Social-media recommendation algorithms act as exposure filters. They rank posts and videos using signals such as prior viewing, likes, follows and other engagement, so two people can receive very different political content even while using the same service. Studies of TikTok during the 2024 U.S. presidential campaign, YouTube recommendations, and Twitter during the 2022 midterms found measurable differences in what users were shown. Those studies do not show that algorithms alone determine anyone’s vote or uniformly change political beliefs.
What a recommendation algorithm changes
A social platform contains far more posts and videos than one person can view. A recommender selects, orders and refreshes a smaller set for the For You feed, a home page or an algorithmic timeline. The selection is influenced by both the system and the user: watch history, follows, likes, skips, searches, replies and other signals can alter what appears next. The available pool of content and the people an account follows also constrain the result.

This means a feed is not a neutral window onto all political speech. It is a personalized route through a much larger supply. “Exposure” in the studies below means the political material an account was recommended or consumed. Exposure is different from agreement, persuasion, vote choice or an election result.
What the major studies actually found
| Platform and period | What researchers changed or compared | Measured result | Important limit |
|---|---|---|---|
| TikTok, April 30–November 11, 2024 | 323 controlled accounts seeded with Democratic, Republican or neutral activity in New York, Texas and Georgia; more than 280,000 recommendations collected over 27 weeks. | Republican-seeded accounts received about 11.5% more co-partisan recommendations than Democratic-seeded accounts. Democratic-seeded accounts received about 7.5% more cross-partisan recommendations than Republican-seeded accounts, much of it anti-Democratic. | The accounts were “sock puppets,” not a representative sample of human voters. The audit measured recommendations and could not fully identify whether ranking rules, content supply or another mechanism produced the pattern. |
| YouTube, 2024 study | Researchers used 8,600 sock-puppet accounts and then ran a month-long randomized experiment with 2,142 frequent users. An intervention played videos from verified, ideologically balanced news sources in the background, changing watch-history signals. | News recommendations and consumption increased, and ideological congeniality declined, especially for conservative participants. A separate on-screen reminder to consume news had no observable effect. | The experiment found no detectable change in its tested measures of political participation, belief accuracy, perceived or affective polarization, or support for democratic norms. |
| Twitter, 2022 U.S. midterm election | Researchers compared the algorithmic timeline with the reverse-chronological timeline and examined users’ follow-network composition. | The algorithmic timeline changed election-content exposure, partisan skew and election-rumor prevalence. The partisan makeup of a user’s follow network often had a larger influence than the recommender alone. | The findings describe that election period and an earlier version of the service, not the behavior of today’s X system. |
TikTok: an observed partisan asymmetry
How the audit worked
The 2026 Nature study did not ask ordinary voters to hand over their personal accounts. Instead, researchers operated 323 controlled accounts designed to mimic user activity. Accounts were seeded with Democratic, Republican or neutral content in New York, Texas and Georgia, and the team recorded the subsequent For You recommendations from April 30 through November 11, 2024. The dataset contained more than 280,000 recommendations collected across 27 weeks of the presidential campaign.

What the numbers mean
Under those controlled conditions, Republican-seeded accounts received about 11.5% more co-partisan recommendations than Democratic-seeded accounts. Democratic-seeded accounts received about 7.5% more cross-partisan recommendations than Republican-seeded accounts; the study reports that much of this cross-partisan material was anti-Democratic. The authors say the differences persisted after adjusting for observable engagement metrics.
These are differences between experimental account conditions, not a claim that every Republican or Democratic voter sees a particular percentage of content. A sock-puppet account has no ordinary person’s biography, social graph or unpredictable behavior. The study also cannot fully separate the effects of ranking rules from the content available to the system or other mechanisms. Therefore, the result is evidence of an exposure asymmetry in a defined audit, not proof of intentional platform bias.
YouTube: changing inputs changed exposure, not tested attitudes
The intervention
A 2024 PNAS Nexus study first used 8,600 sock-puppet accounts to study recommendation behavior, then enrolled 2,142 frequent YouTube users in a month-long randomized experiment. For the intervention group, videos from verified, ideologically balanced news sources were played unobtrusively in the background. That activity changed watch-history signals that the recommendation system could use. Another group saw an on-screen reminder encouraging news consumption.

The exposure effects
The background-viewing intervention increased the amount of news recommended and consumed. It also reduced ideological congeniality: participants encountered a less ideologically one-sided mix, with the clearest change among conservative participants. The reminder by itself produced no observable effect. This contrast shows why a general request to “watch more news” is not equivalent to changing the behavioral signals a recommender uses.

What did not change
Despite the increase in news exposure and consumption, the experiment found no detectable effect on the political participation, belief accuracy, perceived polarization, affective polarization or support for democratic norms measured in its surveys. That does not prove that recommendations can never influence attitudes. It means this intervention, over this month and for these outcomes, changed media exposure without producing a measurable shift in the tested political measures. Longer periods, different outcomes, other platforms or particular subgroups could produce different results.
Twitter: the follow network can outweigh the recommender
Algorithmic versus reverse-chronological timelines
A peer-reviewed study published in 2026 examined Twitter during the 2022 U.S. midterm election. It compared the algorithmic timeline, which ranks posts, with a reverse-chronological timeline, which presents posts in time order. The algorithmic version changed users’ exposure to election content, the partisan balance of sources and the prevalence of election rumors. The study reported reduced proportions of election content for left-leaning accounts, a shift toward right-leaning sources compared with reverse chronology, and increased election-rumor prevalence for right-leaning accounts.
Why follows matter
The same study found that the partisan composition of an account’s follow network often exerted more influence than the recommender alone. If most accounts someone follows share a political outlook, the available stream is already skewed before ranking begins. An algorithm can reorder that pool, but it cannot recommend posts from accounts that are absent from the network unless it deliberately introduces outside sources. This is why two users can experience different political exposure even when their platform settings are identical.

Do algorithms create filter bubbles?
They can contribute to selective exposure, but “filter bubble” is too simple as a complete explanation. Personal signals can reinforce a user’s existing interests, while the content supply, advertising incentives, moderation rules and social network add other constraints. The TikTok audit found asymmetry between controlled partisan starting points. The YouTube experiment showed that changing watch-history inputs could increase and diversify news exposure. The Twitter study showed that follows often mattered more than ranking. Together, these findings support a layered model rather than a single-cause story.
- User signals: watching, skipping, liking, searching and following provide feedback about what to rank next.
- Network composition: the accounts a person follows determine much of the material available in the first place.
- Content supply: creators’ output, reposts and the availability of partisan or cross-partisan material affect what can be selected.
- Ranking design: the platform decides how to weigh recency, predicted interest, engagement and other signals.
- Policy choices: platforms can change how much civic content is eligible for recommendation and what controls users receive.
A personalized feed can therefore narrow some users’ political exposure, broaden it for others, or do both at different times. The evidence does not establish that every user is trapped in a stable, isolated information bubble.
Meta’s policy shift illustrates why dates matter
In a January 7, 2025 company statement, Meta said it had reduced civic content—posts about elections, politics or social issues—since 2021 after users said they wanted less of it. Meta said it would begin restoring civic content in Facebook, Instagram and Threads through a more personalized approach. The company described ranking with explicit signals such as likes and implicit signals such as viewing posts, and said it would expand controls over political content.

Exposure is not persuasion
Seeing a political video is not the same as believing it. A recommendation can be ignored, watched briefly, criticized, shared ironically or accepted. The cited studies measured different stages of the chain:
- Recommended exposure: whether a system placed a post or video in an account’s feed, as in the TikTok audit.
- Consumption: whether participants actually watched news, as in the YouTube experiment.
- Information environment: the partisan balance and rumor prevalence of a timeline, as in the Twitter study.
- Political outcomes: attitudes, participation, belief accuracy or democratic-norm support, measured in the YouTube surveys.
Only the last category speaks directly to persuasion, and the YouTube intervention found no detectable change in the tested outcomes. The TikTok audit did not measure persuasion at all. It is therefore inaccurate to turn evidence that algorithms alter exposure into a claim that they determine vote choice or election outcomes.
How to interpret claims about a political feed
Ask what was measured
“The platform showed more partisan content” could refer to recommendations, posts actually watched, accounts followed or survey responses. Those are not interchangeable. Look for the unit of analysis, the time period and whether the study used real users or controlled accounts.

Check the comparison
A credible comparison states what changed: a different seed history, a different timeline mode, a different follow network or a deliberate intervention. Without a comparison, a screenshot of one feed cannot show what the algorithm would have shown another person.
Best Value
Separate platform effects from user effects
If a study adjusts for observable engagement, that can reduce—but not eliminate—alternative explanations. User behavior and content supply remain part of the system. A measured difference does not by itself reveal an internal ranking rule or prove intent.
Check the date and geography
The strongest examples here concern U.S. elections in 2022 and 2024. Results may not transfer to another country, election cycle, language, account type or later software version. A platform’s current controls may also differ from those available during the study.
What the evidence supports—and what it does not
Supported conclusions
- Recommendation systems can change which political posts and videos users encounter.
- Different starting behavior and follow networks can produce different political exposure.
- Changing recommendation inputs can increase news consumption and diversify recommendations in at least one YouTube experiment.
- Exposure changes can occur without detectable changes in the political attitudes measured in that experiment.
Claims that go beyond the evidence
- That an algorithm alone determines what any individual voter sees.
- That the TikTok asymmetry proves a deliberate partisan ranking rule.
- That recommendation exposure automatically persuades users, changes their votes or decides an election.
- That findings from a past election describe every platform’s current live system.
The practical answer
Social-media recommendation algorithms shape what voters see by filtering an enormous supply of political content through ranking models, personal behavior and social connections. The studies show real changes in exposure: an asymmetric TikTok audit, a YouTube intervention that increased and diversified news consumption, and Twitter timeline effects that interacted strongly with follow networks. They do not show a universal mechanism of persuasion. The most defensible conclusion is narrower and more useful: algorithms help construct each voter’s information environment, while users, networks, content supply and changing platform policies determine how that environment is formed.
