation of public-facing applications
Hypothesis: A public service was exploited before the attacker established persistence.
Review web, application, reverse-proxy, WAF, authentication and host-process logs around unusual requests, error bursts, new child processes, unexpected file writes and configuration changes. Identify the exposed asset, vulnerable component and account context, then inspect outbound connections and lateral movement from that host. Patch status alone is not evidence that exploitation did not occur.
4. Lateral movement and administrative tooling
Hypothesis: The intruder is using legitimate administration paths to reach servers, file shares, virtualization hosts or backup infrastructure.
Look for new host-to-host connections, remote service creation, administrative shares, scripting interpreters, credential-dumping indicators and a workstation acting like a management server. Compare the path with approved administration patterns and map every account and device touched.

CISA’s guide calls out endpoint changes that may impair backups, shadow copies, disk journaling or boot configurations. Hunt for attempts to stop backup agents, delete recovery points, alter boot settings, disable security tools, clear logs or change retention. Include the backup console and hypervisor, not only production endpoints. Any unexplained destructive change should trigger immediate preservation and response review.
6. Early encryption or data-impact signals
Hypothesis: Staging, exfiltration or encryption has begun but has not yet generated a reliable alert.
Search for sudden file-renaming or extension changes, unusual high-volume writes, mass access to shares, creation of archives, new compression utilities, large outbound transfers and processes touching many user profiles. Establish normal baselines for batch jobs and backup windows so that volume alone does not create unmanageable noise.

Use a standard hunt record. It should be readable by an incident responder, detection engineer and service owner without a private conversation.
- State the hypothesis and risk. Name the behavior, affected business service and potential consequence if it is missed.
- Define the scope. List identities, assets, networks, tenants and a time window. Use a recent window for active concerns and a longer look-back when investigating persistence.
- List data sources and expected fields. Record the exact log indexes, tables, APIs or exports, plus known gaps and time-zone assumptions.
- Describe expected behavior. Document legitimate examples, approved maintenance windows, service accounts and known automation.
- Run the search in stages. Start broad enough to find outliers, then enrich candidates with asset criticality, identity role, device posture and change records.
- Triage each candidate. Contact the owner through a trusted channel, examine preceding and following events, and preserve relevant volatile or short-retention evidence.
- Set an escalation threshold. Specify the evidence that opens an incident, requests isolation, disables an account or invokes legal and communications support.
- Record the outcome. Classify the result as benign and explained, suspicious and monitored, confirmed malicious, or inconclusive because of a telemetry gap.
- Create follow-up work. Every confirmed gap gets an owner, due date, control change and retest date. Close the hunt only when the outcome and next action are recorded.
Keep the original query, timestamps, analyst, result count, notable events, screenshots or exports, decisions and approvals in the case record. Do not overwrite a failed hunt after tuning; retain the before-and-after evidence so coverage improvement can be demonstrated.
Use a recurring validation and tuning loop
CISA’s Play advisory describes a practical loop: choose a technique, map security technologies to it, test those technologies, analyze detection and prevention performance, repeat across the inventory, and tune based on results. Turn that into a standing control-improvement cycle:
- Select one behavior from the backlog and identify the ATT&CK technique or sub-technique when a mapping is useful.
- List the controls expected to prevent, detect, log or contain it, including identity, endpoint, network and backup controls.
- Run an authorized simulation, replay, tabletop or historical-event review appropriate to your safety rules. Do not introduce destructive ransomware behavior into production.
- Measure whether the event was generated, ingested, correlated, alerted, investigated and escalated within the required time.
- Analyze false positives, missed events, missing fields, delayed ingestion, retention failures and analyst workload.
- Assign remediation to a named owner, retest after the change and update the hunt record and coverage matrix.
Track coverage as evidence, not as a green dashboard. A useful record distinguishes “telemetry exists,” “query finds the behavior,” “alert fires,” “analyst can investigate,” and “response can contain it.” A control that alerts but cannot identify the affected asset or preserve evidence is incomplete.
Connect hunting to incident response
CISA’s response guidance directs organizations to determine affected systems and isolate them, develop and document an initial understanding, preserve volatile evidence such as memory and short-retention logs, and coordinate with response stakeholders. Embed those actions in your hunt escalation path.

At the moment of escalation
- Open or link the incident case and name the incident commander.
- Record the triggering evidence, discovery time, time zone, analyst and confidence level.
- Preserve relevant logs, memory and endpoint state before isolation when doing so is safe and authorized.
- Identify potentially affected identities, hosts, applications, backups and network segments.
- Use pre-approved containment actions, such as isolating a host or disabling a compromised account, with business-service owners informed.
- Start a timeline and evidence ledger; record who collected each item, when, how and where it is stored.
After containment, hunters can expand the scope backward and sideways: search for the same account, process, infrastructure, persistence method and backup changes across the environment. Response should feed confirmed indicators and behavioral lessons into new hunts, detections and control tests.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Measure outcomes that leadership can act on
Report a small set of consistent measures rather than raw query counts. Break results down by business unit or critical service when that reveals uneven coverage.
- Coverage: proportion of prioritized behaviors with usable telemetry, a repeatable hunt, a tested detection and a documented response action.
- Time performance: time from event ingestion to hunt visibility, analyst triage, escalation and containment decision.
- Quality: confirmed malicious findings, explained benign findings, inconclusive cases and false-positive rate by hunt.
- Evidence readiness: percentage of sources meeting retention, clock, access and export requirements during exercises or incidents.
- Remediation: overdue control gaps, retest completion and recurrence of previously fixed misses.
- Resilience: successful restore tests and the time required to protect backup systems during a simulated compromise.
Do not use a high hunt count as proof of maturity. A smaller backlog with clear hypotheses, reliable evidence and closed remediation is more valuable than thousands of unreviewed searches.

| Decision axis | Questions for evaluation |
|---|---|
| Telemetry coverage | Does it collect the identity, endpoint, remote-access, network, cloud and backup evidence required by your prioritized hunts? |
| Retention and searchability | Can analysts search the needed look-back quickly, export original records and work through ingestion delays or outages? |
| Validation | Can you replay or safely test behaviors, measure prevention and detection, and compare results after tuning? |
| Investigation and case management | Does it preserve timelines, notes, evidence provenance, approvals and links to incident records? |
| Response integration | Can authorized staff isolate hosts, disable accounts, block access and notify the right owners without unsafe automation? |
| Operating cost and staffing | Who maintains collectors, detections, integrations and 24-hour coverage, and what happens when a specialist is unavailable? |
| Tuning capability | Can the team adjust logic from hunt results and measure whether false positives and blind spots actually improve? |
Document the gaps a tool cannot solve, such as missing ownership, weak retention, untested recovery or lack of authority to contain systems. Those are program risks, not procurement problems.
Practice with exercises and readiness assessments
Technical hunts should be paired with staff practice. CISA’s guide recommends training and preparedness and points organizations toward cyber exercises for ransomware scenarios. Run a tabletop that begins with a suspicious privileged login, progresses to recovery-system tampering and tests executive decisions, evidence handling, isolation authority, communications and restoration priorities.
Include the people who would actually make decisions: SOC, identity, infrastructure, backup, business continuity, legal, communications, executive leadership and external responders. Capture every unanswered question as a backlog item, then retest the procedure.

Common failure modes and corrections
Hunting without an escalation path
Symptom: Analysts find suspicious activity but wait for another team to decide what it means. Correction: Define incident thresholds, authority and contacts in the charter and case template.
Collecting everything without retention design
Symptom: Logs exist, but the relevant records expired or cannot be correlated. Correction: Set retention from the response window, synchronize clocks, test exports and document source health.
Alerting on isolated events
Symptom: A single unusual login creates noise while the related endpoint and account activity remains unseen. Correction: Enrich candidates across identity, device, network, asset criticality and change records.
Ignoring recovery infrastructure
Symptom: Production detections work, but backup deletion or security-tool disablement is discovered late. Correction: Give backup and virtualization logs their own hunts, owners and containment procedures.
Declaring success after a query runs
Symptom: The team reports searches completed without proving that controls would detect or contain the behavior. Correction: Use the validation loop, retain before-and-after evidence and assign remediation owners.
Keep the program current
Review the backlog at least quarterly and after major environment changes, incidents, exercises or credible advisories. Recheck actor advisory dates, technique mappings, indicators and service details on the live CISA pages because they can change. Add new cloud services, acquisitions, remote-access paths and backup architectures to the telemetry map before they become blind spots.
A mature program has a visible queue of hypotheses, a documented evidence basis, repeatable triage, tested escalation and a closed feedback loop into engineering and response. That operating discipline—not the brand of a security product—is what gives leaders a defensible chance to find ransomware activity before it becomes an organization-wide outage.
