In Circle’s reported model, reserve income is the main revenue source: the company earns interest and dividends on reserve assets, while a USDC or EURC token does not, on its own, give its holder a share of Circle’s profits or reserve yield. The precise rights depend on the issuer, product terms and legal structure.
How do stablecoin issuers make money?
The basic flow is straightforward: customers acquire or redeem tokens through an issuer or intermediary; the issuer maintains reserve assets under the product’s terms; those assets may earn interest or dividends; and the issuer records that income as revenue. The issuer then pays operating costs and may share some economics with exchanges or other commercial partners.

- A customer obtains a stablecoin, directly from the issuer or through a platform, or redeems it under the issuer’s terms.
- The issuer holds reserve assets intended to support the token and redemption arrangements.
- Those assets may generate interest or dividends. The amount varies with the asset mix, market rates and issuer arrangements.
- The issuer recognizes reserve income and uses revenue for business costs and any agreed partner allocations.
Circle’s 2025 Form 10-K says it currently derives a substantial majority of revenue from reserve income on assets backing USDC and EURC. Its Q2 2026 Form 10-Q describes earning interest and dividends on assets in reserve accounts, including bank cash and the Circle Reserve Fund. Who gets the interest on stablecoin reserves?
Reserve backing and holder yield are separate questions. A reserve can support redemption or other obligations under a product’s terms without the holder receiving the income the assets earn. A token holder’s rights depend on the issuer’s terms and applicable legal structure; holding a token alone should not be assumed to confer a contractual share of the issuer’s reserve income or business profits.

Circle says USDC and EURC reserves are held separately from its operating funds for holders’ benefit. Its USDC reserve description includes cash, short-dated U.S. Treasury securities and overnight Treasury repurchase agreements. That description concerns reserve arrangements; it does not say that holders are paid the yield those assets generate. Circle Transparency & Stability; Circle USDC reserve information.
Why don’t stablecoin holders earn interest?
In a non-yield-bearing product, the issuer’s terms do not promise to pass reserve income to the holder. The token may instead be designed as a dollar-like payment or settlement instrument with redemption rights defined by the issuer’s terms. Whether that arrangement applies—and exactly what a holder can claim—depends on the specific product and jurisdiction.

This is not a rule that stablecoins can never pay yield. Some products or intermediaries may offer yield under separate arrangements, but their structure and claims need to be evaluated on their own terms. A yield offer does not, by itself, establish that the token issuer is sharing reserve income directly with every token holder.

What other revenue can an issuer earn?
Reserve income is not necessarily the only revenue source. Circle’s 2025 filing also describes integration services, blockchain rewards revenue, redemption fees and fund-management fees. These are examples from Circle’s reporting, not a standard list that applies to all issuers; the relative importance and availability of such revenue varies by company and product. Do stablecoin issuers share revenue with exchanges?
They may share economics with distribution or ecosystem partners even when token holders receive no direct share. Circle’s filings describe agreements with Coinbase that allocate portions of economics to the platform and approved ecosystem participants, including an allocation tied to USDC circulating in the broader ecosystem after specified deductions. That commercial revenue-sharing arrangement is distinct from a token holder’s right to reserve income, and it should not be treated as an industry-wide standard. Why does reserve income matter beyond an issuer’s business?
Large reserve portfolios can connect stablecoin growth to short-term government debt markets. A 2025 U.S. Treasury Borrowing Advisory Committee staff paper estimated that major stablecoin issuers held more than $120 billion in Treasury bills, based on public reserve filings. The paper cautioned that reserve compositions were self-reported and not independently verified by Treasury or the committee, so the figure is neither an audited total nor a current 2026 estimate. The policy debate also concerns financial stability, market integrity and consumer protection. The Bank for International Settlements’ Financial Stability Institute describes the issue as issuers earning income from reserve assets while paying little or no interest to holders. The existence of reserve income alone does not settle those broader questions; reserve quality, redemption arrangements, transparency and the applicable legal framework all matter. Do not infer holder yield from the word “backed” or from a reserve report. To understand a specific token, check the product’s governing terms and disclosures for:

- Reserve assets and custody: what assets support the token, their liquidity and maturity, where they are held, and whether they are described as separate from operating funds.
- Redemption: who can redeem, how access works, and any eligibility rules or fees.
- Yield terms: whether the issuer or an intermediary actually promises a payment, and which contract or product makes that promise.
- Revenue disclosures: the issuer’s reporting period and definitions, plus any distribution or partner arrangements.
- Assurance and jurisdiction: whether disclosures are audited financial statements, attestations or issuer-published reports, what each assurance covers, and which jurisdiction’s terms apply.
