Gina Raimondo made the case for closer U.S.–India technology cooperation around semiconductors, resilient supply chains and trusted partnerships. Her remarks described an agenda and a rationale—not a claim that every project was complete or that the headline wording was a verbatim quotation. Later developments reported in 2023 and 2026 show how that agenda spans government frameworks, research, investment and communications standards.
What Raimondo said about U.S.–India technology cooperation
In an interview with Quad+ editor Pramit Pal Chaudhuri, Raimondo said the United States and India were exploring cooperation in semiconductors, supply chains and technology during her planned visit to India. She described the opportunity in terms of both economic growth and geopolitics: “The policies and investments that the Indian government is making line up with a macroeconomic and geopolitical moment that promises to create significant growth…The US wants to be a trusted partner in that growth.”

She also connected the stakes to countries’ dependence on a small number of foundational technologies: “The stakes [around technology] are even higher as countries around the world have become reliant on a handful of key foundational technologies.” On the specific focus of the visit, she said: “This collaboration on technology in general, and semiconductors in particular, is a major focal point of my trip.” The interview page’s publication year is not established, so these remarks should be understood as reflecting the period around the planned visit, not as a newly dated policy announcement.

Semiconductors are essential components in products and infrastructure across many industries. Raimondo presented reliance on a limited set of foundational technologies, and the risks of supply disruption, as economic and national-security concerns. Her example was the chip shortage’s effect on car prices: she said prices rose nearly 30% in 2021 and that this accounted for a third of core inflation. Those figures are her account in the interview, not an independently re-estimated calculation here.
#1 Best Overall
- COMPATIBILITY: Development board supporting multiple wireless protocols including Bluetooth
- Thread, Matter, Zigbee, ANT, and NFC at 2.4GHz frequency
- PROCESSOR: Features the advanced nRF54L15 transceiver chip from Nordic Semiconductor for reliable wireless communications
- WIRELESS STANDARDS: Implements IEEE 802.15.4 protocol support for Matter, Thread, and Zigbee networking applications
- DEVELOPMENT PLATFORM: Comprehensive evaluation board designed for testing and prototyping wireless connectivity solutions
She argued for greater domestic capacity while acknowledging that no country can make everything at home: “We know that we cannot make everything here in the United States, nor should we.” That is the logic behind cooperation as well as investment at home: more resilient supply chains can involve trusted partners, research ties and production across borders rather than full self-sufficiency. Raimondo cited more than $50 billion for U.S. semiconductor production and research and development under the CHIPS and Science Act. That figure describes U.S. support as she presented it; it does not by itself establish the scale or completion of U.S.–India projects.
How the cooperation agenda developed
Quad technology work described in the interview
Raimondo discussed artificial intelligence and advanced communications as areas of Quad collaboration. She said: “We have made significant strides in the last year, collaborating in advanced communications and artificial intelligence, and coordinating on prominent leadership elections in standards bodies such as the International Telecommunications Union.” This points to a mix of technology cooperation and standards work. It is not evidence that the Quad is a semiconductor alliance or that a single binding technology agreement had been concluded.

September 2023: a government framework, research and investment announcements
The India–U.S. joint statement of September 2023 documented cooperation associated with the Initiative on Critical and Emerging Technology (iCET). It covered resilient semiconductor supply chains, semiconductor research, AI, technology sharing, co-development and co-production. The statement’s range matters: the agenda was not limited to building factories, and its inclusion of research and collaboration frameworks does not mean every initiative was already operational.
The statement also cited private-sector plans and a research commitment. Microchip Technology planned approximately US$300 million to expand its research and development presence in India. Advanced Micro Devices announced US$400 million over five years to expand its research and engineering operations there. Separately, the India–U.S. Global Challenges Institute had an initial combined commitment of at least US$10 million. These are differently scoped announcements: the first is a planned expansion, the second an announced five-year investment, and the third an initial combined commitment. They should not be read as proof that the amounts had all been spent or that the projects had been completed.

September 2026: reported 6G participation and further discussions
News On AIR reported on September 8, 2026, that India had joined the United States and 24 other countries in an initiative concerning 6G. The report also said Indian and U.S. officials discussed AI, semiconductors and data centres. It said India’s minister encouraged possible U.S. investment in India Semiconductor Mission 2.0, proposed strengthening the AI partnership and shared a mechanism for AI safeguards. These are reported discussions and proposals; the report does not establish that investment, partnership terms or safeguards were finalized.

Taken together, the dated material describes several routes for cooperation: government frameworks such as iCET, university-linked research, announced corporate investment, supply-chain resilience and participation in communications standards work. The economic case is growth and innovation; the security case, as Raimondo framed it, is reducing vulnerability created by dependence on a narrow set of foundational technologies.

- Development Platform: nRF52833-DK evaluation board designed for prototyping and testing Bluetooth
- BLE, Thread, and Zigbee applications using the nRF52833 SoC
- Wireless Connectivity: Supports multiple protocols including Bluetooth
- (BLE), 802.15.4 (Thread, Zigbee) operating at 2.4GHz frequency for versatile wireless development
- Integrated Antenna: Features PCB trace antenna built directly on-board for immediate testing and development without requiring external antenna components
- Established: Raimondo advocated U.S.–India technology cooperation, with semiconductors a major focus, and discussed AI and advanced communications in the Quad context.
- Documented in 2023: the joint statement set out cooperation areas and cited investment and research announcements.
- Reported in 2026: India joined a 25-country 6G initiative, while officials discussed additional technology topics and possible next steps.
- Not established by these accounts: that all proposed investments were completed, that every discussed mechanism became operational, or that the headline’s wording was Raimondo’s exact quotation.
The picture is therefore of a broad, developing technology agenda, not a finished alliance. Its practical significance depends on whether stated cooperation and announced plans translate into durable research links, supply-chain capacity and agreed standards.
