Use robots.txt to tell compliant crawlers which pages you prefer they not fetch, a web application firewall (WAF) to enforce request-level blocks or challenges, and rate limits to slow repeated activity on costly or abuse-prone endpoints. These controls do different jobs: robots.txt is guidance, not security. Protect private content with authentication and server-side access controls.

The Internet Engineering Task Force states in RFC 9309: “These rules are not a form of access authorization.” A disallowed URL may still be requested directly, so never rely on a crawler preference file to conceal or protect a resource.

Set up robots.txt as crawler guidance
Put the file at the right location
RFC 9309 specifies a UTF-8 file at the site’s top-level path: /robots.txt. Rules are grouped by crawler product token. A crawler uses a matching group where available; if none matches, it uses the wildcard group. Multiple matching groups are combined. For a path decision, the most specific matching rule applies, and when an Allow and Disallow rule are equally specific, Allow takes precedence.
For example, a site might publish:
User-agent: ExampleCrawler
Disallow: /catalog/
User-agent: *
Disallow: /internal-preview/This asks matching compliant crawlers to avoid those paths; it does not prevent other clients from requesting them. Use actual crawler product tokens and paths that reflect your intent, and do not put confidential paths in the file. RFC 9309 warns that listing a path makes it discoverable and recommends valid application-layer security, such as HTTP authentication, for protected material.

Check the response after deployment
Verify that /robots.txt returns the intended content and a successful response. RFC 9309 distinguishes an unavailable file from an unreachable one: with an HTTP 4xx response, a crawler may access resources; with server or network errors, including 5xx, it must assume complete disallow while the file is unreachable. The standard says crawlers should generally not use a cached copy for more than 24 hours unless the file is unreachable. It also requires implementations to support a parsing limit of at least 500 KiB; that is a minimum parser capability, not a recommended file size.
Use a WAF when you need request-level enforcement
A WAF evaluates incoming requests and can apply actions such as blocking or challenging traffic that matches a rule. Depending on the product, rules may use request attributes or bot-management signals. Those signals, actions, and plan availability are provider-specific, so confirm what your WAF actually supports before designing a policy.

As one vendor-specific example, Cloudflare documents custom rules for challenging bad bots and custom bot rules, as well as feature interoperability constraints. Its documentation describes particular Cloudflare capabilities, not a universal feature set for every WAF. Apply rate limits to costly or scrape-prone actions
Rate limits work best when they match the behavior that creates cost or abuse, rather than indiscriminately limiting every request to the site. Define the scope and counting method, set a threshold and time window appropriate to normal usage, and decide what mitigation applies and how long it lasts once the threshold is exceeded.
- Choose the action or endpoint. Target the page, API operation, or repeated action that is expensive or prone to scraping.
- Choose what to count. Configure the request expression and counting dimensions the provider supports, such as the relevant client or request class.
- Set the threshold and window. Base them on the endpoint’s legitimate usage pattern; a generic threshold can penalize normal activity.
- Select mitigation and duration. Decide whether matching traffic is blocked, challenged, or otherwise limited, and for how long.
- Review exceptions and outcomes. Check effects on legitimate search crawlers and other trusted traffic before tightening the rule.
Cloudflare’s product-specific guidance gives examples such as limiting repeated price lookups to frustrate catalog scraping. Roll out controls without disrupting legitimate traffic
Bot controls can produce false positives. After deployment, verify normal search crawling, uptime monitoring, integrations, and user journeys rather than assuming every matched request is unwanted. Cloudflare’s WAF FAQ recommends allowlisting trusted IPs or fine-tuning rules to reduce false positives; those are vendor-specific operational suggestions, and the appropriate exception method depends on your environment. Review exceptions periodically so that a rule does not remain broader than necessary. See Cloudflare’s WAF FAQ.

RFC 9969, published in 2026, discusses robots.txt as an attachment mechanism for preferences recognized by AI vendors and the limits of relying on it alone. That context does not establish that every bot honors the protocol. The practical distinction remains: crawler guidance can communicate preferences, while enforcement and protection require controls on incoming requests and protected resources.
