Technology investment and construction both raise GDP, but through different channels. Technology adds ICT equipment, software, data, research and organisational capital that can increase output per worker and total-factor productivity. Construction adds measured value through building activity and creates lasting assets—transport, power, housing, buildings and digital networks—that expand productive capacity. Neither guarantees durable growth: the payoff depends on project quality, utilisation, skills, maintenance and whether investment removes a real capacity bottleneck.

What technology investment includes

Technology investment is broader than buying computers. In economic accounts it can include servers, communications equipment, industrial automation, software, databases, research and development, proprietary data and organisational capabilities that allow firms to use new systems effectively. Some of these assets are tangible; many are intangible and have historically been measured incompletely.

Investment affects GDP through two related channels. First, a larger capital stock gives workers better tools, increasing capital services per hour. Second, technology can raise total-factor productivity (TFP): the amount produced from a given combination of labour, capital and intermediate inputs. TFP gains usually require changes in work processes, management, training and product design rather than an isolated hardware purchase.

Capital deepening

When a manufacturer installs robotics, a retailer deploys a reliable inventory platform or a hospital adopts interoperable records, each worker may be able to produce or coordinate more output. The resulting increase in capital per worker is called capital deepening. Its effect is strongest when the new asset is used intensively and complements workers’ skills.

Innovation and diffusion

Research, software and data can create new products and allow existing technologies to spread. A cloud system, for example, may lower the cost of launching a service, while shared databases can reduce duplicated work across suppliers. These spillovers mean that the investing firm may not capture all of the economy-wide benefit.

Why measurement matters

The U.S. Bureau of Economic Analysis’ 2026 experimental Integrated Industry-Level Production Account reports that including own-account data as an asset raises the contribution of IT-related capital assets to U.S. GDP growth by about one-third over 2002–2024. The size of the adjustment differs by industry. The result does not mean that every technology purchase produces a one-third increase; it shows how excluding internally created data can understate technology’s contribution in national accounts.

How construction enters GDP

Construction affects GDP immediately through the value added generated by builders, engineers, material suppliers and related services. It is also recorded as gross fixed capital formation when households, businesses or governments acquire new structures and infrastructure. Wages, profits and purchases associated with a project therefore contribute to measured output while the work is under way.

The direct activity effect

A road, apartment block, factory, data centre or power plant requires labour, equipment, materials, design and professional services. Those inputs support production in construction and connected industries. The effect is larger when suppliers have unused capacity and when spending uses domestic resources, although GDP accounting does not treat every dollar of project spending as new domestic value added.

The infrastructure effect

Once completed, infrastructure changes the cost and reliability of economic activity. Transport links can reduce travel times and connect firms to customers and workers. Electricity networks can reduce outages and support energy-intensive production. Housing can improve labour mobility, while ports, airports and communications networks widen access to markets. Buildings provide space for businesses, schools, health services and research.

OECD infrastructure indicators describe investment as new transport construction and improvements to existing networks. The associated benefits can include market accessibility, productivity, regional development, employment, labour mobility and connectivity. These are supply-side effects: they can raise the economy’s potential output after the construction crews have left the site.

Technology and construction compared

There is no universal winner between technology and infrastructure. Their growth effects differ by timing, financing, geography, measurement and the bottleneck an economy is trying to remove.

Dimension Technology investment Construction and infrastructure
Short-run GDP channel Purchases of equipment, software, research and related services; production may rise as firms adopt new systems. Construction value added, wages, materials and professional services during project delivery.
Long-run supply effect Higher capital services, innovation, data use and potential TFP gains. Lower transport, energy, housing and communications constraints; additional usable physical capacity.
Typical assets ICT equipment, software, databases, R&D, data and organisational capital. Roads, rail, ports, airports, power systems, buildings, housing and digital networks.
Financing pattern Often private, although public research, digital infrastructure and procurement are important. Public, private or public-private financing, depending on the asset and revenue model.
Geographic pattern Benefits can spread through networks and knowledge, even when investment is concentrated. Benefits are tied initially to the project location, then spread through improved access and trade.
Main execution risk Buying systems without redesigning processes, training staff or protecting data. Choosing low-value projects, cost overruns, delays, weak maintenance or poor utilisation.
Measurement confidence Intangible assets and quality improvements are difficult to value fully. Structures and construction output are more visible, but the value of service improvements is harder to isolate.

How digital investment improves productivity

Productivity gains normally arrive through a sequence rather than at the moment of purchase.

  1. Identify a constraint. Firms first need to know whether the problem is downtime, slow order processing, excess inventory, unreliable information or a shortage of skilled labour.
  2. Choose a complementary asset. Software, sensors, automation, analytics or communications equipment should address that constraint instead of adding another disconnected system.
  3. Redesign the workflow. Processes often need to change so that information moves automatically, approvals are simplified and machines or employees are assigned differently.
  4. Build capability. Training, cybersecurity, data governance and technical support determine whether the asset remains available and useful.
  5. Diffuse what works. Suppliers, customers and other firms may need compatible standards and connectivity before the initial investment produces wider spillovers.

This explains why two firms can buy similar technology and obtain different output gains. Utilisation, complementary investment and management quality determine the capital service actually delivered.

How infrastructure spending creates jobs and can attract private investment

Employment during delivery

Construction projects employ site workers, engineers, surveyors, designers, logistics providers and manufacturers of materials and equipment. The number and duration of jobs depend on project type, labour intensity, scheduling and how much work is performed locally. A capital-intensive power or communications project may require fewer workers than a housing programme of similar cost, while creating a different long-term service.

Private investment after completion

Reliable infrastructure can make private projects viable. A factory is more attractive when electricity is dependable; a warehouse is more valuable when roads and ports are accessible; a digital service can scale when broadband and data centres are available. In this sense, public infrastructure may crowd in private capital by reducing operating costs, uncertainty or the distance to customers and workers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Crowding-in is conditional, not automatic. If a network is poorly located, unaffordable, congested or badly maintained, firms may not use it. Public borrowing can also compete with private financing when it raises funding costs or leaves too little fiscal room for productive projects. Project appraisal must therefore examine demand, pricing, operating costs and maintenance rather than count construction spending alone.

Why prioritisation beats spending volume

The World Bank’s infrastructure framework links physical stocks, costs and financing conditions with growth, jobs and productivity. Its central practical implication is that selecting projects that close binding service gaps can produce a larger growth dividend than untargeted expansion. A short missing rail connection, an overloaded substation or a last-mile broadband gap may matter more than a larger project that duplicates existing capacity.

Why technology and construction reinforce each other

Digital services depend on physical foundations. Data centres and communications equipment need reliable power and buildings; online commerce needs transport and logistics; remote work depends on networks and suitable housing or office space. If electricity or connectivity is unreliable, software investment may remain underused.

The relationship also runs in the opposite direction. Construction firms use building-information modelling, sensors, drones, automated equipment, digital twins and project-management software to coordinate work, reduce rework and monitor safety. These tools can improve the productivity and quality of infrastructure delivery. The combined effect is greatest when digital systems are interoperable and when workers are trained to use the information they generate.

What current investment data show

OECD figures provide a broad benchmark rather than a promise of future growth. The OECD weighted-average investment rate stood at 22.6% of GDP in 2024, down slightly from 23.0% in 2023. The rate combines different asset mixes and institutional settings, so it should not be read as a directly comparable productivity score for every country.

OECD reporting for 2026 also finds that ICT investment rates were higher relative to the 2010–19 period in 27 of 35 countries. A related measure—information-and-communication investment as a share of GDP—rose relative to 2010–19 in 27 of 32 countries. The differing denominators and definitions are important: the figures describe broad investment trends, not identical technology baskets.

The World Bank tracks industry, including construction, as value added as a percentage of GDP, with country observations extending through 2025. This indicator shows the sector’s measured contribution, but it cannot by itself identify whether a project improved future productivity, displaced other activity or imposed later maintenance costs.

How to evaluate whether an investment will raise growth

Governments, lenders and firms can use a common decision sequence before approving a project or programme.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the service gap. Quantify the problem in terms users experience: outage hours, travel time, unserved households, processing delays, vacant housing or unavailable industrial space.
  2. Estimate additional capacity. Distinguish new output from activity that would have occurred anyway. For technology, estimate expected users, uptime and workflow changes. For infrastructure, estimate demand, operating capacity and likely utilisation.
  3. Test complementary requirements. Include skills, power, connectivity, land, regulation, maintenance and data standards. An asset without these complements may have a low effective capital service.
  4. Compare alternatives. A repair, software upgrade, demand-management measure or smaller targeted project may close the gap more cheaply than a new mega-project.
  5. Model the full life cycle. Include construction, financing, operation, maintenance, replacement, security and decommissioning costs. Report who bears each cost.
  6. Measure distribution and resilience. Record which regions, workers and firms gain, and test exposure to outages, climate hazards, cyber incidents or supply disruptions.
  7. Track results after completion. Monitor usage, travel times, reliability, energy consumption, output per worker and private investment. Revise operations when the asset is not being used as intended.

Limits of GDP as a scorecard

GDP measures production and investment flows, not every welfare effect. Construction can increase measured output while also creating congestion, pollution, displacement or future maintenance obligations. Technology can raise average productivity while causing adjustment costs, job transitions, privacy risks or unequal access to the gains.

Cross-country investment rates are not directly comparable without considering prices, exchange rates, asset definitions, depreciation and data quality. Intangible assets such as data, organisational capital and improvements in product quality remain especially difficult to value. The BEA and OECD both treat these measurement issues as ongoing limitations.

Bottom line: invest where the bottleneck is

Technology investment raises GDP when it supplies useful capital and enables better ways of working. Construction raises GDP through immediate value added and through infrastructure that expands capacity and lowers the cost of reaching markets and services. The strongest results come from complementary portfolios: reliable physical networks make digital assets productive, while digital tools improve the design and operation of infrastructure. The decisive question is not which category is larger, but which well-maintained project removes the binding constraint and is actually used.
