Choose the alignment unit before formatting
Decide what one paired source-and-translation segment represents, then use that unit consistently. A speaker turn is usually a practical unit for conversational comparison: the source speech and its translation stay together even when their sentence structures differ. If a turn is long or the reader must locate a particular short phrase in the recording, divide it into smaller utterances or sentences and pair each with its corresponding translation.

Do not imply sentence-for-sentence equivalence when the translation does not follow the source sentence boundaries. The aim is to show which translation belongs to which source passage, not to make the languages appear structurally identical. Pick a format readers can follow

Label speakers and language changes
Use stable speaker labels throughout, such as “Speaker 1” and “Speaker 2,” or names when they are known and appropriate to publish. Keep names and recurring terms consistent in both languages. If the language changes within a speaker’s turn, mark the change where readers might otherwise lose track of which language they are hearing or reading.
Preserve the original wording in the source segment. Where speech has been translated for hearing viewers, Section508.gov advises that captions carry the same translation; where it has not been translated, the spoken language should be represented as spoken when possible. Its guidance also recommends communicating meaningful details when exact transcription is not available: Section508.gov: Captions and Transcripts. Put timestamps beside the passage they identify
Add timestamps when readers need to return to the recording. Choose one format and use it consistently, placing each time beside the associated source-and-translation pair rather than in a detached list. For example, a timestamp can mark the beginning of a turn, with a second value marking its end if that level of detail is useful. Keep segments in chronological order. In the NIST-hosted example, adjacent timestamp ranges should not overlap unless the speakers genuinely overlap.

A transcript and captions serve different purposes: a transcript is a written document, while captions are time-coded text synchronized with media. Section508.gov states that “Transcripts do not have time-coded information associated with them.” Timestamps in a transcript are therefore an editorial aid for locating source moments, not a requirement that turns the document into captions. Represent uncertainty and meaningful context honestly
Do not guess at unclear words. Mark speech as unclear when it cannot be reliably understood, and distinguish that uncertainty from a translation choice. Include pauses, overlap, delivery cues, or non-speech sounds only when they help readers understand the exchange or the recording’s meaning. A consistent speaker label and a concise cue can preserve context without cluttering every line.
The Government of Canada’s Digital Accessibility Toolkit recommends identifying speakers and including relevant sounds and on-screen text where they matter to understanding: Transcript Guidelines. Section508.gov similarly advises conveying meaningful details when exact speech is unavailable. These are reasons to annotate selectively and accurately, not to decorate the transcript with every incidental sound.

Publish the transcript accessibly alongside the source
Place the transcript where a reader can find it from the original audio or video, and use a format with a clear reading order. A web page or document should make the source text, translation, speaker, and timestamp relationships understandable without relying on visual position alone. In a two-column design, ensure that the source-language segment and its translation remain identifiable when the layout narrows or is read in sequence.
