The token can change the payment rail and operating hours, but it does not remove foreign-exchange, liquidity, custody, sanctions, licensing or settlement-finality risks.
In practice, a broker should treat the stablecoin as one leg of a regulated payment arrangement, not as a shortcut around banking and securities rules. The sender, issuer or regulated provider, blockchain, broker and fiat payout institution each need defined responsibilities before the first transaction.

What stablecoin settlement means in a brokerage payment
The U.S. Securities and Exchange Commission (SEC) described a stablecoin on April 4, 2025 as “a type of crypto asset designed to maintain a stable value relative to a reference asset, such as USD or another fiat currency, or a commodity like gold, or a pool or basket of assets.” A USD payment stablecoin is intended to remain close to one U.S. dollar and, for covered products, to be redeemable one-for-one against dollars backed by reserves whose value meets or exceeds the tokens in circulation.
A brokerage can use that token as the transfer leg between regulated participants. One party funds an account or converts fiat to the token, sends it to a whitelisted address on a supported blockchain, and waits for the required confirmations and compliance checks. The receiving party either keeps the token for another permitted payment or redeems it through an issuer or regulated provider into local fiat. Circle’s legal terms, for example, state that it may exchange fiat or other stablecoins into USDC or EURC and settle the stablecoin or fiat currency after receiving the user’s funds, unless the parties agree otherwise.

The economic exposure does not disappear during the transfer. It moves among the issuer, redemption bank, liquidity provider, custodian, blockchain and the broker’s own controls. Reserve quality, redemption access and the legal status of each participant therefore matter as much as the token’s quoted price.
The end-to-end settlement flow
The following sequence shows what a controlled brokerage payment must accomplish. A firm can automate individual steps, but it still needs an accountable owner, an exception path and an audit record for each one.
-
1. Establish the corridor and eligibility
Document the sending and receiving entities, customer type, payment purpose, currencies, countries, supported blockchain and permitted stablecoin. Confirm that the issuer, exchange, custodian, payout bank and any virtual-asset service provider are licensed or otherwise permitted in every relevant jurisdiction. Check whether the broker’s own authorization allows it to receive, hold, transfer or redeem the token for customers. Supported jurisdictions and redemption terms must be verified for the exact corridor; a product available in one country may be restricted in another.

2. Identify the payer and fund the transfer
Verify the customer or institutional payer, beneficial owners, source of funds and expected activity. Apply sanctions screening and fraud controls before accepting fiat or minting or purchasing tokens. Record the fiat amount, currency, conversion rate, provider, fees and timestamp. If the provider creates tokens after receiving dollars, preserve the funding evidence and the resulting token quantity. If the broker buys tokens in the market, record the venue, execution price, spread and counterparty.
-
3. Approve the destination address and network
Use an address-whitelisting process with independent verification and a delay or dual approval for changes. Confirm that the recipient address belongs to the intended regulated participant and that it is on the same supported chain as the sender’s wallet. Set transaction and velocity limits, protect signing keys with appropriate custody controls, and separate operational wallets from reserves. A correct token sent over an unsupported network, or to an incorrect address, may be difficult or impossible to recover.

4. Screen the transaction before broadcast
Screen the destination and relevant transaction history for sanctions, money-laundering typologies, fraud indicators and policy restrictions. A wallet screen is not a substitute for customer due diligence: the broker must connect the transfer to the verified customer, payment purpose and expected source of funds. Hold or reject transactions that trigger an alert, and define who can release a false positive. Retain the screening result, rule version, reviewer and decision.
-
5. Broadcast, confirm and determine finality
Submit the transaction with the required network fee and record its transaction identifier. Define in advance what counts as final: a specified number of block confirmations, a provider’s finality signal, or a combination of both. The policy should address congestion, chain reorganizations, validator or network outages, failed transactions, duplicate submissions and a mismatch between the expected and observed amount. Do not credit a customer’s brokerage balance merely because a transaction appears in a mempool or unconfirmed block.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. -
6. Redeem, pay out and reconcile
The recipient can hold the token if its mandate and risk policy allow, or send it to an approved redemption provider. The provider converts the token to local fiat, applies its exchange rate and fees, and pays the recipient’s bank or safeguarded account. Record the token amount burned or delivered, fiat amount received, FX rate, fees, value date and payout reference. Reconcile the blockchain transaction to the customer sub-ledger, cash ledger, general ledger and bank statement. Investigate breaks rather than forcing a manual adjustment.
What must be controlled beyond the blockchain transfer
A stablecoin transaction is only one record in a larger books-and-records system. The broker should be able to show, for each payment, who paid, why the payment was made, which token and chain were used, who controlled the keys, when the transfer became final, how the token was redeemed and how the resulting fiat reached the beneficiary.
Reserves and redemption
Ask what assets back the token, who holds them, how frequently reserve information is published, who may redeem, the minimum redemption amount, cut-off times, fees and circumstances in which redemption can be suspended. A token that trades near one dollar but cannot be redeemed promptly by the broker’s eligible entity is not equivalent to cash for settlement purposes.

Liquidity and prefunding
Model both sides of the corridor. The sender may need fiat or tokens before the customer payment is due, while the recipient may need local currency before the token can be redeemed. Include weekend and holiday liquidity, withdrawal limits, bank cut-offs and the possibility that a market maker or redemption bank is unavailable. Stablecoins can reduce some prefunding or intermediary steps, but they do not eliminate the need for liquidity management.
Key custody and operational resilience
Use role-based access, multi-person approval for high-value transfers, secure key storage, tested backups and a documented disaster-recovery plan. Maintain a second communication channel for an outage and a clear freeze procedure if a key, address book or provider account is compromised. Network resilience and provider concentration should be tested in the same way as a bank or payment processor dependency.
Is USDC faster or cheaper than correspondent banking?
There is no universal answer. A token transfer can operate outside traditional banking hours and may involve fewer correspondent intermediaries, while a correspondent payment may offer familiar bank controls, established consumer processes and direct access to local clearing. The result depends on the corridor, the chain, provider cut-offs, liquidity, FX spread, compliance review and the recipient’s redemption bank.
| Decision factor | Stablecoin rail | Correspondent-banking rail |
|---|---|---|
| Operating hours | Can support continuous or extended transfer hours, subject to the blockchain, provider and payout bank. | Usually follows the operating hours and cut-offs of the banks and local payment systems involved. |
| Intermediaries | May reduce the number of correspondent institutions by transferring a token directly between approved participants. | Can involve one or more correspondent banks, nostro accounts and local clearing institutions. |
| Cost | Combines conversion or minting charges, network fees, provider fees, custody, compliance and local FX or redemption costs. | Combines sending-bank, correspondent, receiving-bank and FX charges, plus any prefunding cost. |
| Liquidity | Requires access to the token, local fiat liquidity and a reliable redemption path; liquidity can vary by chain, venue and time. | Relies on bank balances, correspondent credit lines and local clearing liquidity. |
| Settlement finality | Depends on the chain’s confirmation and reorganization policy and the broker’s internal release rule. | Depends on the payment system’s rules, bank posting and any return or recall rights. |
| Reversibility | Blockchain transfers are generally not cancellable after finality; recovery requires the recipient or a provider to cooperate. | Some bank payments can be recalled or returned under payment-system rules, although recovery is not guaranteed. |
| Counterparty exposure | Includes issuer reserves, redemption bank, exchange or custodian, wallet operator and network dependencies. | Includes sending and receiving banks, correspondents and the payment-system operator. |
| Data and privacy | On-chain activity can create a durable, linkable transaction record alongside the broker’s customer data. | Information is shared through bank messaging and payment records under the relevant banking and privacy rules. |
| Reconciliation | Requires matching blockchain records, provider statements, customer sub-ledgers, the general ledger and bank payouts. | Requires matching bank statements, payment messages, customer records and the general ledger. |
The BIS Committee on Payments and Market Infrastructures warned in its 2023 report that, at that time, no stablecoin arrangement had been shown to be properly designed, regulated and fully compliant with every relevant requirement. It also cautioned that drawbacks can outweigh benefits. Therefore, a lower quoted network fee or a faster on-chain confirmation is not evidence of a lower end-to-end cost or safer settlement.
How a broker converts stablecoins into local fiat
Conversion is normally a separate regulated service rather than an automatic feature of the blockchain. The broker should send tokens only to a provider approved for the beneficiary’s country and verify that the beneficiary is eligible to receive the resulting currency.

- Match the redemption account. Confirm the provider account, legal entity, currency, bank details and beneficiary name against the payment instruction.
- Check the amount and rate. Capture the token quantity, quoted fiat amount, FX spread, redemption fee and any minimum or maximum. Obtain customer approval when the rate or fee falls outside the mandate.
- Submit and monitor redemption. Record the burn or transfer transaction and the provider’s redemption reference. Track status through fiat settlement rather than treating a provider acknowledgment as a bank credit.
- Post the payout. Apply the provider’s value date and fee, then credit the customer or beneficiary ledger only when the broker’s policy permits.
- Resolve exceptions. Escalate suspended redemptions, rejected beneficiaries, mismatched amounts, delayed bank credits and returned funds. Keep the token and fiat legs linked until the exception is closed.
Exchange-rate risk can arise between the token transfer and redemption, particularly when the token is not denominated in the payout currency. The broker should state whether the customer bears that movement, which rate source applies and how residual amounts are handled.

Cross-border stablecoin activity can touch payments, banking, securities, investment, money-transmission, sanctions, privacy and consumer-protection regimes at the same time. The BIS Financial Stability Institute summarizes these overlapping risks across borders, and the Financial Stability Board identifies additional financial-integrity, cybersecurity, data-privacy, consumer and investor-protection, and macro-financial risks for emerging and developing economies using foreign-currency-pegged global stablecoins.
Classifying the token and activity
SEC educational material describes a payment stablecoin as a token used as a means of payment or settlement and says that, subject to the GENIUS Act, it is generally not a security. That statement is not a blanket exemption for every token, issuer, broker or transaction. Classification depends on the asset’s features and the applicable law in each jurisdiction. A brokerage should obtain jurisdiction-specific legal advice before marketing the arrangement or holding tokens for customers.
AML and sanctions program
- Identify customers, beneficial owners and controlling persons before funding or redemption.
- Document source of funds, expected activity, payment purpose and geographic exposure.
- Screen customers, counterparties, wallet addresses and transactions against applicable sanctions and internal risk rules.
- Monitor for rapid pass-through, structuring, mixer or obfuscation exposure, unusual counterparties and activity inconsistent with the customer profile.
- Set escalation, filing, blocking and law-enforcement response procedures, with records retained for the periods required by each jurisdiction.
Financial-market-infrastructure expectations
CPMI and IOSCO guidance treats stablecoin arrangements that perform a transfer function as potentially comparable to other financial-market infrastructures. It emphasizes governance, comprehensive risk management, settlement finality and sound money settlement. IOSCO Board Chair Ashley Alder said in July 2022 that systemically important stablecoin arrangements should meet the same level of robustness and strength expected of existing financial-market infrastructures. For a broker, that means documented board or senior-management accountability, independent risk oversight, incident reporting, provider due diligence and tested business continuity.

SEC staff guidance states that staff will not object if a broker-dealer treats a proprietary position in a payment stablecoin as having a “ready market” under Rule 15c3-1 and takes a haircut of 2% of the market value of the greater of the long or short proprietary position in that payment stablecoin when calculating net capital. This addresses a broker-dealer’s proprietary position. It does not, by itself, authorize a customer-payment architecture, establish custody treatment or resolve other legal obligations.

Common failure modes and the recovery decision
Wrong address or unsupported network
Freeze related customer activity, preserve the transaction identifier and contact the receiving provider immediately. Do not promise recovery: a final blockchain transfer may be irreversible, and recovery generally depends on the recipient’s cooperation.
Unconfirmed or reorganized transaction
Keep the payment pending under the finality policy, avoid duplicating the transfer, monitor the chain and document the eventual confirmation or failure. If the chain reorganizes, reconcile the replacement transaction before releasing funds.
Redemption delayed or suspended
Separate the token balance from the expected fiat receivable, notify treasury and compliance, and use the approved contingency provider or bank route only if the corridor policy permits it. Reprice or disclose any FX movement according to the customer agreement.
Free tools Windows power users keep installed
One-click scans. No signup required.
Sanctions or fraud alert after broadcast
Restrict further movement, escalate to the sanctions or financial-crime officer, preserve wallet and customer evidence, and follow applicable blocking or reporting obligations. A blockchain transfer’s visibility does not remove the need for legal instructions on handling the funds.
When the rail is appropriate
A stablecoin route is most defensible when both sides are regulated or contractually accountable, the token has a dependable redemption path, the chain and custody model have been tested, and the total cost is demonstrably better for the specific corridor after FX, compliance, liquidity and reconciliation are included. A correspondent-bank route may remain preferable where local payout access, customer reversibility, legal certainty or reserve and redemption confidence are stronger.
The decision should be made corridor by corridor. Compare the complete lifecycle—funding, token acquisition, transfer, screening, finality, redemption, FX, payout, reconciliation, exception handling and records—not just the blockchain fee or the time shown in a wallet. Stablecoins can make a brokerage payment more direct and available across extended hours, but the control framework determines whether that speed is usable, lawful and final.
