The EU’s long-term budget, called the Multiannual Financial Framework (MFF), is proposed by the European Commission, negotiated by national governments in the Council of the European Union, shaped in practice by bargaining among national leaders in the European Council, and approved only after the European Parliament gives its consent. The Council normally must act unanimously. Parliament cannot rewrite every article of the regulation, but it can refuse consent, making its approval a genuine veto. If the next framework is late, the existing one continues temporarily under the previous framework’s final-year ceilings.
What the EU long-term budget actually is
The Multiannual Financial Framework is the EU’s long-term spending plan. Article 312 of the Treaty on the Functioning of the European Union requires an MFF to cover at least five years. In practice, EU frameworks normally run for seven years, giving governments, regions and programme managers a predictable funding horizon.

The MFF does not function like one giant bank account. It sets the maximum amount that can be committed and paid each year under broad policy headings. Every annual EU budget must stay within those ceilings.

Commitment appropriations
Commitment appropriations are legal promises to spend. When the EU signs a grant agreement, awards a major contract or authorises a multi-year project, it normally uses commitment appropriations. A commitment may create payments over several years, so the amount committed in one year is not necessarily paid out in that same year.

Payment appropriations
Payment appropriations are the cash that can actually be paid during a particular year. They cover invoices, grant instalments and other obligations that become due. The MFF therefore has separate annual ceilings for commitments and payments; both matter when assessing how much spending the framework permits.
| Element | What it controls | Why it matters |
|---|---|---|
| Commitment ceiling | New legal promises to spend | Determines how many projects and obligations the EU may authorise. |
| Payment ceiling | Cash paid in a year | Limits the amount that can leave the EU budget during that year. |
| Policy headings | Broad areas such as agriculture, cohesion, research, security and external action | Sets the distribution of spending authority among priorities. |
Which EU institution does what?
The institutions have different legal powers. Confusing them is the quickest way to misunderstand who decides the MFF.
The European Commission: prepares the package
The Commission starts the formal process by preparing a package rather than a single document. It proposes a draft Council regulation for the MFF, an interinstitutional agreement covering budget discipline and cooperation, and linked proposals such as own-resources arrangements and spending programmes.
Do these 3 things before closing this tab:

It must keep the different legal texts consistent while Parliament and governments negotiate competing priorities. The Commission tabled the current 2028–2034 package on 16 July 2025.
The Council of the European Union: represents national governments
The Council of the EU is the institution in which national ministers negotiate and, ultimately, adopt the MFF regulation. Council working parties examine the Commission’s texts and prepare a negotiating position. Depending on the issue, ministers from different configurations work on the file; the General Affairs Council has been handling the overall negotiating box for the 2028–2034 framework.

When the legal procedure reaches its final stage, the Council adopts the MFF regulation. The normal rule is unanimity, but only after Parliament has consented.
The European Council: leaders broker the political deal
The European Council consists of the heads of state or government. It is not the ordinary legislator in the Article 312 procedure, yet its political role is decisive. Leaders commonly settle the hardest disputes over the total size of the framework, national contributions, major spending headings and politically sensitive conditions.
Recommended Free Tools
The European Parliamentary Research Service describes three practical phases: national leaders provide input before the Commission proposal; the institutions negotiate after the proposal is tabled; and leaders help broker the closing compromise. A European Council meeting can therefore produce the political figures needed for a settlement, while the Council of the EU still performs the formal legislative act.
The European Parliament: negotiates and gives consent
Parliament develops its own position and negotiates with the Council and Commission. Its decisive legal power is consent. Under the special legislative procedure, Parliament does not amend the MFF regulation article by article as it would ordinary legislation. Instead, it votes to approve or reject the negotiated package. Consent requires a majority of Parliament’s component members.
That makes consent a veto. Parliament can withhold it until political conditions are addressed. During the 2021–2027 negotiations, Parliament used the interinstitutional talks and its consent power to secure elements including stronger budgetary scrutiny and rule-of-law safeguards.

Trilogues: where the package is assembled
Parliament, the Council and the Commission hold interinstitutional negotiations, commonly called trilogues, to reconcile their positions. The Commission participates as a broker and legal coordinator; Parliament and the Council seek a package each can accept. The final text is the result of this political bargaining, not a unilateral decision by any one institution.

- Commission proposal. The Commission presents the draft MFF regulation, the interinstitutional agreement and related own-resources and programme proposals. The package defines the proposed ceilings, headings, flexibility tools and accompanying conditions.
- Parallel work in Parliament and the Council. Parliament establishes a negotiating position through its committees and plenary. At the same time, national officials and ministers in the Council develop a member-state negotiating position. Their work proceeds in parallel rather than in a simple hand-off from one institution to the other.
- Political bargaining by national leaders. The European Council may intervene when ministers cannot resolve the largest political trade-offs. Leaders can broker an overall figure or distribution, although they do not replace the Council’s formal legislative vote.
- Interinstitutional negotiations. Parliament, the Council and the Commission negotiate the complete package. Issues can include the ceilings themselves, spending allocations, flexibility instruments, scrutiny arrangements and rule-of-law conditions.
- Parliamentary consent. Once a compromise text is ready, Parliament votes. A majority of all component members must consent. If it refuses, the Council cannot complete the normal Article 312 route on that text.
- Formal Council adoption. After consent, the Council adopts the MFF as a regulation under the special legislative procedure. The normal voting rule is unanimity among the member states.
Article 312 contains an exceptional alternative: the European Council may unanimously authorise the Council to use qualified-majority voting for the MFF. That authorisation is itself unanimous and is not the normal practice, so a government ordinarily retains the ability to block the regulation in the Council.
Does every EU country have to agree?
For the normal procedure, yes. The Council must act unanimously after Parliament gives consent. A single member state can therefore prevent adoption of the regulation unless a compromise is found or the exceptional treaty option for qualified-majority voting is used.
Unanimity applies to the Council’s formal adoption of the MFF regulation. It does not mean that every preparatory working-party document or partial negotiating position has already been agreed by all governments. Negotiations can advance on individual headings while the overall package remains open.
What Parliament can and cannot change
Parliament’s role is stronger than a ceremonial final vote but different from line-by-line amendment power. It cannot rewrite the MFF regulation under this special procedure once the Council presents a final text. It can, however, refuse consent, forcing further negotiations.

In practice, Parliament uses its negotiating position, trilogue conditions and consent deadline to influence the package before the final vote. This leverage can secure oversight provisions, transparency requirements or conditions attached to spending, even when Parliament cannot alter every ceiling directly in the regulation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. The 2028–2034 MFF: where negotiations stood in October 2026
The Commission proposed the 2028–2034 framework on 16 July 2025. The figures below are proposal figures, not an adopted budget. They are expressed in constant 2025 prices, so they are designed to remove the effect of inflation when comparing the framework’s scale.
| Measure | Commission proposal | Qualification |
|---|---|---|
| Commitment ceiling | €1,763.1 billion | Constant 2025 prices; 1.26% of EU GNI. |
| Payment ceiling | €1,761 billion | Constant 2025 prices; 1.26% of EU GNI. |
| Status | Under negotiation | Not an adopted MFF as of October 2026. |
Parliament adopted an interim report on 28 April 2026 by 370 votes in favour, 201 against and 84 abstentions. That report establishes Parliament’s negotiating mandate; it is not the final consent vote on the regulation.
In June 2026, the Council’s General Affairs Council was still working on a negotiating box containing figures and had agreed partial positions on some pillars. That status confirms that the final MFF regulation had not yet been adopted by October 2026. The eventual amounts, distribution and conditions could therefore differ from the Commission’s proposal.

Headline totals do not tell the whole story. A government, Parliament group or Commission proposal can have the same overall ceiling as another position but distribute money very differently. The most useful comparison checks these dimensions:
Best Value
| Comparison point | Question to ask |
|---|---|
| Total ceiling and GNI share | How large is the framework in euros and as a percentage of EU gross national income? |
| Policy distribution | How much is assigned to agriculture, cohesion, research, competitiveness, security and external action? |
| Flexibility | Can money be shifted between headings or mobilised quickly for crises? |
| Conditions | Are rule-of-law, audit, performance or other safeguards attached to access to funds? |
| Own resources and national contributions | How would the EU raise revenue, and how would the burden be shared among member states? |
| Governance | Would implementation rely more on national partnership plans or on programmes managed at EU level? |
These choices affect recipients differently. A larger total can still leave a programme with less funding if another heading grows faster, while a smaller headline total may include more flexibility for emergencies. The distribution and management rules are therefore as important as the top-line number.
What happens if the EU misses the deadline?
The EU does not automatically lose the ability to finance programmes when a new MFF is late. Article 312(4) provides continuity: if the new framework has not been adopted when the old one ends, the previous framework’s ceilings and provisions for its final year continue temporarily until the new regulation enters into force.
This rollover prevents an institutional funding gap, but it is not a fresh seven-year plan. Spending remains constrained by the previous framework’s last-year limits and rules. New political priorities or redesigned programmes may have to wait for the successor regulation.
What the previous cycle shows
The 2021–2027 process illustrates the sequence. Trilogues began in August 2020 and concluded on 10 November 2020. Parliament then gave its consent on 16 December 2020, after which the Council formally adopted the framework.
The example also shows why the process can take months after leaders reach a political understanding: the institutions still have to settle legal wording, interinstitutional commitments and Parliament’s consent conditions before the regulation can be adopted.
How the MFF relates to annual EU budgets
The MFF supplies the outer limits; annual budgets decide the detailed appropriations for one year. The annual budget cannot exceed the relevant commitment and payment ceilings in the framework. Conversely, an annual budget does not by itself rewrite the seven-year allocation. Changing the long-term ceilings requires the MFF procedure, including Parliament’s consent and the Council’s required vote.
This division explains why an annual budget agreement can be reached while the next MFF is still being negotiated, and why a late MFF does not halt every EU payment. The annual process operates inside the existing multiannual limits, with the continuity rule available when a successor framework is not yet in force.
Quick Recap
The short answer to the main questions
- Who decides? The Commission proposes; national governments in the Council negotiate and formally adopt; Parliament must consent; the European Council usually brokers the hardest political compromises.
- Can Parliament change the budget? It cannot rewrite the regulation line by line, but it can withhold consent and use negotiations to secure conditions and oversight provisions.
- Must every country agree? Normally, yes: Council adoption requires unanimity after Parliament’s consent.
- What if agreement is late? The previous framework’s final-year ceilings and provisions continue until the new regulation enters into force.
- What is the Council of the EU versus the European Council? The Council of the EU is the ministers’ legislative body that formally adopts the MFF; the European Council is the leaders’ forum that brokers the political deal but is not the ordinary Article 312 legislator.
