A chiller may make chilled water or ice overnight, or a heat source may warm a tank when demand is low; the stored energy is discharged when the building needs it. TES therefore shifts thermal loads in time rather than storing electricity in a battery.
What thermal energy storage means
The U.S. Department of Energy defines TES as energy “stored in a material as a heat source or a cold sink and reserved for use at a different time.” The medium can be water, ice, a phase-change material, the building’s own mass, or a material involved in a reversible chemical reaction. Depending on the design, storage may last from several hours to weeks and is delivered directly to heating, cooling, or hot-water equipment rather than being converted back into electricity. See the DOE overview at Thermal Energy Storage.

This distinction matters. A battery stores electrical energy and later supplies electricity. TES stores heat or cooling capacity and later supplies a thermal end use, such as a cooling coil, radiator, heat pump loop, domestic-water system, or process load.

Thermal uses are a large part of building energy demand: the DOE reports that more than 45% of electricity consumption in U.S. buildings is used for thermal services such as air conditioning and water heating. The cited DOE page does not state a year for that statistic, so it should be treated as a broad indicator rather than a current forecast.

How the charge-and-discharge cycle works
Every TES installation follows the same basic sequence, although the equipment and temperatures differ.
- Identify an available charging period. The control system looks for a time when electricity is cheaper, grid demand is lower, renewable power is available, or a heat source such as combined heat and power (CHP) has more output than the building currently needs.
- Charge the storage medium. A chiller cools water or freezes water into ice; a heat pump, boiler, solar-thermal system, or CHP unit heats water; or a building surface and its interior mass absorb heat.
- Hold the stored capacity. Valves, pumps, insulation, heat exchangers, and controls keep the storage available while the primary equipment can run at reduced output or serve another load.
- Discharge when the load rises. Cold or hot fluid leaves storage and serves the distribution system. Return fluid, warmer or cooler than the stored medium, goes back to the tank or heat exchanger for another cycle.
A stratified chilled-water tank illustrates the process. Colder, denser water remains at the bottom while warmer return water stays near the top. During a peak-cooling event, cold water leaves the bottom for the cooling system and warm return water enters at the top. During off-peak charging, warm water exits from the top and is chilled before being returned to the tank. DOE describes typical chilled-water supply storage temperatures of 39°F to 42°F in its Thermal Energy Storage fact sheet.
The four main ways buildings store thermal energy
| Approach | What stores the energy | Typical building examples | Key design issue |
|---|---|---|---|
| Sensible heat | A temperature change in a material | Hot-water tanks and chilled-water tanks | Tank volume, usable temperature range, and mixing control determine capacity. |
| Latent heat | A phase change, such as melting or freezing | Ice storage and other phase-change materials (PCMs) | Heat is absorbed or released at the phase-transition temperature; containment and heat-transfer rates are critical. |
| Thermal mass | The building structure or interior mass warms and cools | Concrete floors, walls, ceilings, and furnishings | The daily temperature cycle must cross the mass’s effective charging and discharging temperatures. |
| Thermochemical storage | A reversible chemical reaction, often involving a material and water vapor | Compact, heat-pump-integrated concepts under development | Closed-system integration, controls, durability, and field performance still require validation. |
Sensible-heat storage
Sensible systems store more or less energy as their temperature changes. Water is widely used because it is inexpensive, non-toxic, and has a high heat capacity. A hot-water tank can absorb heat from a boiler, heat pump, solar-thermal collector, or CHP unit and release it later. A chilled-water tank performs the same function for cooling by storing water at a lower temperature.

Latent-heat storage
Latent systems store energy during a phase transition. Ice storage freezes water while charging and melts it while discharging. Because the phase change absorbs or releases substantial heat at nearly constant temperature, a relatively compact container can provide cooling without raising the storage medium through a large temperature range. Other PCMs can be selected for different transition temperatures and installed in dedicated modules, HVAC components, walls, ceilings, or other building materials.
Thermal mass
With thermal mass, the building itself is the storage medium. A heavy floor or wall absorbs heat when surrounding air is warmer and releases it when surrounding air becomes cooler. This can damp indoor temperature swings and reduce changes in mean radiant temperature. It is not automatically effective every day: DOE notes that air must be warmer than the mass to charge it and cooler than the mass to draw heat back out. If the building’s temperature cycle never crosses the relevant mass temperature, the daily effect on heat transfer and conditioning can be small. The principles are described in DOE passive-design guidance.
Thermochemical storage
Thermochemical systems use a reversible reaction to take in and later release heat. In principle, they can be more compact than large water tanks, but the reaction vessel, heat exchanger, vapor management, controls, and long-term cycling behavior all affect whether that advantage is practical. DOE identifies building integration and performance evaluation as open needs rather than presenting thermochemical concepts as established commercial products.
Chilled-water storage versus ice storage
| Characteristic | Chilled-water storage | Ice storage |
|---|---|---|
| Storage mechanism | Sensible cooling: water is kept within a useful temperature range. | Latent cooling: water freezes and melts. |
| Charging equipment | A chiller cools water, often during off-peak hours. | A refrigeration system makes ice, usually at a lower evaporator temperature. |
| Discharge | Cold water is pumped directly to the cooling system. | Melting ice removes heat from a circulating fluid or produces chilled water. |
| Typical DOE detail | Chilled-water supply storage is commonly described at 39°F–42°F. | DOE classifies ice as a latent-heat medium; a universal discharge temperature is not stated. |
| Primary trade-off | Usually needs more tank volume but can integrate directly with a water loop. | Can store more cooling in a compact volume, but freezing equipment and heat exchangers add integration requirements. |
Both options can shift chiller operation away from a building’s peak. The right choice depends on available space, chiller efficiency at charging conditions, the length and shape of the cooling peak, pump and heat-exchanger design, and local utility tariffs. The DOE fact sheet identifies chilled-water and ice systems as commercialized TES options used in commercial and district applications.

How hot-water storage supports heating and CHP
A hot-water tank can capture heat when a source is available but the building’s thermal demand is low. Later, the tank supplies space heating, domestic hot water, or another hydronic load without requiring the heat source to start immediately. Solar-thermal systems can store daytime heat for evening use. CHP plants can store heat produced while electricity is generated and release it when the building needs more heating.
DOE notes that this can improve CHP heat utilization, particularly in buildings with substantial heating demand. It also cautions that hot-water storage may provide fewer economic benefits than displacing chilled water made by electric chillers during high-price periods. That is a project-specific comparison, not a universal ranking.
Why buildings install TES
- Peak-load shifting: Cooling or heating equipment can charge storage during lower-demand periods and discharge it during afternoon or evening peaks.
- Lower electrical peaks: Stored cooling can flatten a building’s electricity profile and reduce the instantaneous demand seen by the utility.
- Better use of variable supply: Storage can absorb surplus renewable electricity or otherwise underused CHP heat and make it available later.
- Potential equipment savings: A plant designed around average load rather than the full short-duration peak may use smaller chillers or other central equipment. Whether that offsets the cost of storage depends on the specific design.
- Operational resilience: Stored thermal capacity can continue serving a load for a limited period while primary equipment is ramping, constrained, or temporarily unavailable; the duration must be calculated for the actual tank and load.
None of these outcomes guarantees lower annual bills. Savings depend on demand charges, time-of-use prices, charging efficiency, installation cost, control quality, and whether the building can actually discharge storage during the expensive or constrained hours.

- Define the load. Separate space cooling, space heating, domestic hot water, process heat, and any combination of these. Record hourly demand, required supply and return temperatures, and the duration of the peak.
- Select the storage medium and temperature range. Chilled water, hot water, ice, another PCM, exposed thermal mass, and thermochemical materials operate in different temperature bands and have different heat-transfer requirements.
- Check physical integration. Measure space for tanks, pumps, piping, heat exchangers, controls, access, and structural support. For envelope-integrated PCM or thermal mass, check wall and floor assemblies, moisture control, fire requirements, and maintenance access.
- Map the charging source. Identify the chiller, heat pump, boiler, solar-thermal system, CHP unit, or grid connection that will charge storage, including its available capacity during the intended charging window.
- Model the operating schedule. Use the building’s occupancy and weather-driven load profile to determine when storage charges, when it discharges, and how much reserve is needed to maintain comfort.
- Design controls and distribution together. Tank sensors, flow meters, valves, pumps, heat exchangers, and supervisory controls must preserve temperature stratification or phase-change operation while meeting the end-use temperature.
- Test the economics with local data. Include energy prices, demand charges, installation and electrical-work costs, maintenance, equipment-sizing changes, and measured or independently documented performance. DOE’s Stor4Build program lists standardized material testing, codes and standards, controls, sizing, heat-pump compatibility, and envelope integration among its research areas.
Controls determine whether stored capacity is useful
A storage tank that is full at the wrong time does not reduce a peak. Controls must forecast the next load, reserve enough capacity for comfort, and avoid charging and discharging simultaneously. For a stratified tank, sensor placement and flow rates matter because excessive mixing erases the temperature layers that make the tank useful. For ice and PCMs, controls must account for the phase-change state and the heat exchanger’s ability to transfer energy at the required rate.
Integration with heat pumps adds another decision: charging may be efficient at one outdoor temperature and less efficient at another. The control sequence should compare the heat pump’s instantaneous efficiency, the tariff, the building load, and the desired state of charge rather than relying on a fixed clock schedule.
What is commercially established and what is still being developed
Commercial chilled-water and ice systems
The DOE fact sheet describes chilled-water and ice storage as commercialized options used with chillers and CHP. TES deployments range from district-energy installations to commercial buildings and smaller residential floor-heating systems. Their maturity does not remove the need for project-specific hydraulic, structural, and economic design.
Large deployed examples
The same DOE fact sheet names a 40,000 ton-hour low-temperature-fluid TES tank at Princeton University that serves building cooling and turbine-inlet cooling for a 15 MW CHP system. It also describes an 8.8-million-gallon chilled-water tank at Texas Medical Center providing 75,000 ton-hours of cooling integrated with 45 MW of CHP. These are named examples of large systems, not typical sizes for an individual building.

Residential PCM and heat-pump projects
A DOE project page dated 2024 describes work by the University of Maryland and Lennox International on a modular residential TES system using a polymer heat exchanger and salt-based PCM integrated with heat pumps. Capacity and savings figures on that page are project targets or projected impacts, not independently verified product performance. See the project description.
Thermochemical proof-of-concept work
Another DOE page, dated February 14, 2024, describes a 2024–2026 project led by Georgia Tech Research Corporation with the National Laboratory of the Rockies, GTI Energy, and Carrier Corp. Its goal is a residential heat-pump-integrated thermochemical proof of concept. The page specifically notes that closed-system, building-integrated performance evaluation had been lacking; its storage and grid figures are goals or potential impacts, not demonstrated commercial results. Details appear at DOE’s thermochemical-storage project page.
DOE also lists work on ice storage for hydronic space heating in a separate project description. Emerging systems should therefore be evaluated by measured cycling performance, code compliance, serviceability, and integration evidence rather than by a proposed capacity alone.

Costs, savings, and limitations
There is no universal TES price, savings percentage, or payback period that applies across building types and climates. A credible estimate needs the local tariff, demand-charge rules, climate, load profile, storage size, charging equipment, distribution changes, controls, structural work, and maintenance assumptions. The cited DOE sources do not provide an apples-to-apples installed-cost or annual-payback comparison.
Common reasons a project underperforms include:
- The temperature cycle is wrong: Thermal mass has little daily effect when indoor and outdoor conditions do not cross the mass’s effective charging and discharging temperatures.
- Storage is sized for the wrong service: A cooling tank cannot substitute for a hot-water system without an appropriate heat exchanger and distribution design.
- Controls miss the tariff window: Charging outside the low-cost or low-demand period can erase the intended economic benefit.
- Integration is incomplete: A tank, PCM module, or reaction vessel must be matched to pumps, heat exchangers, heat pumps, sensors, controls, and the building envelope.
- Development claims are treated as field results: Projected impacts for PCM and thermochemical demonstrations should not be used as guaranteed product performance.
For an existing building, begin with interval electricity and thermal-load data, then simulate the proposed charge and discharge schedule against actual utility prices. For new construction, coordinate storage with plant sizing, envelope design, distribution temperatures, and available structural space from the start.
Practical takeaway
TES works by charging a thermal medium when energy or capacity is available and discharging it when the building needs heat or cooling. Chilled water, hot water, and ice are established choices; thermal mass and PCMs can work when the building’s temperature cycle and construction support them; thermochemical systems remain an active development area. The value comes from the match between storage temperature, load schedule, controls, available space, and local rates—not from the storage material alone.
