Build software supply-chain security as a risk-based lifecycle program—not as a one-time scan or procurement questionnaire. Cover software developed in-house, open-source components, commercial products, development and build services, and the ICT providers and subcontractors that support important business services. Connect component and supplier inventories to protected development processes, testing, vulnerability response, and evidence that can be reviewed.
The right level of assurance depends on how important a product or service is and what its failure could mean for business operations. NIST guidance can help structure practices, but its federal acquisition directions are not automatically binding on private financial institutions. EU DORA obligations apply to financial entities within the regulation’s scope; they should not be treated as a universal checklist for every organization.

What belongs in a financial-services software supply chain?
Include the complete path by which software and supporting technology enter, change, and operate in the organization. That means more than a list of packages: it includes people, providers, development systems, releases, and the ICT services on which business operations depend.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Software: internally developed applications, open-source components, commercial software, and software changes or updates.
- Development and delivery systems: source-code repositories, build systems, package registries, signing processes, and release permissions.
- External services: hosted development and build services, ICT providers, and relevant subcontractors supporting important services.
- Business context: the products and services each dependency supports, their criticality, and potential continuity impact.
A component inventory and an ICT-provider register answer different questions. A software bill of materials (SBOM) describes software components; supplier and service records help show which external ICT arrangements support operations and where dependencies may affect continuity. Neither view is sufficient alone.

How to build the program across the lifecycle
1. Set ownership, scope, and assurance tiers
Assign accountable owners across engineering, security, procurement, risk, and compliance. Map products and business services to the software, development systems, providers, and subcontractors that support them. Establish assurance depth according to the software’s or service’s importance, potential impact on continuity, and the nature and complexity of the dependency.
Record who owns each decision, what evidence is expected, and how exceptions are approved. Revisit scope and risk when a service, provider, or dependency changes. This makes the program usable by teams responsible for delivery as well as by procurement and risk staff.
2. Set secure-development expectations
Use NIST’s Secure Software Development Framework (SSDF) as a practice framework for organizing security work in four areas: preparing the organization, protecting software, producing well-secured software, and responding to vulnerabilities. Translate those areas into requirements that fit your organization’s development and supplier relationships.

For suppliers, define expectations for secure development, vulnerability disclosure and response, and evidence your organization can review. Treat federal attestation directions associated with U.S. executive-branch acquisition as guidance to assess and adapt—not as requirements that automatically apply to a private financial institution.
3. Inventory components and preserve provenance
Generate and maintain an SBOM for releases where appropriate. Keep component records connected to the relevant source, dependencies, built artifacts, and released versions so teams can determine which software may be affected when a component or vulnerability changes.
An SBOM improves visibility; it does not establish that software is secure, that a build was trustworthy, or that the inventory is complete and current. Define how records are updated, retained, and used in vulnerability triage rather than treating SBOM generation as a one-off deliverable.

4. Protect source, build, and release paths
Protect repositories, build systems, package-publishing credentials, signing processes, and release permissions in proportion to risk. Restrict privileged access, separate duties where appropriate, and retain records that let reviewers trace who changed, built, approved, and released software.
Make the path from source to released artifact reviewable. Choose control designs that fit the threat and criticality of the systems involved; the cited guidance supports trustworthy development and provenance outcomes but does not prescribe one architecture or vendor configuration for every financial-services organization.
5. Verify software before accepting or releasing it
Define risk-based acceptance criteria for acquired and internally produced software. Test changes before release, assess vulnerabilities and component integrity, and assign findings to owners with a route to remediation. Link results to the software or service they affect so risk decisions are actionable.

For financial entities covered by the relevant DORA rules, ICT software changes are subject to documented, controlled change management. Commission Delegated Regulation (EU) 2024/1774 also says entities should review acquired software source code, including proprietary software where feasible, using static and dynamic testing methods. These are EU-specific details; applicability depends on the entity and the relevant legal scope.
6. Manage providers and subcontractors as a chain
Track ICT services that support business operations, their contractual arrangements, criticality, concentration and continuity concerns, security obligations, incident assistance, and exit or recovery arrangements. Keep the records usable across procurement, risk, security, and service owners, and update them when arrangements change.
Under DORA, covered financial entities remain responsible for compliance when they use third-party ICT services. They must maintain a register of information about contractual arrangements for ICT services. Commission Implementing Regulation (EU) 2024/2956 sets standard templates and requires visibility into relevant subcontractors that effectively underpin ICT services supporting critical or important functions, or material parts of them. This is not a direction to record every subcontractor in every chain regardless of the rule’s criteria.

7. Operate vulnerability intake and response
Provide a channel for receiving vulnerability reports and define how findings are assessed, assigned, prioritized, and closed. Use component and provenance records to identify affected products and releases. Prioritize remediation according to exposure and the importance of the affected service, and communicate fixes to affected customers or internal owners.
Set expectations for supplier notification and response as part of the relationship. Retain the decision trail for findings that are accepted, deferred, or remediated so teams can explain how the risk was handled.
8. Retain evidence and rehearse recovery
Keep evidence that supports operational decisions and review: test and approval records, SBOMs and provenance data, supplier records, exception approvals, and remediation decisions. Exercise scenarios such as a compromised dependency, build system, or critical ICT provider affecting an important service. Tailor the exercise to the organization’s dependencies and continuity needs.
How NIST practices and EU DORA fit together
NIST material and EU regulations serve different roles. NIST’s EO 14028 supply-chain materials and SSDF can inform implementation practices; the federal acquisition context does not make their directions universally binding on financial institutions. DORA and its supplemental EU rules establish obligations for financial entities within their scope.
| Instrument | What it contributes | Scope to keep in view |
|---|---|---|
| NIST EO 14028 supply-chain materials and SSDF | Practice structures for secure development, software protection, provenance, vulnerability checking, remediation, and disclosure. | Useful practice references; federal acquisition directions should not be presented as automatically binding on private financial institutions. |
| DORA, Article 28 | Places ICT third-party risk within the ICT risk-management framework, requires proportionality and a register of information on ICT-service contractual arrangements, and keeps responsibility with the financial entity. | Applies to financial entities within DORA’s scope. The required assurance should reflect the dependency’s nature, scale, complexity, importance, and potential continuity impact. |
| Commission Implementing Regulation (EU) 2024/2956 | Sets standard templates for the DORA register and supports visibility into relevant subcontracting chains. | Subcontractor recording follows the rule’s criteria, including whether subcontractors effectively underpin ICT services supporting critical or important functions or material parts of them. |
| Commission Delegated Regulation (EU) 2024/1774 | Addresses ICT risk-management tools, methods, processes, and policies; describes risk-based testing practices and source-code review for acquired software, including proprietary software where feasible, using static and dynamic testing. | EU scope and entity applicability matter; do not generalize the provision to all organizations or software. |
How to assess software supply-chain tools and suppliers
Tools can help maintain inventories, surface vulnerabilities, and preserve evidence, but a scanner or SBOM generator is not a substitute for accountable governance or supplier oversight. Assess the coverage and evidence the tool or provider can actually support.
- Coverage and freshness: Which repositories, package ecosystems, build artifacts, deployments, and vendor services are represented? How are gaps or stale records identified?
- Provenance and integrity: Can teams connect a release to its source, dependencies, build process, approvals, and integrity evidence? Can SBOMs and related records be maintained and reviewed?
- Vulnerability workflow: Can affected software be identified and findings routed to accountable owners for remediation?
- Build-path protection: What access, secrets, signing, and audit controls protect source and build systems, and are they proportionate to system criticality?
- Supplier visibility: Can procurement and risk teams map ICT services, service criticality, material subcontractors, concentration dependencies, and continuity impacts?
- Operational fit: Can the process work with existing engineering and change-management practices while preserving evidence for risk decisions and supervision?
What a useful program should make possible
Teams should be able to trace important software and services to their components, development and build paths, providers, and accountable owners; identify potentially affected releases when a vulnerability or provider issue arises; and show how testing, remediation, supplier oversight, and exceptions were handled. That capability—not a single questionnaire, product, or generated file—is the practical measure of a working supply-chain security program.
