To reach a web or file server running on an Android phone, connect the phone and the other device to the same Wi-Fi network, start the server, then open the current address and port shown by the server app on the other device. If there is no router, connect the other device to the phone’s hotspot and use the app’s displayed address. If by “server” you mean Android Debug Bridge (ADB), use ADB’s separate wireless-debugging setup instead.
First, identify what you mean by “server”
An Android phone can host a service—such as a small HTTP or file server—that another device accesses over a network. Or “server” may refer to ADB, the developer tool used to communicate with and debug an Android device. The connection method depends on which one you mean.

- Web or file server: Use the address and port provided by the server app in a browser or compatible client.
- ADB: Pair a workstation with the phone using Android’s developer-debugging workflow. ADB is not the way to open a phone-hosted website in a browser.
Access a web or file server over the same Wi-Fi
- Connect the Android phone and the client device to the same Wi-Fi network.
- Start the server in the Android app, then note its current URL or address. Use the exact IP address, port, and path it displays. For example, if the app supplies an address in the form
http://<phone-ip>:<port>/, enter that address on the client rather than guessing the port. - On the other device, open the supplied URL in a browser if it is an HTTP service. For another protocol, use a client that supports that protocol.
A third-party product page for SimpleHttpServer describes same-Wi-Fi browser access and file serving, but that is the vendor’s claim, not independent verification of the app’s security, performance, or current availability: SimpleHttpServer.

Why “localhost” may work only on the phone
localhost refers to the device on which it is entered. If the server opens at localhost on the Android phone, that alone does not make it reachable from a second device. The service must listen on an address clients can reach, and the client must use the phone’s network IP address. Android’s ServerSocket documentation explains that a socket binds to a specified address and port; a null address lets the system choose a valid local address. Check the server app’s instructions for any setting that controls which interface it listens on.

Use the phone’s hotspot when there is no router
- Turn on the phone’s user-facing hotspot and connect the other device to it.
- Start the server app on the phone.
- Open the address the app reports from the connected device. Do not assume the hotspot’s gateway address is also the server address.
Android’s hotspot and tethering instructions describe sharing a phone’s mobile connection; carriers may limit tethering or charge extra for it. A separate Android developer API, LocalOnlyHotspot, lets apps create a network for nearby-device communication. Google notes that this network has no internet access. It is an app API, not the same thing as switching on the normal hotspot in Android settings, and its permissions depend on the app’s target SDK.
Use ADB wireless debugging for developer access
If your goal is to run developer commands or debug the phone from a workstation, use ADB rather than a browser-based server workflow. Google’s ADB documentation describes wireless debugging for Android 11 (API 30) and later:

- On the phone, enable Developer options and then Wireless debugging.
- Connect the phone and workstation to the same Wi-Fi network. Google’s instruction is: “Ensure that your workstation and device are connected to the same wireless network.”
- In the workstation’s Android development tools, pair with the phone using the QR-code or pairing-code flow shown in Wireless debugging.
- Follow the pairing flow’s status and connection details to complete the ADB connection.
The pairing remains authorized until you forget the workstation or revoke debugging authorizations. Automatic ADB discovery may depend on multicast DNS (mDNS); Google identifies mDNS as relevant to wireless debugging discovery. If discovery fails, verify the network and consult the current ADB instructions for the connection method available in your setup.

For a wired connection, enable USB debugging, connect the phone with a data-capable USB cable, unlock it, and approve the computer’s RSA authorization prompt. That approval is a security check: the phone must be unlocked and the user must accept the computer. A charging-only cable will not carry the ADB data connection.

Google also documents older ADB-over-TCP/IP workflows that begin with a USB connection and then use commands such as adb tcpip and adb connect. Use the current Android developer documentation for exact commands and compatibility; these workflows are for ADB, not for hosting a service for ordinary browser access.
Troubleshoot a server that will not connect
- Refresh the server details: Confirm the server is still running and use the address and port it currently displays. The phone’s IP can change after reconnecting or changing networks.
- Check the network path: Confirm both devices are on the same Wi-Fi LAN, or that the client has joined the phone’s hotspot.
- Check the listening interface: The server may be listening only on the phone’s loopback interface. Consult the app’s instructions for a setting that permits connections through the phone’s network interface.
- Check network restrictions: Router client isolation, firewall rules, a VPN, or other network configuration can prevent devices from communicating. The relevant controls differ by router, phone, and app.
- For ADB specifically: Check same-Wi-Fi connectivity and mDNS support if wireless discovery or pairing does not work, then use the current ADB documentation to diagnose the particular connection state.
Which connection method fits?

Local access is not public internet access
Connecting devices on the same Wi-Fi or phone hotspot provides a local network path; it does not by itself make the server accessible from the public internet. Public exposure requires separate network and security configuration. The sources here do not establish a universal secure setup for exposing a phone-hosted server, so do not treat a locally accessible, unauthenticated server as safe to publish online.
