How to Assess AI Safety Controls Before Adopting an AI Platform

Assess AI safety controls against your intended use. Learn how to review evidence, compare platforms consistently, test a deployment, and manage ongoing risk.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess AI safety controls against the way your organization will actually use a platform—not against a vendor’s broad assurances. Define the intended use and who could be affected, examine current evidence for the controls that matter to that use, test the proposed deployment where feasible, and assign owners to manage the risks that remain. NIST’s AI Risk Management Framework (AI RMF 1.0) and its Generative AI Profile can help organize that work, but they are voluntary resources, not platform certifications or proof that a particular deployment is safe or legally compliant.

Start with the deployment, not the platform’s safety label

“Safe” is not a useful yes-or-no property in isolation. The risk of an AI platform depends on what it does, who uses it, what information it receives, what systems it can reach, and how people act on its outputs. A tool used to draft internal meeting notes has a different risk profile from one whose outputs influence decisions about people. The platform name alone cannot settle whether its controls are adequate for either use.

Before reviewing a vendor’s materials, write a short deployment description. Record:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Tasks: What will the AI system do, and what is explicitly outside its role?
  • Users and affected people: Who will operate it, rely on its outputs, or be affected by decisions informed by them?
  • Data: What information will users submit or connect, including personal, confidential, or otherwise sensitive information?
  • Access and actions: Which files, tools, systems, or workflows can the platform reach? Can it only suggest, or can it trigger actions?
  • Consequences: What could happen if an output is wrong, incomplete, misleading, exposed, or acted on without review?
  • Operating boundaries: Where will the service be used, what human review is expected, and what requirements or risk tolerance apply?

These details give you a basis for deciding which evidence matters. NIST says the AI RMF should be applied in light of a user’s goals, requirements, risk tolerance, and resources. For generative AI, NIST AI 600-1, its Generative AI Profile, adapts the general framework to that technology. NIST released AI RMF 1.0 on January 26, 2023, and the profile on July 26, 2024.

Use a broad view of trustworthiness

A vendor may use “safety” to refer to a narrow set of protections. NIST’s AI RMF identifies a wider group of trustworthiness characteristics to consider together: validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy; and fairness, with harmful bias managed. A strong review does not assume that evidence for one characteristic proves the others.

For example, a system might perform well on a particular task but still have weak privacy protections for the data submitted to it. Clear documentation may help users understand intended limits but does not, by itself, show that the service is secure or that its outputs are reliable in your workflow. Map the characteristics to the deployment description: prioritize the risks that could matter in your context, and identify where evidence or controls are missing.

Think across the AI system’s lifecycle, not only the moment of purchase. NIST describes trustworthiness considerations through pre-design, design and development, deployment, use, and test and evaluation. Governance needs to continue as the service and your use of it evolve.

Turn the framework into an evidence review

The AI RMF Core is a useful organizing structure for an assessment, not a universal vendor checklist. NIST’s Playbook offers suggested actions for framework outcomes; it does not prescribe a single format every supplier must use. Ask for current, product-specific evidence, then record exactly what it covers. For each document or answer, note its date, version, scope, assumptions, exclusions, and whether it describes a policy, an operating process, or results from an evaluation.

Evidence requests should connect to the system and configuration you intend to adopt. Useful categories include:

  • Intended context: Documentation of the system’s defined tasks, operating boundaries, assumptions, and known limitations.
  • Testing and performance: Evaluation methods and measures, representative results, treatment of uncertainty, benchmark comparisons where relevant, and formalized reporting.
  • Validation and explanation: Documentation of model validation and explanation, including how outputs are interpreted in context.
  • Privacy: Examination and documentation of privacy risks, alongside information about data flows, retention, use, and relevant controls.
  • Governance: Named roles, lifecycle processes, and procedures for review, change, and escalation.

A policy statement is not the same as an operational record, and neither is automatically independent assurance. Ask who performs a test, what offering and version it covers, what data or conditions it uses, and what the results leave unresolved. If an answer relies on a generic corporate policy, ask how it applies to the product and configuration under review. The NIST materials support these as assessment prompts; they do not establish that every vendor must supply each item in one prescribed format.

Questions that expose the scope of a control

Use specific questions rather than accepting a yes-or-no claim. Ask the vendor to identify the model or service version, the environments covered, and the date of the evidence. Ask what assumptions were made about user skill, human review, data quality, permissions, and connected tools. Request the methods and measures used to test performance, how uncertainty was handled, and whether difficult or adverse cases were included. Ask how the provider validates model changes and communicates material changes to customers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For privacy, ask where inputs and outputs travel, how long they are retained, whether they are used for service improvement or training, and what controls govern deletion and access. Ask what happens when a user submits information outside the approved data category. For security and resilience, ask about access boundaries, dependency on third-party services, service disruption procedures, and how misuse is detected and handled. For accountability, ask who owns an incident, how a customer reports a harmful output, and what escalation route exists if the first response is inadequate.

Request examples of operational records where appropriate: a recent evaluation report, a validation record, a change review, an incident summary with sensitive details removed, or a description of monitoring. You may not receive every item, but a precise explanation of what cannot be shared is more useful than an unqualified assurance.

Compare candidates against the same questions

If you are considering more than one platform, use the same deployment description and evidence requests for each. Otherwise, a polished answer from one supplier may look stronger than a less polished but more relevant record from another. The table below is a practical synthesis of NIST trustworthiness characteristics and Core outcomes, not a scorecard published by NIST.

Assessment axis Evidence to seek Decision question
Intended-use fit Documented tasks, boundaries, assumptions, and known limitations Does the evidence cover our use and the people affected?
Safety, reliability, and performance Evaluation methods, representative test results, uncertainty, and failure handling What happens in the cases that matter to our workflow?
Security and resilience Product-specific security information, access boundaries, and resilience practices Can the service and connected components withstand relevant misuse or disruption?
Privacy Data-flow and privacy-risk information, retention and use terms, and controls Is this processing appropriate for our data and jurisdiction?
Accountability and transparency Ownership, documentation, explanation, and escalation routes Can staff understand, challenge, and report problematic outputs?
Lifecycle governance Change notifications, review processes, incident handling, and monitoring Who notices and responds when the model, service, or use changes?
Residual risk Documented gaps, mitigations, owners, and an acceptance decision Can we accept and manage what remains?

Do not turn the comparison into a single numerical ranking unless your organization has a justified method for doing so. The framework does not supply comparable results for vendors or a universal adoption threshold. A platform with more documentation is not automatically the better fit if the documentation does not address your use. Record the evidence behind a decision and distinguish a demonstrated control from an assumption or an unresolved question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test the proposed configuration in your workflow

Vendor materials describe what the provider says about its system; they cannot by themselves establish how a particular configuration will behave in your workflow. Where feasible, evaluate representative tasks using the intended data, permissions, integrations, and human-review process. Include foreseeable failure cases, not just examples likely to produce a good result.

  1. Choose representative tasks. Select the ordinary work the system is expected to perform and define what a useful result looks like for each task.
  2. Include challenging cases. Try incomplete, ambiguous, or otherwise difficult inputs that could occur in normal operation. Consider what could go wrong if an output is inaccurate or misleading.
  3. Use the intended setup. Test the relevant configuration, data access, connected tools, and review steps rather than a materially different demonstration environment.
  4. Record results and limits. Keep the test conditions, observed failures, unresolved uncertainties, and any mitigations or escalation paths together.
  5. Decide what needs human attention. Specify when users must check an output, reject it, seek help, or stop a workflow.

NIST’s Core calls for rigorous testing and performance assessment and documented validation. It does not provide a universal test suite, and a limited buyer evaluation does not prove that a system is safe in every situation. Treat the exercise as evidence about the tested tasks and conditions—not a guarantee beyond them.

Make testing proportionate to the consequences

Use more demanding review where an error could materially affect a person, expose sensitive information, or trigger an external action. Test the handoffs as well as the model response: permissions, logging, human approval, error messages, and the ability to stop or reverse an action. If the platform can call tools, test malformed requests, unavailable tools, and outputs that look plausible but are incomplete. If users will rely on explanations, check whether those explanations help them interpret the output in context rather than merely restating it.

Document who ran the test, which data was used, the date, the configuration, and the acceptance criteria. A repeatable record lets you compare a later model or configuration with the one originally approved. It also prevents a successful demonstration from becoming an unsupported claim about every task the platform might perform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make a decision based on residual risk

Controls reduce or help manage risk; they do not make every uncertainty disappear. Before adoption, document gaps and decide whether the remaining risk is acceptable for the proposed use. For each material gap, identify a mitigation, an accountable owner, and the circumstances under which the organization would revisit its decision. If the evidence does not cover a consequential part of the intended use, treat that as an open issue rather than filling the gap with a general assurance.

Keep the decision specific: which product or service version and configuration were reviewed, for what use, under which assumptions, and with what limitations? If the intended use changes, the prior decision may no longer apply. Legal obligations also depend on the use and jurisdiction; a framework alignment claim is not a legal opinion or proof of compliance. Check applicable requirements against current authoritative sources for the actual deployment.

Use a clear acceptance record

An approval record should state the intended use, affected groups, data categories, connected systems, required human review, evidence considered, test results, known limitations, mitigations, and the person or body accepting residual risk. State conditions of approval, such as restricting certain data, prohibiting automated action, or requiring a second review for specified outputs. If a condition cannot be met, record whether the use is deferred, narrowed, or rejected.

Plan oversight before launch

Assessment is not a one-time procurement task. NIST treats governance as continual and places trustworthiness considerations throughout the AI lifecycle. Decide before launch who will monitor the service and the use around it, who can respond to incidents, and how changes or exceptions are reviewed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Assign owners: Name the people or roles responsible for reviewing incidents, changes, performance, and exceptions.
  • Set reassessment triggers: Identify changes in use, configuration, model, integrations, data, or operating context that should prompt review.
  • Define escalation: Establish where users report problematic outputs and who decides whether to pause or alter a workflow.
  • Keep decision records: Preserve the evidence reviewed, limitations, mitigations, risk acceptance, and later reassessments.

Verify the version and configuration actually in use. Vendor services and their documentation can change, so a decision tied to one version or operating context should not silently be treated as approval for a materially different one.

Watch for changes that invalidate the original review

Reassess when the provider changes the underlying model, safety settings, data-use terms, retention period, tool permissions, or connected service. Reassess when your organization introduces a new user group, a new jurisdiction, a new data category, or a new downstream decision. A change in human-review staffing or workflow speed can also alter the practical risk even if the platform itself is unchanged. Define these triggers in advance so that reassessment does not depend on someone noticing a problem after deployment.

What NIST alignment does—and does not—tell you

NIST describes the AI RMF as voluntary. Its purpose is to help developers, users, and evaluators manage AI risks that could affect individuals, organizations, society, or the environment. The Generative AI Profile adapts the framework for generative AI based on a user’s goals, requirements, risk tolerance, and resources; the Playbook provides suggested actions for outcomes in the Core.

NIST’s AI RMF FAQ says: “The Framework is intended to help developers, users and evaluators of AI systems better manage AI risks which could affect individuals, organizations, society, or the environment.” That purpose makes the framework a useful common language for procurement, technical review, legal and privacy assessment, and operational governance. It does not certify a platform, establish that a particular deployment is safe, or demonstrate legal compliance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using these materials can make an assessment more systematic and help teams identify questions they might otherwise miss. The relevant decision remains grounded in evidence about the specific offering, configuration, intended use, and risks your organization must manage. Applicable obligations remain specific to the industry, jurisdiction, data, and use, so obtain current advice from the responsible legal, privacy, security, and compliance functions.

Frequently Asked Questions

Is NIST AI RMF certification for an AI platform?

No. NIST describes the AI RMF as voluntary. It is an organizing framework for managing AI risk, not a certification scheme or a pass certificate. A vendor’s statement that it aligns with the framework does not prove that your configuration is safe or legally compliant.

What evidence should a vendor provide?

Ask for product- and version-specific information on intended tasks and limits, testing methods and representative results, uncertainty and performance assessment, model validation, explanation, privacy-risk examination, data handling, governance roles, change procedures, and incident escalation. Record the date, scope, assumptions, and exclusions. These are useful assessment prompts, not a prescribed NIST document package.

Can a vendor’s independent audit settle the safety decision?

It can add useful assurance, but it does not replace a buyer assessment. Check what service, version, controls, period, and conditions the audit covered, and whether its tests match your data, integrations, permissions, and workflow. You still need to evaluate residual risk in your intended use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should generative AI platforms be assessed differently?

Use NIST AI 600-1 as a companion profile to the general AI RMF. Define the specific prompts, outputs, users, data, tools, and human review involved. Test ambiguous and difficult inputs, check privacy and retention terms, and reassess when the model, configuration, connected tools, or operating context changes.

How often should an AI platform be reassessed?

Set a schedule appropriate to the use, but do not rely on a calendar alone. Trigger review when the model or service changes, permissions or integrations change, data or jurisdiction changes, the user population changes, an incident occurs, or the workflow begins influencing a more consequential decision.

What if the vendor will not share detailed test results?

Record the limitation rather than treating a general assurance as proof. Ask for a redacted summary, the test method, scope, measures, uncertainty treatment, and known exclusions. Consider compensating controls, a narrower use, additional buyer testing, or deferring adoption if a consequential risk remains unexamined.

Does successful pilot testing prove the platform is safe?

No. A pilot provides evidence about the tasks, data, configuration, and conditions tested. It does not establish performance in every situation. Preserve the test conditions and limitations, define human escalation, and repeat evaluation when the use or system changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Adopt an AI platform only after you can explain what it will do, who may be affected, what evidence supports its controls, how it performed in your configuration, and who will manage residual risk. Use NIST AI RMF 1.0 and AI 600-1 to structure the questions, but make the decision from current, product-specific evidence and continuing oversight—not from a safety label or an alignment claim.
