What the EULA error means
A newly downloaded Java Edition dedicated server normally stops during its first launch and reports that you must agree to the End User License Agreement. This is expected behavior, not usually a Java, port-forwarding, or firewall failure. The launcher creates an eula.txt file in the server installation directory and leaves its setting at eula=false until you accept.
The setting is local to that installation. A second server directory, a separate instance on a host, or a different server software installation has its own file and its own acceptance state. Accepting one copy does not authorize another copy automatically.

The comment inside the file points readers toward aka.ms/MinecraftEULA. Because the text and links can change, use the current official EULA page when making a legal or commercial decision rather than relying on an old copy or a forum quotation.
Before editing eula.txt
- Confirm that you are working in the directory containing the server JAR and the
eula.txtgenerated by that same launch. - Make sure the process is fully stopped. Editing while the server is still running can be overwritten when it exits.
- Back up the file or the whole server directory if it contains an established world, plugins, mods, or configuration.
- Use an account with permission to save files in that directory. On a hosted server, you may need the panel’s file manager or support team.
- Read the current EULA and any applicable commercial-use guidance before accepting, especially if you charge for access or sell in-game items.
Manual method: edit the file on your computer
This method works when you control the server files directly, such as a home machine, a rented virtual machine, or a local test server.

- Launch the server once. Run the server JAR using the normal command for your installation. It should stop with an EULA message and create
eula.txtbeside the JAR. If the file is not created, see the troubleshooting section below before making a new file by guesswork. - Stop the process cleanly. If the console remains open, use its normal stop command and wait for the process to finish. Do not edit a file that the server may still be writing.
- Open the correct file. In the server directory, open
eula.txtwith a plain-text editor. Avoid a word processor that can add formatting or a second extension such as.txt.txt. - Change only the value. Replace the line
eula=falsewitheula=true. Keep the spelling, lower-case letters, equals sign, and one-line format intact. A typical accepted file contains:
#By changing the setting below to TRUE you are indicating your agreement to our EULA (https://aka.ms/MinecraftEULA)
eula=true
- Save as plain text. Preserve the filename exactly as
eula.txtand save it in the same server directory. If your editor offers an encoding choice, use a normal plain-text encoding and do not add rich-text markup. - Start the same installation again. Use the usual launch command or script. A correct EULA setting lets startup proceed to the normal loading messages instead of stopping at the agreement check.
- Watch the console. Continue only after the server reaches its normal ready state. The exact wording differs by server version and software, so judge success by the absence of the EULA stop and by the server’s usual completion message.
If you edited the file on another computer, upload the saved copy to the server directory before restarting. Check the remote file after uploading; editing a local download does nothing until that copy replaces the file the server actually reads.
Using a hosting panel’s acceptance button
Many game-server control panels detect the first-launch EULA stop and display an I Accept, Accept EULA, or similarly labelled control. Selecting it normally changes the panel’s copy of eula.txt from false to true and may restart the server.
| Approach | Speed | File access | Control and risk |
|---|---|---|---|
| Panel button | Fastest when the control is shown | May work without exposing the file; labels and availability depend on the plan | Convenient, but verify the resulting file and restart status |
| Manual edit | Takes a few minutes | Requires access to the installation directory or file manager | Transparent and reversible; useful when the panel control is missing |
- Stop the server from the panel if it is still running.
- Open the panel’s Files, File Manager, or equivalent area and locate
eula.txt, or use the displayed EULA button. - If the panel offers acceptance, read the linked agreement and select the button once. If it opens the file instead, make the
false-to-trueedit and save it. - Return to the console and start the server. Confirm that the panel is attached to the intended instance, not a staging or backup directory.
Some plans hide file access or prevent direct editing. In that situation, use the panel’s acceptance control or ask the host to expose the file; do not assume that accepting a different instance changed this one.
Separate installations, mods, and version changes
Multiple worlds or server folders
Every independent server installation needs its own accepted file. For example, a survival server in one directory and a creative server in another will each stop until their respective eula.txt contains eula=true. Keep a small inventory of your installation paths so you do not edit a similarly named backup or test folder.
Changing server software
Moving from Vanilla software to a modded distribution such as Forge, or creating a fresh version directory, can generate a new EULA file. A guide may therefore show the EULA prompt again even though an older installation was already accepted. Repeat the check for the file beside the newly launched server JAR.
Upgrading versions
An upgrade that reuses the same directory may retain the existing setting, while an upgrade that creates a new directory will not. After any upgrade, verify which directory the startup script uses and inspect that directory’s file before troubleshooting networking or plugins.

How to verify that acceptance worked
- The EULA stop disappears. The server no longer exits immediately with a message asking for agreement.
- The file contains the expected value. Open the file after stopping the server and confirm the active line is exactly
eula=true. - The console advances to ordinary startup. You should see world loading, plugin or mod discovery, and the normal ready-state output for your software.
- The correct instance is running. Check the panel name, working directory, or startup script so you are not watching a different server than the one you edited.
- The setting survives a restart. Stop and start once more, then recheck the value if the host uses automated files or container images.
An online-mode warning is a separate issue from the EULA check. It concerns authentication configuration and should be investigated on its own; changing eula.txt will not resolve it.
Troubleshooting “Minecraft server EULA not accepting”
The file does not exist
Start the server once and allow it to reach the EULA error. The file is normally generated during that attempt. If it still does not appear, inspect the console for the actual working directory and search there. A startup script can launch the JAR from a different directory than the one you are viewing.
You changed the file, but the prompt returns
- Check that the line reads
eula=true, notEULA=true, eula = true, or a value with quotation marks. - Confirm that the editor did not save
eula.txt.txtor a rich-text document. - Make sure you saved the file before starting and uploaded it to the remote machine if you edited it locally.
- Verify that the server process is reading the same directory you edited. Look at the panel’s working directory or the path printed by the launch script.
- Check whether a container, reinstall task, synchronization job, or host template recreated the file with its default value. Correct the template or edit the regenerated file after the task completes.
The panel button is missing or disabled
Stop the instance and open its file manager. If file access is unavailable, the control may be limited by your plan or account role. Ask the host to enable the EULA control or to tell you the exact installation path. Do not upload a file to a parent directory unless the panel confirms that it is the server’s working directory.
The server still stops after the edit
Read the next console error rather than repeatedly changing the EULA value. Commonly, the remaining problem is a missing Java runtime, an unreadable JAR, a port conflict, insufficient permissions, a damaged world, or an incompatible mod. The EULA check is only the first gate in startup; passing it does not prove that the rest of the installation is healthy.

The file keeps reverting to false
Look for automation that restores a clean image, a deployment script that copies a default configuration, or a second server process writing to the directory. Stop all related processes, correct the source template, then start only the intended instance. Preserve a backup before changing automated deployments.
You accepted one server but another still asks
Compare the full paths and filenames. Separate installations do not share acceptance, even when they use the same Minecraft version. Repeat the edit in each active server directory.
What accepting the EULA does—and does not—permit
Setting the flag to true records that you agree to Mojang’s terms; it is not a blanket license for every server business model. Read the current agreement and any linked usage guidance before opening a public server, collecting money, or distributing modified content.
Published hosting guides generally distinguish cosmetic offerings from pay-to-win mechanics. Particle effects, hats, and colored names are commonly described as cosmetic examples. Selling a gameplay advantage for real money is generally described as prohibited. These summaries are not a substitute for the current official wording.
Best Value
| Server practice | How secondary summaries characterize it | Practical treatment |
|---|---|---|
| Cosmetic effects, hats, or colored names | Generally treated as permissible cosmetics | Keep the item purely visual and verify it against the current official guidance |
| Items or abilities that provide a gameplay advantage for real money | Generally treated as disallowed pay-to-win sales | Do not sell the advantage; obtain a clear reading of the official rules before implementing a store |
| Access fees, donations, or reserved slots | Vendor summaries disagree on details | Treat as unresolved until checked against the current official text and applicable law |
| Priority queues, extra home locations, or extended storage | One guide lists them as allowed, but they can resemble gameplay advantages | Do not assume they are safe; seek the current official interpretation before charging for them |
| Gambling, pornography, or violent material | Secondary guidance cites these as examples of content that may harm the brand or be unsuitable for all ages | Keep the server and its promotions age-appropriate and review the current rules |
Guidelines can change or be withdrawn, and a server owner remains responsible for monitoring the current terms. If your planned monetization falls into a borderline category, pause the launch and resolve that question from the official source instead of treating a hosting blog’s list as permission.
Java and Bedrock scope
The file-based procedure in this guide is documented for the Java Edition dedicated-server workflow that creates eula.txt. Bedrock Edition server administration uses different software and files; do not assume that editing this file applies there. Consult the documentation for the exact Bedrock server package you are running.
A repeatable acceptance checklist
- Read the current EULA at minecraft.net/eula.
- Identify the exact server directory used by the launch command or hosting panel.
- Start that installation once to generate
eula.txtif necessary. - Stop the process completely.
- Set the active line to
eula=truein that directory’s file, or use the panel’s acceptance control. - Save and upload the file when editing remotely.
- Restart the same installation and check the console for normal startup.
- If it still fails, investigate the next console error and verify that automation has not restored the default file.
- Repeat the process for every separate installation or newly created software directory.
Once the correct file contains eula=true and the server reaches its normal ready state, the EULA gate has been cleared. Any remaining startup or monetization question is a separate technical or compliance decision.
