A managed-service provider or authorized reseller may offer a route in, but the arrangement must be permitted by the platform agreement—and “access” can mean anything from provider-run campaigns to client-side account access.
Why direct platform access can be difficult for a startup
One important distinction is between becoming a certified platform partner and buying media through a partner. Google’s published Display & Video 360 (DV360) company certification criteria include at least five local, full-time experts working with Google Marketing Platform products who have passed associated certification exams. Google also considers business details, team structure, services and pricing, client satisfaction, investment in its products, and documented client engagement and planning processes. Google says it certifies on a per-country basis. These are requirements for company certification; they do not establish that an advertiser needs five specialists to run campaigns through a partner. That distinction matters when a startup hears that it needs an “agency account” or a “seat.” Those phrases do not, on their own, identify a specific official account type or prove a universal eligibility rule. Ask what platform arrangement is being offered, who operates it, and what rights the startup will have.
What managed access can provide
A partner or managed-service provider may handle onboarding, technical support, campaign planning, or campaign execution. The scope depends on the agreement. The Trade Desk’s Certified Service Partners directory describes partner-mediated access and services such as regional reselling, onboarding, technical expertise, and strategic consulting. Its listings establish that partner routes exist; they do not establish that a listed provider accepts every startup or offers a particular price or package.

- Used Book in Good Condition
For applicable Google Marketing Platform resale arrangements, Google’s sales-partner minimum support obligations state that partners must provide support and training. The document also says resale clients receive full write access immediately upon request, including access to and extraction of platform data. Confirm which terms apply to the proposed service, and record permissions, data access, support scope, and response expectations in the contract.
Check that the access route is authorized
Google’s DV360 reselling guidance defines resale as providing write access to a third party and says resale is not allowed unless expressly permitted under the applicable Google agreement. A provider’s ability to log in to a platform is not, by itself, evidence that it is authorized to resell access.
- Ask for the contractual route. Have the provider identify the applicable agreement or authorization and confirm that it covers the proposed service and country.
- Clarify account and billing ownership. Establish whether the startup owns an advertiser account, whether the provider operates campaigns in its own account, and who invoices for media and services.
- Specify data and permissions. Put client-side access, write permissions, reporting, data export, and access after termination in writing.
- Define the work and support. List who handles setup, optimization, reporting, troubleshooting, and training, along with support hours and response expectations.
- Get the full commercial terms. Ask for platform, service, data, and media charges, plus any fixed fee or minimum spend. Do not assume a threshold or fee is standard.
- Plan verification and billing roles. Google’s DV360 advertiser verification documentation says advertisers can provide identity information to Google and that an administrator or payments administrator is needed to complete verification. Confirm who will hold those roles and provide billing access.
- Agree on an exit plan. Document how campaigns, account access, and data will transfer if the relationship ends.
Do not mistake partner criteria for advertiser minimums
The five-expert criterion in Google’s DV360 certification material concerns a company seeking partner certification; it is not evidence of a universal advertiser headcount or monthly-spend minimum. The official material cited here does not establish a universal startup minimum spend, provider price, or standardized package. Eligibility, fees, and minimums need current, provider-specific confirmation for the relevant country and service.

Match the route to the campaign
Managed access is not automatically better than operating campaigns directly. Compare the options on the points that affect control, cost, and continuity:
- Operating model: Does the startup receive client-side access, or does the provider run campaigns?
- Authorization: Is the arrangement permitted under the applicable platform agreement?
- Account and data control: Who owns the advertiser account, can the startup inspect and export data, and what happens at termination?
- Fees and commitments: Are media charges separate from service fees, and is there a minimum spend or fixed charge?
- Service scope: Which planning, optimization, reporting, training, and support tasks are included?
- Platform and inventory fit: Does the platform support the campaign’s inventory and buying requirements?
- Verification and billing: Who supplies identity information, holds required administrator roles, and manages payments?
- Delivery obligations: Are there deal-specific service levels or performance responsibilities?
For example, Google’s Programmatic Guaranteed documentation lists both DV360 and The Trade Desk among eligible DSP partners. It also says buyers are expected to follow a service-level agreement for delivery and may be reevaluated for eligibility if they miss it. This applies to that deal type; it is not a general restriction on buying all programmatic media.

A practical decision
If a startup mainly needs campaign execution and technical guidance, a managed-service relationship may be the relevant route. If it needs direct operational control, prioritize a contract and setup that spell out client-side permissions, data access, and account ownership. In either case, verify authorization and all provider-specific terms before committing spend; partner status alone does not answer those questions.
