A 0% foreign-exchange (FX) label does not mean a stablecoin card transaction is free. The final cost can include a crypto-conversion spread, card-network charges, an issuer markup, an ATM operator surcharge, local taxes, card issuance or shipping, and fees that are not returned when a purchase is refunded. To avoid surprises, read the issuer’s complete fee schedule, obtain the live quote for the exact transaction, and compare cards using the same country, currency, merchant and ATM scenario.
What you are actually paying for
A stablecoin card lets you spend assets held in a crypto wallet through a conventional card network. Visa’s Dan Roesbery, vice president of Global Partnerships & Crypto GTM, describes the model as connecting crypto and stablecoin wallets to Visa’s network so users can spend at merchants that accept Visa. The program manager checks your wallet balance, reserves the required stablecoins and converts them when necessary for settlement. The merchant normally sees an ordinary Visa card transaction.

There are two broad settlement designs. In one, the stablecoin is converted to fiat before the card-network transaction settles. In another, a supported stablecoin can be used more directly in settlement. The design changes which party performs the conversion and when, but it does not remove the need to check the exchange rate, spread, network charges or local fees.

The fee layers to audit before you spend
Ask the issuer to identify each layer separately. A single “FX fee” line in an app may not include the conversion spread, network cost or ATM surcharge.
| Fee layer | What triggers it | What to verify |
|---|---|---|
| Issuer FX markup | You pay in a currency different from the card’s settlement or billing currency. | Percentage, regions covered, currencies excluded, and whether the markup is added to the network rate. |
| Crypto conversion fee | Stablecoins or another crypto asset are converted to fiat or to a settlement asset. | Explicit percentage, fixed charge, minimum, and whether a quoted spread is separate. |
| Conversion spread | The issuer’s buy or sell rate differs from a mid-market or network reference rate. | Whether the displayed rate is guaranteed, indicative, or can change until authorization. |
| Card-network or settlement cost | The transaction travels through Visa or another network, or requires a separate settlement step. | Pass-through wording, network assessment, and any difference between authorization and final settlement. |
| ATM fee | You withdraw cash, especially after a monthly free allowance. | Free withdrawal count, per-withdrawal charge, limits, and whether local ATM fees are excluded. |
| ATM-owner surcharge | The ATM operator adds its own charge. | The on-screen surcharge and whether you can cancel before accepting it. |
| Issuance or shipping | You order a physical card or select expedited delivery. | One-time fee, replacement fee, standard versus premium shipping, and taxes. |
| Refund cost | A merchant reverses a purchase. | Refund currency, timing, exchange-rate treatment, and whether the original fees return. |
| Local or third-party charges | A merchant, acquirer, payment processor or government imposes a separate amount. | Country-specific disclosures and the final receipt, not just the card’s headline rate. |
Why “0% FX” can still cost money
“0% FX” normally describes one issuer markup. It does not necessarily mean the network rate is free, that crypto conversion is free, or that the stablecoin is sold at a mid-market rate. A card can charge no issuer FX markup and still make money through a conversion spread or a separate crypto-conversion fee.
For example, Binance’s 2026 global schedule lists a 0% FX fee in Colombia, Peru, some Commonwealth of Independent States countries and Armenia. It lists 2% in the rest of its card-available countries and 3% in New Zealand. The schedule says those percentages are additional to existing Mastercard fees. These are country-specific Binance figures, not a market-wide standard.
Binance also lists a 0.9% crypto-conversion fee, with a stated 0.1% USDC fee for the rest of its card-available countries and New Zealand. The wording means you must check which asset, country and card product qualify; do not assume the USDC exception applies to every customer or transaction.
OKX lists 0% crypto-to-fiat conversion for USDT, USDC and USDT-equivalent conversions to USD on the cited product information, while noting that a conversion spread still applies. A zero percentage beside the conversion fee therefore does not establish a zero-cost exchange.

Total wallet cost = merchant amount converted at the applicable rate + issuer FX markup + crypto-conversion fee + conversion spread + disclosed network, local or third-party charges.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Keep the currencies in the calculation. If a hotel charges 100 euros, the card quotes in US dollars and the wallet holds USDC, there may be a euro-to-dollar network conversion followed by a USDC-to-dollar conversion. An issuer’s schedule may state only one of those fees.
Example: a card with 0% issuer FX
Suppose the network converts a purchase to 110 US dollars, the issuer applies no FX markup, and the crypto-conversion charge is 0.9%. The conversion charge alone is 0.99 US dollars, before any spread or third-party amount. If the quote’s rate is worse than the reference rate by 0.6%, the effective cost is higher even though the headline FX fee remains 0%.
Example: a stated 2% FX schedule
For a 200-dollar equivalent purchase in a country where a 2% issuer FX fee applies, the markup is 4 dollars before any separate crypto-conversion charge, spread or network fee. The same card could therefore cost materially more than a card with a higher-looking conversion fee but a tighter spread. Compare the complete quote rather than one percentage.
Get a quote you can verify before authorization
- Set the transaction details. Enter the destination country, merchant currency and intended amount. For an ATM, enter the withdrawal currency and amount.
- Record the asset and settlement currency. Note whether the wallet will spend USDC, USDT or another supported asset, and whether the card settles in dollars, euros or local currency.
- Open the fee disclosure. Look for separate lines for FX markup, crypto conversion, spread, network charges, ATM fees and taxes. Save a screenshot or download the schedule with its effective date.
- Check the quote status. The app should say whether the exchange rate and final amount are guaranteed for a stated period or are merely indicative until the transaction settles.
- Compare the merchant’s currency option. If a terminal offers to charge your home currency, compare that displayed amount with the card’s documented network or issuer route. Dynamic currency conversion (DCC) is set by the merchant or acquirer, so verify the total before accepting it.
- Authorize only after checking the final amount. Keep the authorization receipt and the wallet debit. A later posted amount can differ from the initial hold.
- Reconcile the posted transaction. Match the merchant receipt, card statement and wallet transaction. Investigate any difference while the issuer’s dispute or refund window is open.
ATM withdrawals require a separate audit
Cash withdrawals combine the card’s policy with the ATM owner’s policy. Binance’s 2026 schedule states that the first two withdrawals each month are free, after which it charges $1.50 per withdrawal. It also warns that local, third-party and network fees may apply. An ATM owner can add a surcharge that the card issuer cannot waive.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBefore accepting an ATM transaction
- Check how many free withdrawals remain in the current calendar or billing month.
- Read the ATM screen for its own surcharge and cancel if the amount is unacceptable.
- Decline DCC when the ATM offers to convert the withdrawal into your home currency unless its displayed rate is demonstrably better than the card’s route.
- Confirm the withdrawal currency, because an ATM may offer to dispense local cash while billing in another currency.
- Check daily limits, per-transaction limits and any minimum withdrawal that can make a small cash request disproportionately expensive.
For a small withdrawal, a fixed $1.50 issuer fee can be a high percentage of the cash amount. A separate ATM surcharge can make the effective cost higher still. If you need cash regularly, compare the number of free withdrawals and the fixed fee, not only the advertised FX percentage.

Physical-card costs and eligibility
Ordering the card can create a charge before the first purchase. Binance lists $10 for standard physical-card shipping or issuance and $70 for premium physical-card shipping or issuance in its cited schedule. Confirm whether the amount is a one-time fee, whether tax is added, and whether replacement or expedited delivery has a different price.
OKX’s cited US information lists a $0 virtual-card issuance fee. Product applicability can vary by customer, jurisdiction and verification tier, so treat that figure as a product-specific US disclosure rather than proof that every virtual or physical card is free.
Check these requirements before funding an account:

Refunds can leave fees unrecovered
A refund reverses the merchant’s purchase, but it may not reverse every fee paid during the original conversion. Binance states that refunds are made in USDC and that fees are non-refundable. That means the returned USDC amount can differ from the amount originally spent if the exchange rate moved, and the original fee can remain charged.
Protect yourself when returning an item
- Ask the merchant to process the refund to the same card and retain the refund confirmation.
- Record the original authorization amount, posted amount, asset debited and all listed fees.
- Check whether the issuer credits USDC, fiat or another asset, and note the conversion rate used.
- Compare the refund with the merchant’s approved amount, allowing for stated non-refundable fees.
- Contact the issuer promptly if the refund is missing after the published processing period.
Compare cards with one controlled scenario
Marketing pages often describe different transactions, making a direct comparison impossible. Use one worksheet and change only the card.
| Comparison field | Card A | Card B | Why it matters |
|---|---|---|---|
| Destination and merchant currency | Enter the same country and currency | Enter the same country and currency | FX schedules are often jurisdiction-specific. |
| Settlement currency | State the fiat or stablecoin | State the fiat or stablecoin | More than one conversion can occur. |

| Refund currency and fee treatment | Currency and reversibility | Currency and reversibility | Refund value can differ from the original debit. |

Merchant currency choice and DCC
At some terminals, the merchant offers to convert the purchase into your home currency. This is DCC. The merchant or acquiring bank controls the displayed rate, so the result is transaction-specific. A home-currency amount can look convenient while embedding a markup that is larger than the card’s documented network route.
Recommended Free Tools
Compare both amounts on the terminal before confirming. If the card’s issuer documents a network-based conversion and the merchant’s DCC rate is not clearly cheaper, select the merchant’s local currency. Keep the receipt showing the chosen currency and amount.
Common failure modes and fixes
The app showed one amount but the statement posted another
An authorization hold can use an indicative rate while final settlement uses a later rate. Check whether the issuer promises a guaranteed quote. If not, compare the posted amount with the schedule in effect on the settlement date and request a transaction-level explanation.
A supposedly free ATM withdrawal was charged
Confirm whether you exceeded the monthly free allowance, whether the ATM owner added a surcharge, and whether a local or network fee was passed through. Ask for an itemized breakdown rather than a generic “cash fee” explanation.
The merchant refund is smaller than the purchase
Check the refund currency, exchange-rate movement and the issuer’s rule on non-refundable fees. Binance’s published policy, for example, says refunds are in USDC and fees are non-refundable. Escalate with the merchant confirmation and original statement if the credited amount does not match the approved refund after accounting for those terms.
The card is unavailable after moving countries
Card programs are jurisdiction-specific. Recheck residence, KYC tier, supported stablecoins and local product terms before funding the wallet. A fee schedule from one country cannot be applied automatically to another.
Best Value
The terminal asks for a second conversion
That is usually a DCC choice. Compare the local-currency amount with the offered home-currency amount and select the route that gives the lower documented total. If the screen does not show a clear rate or total, cancel and ask the merchant to retry in local currency.
A repeatable pre-trip and monthly checklist
Before a trip or large purchase
- Download the current fee schedule and note its effective date.
- Confirm card availability, KYC status and supported stablecoins in the destination country.
- Run a live quote for a representative purchase in the local currency.
- Check the number of free ATM withdrawals and the overage price.
- Verify physical-card, replacement and shipping charges.
- Know whether refunds return in USDC or another asset and whether fees are non-refundable.
- Keep a second payment method in case a merchant, country or network is unsupported.
After each statement cycle
- Calculate the effective cost by dividing all wallet debits by the merchant’s local-currency amount.
- Separate issuer fees, spreads, network charges, ATM-owner surcharges and taxes.
- Compare the result with the quote and the schedule that applied on the transaction date.
- Report unexplained differences with the authorization code, receipt and wallet transaction ID.
What to ask support before choosing a card
Use precise questions that force an itemized answer:
- “For a 100-euro purchase in [destination country] funded with [stablecoin], what exact amount will leave my wallet, including spread and every pass-through fee?”
- “Is the displayed quote guaranteed until settlement, and for how long?”
- “Does the stated 0% FX rate exclude network, local, ATM or crypto-conversion charges?”
- “How many ATM withdrawals are free in my billing month, and what can the ATM owner add?”
- “If the merchant refunds the purchase, which currency will I receive and which fees are returned?”
- “Which country, KYC tier, card version and stablecoins does this schedule apply to?”
Save the written reply. Fee terms can change, and a support answer tied to your country and product is more useful than a generic marketing statement.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →How to judge claims that a card has no hidden fees
An issuer’s statement that there are “no hidden fees” may mean that all charges are disclosed, not that the transaction has no cost. OKX’s official fee page uses that wording while also noting a conversion spread. Read the qualification beside the claim and look for the actual rate, spread methodology, ATM terms and refund policy.
Likewise, Visa’s network statistics show that stablecoin cards are becoming more widely used, but adoption does not establish a uniform fee level. Fees remain dependent on the issuer, country, settlement design, asset, card tier, merchant and ATM.
Bottom line: the cheapest card depends on the transaction
Choose the card that produces the lowest verified total for your real use case, not the one with the most attractive single percentage. For foreign purchases, compare the issuer FX markup, conversion fee and spread together. For cash, include the free-withdrawal allowance and every ATM surcharge. For occasional use, include issuance and shipping. For frequent returns, examine refund currency and fee reversibility. Recheck the schedule whenever you change country, card tier, stablecoin or spending pattern.
