Use reusable formats and interfaces where they deliver worthwhile portability, document the trade-offs when you adopt provider-specific services, and test an exit plan before you need one.
What vendor lock-in means for an AI workload
Vendor lock-in is the practical difficulty or cost of changing providers because part of a service depends on a provider’s technology, contract or operating model. For AI, that dependency can extend well beyond where the code runs. A container image may package an application, but it does not necessarily package the data, model assets, hardware drivers, identity rules, orchestration, evaluation process or operational controls the application needs.

A workload can be portable at one layer and difficult to move at another. For example, a training job might use a broadly reusable container while depending on a particular accelerator runtime, proprietary training data format, provider-specific job scheduler and managed experiment-tracking service. If only the container is portable, the workload as a whole is not.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsLock-in is not automatically a mistake. A managed service may provide useful capabilities or reduce the operational burden enough to justify a provider-specific dependency. The key is to understand what the service buys, what it makes harder to change, and what an exit would require. Australian Government Architecture puts the principle plainly: “Lock-in is not inherently a problem. It becomes a concern when dependencies are poorly understood, unmanaged, or disproportionate to the value gained.”

Map dependencies before choosing a provider
Start with the complete workload and its surrounding operating process. Include the components that create, run, secure, evaluate and support the AI system. A dependency inventory helps distinguish what can move directly from what would need replacement, rework or contractual permission.
Inventory the workload
- Compute and runtime: accelerator models, drivers, device plugins, runtime libraries, container images, scheduling rules and any hardware-specific optimizations.
- Data and AI assets: source datasets, training data, metadata, model weights and other artifacts, prompts, embeddings, evaluation datasets and records of model versions.
- Application and orchestration: inference and training code, pipelines, job definitions, workflow tools, APIs, model-serving components and integrations with other systems.
- Evaluation and monitoring: test methods, quality measures, logs, traces, alerts, dashboards and the data needed to reproduce an evaluation.
- Operations and security: identity and access policies, encryption settings, vulnerability processes, backup and recovery, incident response, continuity arrangements and staff procedures.
- Commercial dependencies: service terms, data-return obligations, termination requirements, transition assistance, access after termination and offboarding charges.
Record where each item lives, which teams use it and who is responsible for it. Then label its changeability: portable as-is, replaceable with engineering work, constrained by contract, or specific to the provider. These categories are more useful than a single “portable/not portable” label because they show where an exit plan needs work.
Ask the AI-specific questions
For each critical workload, ask whether it depends on proprietary models, prompts, embeddings, training data, orchestration tools or evaluation methods. Then ask whether the agency or business has tested whether critical data, workloads or configurations can be moved or restored. These questions, drawn from Australian Government Architecture’s lock-in checklist, help expose dependencies that an infrastructure inventory alone can miss.
Recommended Free Tools
Also record why a provider-specific choice exists. A useful entry states the capability or operational benefit, the workload it supports, the alternative that might be used elsewhere, the likely work involved in switching, and the event that would prompt a review. This turns a dependency from an accidental surprise into a managed decision.
Design portability where it is worth the cost
Portability is an option to preserve, not a requirement to reject every managed capability. GOV.UK guidance says organizations should aim to maximize both service value and portability where possible. It also cautions that avoiding provider-specific services can increase engineering work or reduce functionality. Apply that trade-off to each workload rather than treating portability as an all-or-nothing architecture rule.

Use reusable formats for important assets
For data, metadata, logs, prompts, configuration and model artifacts, document the export format and the method for retrieving it. Prefer open or broadly reusable formats when they meet the workload’s needs. A file that can be downloaded is not necessarily useful elsewhere: it may omit metadata, depend on a proprietary schema, or require a service that is unavailable after the move.
Confirm that the organization has the right to access, retain and reuse each exported asset. Check ownership, data-use restrictions, residency or sovereignty requirements, and what the provider must return at termination. For each important export, define what “usable” means: for example, whether it retains the metadata needed to load a model or reconstruct a dataset, and whether the destination environment can read it.
Keep replaceable components loosely coupled
Where a component is important to replace, define clear interfaces between it and the rest of the workload. This can make it easier to change a model-serving component, data store or orchestration tool without rebuilding everything around it. Keep deployment definitions and infrastructure-as-code workflows in formats and tools that can work in the target environments when that flexibility is worth the maintenance cost.
Do not abstract every provider feature automatically. An abstraction layer can itself become a system to maintain, and may restrict capabilities or add complexity. Focus on the dependencies whose replacement matters to the organization’s exit scenario; accept other dependencies deliberately when their value exceeds the portability cost.
Make a decision record for provider-specific services
For each managed or proprietary capability, record its benefit, alternatives considered, portability limitation, owner and review trigger. A review might be prompted by contract renewal, a major architecture change, a new AI workload, or a material change in provider terms. This is more actionable than a general promise to “avoid lock-in,” because it links the technical choice to a future decision point.

Validate accelerator portability instead of assuming it
Kubernetes offers a device-plugin framework for advertising hardware resources such as GPUs to a cluster. A plugin performs vendor-specific initialization and advertises devices; workloads can then request those extended resources. That provides a useful scheduling interface, but it does not make GPU environments interchangeable.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Differences can remain in accelerator models, drivers, libraries, runtime support, device topology, resource names, scheduling behavior and performance. A workload that starts on one provider may still fail, require changes or behave differently on another. A common container or Kubernetes API is therefore a starting point for validation, not proof of portability.
Build a workload compatibility check
- List the actual requirements: record accelerator capabilities, supported drivers and runtime libraries, device-plugin requirements, memory and topology needs, and how the workload requests and schedules devices.
- Check the destination environment: ask whether the target provider supports the required accelerator and software stack, including the relevant resource advertising and scheduling behavior. Verify the real environment rather than relying only on a general compatibility statement.
- Run a representative workload: use a test that exercises the parts of the stack the production workload depends on, such as initialization, data access, model loading, training or inference, and output handling.
- Record differences and remediation: document any configuration changes, unsupported features, performance or behavior differences that matter to the workload, and the owner responsible for addressing them.
- Repeat after material changes: revalidate if the workload’s accelerator needs, runtime stack or destination environment changes significantly.
The Open Compute Project’s neocloud workstream focuses on standardized hardware and software interfaces and management as a way to make infrastructure more modular and reduce proprietary constraints. That is an industry direction, not evidence that every neocloud already provides interchangeable systems. Test the specific destination and workload.
Compare neocloud options on the workload, not the label
Use the same workload and exit assumptions to evaluate each candidate. A provider name or a common infrastructure interface does not establish that the workload, its assets or its operating controls will move cleanly. The following questions are evaluation axes, not a ranking of current providers.
| Area | Questions to ask | Evidence to request or test |
|---|---|---|
| Hardware and runtime | Are the required accelerators, drivers, device plugins, libraries and workload runtimes supported at the destination? Can the workload run there? | Documented compatibility details and results from a representative workload test. |
| AI assets | Can model artifacts, prompts, embeddings, datasets and evaluation methods be exported in usable form and restored elsewhere? | Export procedures, format descriptions and a restore or import test. |
| Data and interfaces | Can data, metadata, logs and configuration be exported without technical or contractual blockers? Are interfaces and formats reusable? | Export methods, access conditions, format details and relevant contract provisions. |
| Operations and security | Can identity, monitoring, logging, encryption, vulnerability management and continuity controls be maintained during a move? | Operational requirements, control mappings, transition responsibilities and a continuity plan. |
| Contracts and exit | What transition rights, data-return duties, access rights, termination requirements and offboarding charges apply? | Written contract terms covering access, return, transition assistance, termination and charges. |
| Cost and value | What does a provider-specific service add, and what engineering, migration, dual-running and exit work would changing it require? | A workload-specific comparison of benefits, operational effort and switching activities. |
Cloud service models can carry different forms of dependency. The Government of Canada’s Right Cloud Selection Guidance notes differences in lock-in risk across service models and recommends multi-vendor standards and exit planning. Infrastructure may be more commoditized than a software service, but an AI platform or managed-model service can still bring dependencies in tools, formats, workflows and operations.

IEEE P2301 provides a guide for standards-based choices across cloud application, portability, management and interoperability profiles, including interfaces, file formats, software bills of materials and operating conventions. Its profile approach can inform procurement requirements and architecture choices; it is not certification that a particular AI workload will migrate without adaptation. The IEEE page identifies an active project approved February 15, 2023 and refers to the 2301-2020 guide.

An exit plan should explain how the organization would preserve service, regain usable assets and operate the workload elsewhere. It needs named owners and concrete actions; a clause or a backup alone does not prove that the system can be moved.
Specify transition rights and responsibilities
Document what the provider must return, in what form, when access ends, and what rights the organization has to retrieve data and configurations during transition. Include applicable access periods, transition assistance, termination steps and charges. Match the contract language to the technical inventory: a right to receive “data” may not answer whether prompts, model artifacts, metadata, logs or configuration are included.
Assign owners for technical export, contract management, security, service continuity and acceptance of the destination environment. Identify who can authorize the move and who resolves blockers. If responsibility is unclear, a technically workable plan can still stall during an actual transition.
Estimate the full switching effort
Plan for migration and offboarding work, staff time, assurance, supplier transition, reconfiguration, testing and any period when both environments must run. Include work to replace provider-specific services and to verify that security and operational controls continue to function. The amount will vary by provider and workload; the useful output is a workload-specific estimate and list of assumptions, not a generic switching-cost figure.
Best Value
Also document how the workload will be backed up, recovered, failed over and supported during an incident or service interruption. A migration plan and a continuity plan are related but distinct: the first changes where the system runs, while the second keeps the service functioning through disruption.
Test an export, restore or migration
- Select a critical workload and its essential assets: include the data, configuration and operational records needed to restore it, not only the executable code.
- Export from the current environment: follow the documented method and record what is included, what is omitted and any access or permission constraints.
- Restore or run in a target environment: verify that the destination can use the assets and that the workload’s essential operation can be reproduced.
- Check controls and continuity: validate the identity, security, monitoring, logging and recovery arrangements needed to operate the workload there.
- Log the outcome: record blockers, workarounds, unresolved risks, remediation owners and the next review date.
A successful download is only evidence that an export occurred. A restore or migration test provides stronger evidence that the exported material is complete and usable. If a full move is not practical, test the most critical parts and state clearly what remains unverified.
Keep the plan current
Portability decisions become stale as workloads, contracts and provider environments change. Revisit the dependency inventory and exit assumptions at contract renewal, after major architecture changes, when adding a new AI workload, or when provider terms change materially. Other organization-defined triggers can be added where they affect continuity, security or the value of a provider-specific service.
At each review, check whether owners are still assigned, export methods still work, destination assumptions remain valid, and remediation from the last test is complete. Keep the test result and the next review date alongside the workload record so that exit readiness is maintained as an operational practice rather than a one-time procurement exercise.
What a practical portability decision looks like
For each critical dependency, the decision should be explicit: retain it because its value justifies the switching cost, replace it with a more reusable option, or reduce the risk through an export, transition right or tested alternative. The proportionate choice may differ across workloads. A provider-specific capability can be acceptable when its benefits are understood and the consequences of leaving are manageable; it is a risk when no one knows what must move, whether it can move, or who will make that happen.
That approach follows the central guidance from both UK and Australian public-sector sources: weigh service value against portability, make lock-in choices deliberately, and mitigate dependencies in proportion to their risk. It preserves useful managed services without mistaking a container, a contract clause or a portable file format for a complete exit strategy.
