The safest method is a two-layer backup: copy each game’s actual save folder into dated folders outside Steam, and separately use Steam’s Backup game files tool for the installation. Steam Cloud is useful for synchronization, but it is optional, game-specific, and not a dependable archive. Before restoring an older save, preserve the files currently on the computer, disable Cloud for that title, restore and verify the local copy, then decide deliberately which version should be uploaded.
What Steam backs up—and what it does not
Steam has three different mechanisms that are easy to confuse:
As an Amazon Associate I earn from qualifying purchases.
| Mechanism | What it contains | How to use it for museum preservation |
|---|---|---|
| Steam Cloud | Files selected by the game’s developer and synchronized for that title | Copy the Cloud directory as an additional source, but do not treat it as a complete archive |
| Steam Backup game files | Game installation files packaged by Steam | Use it to recreate the installed program; copy saves separately |
| Manual save-folder copy | The files that actually record progress, settings, or profiles | Make dated, independent copies on removable storage and test a restore |
Steam Support says, “Developers are able to completely customize how the Steam Cloud is used, including which user files are uploaded.” A Store page showing the Steam Cloud feature therefore does not guarantee that every save, profile, screenshot, mod, or configuration file is synchronized. A game can also have no Cloud support while still saving locally.
Valve’s installation-backup documentation is explicit about an important exception: “Backups for Valve created games will not include saved games, custom multiplayer maps or configuration files.” The same practical limitation can occur whenever a title stores saves outside the files Steam packages. An installation archive is not evidence that your museum progress is inside it.

Steam Support also warns that it can explain how Cloud works but “cannot recover lost saves or assist in resolving cloud conflicts.” Independent copies are the only reliable safeguard against accidental deletion, corruption, or an unwanted synchronization.
Plan an inventory for every game
Do not assume that two games from the same publisher use the same path. Make a small inventory before copying anything, especially when preserving a collection of older or unusual titles.
- Game name and Steam app ID (the numeric ID in the game’s Store URL).
- Operating system and Steam library or install location.
- Whether the Store page displays Steam Cloud.
- The developer’s documented save location and the names of the files or folders to preserve.
- Date of the last known-good session and a short note about the museum progress you expect to see after restoration.
The developer’s manual, support page, readme, or an in-game settings screen is the authority for the exact path. If no documentation is available, search the common locations below while the game is closed. Do not copy an entire disk indiscriminately: identify the folder that changes when you create a test save, then record that finding.

Steam Cloud’s account and app-ID directory
On Windows, Cloud files normally appear beneath C:Program Files (x86)Steamuserdata. A typical path is userdata[Steam ID][app ID], where the first variable identifies the Steam account and the second identifies the game. The equivalent default locations are:
- Windows:
C:Program Files (x86)Steamuserdata - macOS:
~/Library/Application Support/Steam/userdata - Linux:
~/.local/share/Steam/userdata
Steam’s installation may be in another drive or directory, so use the actual Steam folder on that computer rather than relying on the default. Keep the account-ID folder, app-ID folder, filenames, and timestamps intact when copying. Renaming individual files can make a later restore impossible to audit.

Non-Cloud and Auto-Cloud paths
Developer-defined local saves commonly appear in DocumentsMy Games, AppDataLocal, AppDataLocalLow, AppDataRoaming, Saved Games, or the game’s install directory on Windows. macOS titles may use the user’s Application Support or Documents folders; Linux titles may use the home directory or an XDG data path. Steamworks Auto-Cloud can be configured to collect files from these platform roots, so a Cloud-enabled title may have both a game-specific folder and a corresponding Steam userdata copy.
Some games use a profile database, several numbered slots, or a file with no obvious “save” name. Preserve the whole documented folder rather than selecting only files that look familiar. Include sidecar files, profile metadata, and slot indexes when they are stored together.
Step 1: Make a clean local save copy
- Finish the session normally. Save in the game, return to its main menu, quit, and wait for the desktop. Then exit Steam from its menu so pending writes and Cloud transfers can finish.
- Locate the save folder. Check the developer’s instructions first, then the common paths listed above. Sort files by modification time and compare them with the time of your test save if the location is uncertain.
- Create a dated destination outside Steam. A useful naming pattern is
Game name - app 123456 - 2026-10-19. Store it on an external hard drive or USB SSD, not only in the Steam library. - Copy the complete save directory. Preserve the folder structure and file timestamps. Do not move the originals; a backup is a copy.
- Record what you copied. Put the operating system, game version if shown by Steam, path, and a short progress description in a text file beside the backup.
- Check the result. Open the destination and confirm that files exist, their sizes are plausible, and the copy can be read from the removable drive after safely ejecting and reconnecting it.
Repeat this process after important milestones. A single copy made years ago cannot protect progress made later, and a backup left permanently attached to the gaming computer is vulnerable to the same disk failure, malware, or accidental deletion.
Step 2: Preserve the Steam Cloud copy
For a title that supports Cloud, copy its relevant account/app-ID directory under userdata after Steam has finished synchronizing. Keep the complete directory tree, not just files with familiar extensions. If several Steam accounts are present, match the account ID recorded in your inventory.
Cloud is a synchronization service, not a versioned archival system. It may update a remote copy after a local change, remove a file that the game has deleted, or present a conflict between two machines. Keep this Cloud snapshot alongside the manual save copy and label when it was taken. Do not replace your dated archive with whichever copy Steam currently offers.

Step 3: Create Steam’s installation backup separately
- Open Steam Library and select the game.
- Open the game’s Properties.
- Select Installed Files.
- Choose Backup game files and complete the wizard.
- Write the resulting archive to an external hard drive or USB SSD, preferably in a folder named for the game and date.
To use that archive later, open Steam and choose Steam > Restore Game Backup. Restoration recreates the installation files; it does not guarantee that saves, custom maps, or configuration files are present. Restore the installation first, then use your separately archived save folder.

How to maintain a museum-quality backup set
Use at least two dated copies, with one disconnected from the gaming PC when it is not being updated. One copy can be on a removable drive and another on a different storage device kept elsewhere. Keep the original folder layout and add a simple manifest containing:
- Game title, app ID, account ID (if relevant), platform, and Steam library path.
- Save-folder path and Cloud-folder path.
- Backup date and the progress represented by that snapshot.
- Whether the copy is a local save, a Cloud snapshot, an installation archive, or all three.
Periodically test a restoration on a spare installation or a second computer. A backup that has never been opened is only an assumption. Testing also reveals whether the game expects a particular platform, permissions, launcher, or file layout.
Restore an older save without losing the current one
The conservative order matters. A launch with Cloud enabled can download a newer state over the archive you intended to use, or upload a damaged local state. Work from copies and keep the current files until the restored progress has been verified.
1. Preserve the state currently on the computer
Quit the game and Steam cleanly. Copy the current save folder to a new dated folder before changing anything. Include the current Steam userdata[Steam ID][app ID] directory when the title uses Cloud. This gives you a rollback if the older archive is incomplete.

2. Turn off Cloud for this game temporarily
In the game’s Steam properties, find its Cloud synchronization setting and disable it for the restoration. The exact label can vary with the Steam client, but it is the per-game setting in the game’s properties rather than a deletion of your archive. If Steam displays a pending conflict before you can reach the game, do not choose a version blindly; preserve both sides first.
3. Install or restore the game
Install the title normally, or use Steam > Restore Game Backup if you made an installation archive. Start the game once only if necessary to create its folders, then quit. Do not begin a new campaign that could generate files in the location you are about to replace.
4. Put the archived save in its original location
Copy the dated save folder back to the exact path recorded in your inventory. If you used a complete app-ID directory, restore it under the same account-ID branch. Preserve names, capitalization where the platform requires it, and the directory nesting. Do not merge two snapshots unless the developer specifically documents that procedure; replace the target folder only after saving the target’s current copy.
5. Verify offline or with Cloud still disabled
Launch the game with Cloud disabled, load the expected profile or museum slot, and check several concrete markers: unlocked exhibits, currency or inventory, playtime, and the most recent save date shown in-game. Move through a safe area and make a test save. Quit normally and reopen once to confirm that the restored state persists.

6. Decide which state should become authoritative
Keep the restored local files if they contain the desired progress. Keep the newer files instead if the archive is incomplete or the current state is the one you meant to preserve. Never make this choice from a filename alone; compare the in-game progress and the file modification dates with your play history.

7. Re-enable synchronization only after verification
Once the correct local state is confirmed, turn Cloud back on. If Steam reports a conflict, compare the displayed local and remote modification times with your dated archives, then select the verified version. Allow the upload or download to finish and launch the game again to confirm that the chosen state remains intact. If you are uncertain, leave Cloud disabled and retain both copies until you can test safely.

Steam says the game has Cloud, but no save appears in userdata
The developer may synchronize only selected files, use a different account or app ID, or keep the authoritative save outside the expected folder. Check the Store page and developer documentation, then inspect the documented local paths. A Cloud badge is not proof that every local save is uploaded.
The restored game starts with a new profile
Usually the folder was copied to the wrong platform path, one level too deep, or under the wrong account/app-ID directory. Quit without saving, restore the current target folder from your safety copy, and compare the archive’s directory tree with the path recorded in your inventory. Some titles require the complete profile folder rather than one slot file.
A Cloud conflict appears immediately
Do not resolve it by guesswork. Capture both local and Cloud directories, note the conflict’s displayed dates, and compare each with your dated archive and play history. Choose only after opening the candidate that you have verified, then keep Cloud disabled until that decision is complete.
The installation restored but progress is missing
That result is expected when only Steam’s installation archive was restored. Copy the independent save-folder archive to the developer-defined path, then repeat the verification steps. Valve’s documentation specifically excludes saved games from backups for Valve-created games.
The archive is from another operating system
Cross-platform behavior is title-specific. A game may use a shared save format, a platform-specific format, or different paths and identifiers. Preserve the original files unchanged, read the developer’s cross-platform guidance, and test on a separate installation before replacing a known-good save. Do not assume that a Windows file can be safely converted for macOS or Linux, or vice versa.
The save is corrupted or no longer recognized
Stop launching and saving over the file. Return to the last dated snapshot, test an earlier snapshot, and keep the corrupted files for diagnosis. If every copy fails, Steam Support generally cannot recover the lost progress; independent historical copies are what make an earlier restore possible.
Quick Recap
Local copies, Cloud copies, and installation archives compared
| Question | Local save-folder copy | Steam Cloud copy | Installation archive |
|---|---|---|---|
| Records progress? | Yes, when the correct developer-defined folder is copied | Only the files the developer selected for synchronization | Not reliably; saved games may be omitted |
| Works without an internet connection? | Yes, for the restore itself | No remote synchronization; the local snapshot can still be copied manually | Yes, once the archive is available |
| Offers historical versions? | Only if you make dated copies | Not as a guaranteed archive or version history | Usually represents the installation at backup time, not save history |
| Best use | Primary progress preservation | Convenient transfer between machines | Recreating the installed game files |
Final preservation checklist
- The game is closed and Steam has finished pending writes.
- The exact save path, app ID, account ID, platform, and backup date are recorded.
- The complete local save folder is copied outside Steam.
- The relevant Cloud directory is copied when the title uses Cloud.
- The Steam installation archive is stored separately from the save archive.
- At least two dated copies exist, including one disconnected from the gaming PC.
- Before restoration, the current local and Cloud files are preserved.
- Cloud is disabled while archived files are restored.
- The restored game is tested with concrete progress markers before synchronization resumes.
- Cloud is re-enabled only after choosing and verifying the authoritative version.
