When downloadable content (DLC) added more achievements to that pool, a game that had been at 100% could fall below 100% because its denominator increased. Steam’s Achievement Sets model separates base-game, DLC, mode, character and seasonal content into independently tracked sets. A DLC set can count for players who own that DLC, while archived unavailable achievements no longer block completion. Your personal completion percentage is also different from an achievement’s global rarity percentage.
What Steam means by game completion
For an individual game, completion is a fraction: the number of counted achievements you have unlocked divided by the number of achievements Steam currently counts for that game or set. A perfect score means every achievement in that applicable pool is unlocked. It does not mean that you own every DLC, that you have completed every mode a developer has ever released, or that your achievements are rarer than another player’s.

Steam also has a profile-level Average Game Completion Rate (AGCR). The observed profile rule documented by the Steam Community guide is to calculate each eligible game’s own percentage and then average those percentages. Steam does not pool every achievement in your library into one giant numerator and denominator.

Suppose two qualifying games show 100% and 50%. The profile average is (100 + 50) ÷ 2 = 75%. It is not the total number of achievements earned across both games divided by the total number available across both games. That distinction matters when one game has a few achievements and another has hundreds.

A second example uses three games at 30%, 60% and 50%. Their arithmetic mean is 46.66667%. The profile showcase displays 46% in the guide’s example because the displayed result is rounded down rather than up.
Which games enter the average
The practical eligibility rule described by the guide is that a qualifying game enters the calculation after you earn at least one achievement in it. A game in your library with zero achievements earned does not lower the average. The guide also records historical exceptions and caveats, so treat this as an observed profile behavior, not a timeless, formally published Valve formula that applies identically to every account and edition.
Why a game can drop from 100% after DLC
Under the older single-pool model, a developer could append DLC achievements to the same game total. Your unlocked count would stay unchanged while the available count grew. The result was a lower percentage even though you had not lost an achievement.
The Steam Community guide illustrates the arithmetic with a worked example: a perfect 1,629/1,629 becomes 1,629/1,746 after 117 new achievements are added. That is 93.3%. The figures describe the guide’s example, not a Steam-wide average or a promise that every DLC release changes a denominator in exactly that way.

What changed in practical terms
Players experienced this as “I had 100%, then DLC took it away.” The underlying issue was not a revoked unlock; it was a new requirement being placed in the same pool. Depending on how a developer configured its app, the older model could make a base-game completion badge appear to deteriorate whenever later content arrived.
Achievement Sets are designed to separate those kinds of requirements. Instead of one undifferentiated list, a game can expose distinct sets for the base game, a DLC pack, a mode, a character roster or a seasonal event. The base set can remain complete while a separately owned DLC set tracks its own achievements.
What Steam Achievement Sets are
Achievement Sets are developer-configured groups of achievements with independent progress. Valve’s feature description names DLC, character, mode and seasonal sets as supported categories. A set has its own completion state, so the interface can show which content you have finished rather than forcing every category into one total.

DLC sets and ownership
A DLC set appears and counts for players who own that DLC. Someone who does not own the expansion should not be treated as failing an expansion-specific requirement merely because another player owns it. For an owner, the expansion’s achievements are tracked as the applicable DLC set, separate from the base-game set.

This ownership-dependent behavior is the practical answer to the old denominator problem, but it depends on the developer configuring the game correctly. Achievement Sets are not automatically retrofitted to every title, and the profile interface is still changing during the current beta-era rollout described in 2026 reporting.
Other sets a developer can use
- Base-game set: the core release’s achievements.
- DLC set: achievements tied to an expansion or add-on, shown to owners of that content.
- Mode set: a distinct ruleset or game mode that the developer wants to track separately.
- Character set: achievements organized around playable characters or a character group.
- Seasonal set: time-limited or event-specific achievements that can later be archived.
These labels describe how content is organized, not a guarantee that every game offers all five categories. The developer decides which sets exist and how existing achievements are assigned.
Old pooled achievements versus Achievement Sets

Archived achievements and seasonal events
Valve supports archiving an individual achievement or an entire set when its content is no longer available. Seasonal events are the clearest use case: an event may end, but its historical achievements should not permanently prevent a new player from completing the active set.
Archiving has two different effects depending on your history. If you already unlocked the achievement or set, it remains visible on your profile. If you missed it, it no longer appears as an active requirement and does not block your progress toward completing the set or game. This preserves earned records without forcing future players to satisfy an impossible condition.

What archiving does not mean
- It does not erase an unlock you already earned.
- It does not award an achievement you missed.
- It does not make a time-limited event playable again.
- It does remove the unavailable item from the active completion requirement for players who did not unlock it.
Completion percentage versus achievement rarity
Steam displays two different kinds of percentages that are easy to confuse.
Your personal completion
Your game or set completion answers: “How much of the counted achievement list have I unlocked?” If you have unlocked 40 of 50 applicable achievements, your personal completion is 80%, subject to the game’s current set and archive configuration.
Global achievement rarity
Global rarity answers: “What percentage of players of this game have unlocked this particular achievement?” Steamworks exposes those rates through the ISteamUserStats interface, and Steam Community statistics list achievements from most common to rarest. A 2% rarity figure means roughly 2% of the relevant player population unlocked that one achievement; it is not your game-completion score.
The metrics can move in opposite directions. You can have 100% personal completion while owning several very common achievements, and you can unlock an extremely rare achievement without being close to finishing the game. Rarity is a population statistic; completion is your progress against the applicable list.
How to interpret your Steam profile now
- Open the game’s achievement page. Identify whether Steam presents one general list or separate named sets.
- Check ownership. If a DLC set appears, verify that you own the associated expansion. A set that is not applicable to your account should not be interpreted as a failed base-game requirement.
- Inspect the set totals. Compare unlocked and counted achievements within the specific base, DLC, mode or seasonal set.
- Look for archived labels. An archived item you never earned should not block completion; an item you earned can remain visible as part of your historical record.
- Compare profile and game figures carefully. Your profile average is an average of eligible game percentages, while the game page may show set-level progress and global rarity rates.
- Allow for rollout differences. If a title has not been configured for Achievement Sets, Steam may still display behavior associated with its older pooled list. Developers control adoption, and the profile UI can change as the beta-era rollout develops.
Common situations and what they mean
“My completed game now says 93%.”
First check whether new DLC achievements were added to the old shared pool. If so, your original unlocks remain intact; the available-achievement denominator increased. The 1,629/1,629 to 1,629/1,746 example shows how that arithmetic works.
“I do not own the DLC, but I see extra achievements.”
The game may still be using a legacy pool, or its sets may not yet be configured as ownership-dependent. Achievement Sets are developer-controlled, so Steam cannot guarantee identical presentation across all games.
“A seasonal achievement is impossible, so can I still reach 100%?”
If the developer and Valve have archived the achievement or set, a player who missed it should not be blocked. If it remains active, the game is still treating it as a requirement; archiving is what changes that status.

“Why is my profile average lower than the average I calculated?”
Confirm that you are averaging per-game percentages, not pooling raw achievements. Also check display truncation: the documented example shows 46.66667% displayed as 46% after rounding down. Eligibility rules and historical exceptions can affect which games are included.
What is guaranteed and what is still changing
The separation of content, ownership-aware DLC sets and archive handling are the core behaviors Valve describes for Achievement Sets. What is not guaranteed is universal adoption or a permanently identical profile formula. Developers must configure sets for their games, and 2026 reporting characterizes the feature as a beta-era rollout. A title can therefore show legacy behavior while another title presents separate base and DLC progress.
For a reliable reading of any one game, trust the sets and labels shown on that game’s current Steam achievement page, note whether you own the relevant DLC, and distinguish active from archived content. Treat your profile average as a presentation metric built from eligible game percentages, not as a count of every achievement in your library.
Bottom line for completion hunters
The old system could turn a genuine 100% into a lower number when DLC expanded the same achievement pool. Achievement Sets provide a cleaner model: base game, DLC and other categories can have independent completion, DLC sets can apply only to owners, and archived unavailable content no longer blocks players who missed it. Global rarity percentages describe how widely each achievement was earned and should never be read as your own completion percentage. Because adoption remains developer-controlled during the current rollout, check the specific game’s set structure rather than assuming every Steam title follows the new model.
