It is the one that makes a focused question or design need assessable: what you will do, how you will measure the result, what resources you need, and how your plan fits the event’s rules. Start with the competition’s current rubric, forms, safety requirements, and deadlines; requirements differ among fairs and funding programs.
Start with the competition’s current rules and rubric
Before choosing a format or buying materials, find the current rubric, category rules, required forms, and deadlines for your specific fair or program. General proposal advice can help organize your thinking, but the event’s own documents control what you may submit and what approvals or safety steps apply.

The Synopsys Championship says it follows ISEF rules while adding requirements of its own. Society for Science publishes annual International Rules that are official for Regeneron ISEF and Society-affiliated fairs. Check the current version and forms for your event rather than relying on an old example or a different competition’s checklist: Society for Science International Rules.

Choose a question or need you can actually investigate
For an experiment
Write a question narrow enough to answer with the time, materials, and measurement methods available. Briefly explain the relevant background and how your project connects to prior work. Define what you will change or observe, what you will measure, and what result would help answer the question.

For an engineering design
State the need, the solution you plan to develop, and how you will judge whether it works. Replace vague goals such as “make it better” with a measurable outcome—for example, a specified range of speed, accuracy, energy use, or efficiency. Synopsys Championship project standards describe criteria as measurable performance parameters and constraints as factors that limit design choices, including size, weight, shape, materials, and budget: Synopsys Championship project standards.
Make the plan measurable and reproducible
Explain the procedure well enough that a reader can see how the evidence will be produced. Include the materials and equipment, relevant drawings or schematics, and details of fabrication, programming, or assembly when those apply. For each test, specify the setup, what you will do, what you will record, and the threshold or comparison that will count as success.
Synopsys Championship project standards state: “Tests should be run a minimum of 3 times and results should be recorded in metric units where feasible.” Treat that as guidance for projects governed by those standards, not as a universal rule for every fair. Follow your event’s own requirements where they differ.

Build a budget that explains every request
A small total is not enough to make a budget convincing. Connect every requested item to a method, test, or deliverable, and show which resources you already have, can borrow, or need to buy. A simple table makes those choices easy to review:
| Item | Quantity | Estimated cost | Source | Purpose | Status |
|---|---|---|---|---|---|
| Measurement sensor | 1 | $18 | Local supplier | Records the temperature change in each trial | New purchase |
| Digital scale | 1 | $0 | School science room | Measures sample mass before testing | Borrowed; confirm access |
| Protective eyewear | 2 pairs | $0 | School lab | Used during the planned procedure | Already available; confirm fit and condition |
The figures above are an illustrative format, not a recommended shopping list or a quote. Replace them with current prices and resources for your own project. If the form does not request costs, use its format instead of adding an unsupported expense category.
Stanford’s undergraduate proposal guidance recommends explaining goals, the plan, preparation, resources, funding sources, and expenses. That is useful general writing advice, but it is not a K–12 competition rule: Stanford undergraduate proposal guidance.

Keep costs down without weakening the evidence
- Narrow the question until it can be answered with affordable materials and realistic time.
- Ask a teacher, school, library, makerspace, or mentor about available equipment before purchasing tools. List borrowed resources honestly and confirm when you can use them.
- Reuse safe materials only when doing so does not undermine the design or the measurements.
- Spend on what is needed to test your stated criteria; leave out decorative or unrelated items.
- Include a contingency only if the competition’s form allows it, and explain how you estimated it rather than padding the request.
- State limitations created by budget choices and explain why the remaining method can still produce interpretable results.
These are practical planning approaches, not permission to disregard a competition’s expense rules. Check the event’s instructions before charging or requesting any cost.
Check safety, permissions, and documentation before starting
Pre-college projects may have safety, regulatory, or approval requirements that depend on the project category. Society for Science’s annual rules are intended to support safe research and govern eligibility for ISEF and affiliated fairs. Read the current rules and ask the event organizer or designated school contact about your particular project; do not assume an approval is either required or unnecessary without checking the applicable category rules.
Keep records that support the proposal and the work: a dated plan, materials list, relevant drawings, procedure, measurements, and any required approval or permission documents. Confirm whether the event expects these documents with the proposal or later in the process.

Use a timeline with milestones and clear responsibilities
Break the project into work that can be checked off, and identify who is responsible for each task. Note where mentor support or access to shared equipment is needed, and what evidence will show that a milestone is complete.
- Rule review and approvals: confirm category requirements, forms, safety steps, and deadlines before project work begins.
- Background research: gather relevant sources and refine the question or engineering need.
- Design or experiment plan: settle the procedure, criteria, constraints, and measurement method.
- Resources: confirm borrowed equipment, obtain eligible materials, and record actual costs.
- Testing and revision: run the planned tests, document results, and adjust the design or procedure when justified.
- Analysis and submission: interpret results, complete the proposal or report, and prepare the required presentation.
Set dates based on your event’s deadlines and the time needed to access materials; the list is a planning sequence, not a standard schedule.

Choose among project ideas with more than novelty in mind
When several ideas sound promising, compare them against the work and rules you can realistically meet. A low-cost project with a clear test may be a stronger proposal than an ambitious design whose success cannot be measured or whose materials are inaccessible.

Look for local support, and verify the terms
Funding opportunities are specific to their location, applicant eligibility, covered expenses, limits, and application cycle. Utah’s STEM Competition Grant is one example of a state program for eligible K–12 participation; the Utah STEM Action Center page lists allowable expenses such as registration, student supplies, and in-state travel, as well as excluded categories. Check its live page and current application cycle for the rules and limits that apply: Utah STEM Competition Grant. It is not a general grant available to students everywhere.
For other options, ask a teacher or school administrator, library, local STEM organization, or the competition organizer whether support is available and what expenses it can cover. Confirm eligibility and deadlines before building a funding request around a program.
