Test a page using only a keyboard: move through it, operate its controls, and confirm that focus follows a logical order, remains visible, and can leave every component. Then compare what you observed with the relevant Web Content Accessibility Guidelines (WCAG) success criteria. W3C’s preliminary review is a useful starting point, but a quick check alone does not establish full conformance.
Set up a keyboard-only review
Open the page in a browser and put the mouse aside. Use Tab to move forward through interactive elements, and use the other keyboard commands a control would ordinarily support. Browser and operating-system settings can affect which controls are reachable, so record the browser, operating system, page URL, and relevant settings alongside your findings.

Assess what a person can actually do, not just whether Tab lands on links. Include buttons, form fields, menus, media controls, expandable content, and any other feature that can be used with a pointer.
Check the page in a useful order
-
Follow the focus order
Move through links, buttons, fields, menus, and other interactive items. Check that focus advances in a sequence that makes sense and follows the page’s reading order. A technically reachable control can still be confusing if focus jumps unpredictably. W3C’s Easy Checks – A First Review of Web Accessibility includes keyboard navigation as a preliminary review step.

Look for a visible focus indicator
At each stop, identify which control is focused. It may be shown with an outline, border, highlight, or another visible treatment. WCAG 2.4.7, Focus Visible (Level AA), requires at least one mode in which keyboard focus is visible. W3C’s explanation notes that the indicator must not be time-limited while focus is present: Understanding Success Criterion 2.4.7: Focus Visible.
-
Operate every kind of control
Try the functions available through other input methods: activate actions, choose options, operate media controls, reveal content, and complete forms. A hover-only action needs a keyboard-accessible equivalent. WCAG Guideline 2.1 states, “Make all functionality available from a keyboard.” Its success criteria include 2.1.1 Keyboard and 2.1.3 Keyboard (No Exception): Understanding Guideline 2.1: Keyboard Accessible.

-
Exercise menus and dropdowns
Enter the control and try its expected keyboard commands to reach and select options. Check that merely moving through options does not unexpectedly submit a form or navigate away. W3C’s preliminary review specifically advises checking dropdown behavior; tabbing past a control without using it can miss this kind of problem.

Try to leave each component
Enter menus, dialogs, embedded content, media players, and other interactive components, then verify that you can move focus out using the keyboard. WCAG 2.1.2, No Keyboard Trap (Level A), requires a keyboard-only way to move focus away. If leaving requires a nonstandard key or key combination, users must be told how to do it: Understanding Success Criterion 2.1.2: No Keyboard Trap.

-
Check whether focused content is obscured
When an item receives focus, look at the viewport. Fixed headers, dialogs, or other page-created content may cover it. WCAG 2.4.11, Focus Not Obscured (Minimum) (Level AA), requires that the focused component is not entirely hidden by author-created content: Understanding Success Criterion 2.4.11: Focus Not Obscured (Minimum).
Match observations to the right WCAG criteria
Keyboard operation, escaping a component, and seeing focus are related checks, but they are not one pass-or-fail question. A control may work from the keyboard yet be difficult to locate; a visible focus indicator may be covered by an overlay. Record each issue against the criterion that addresses it.

| Question | WCAG reference | What to check |
|---|---|---|
| Can each function be operated by keyboard? | Guideline 2.1, especially 2.1.1 and 2.1.3 | Try functions available through other input methods. |
| Can a keyboard user leave every component? | 2.1.2 No Keyboard Trap (Level A) | Confirm a keyboard-only exit; explain any nonstandard exit method. |
| Can a sighted keyboard user tell where focus is? | 2.4.7 Focus Visible (Level AA) | Check for an indicator while focus is present. |
| Is the focused component completely hidden by page-created content? | 2.4.11 Focus Not Obscured (Minimum) (Level AA) | Check whether author-created content entirely hides it. |
| Does the focus indicator meet the stricter appearance criterion? | 2.4.13 Focus Appearance (Level AAA) | W3C’s criterion specifies minimum area and contrast requirements; see Understanding Success Criterion 2.4.13: Focus Appearance. |
The Understanding documents explain the criteria; they are informative guidance. The success criteria state the requirements, while W3C’s techniques are examples rather than mandatory implementations. For an assessment, use the success criterion to frame the finding and the explanatory material to understand what to look for.
Document findings so they can be checked
For each issue, record the page URL or screen, the action and key used, the expected result, what actually happened, and the relevant WCAG success criterion. Include the browser and operating-system context recorded for the review. This makes the observation reproducible and keeps the conclusion tied to what was actually tested.

Describe the scope accurately: a keyboard-only preliminary review can reveal barriers, but completing these checks does not by itself prove that a site conforms to WCAG. The applicable legal requirements also depend on jurisdiction; the W3C guidance cited here does not determine those requirements.
