A payment stablecoin typically relies on a reserve of safe, liquid assets and a promise that eligible holders can redeem tokens for ordinary money under the issuer’s terms and applicable law. The token can move on a blockchain at any time, but converting it to bank dollars can still involve fees, operating hours, identity checks or delays.
Credit unions are exploring stablecoins because the underlying payment rail could support longer-hours settlement, cross-border transfers and tokenized back-office workflows. That does not make every token or provider suitable. A credit union still has to prove a specific member or operational need, evaluate the reserves and redemption process, control third-party and cyber risk, and comply with consumer-protection, anti-money-laundering and sanctions rules.

What a stablecoin is
Federal Reserve Governor Christopher J. Waller defines a stablecoin as “a type of digital asset designed to maintain a stable value relative to a national currency and backed at least one-to-one with safe and liquid assets.” The important words are designed and backed: a target of one dollar is not a government guarantee that a token will always trade for exactly one dollar.

When a customer acquires tokens, the issuer’s reserve should increase or already contain enough eligible assets to meet outstanding obligations. When a customer presents tokens for redemption, the issuer removes or “burns” those tokens and sends traditional currency, subject to its eligibility rules, fees, compliance checks and processing timetable.

Stablecoins are not fiat currency. NCUA states that digital assets are not fiat currency because they are not issued by a government entity. A dollar-linked token may reference the dollar and seek to be redeemable for dollars, but its legal claim, reserve structure and failure protections depend on the issuer, contract and governing law.
How the payment mechanism works
1. Issuance and reserves
The issuer mints tokens after receiving value, or otherwise ensures that reserves cover the tokens in circulation. For payment stablecoins in the U.S. framework discussed by the Federal Reserve, potential backing includes deposits at depository institutions, short-term U.S. Treasury securities and balances at a Federal Reserve Bank. Other stablecoin designs may hold private credit, gold or Bitcoin, but those assets carry different liquidity, valuation and market risks.
2. On-chain transfer
The token holder sends the asset from one blockchain address to another. The network records the transaction, validates it through its consensus process and updates the balances. Transfers can operate continuously rather than waiting for a bank’s batch window. “Continuous” does not mean instant in every practical sense: the network may require confirmations, congestion may raise fees, and an exchange or wallet can impose its own limits.
3. Redemption into ordinary money
To spend the value outside the token ecosystem, a holder normally sells the token or redeems it through the issuer or an intermediary. The conversion can require a bank account, identity verification, sanctions screening and a minimum amount. On-ramp and off-ramp fees, spread, banking hours and intermediary delays can remove much of the apparent speed or cost advantage.

4. The stability test
The market price depends on confidence that reserves exist, are liquid and can be accessed when needed. If holders doubt the reserves, the issuer’s governance or its ability to process redemptions, the token can trade below its target. A token can therefore be “stable” by design while still exposing users to de-peg, issuer, custody, technology and legal risks.
Major stablecoin designs
| Design | Typical backing or control | What matters for payments |
|---|---|---|
| Fiat- or reserve-backed | Deposits, short-term government securities or other stated reserves | Reserve quality, segregation, disclosure, redemption rights and liquidity |
| Crypto-collateralized | Other cryptoassets, usually with excess collateral | Volatile collateral can require rapid liquidation and large buffers |
| Commodity-backed | Assets such as gold | Ownership, custody, valuation and physical redemption terms |
| Algorithmic | Supply rules or incentives rather than a conventional reserve pool | Model, market-liquidity and confidence risk can be difficult to assess |
For a regulated credit union, payment stablecoins and clearly documented reserve-backed structures are the most relevant starting point. The label alone is not enough; the board and management need to understand exactly what backs the token, who controls those assets and what a member can legally claim.
What people use stablecoins for
Crypto-market settlement
Stablecoins are heavily used as a dollar-like settlement asset inside crypto markets. Waller said they accounted for more than 80 percent of trading volume on major centralized crypto exchanges in 2025. Traders use them to move between positions without repeatedly sending money through the banking system, although exchange, custody and blockchain risks remain.

Dollar access and digital savings alternatives
About 99 percent of stablecoin market capitalization was denominated in U.S. dollars at the time of Waller’s 2025 speech. In countries with weak or restricted access to dollars, a dollar-linked token can provide a digital way to hold or transfer dollar exposure. That does not automatically provide a local bank deposit, deposit insurance or convenient ability to pay domestic bills.

Cross-border transfers and remittances
A stablecoin transfer can reduce some correspondent-banking steps, especially when two businesses or wallets already support the same network. The recipient usually still needs local currency for rent, payroll and ordinary purchases. Converting at either end introduces exchange-rate risk, compliance screening and on-ramp or off-ramp charges, so the total cost must be compared with an existing remittance or wire service.
Business settlement, payroll and treasury
Businesses can use tokens for supplier payments, internal transfers, settlement between financial institutions or liquidity management. A programmable ledger may make reconciliation easier when the parties share standards and records. Payroll is more complicated: employment law, tax withholding, wage-payment rules and an employee’s ability to convert into local currency all have to be addressed.
Retail purchases
Retail stablecoin spending remains limited compared with crypto trading. Card networks already provide broad acceptance, rewards, dispute processes, purchase protection and credit. A credit union should not assume that a blockchain payment will beat cards for ordinary member purchases merely because settlement occurs on-chain.
Why credit unions are examining the opportunity
Longer-hours settlement
Blockchain networks can operate outside conventional banking hours. That could help a credit union support transfers on weekends or across time zones, provided the institution can monitor activity, manage liquidity and resolve exceptions around the clock.

Cross-border member service
Members sending money internationally may benefit from fewer correspondent intermediaries or faster movement between participating institutions. The business case depends on the full journey: funding the wallet, screening the transaction, converting to the recipient’s currency and handling complaints.
Member access to dollar-linked digital assets
A credit union might offer access through a specialized provider rather than issuing a token itself. NCUA says federally insured, state-chartered credit unions are not categorically prohibited from digital-asset activities when they operate safely and soundly and comply with applicable law. Credit unions may also use third-party providers for member digital-asset services. Outsourcing does not outsource accountability; vendor oversight, contracts, monitoring and member disclosures remain essential.
Tokenized treasury and back-office processes
Institutions could test tokenized movement of funds between approved counterparties, automated reconciliation or settlement of a defined financial workflow. These projects are more defensible when they replace a measurable manual cost or delay. As Waller put it, stablecoins need both “a clear use case” and “a clear commercial case” to be economically viable. A blockchain rail by itself is not a strategy.

On February 11, 2026, NCUA announced a proposed rule for applicants seeking NCUA approval, including applications connected with federally insured credit-union investment. The material available for this article describes that rule as proposed and subject to notice and comment, not as a final requirement. A credit union should verify the current rule, supervisory guidance and its charter-specific obligations before acting.

- Reserve and redemption risk: Determine whether reserves are actually held, where they are held, how often they are reported or attested, and how quickly a holder can redeem. A “one-to-one” marketing phrase is not a substitute for legal documentation.
- Issuer and governance risk: Review ownership, conflicts, decision rights, emergency powers, insolvency treatment and the process for freezing or blacklisting addresses.
- Custody and private-key risk: Establish who controls keys, how transactions are approved, whether multiple people or systems are required, and how lost or compromised credentials are recovered.
- Third-party concentration: A single issuer, chain, exchange, custodian or cloud provider can become a point of failure. Contracts should cover service levels, audit access, incident notification, subcontractors and exit assistance.
- Fraud and cyber risk: Address address-poisoning, phishing, stolen credentials, smart-contract vulnerabilities, insider abuse, ransomware and irreversible transfers. Monitoring must work 24/7 if the rail does.
- AML, KYC and sanctions: Apply customer identification, transaction monitoring, suspicious-activity escalation and sanctions controls to the complete path, including wallets and conversion providers.
- Consumer protection: Explain price risk, fees, redemption timing, network outages, complaint channels, dispute limits and what happens if a provider fails.
- Accounting and tax: Determine how the credit union will record holdings, fees, gains or losses, and member transactions under applicable accounting and tax rules.
- Insurance and legal status: Do not imply that a token is a deposit or that every digital asset receives federal share-insurance protection. NCUA specifically warns that, for some state-chartered credit-union custody activity, Share Insurance Fund coverage does not apply.
- Interoperability and resilience: Test whether the chosen chain, wallet and provider connect to the systems members already use and whether the service can continue during a chain halt, banking outage or vendor failure.
How to evaluate a stablecoin project or provider
| Evaluation axis | Questions to document | Evidence to request |
|---|---|---|
| Reserve and redemption | What assets back the token? Who holds them? How often are they disclosed? Who may redeem and how quickly? | Reserve policy, attestations or reports, custody agreements, redemption terms and historical processing data |
| Payment performance | What are network fees, throughput, confirmation requirements and finality? What do fiat on- and off-ramps cost? | Fee schedules, service-level metrics, outage history and a complete transaction-cost model |
| Compliance and member protection | How are identity, sanctions, fraud, complaints and disclosures handled? | Compliance program, screening coverage, complaint procedures, disclosures and audit results |
| Operational resilience | Can the provider monitor continuously, protect keys, respond to incidents and recover operations? | Business-continuity tests, penetration results, key-management design, incident records and recovery objectives |
| Member and commercial fit | Does this solve a defined cross-border, treasury or settlement problem better than existing rails? | Member research, volume forecasts, break-even analysis and comparisons with FedNow, cards, ACH, wires and correspondent services |
A practical pilot path for a credit union
- Define one measurable problem. Specify the members, transaction corridor or internal process affected, the current cost and delay, and the result that would justify continuation.
- Set risk boundaries. Decide which members, geographies, counterparties, transaction sizes and assets are in scope. Exclude activities that cannot meet identity, sanctions, custody or complaint requirements.
- Obtain governance approval. Give the board and relevant committees a written analysis of legal authority, vendor dependence, reserve and redemption risk, insurance treatment, capital and liquidity effects, and exit options.
- Perform provider due diligence. Verify the issuer’s reserve documentation, redemption mechanics, security controls, financial condition, subcontractors, audit rights and incident history. Test the provider’s answers rather than relying on marketing language.
- Build controls before launch. Configure wallet permissions, transaction limits, dual approval, monitoring alerts, sanctions screening, reconciliation, record retention and member disclosures. Define who can stop the service.
- Run a contained test. Use small values and approved counterparties. Test normal transfers, failed transactions, chain congestion, a redemption request, a vendor outage, a compromised credential and a member complaint.
- Measure the complete economics. Include network fees, conversion spreads, custody, compliance labor, liquidity buffers, insurance or legal costs and support. Compare the result with ACH, wires, cards, FedNow and existing correspondent arrangements.
- Set a continue-or-stop decision. Expand only if the pilot meets service, risk and cost thresholds. Otherwise, shut down cleanly, return or redeem assets, preserve records and communicate with members.
What stablecoins do not solve
A token does not eliminate foreign-exchange conversion, customer identification, sanctions obligations, liquidity management or the need for a trusted operator. It does not guarantee a fixed market price, government backing, share insurance or instant access to bank cash. It can make a transfer technically easier while making recovery, disputes and legal accountability harder.
The strongest credit-union case is therefore narrow and evidence-based: a defined payment, treasury or cross-border workflow in which the total cost and risk are better than established alternatives. For general retail spending, cards and account-based payment rails may remain more useful. For a carefully controlled institutional process, a reserve-backed stablecoin may offer meaningful settlement or interoperability advantages.
